		<official-title>To amend the Hoover Power Plant Act of 1984 to ensure
		  that project beneficiaries are solely responsible for repaying the costs of
		  Western Area Power Administration power transmission and delivery projects, and
		  for other purposes.</official-title>

		<section id="H63D6E8672B1C44C18D5486622C9DB20B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Taxpayer and Western Area
			 Power Administration Firm Power Customer Protection
			 Act</short-title></quote>.</text>
		</section><section id="H1D0729C4EC7F4BB082BDDECE3C82F5D4" section-type="subsequent-section"><enum>2.</enum><header>Responsibility of
			 beneficiaries to repay costs of WAPA power transmission and delivery
			 projects</header><text display-inline="no-display-inline">Section 301(d) of the
			 Hoover Power Plant Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/381">Public Law 98–381</external-xref>) is amended—</text>
			<paragraph id="HB25C150BB6FF407AA3CFBD6A3C96F86F"><enum>(1)</enum><text>in paragraph
			 (1)(B), by striking <quote>and</quote> after the semicolon;</text>
			</paragraph><paragraph id="H93FE0C3086654F59BC3605DCCCB0D85E"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (1)(C) and all that follows through paragraph
			 (2) and inserting <quote>; and</quote>;</text>
			</paragraph><paragraph id="H1BDF935FAB40407D88EEE2EC091AA76A"><enum>(3)</enum><text>in paragraph (1),
			 by adding at the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HBEA628E21F8040A48F2678930F8DFA14" style="OLC">
					<subparagraph id="H19AE592F5A4E4FEFB52732A117C24F21"><enum>(D)</enum><text display-inline="yes-display-inline">appropriate agreements have been executed
				to ensure that project beneficiaries will be solely responsible for repaying
				the entire capital and operational costs of the
				project.</text>
					</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HBE11DA1DE8934AB7B501978CABAEE14C"><enum>(4)</enum><text>by striking so
			 much as precedes the first sentence and inserting <quote>(a)
			 <header-in-text level="subsection" style="OLC">In
			 general.</header-in-text>—</quote>;</text>
			</paragraph><paragraph id="H12CC3761C3264117AE1867ADA8F5EAB6"><enum>(5)</enum><text>by redesignating
			 subparagraphs (A) through (D) (as added by paragraph (3) of this section) as
			 paragraphs (1) through (4); and</text>
			</paragraph><paragraph id="HF09448DF4CB8420486226D43B6962B19"><enum>(6)</enum><text>by moving
			 paragraphs (1) through (4) (as redesignated by paragraph (5) of this section) 2
			 ems to the left.</text>
