		<official-title>To authorize the Director of the Bureau of Prisons to
		  purchase the Thomson Correctional Center in Thomson, Illinois, and for other
		  purposes.</official-title>

		<section id="H2373FE41EF8B48B49E40BCA71A277AC6" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that, according to the most
			 recent statistics available from the Department of Justice, Federal prisons are
			 operating at 136 percent of capacity.</text>
		</section><section id="H6EB03DC694EE4B99824AF97564F82C5C"><enum>2.</enum><header>Authority of the
			 Director of the Bureau of Prisons to purchase the Thomson Correctional Center
			 located in Thomson, Illinois</header>
			<subsection id="H27517A3E830F4BE48FD98BA7EB8150D8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Director of the
			 Bureau of Prisons may purchase the Thomson Correctional Center located in
			 Thomson, Illinois.</text>
			</subsection><subsection id="H931E794079DE46739686FFD33E510D2A"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out this
			 section.</text>
			</subsection><subsection id="H22D91D20E4F84E4DB33D45FA01354B6F"><enum>(c)</enum><header>Restriction on
			 use of funds</header><text display-inline="yes-display-inline">None of the
			 funds appropriated pursuant to the authorization of appropriations under
			 subsection (b) may be used—</text>
				<paragraph id="H22FCE3CF22B54C19A8BE858F09B2E795"><enum>(1)</enum><text>to transfer any
			 enemy combatant detained by the United States at Naval Station, Guantanamo Bay,
			 Cuba, to Thomson Correctional Center or to any other Federal, State, or local
			 facility in Illinois; or</text>
				</paragraph><paragraph id="HCB8C3EA3EF3D4B62BAA76E68D944C016"><enum>(2)</enum><text>to build, modify,
			 or enhance Thomson Correctional Center or any other Federal, State, or local
			 facility in Illinois for the purpose of housing any such enemy
			 combatant.</text>
