		<official-title display="yes">To direct the Secretary of the Interior to
		  conduct a special resource study to evaluate resources in the Hudson River
		  Valley in the State of New York to determine the suitability and feasibility of
		  establishing the site as a unit of the National Park System, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H825B2151F3FE45538E848D25926927F5" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Hudson River Valley Special Resource
			 Study Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H27A27461904E47FDA8D077E37C8B8660" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H763B341AD84E4748981393B18F6F5E92"><enum>(1)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of the Interior.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H84FA27071D8F468FAAC8BB6ED841005F"><enum>(2)</enum><header display-inline="yes-display-inline">Study area</header><text display-inline="yes-display-inline">The term <term>study area</term>—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="H0386C41F61D149E2AFFBC2125E01DE41"><enum>(A)</enum><text display-inline="yes-display-inline">means the portion of the Hudson River that
			 flows from Rodgers Island at Fort Edward to the southern-most boundary of
			 Westchester County, New York; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H823B9D32BDF34EF993C3A2B21989A037"><enum>(B)</enum><text display-inline="yes-display-inline">includes any relevant sites and landscapes
			 within the counties in New York that abut the area described in subparagraph
			 (A).</text>
				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="H89EB8220171349FDB871C34023B7A184" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Authorization of study</header>
			<subsection commented="no" display-inline="no-display-inline" id="H3F9DC1E64B244BF78AED09AD7EAAC427"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">As soon as funds are made available for
			 this purpose, the Secretary shall complete a special resource study of the
			 Hudson River Valley in the State of New York to evaluate—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H06894B45EB054523BD7D1CB0EE9F5427"><enum>(1)</enum><text display-inline="yes-display-inline">the national significance of the area;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0A9BD2BCF7DB4F079C18667F8FC675D5"><enum>(2)</enum><text display-inline="yes-display-inline">the suitability and feasibility of
			 designating the area as a unit of the National Park System.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H739BDEB765BE41149626C319BC314E8B"><enum>(b)</enum><header display-inline="yes-display-inline">Study guidelines</header><text display-inline="yes-display-inline">In conducting the study under subsection
			 (a), the Secretary shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H6F40AEA36DBA4F1A8EEC7849471C4957"><enum>(1)</enum><text display-inline="yes-display-inline">use the criteria for the study of areas for
			 potential inclusion in the National Park System in accordance with section 8(c)
			 of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law
			 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–5(c)</external-xref>);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2C220C2539224E2BB48703F84AC1070C"><enum>(2)</enum><text display-inline="yes-display-inline">determine the effect of the designation of
			 the area as a unit of the National Park System on existing commercial and
			 recreational activities, including but not limited to hunting, fishing,
			 trapping, recreational shooting, motor boat use, off-highway vehicle use,
			 snowmobile use, and on the authorization, construction, operation, maintenance,
			 or improvement of energy production and transmission infrastructure, and the
			 effect on the authority of State and local governments to manage those
			 activities;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFAEFC2E742724B7386C69B9F16A00DA4"><enum>(3)</enum><text display-inline="yes-display-inline">identify any authorities that will compel
			 or permit the Secretary to influence local land use decisions (such as zoning)
			 or place restrictions on non-Federal land if the area is designated a unit of
			 the National Park System; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1EA8626051E5469D80E7CA946EB9D533"><enum>(4)</enum><text display-inline="yes-display-inline">closely examine park unit models, in
			 particular national river and recreation areas, as well as other landscape
			 protection models, that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HABC8985FAB634675BB5D091A539F6899"><enum>(A)</enum><text display-inline="yes-display-inline">encompass large areas of non-Federal lands
			 within their designated boundaries;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA46F8792600E4C4E9D06AA187E108941"><enum>(B)</enum><text display-inline="yes-display-inline">foster public and private collaborative
			 arrangements for achieving National Park Service objectives; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD1B2BD45C60C401D9B0A82247418E0BD"><enum>(C)</enum><text display-inline="yes-display-inline">protect and respect the rights of private
			 land owners.</text>
					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H48FD98E82DD84C5F9792EC894D3B41F0" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Report</header><text display-inline="no-display-inline">Not later than 36 months after the date that
			 funds are first made available for this purpose, the Secretary shall submit to
			 the Committee on Natural Resources of the House of Representatives and the
			 Committee on Energy and Natural Resources of the Senate a report on the
			 findings, conclusions, and recommendations of the study authorized by this
			 Act.</text>
