		<official-title display="yes">To amend title 18, United States Code, to
		  exempt qualifying law school students participating in legal clinics or
		  externships from the application of the conflict of interest rules under
		  section 205 of such title.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HDAB1768D27D4475EAE3B7AF66E5D1F5D" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Law Student Clinic Participation Act
			 of 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H0A1EB26F58B34BA8A6FD6A19CC19F5A6" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Law student conflict of interest
			 exemption</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/205">Section 205</external-xref> of title
			 18, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HF1EAFE9C1DAA44658EAFB616F7608736" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="H582EBDB9AF2F483A9FD0A4C0AF98E5BB"><enum>(j)</enum><text display-inline="yes-display-inline">Subsections (a) and (b) do not apply to a
				law student or legal clinic staff member participating in the legal clinic or
				externship of an accredited law school, with respect to a matter within the
				scope of the clinic or externship, unless—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HEE7F7FE67E6E4E34969605168AC905ED"><enum>(1)</enum><text display-inline="yes-display-inline">the student or staff has participated
				personally and substantially in the matter as a Government employee or special
				Government employee through decision, approval, disapproval, recommendation,
				the rendering of advice, investigation, or otherwise; or</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HED465E7E41A8423198CEF7013DDF90CB"><enum>(2)</enum><text display-inline="yes-display-inline">the matter is pending in the department or
				agency of the Government in which the student is
				serving.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="HC8A0C47430134DAEBEC2C848E15ED58F" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act shall take effect upon the expiration of the 60-day
			 period beginning on the date of the enactment of this Act.</text>
