		<official-title>To amend title I of the Omnibus Crime Control and Safe
		  Streets Act of 1968 to eliminate the matching requirement for certain
		  bulletproof armor vest purchases under the matching grant program for
		  bulletproof armor vests.</official-title>

		<section display-inline="no-display-inline" id="H3A863771173048DCB6D5C400D0175478" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Wayne ‘Cotton’ Morgan Bulletproof Vest
			 Act</short-title> of 2009</quote>.</text>
		</section><section display-inline="no-display-inline" id="HF31C40C4F76F4720B86873DA11F2A445" section-type="subsequent-section"><enum>2.</enum><header>Amendment to matching
			 grant program for bulletproof armor vests to eliminate matching requirement for
			 certain armor vest purchases</header><text display-inline="no-display-inline">Section 2501 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (42 U.S.C. 3796ll) is amended in subsection (f) by
			 adding at the end the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H56B80C7943954EB7995577B371AA6AC7" style="OLC">
				<paragraph id="H860D302FB51C400BB2F41545FCA7FEDF"><enum>(4)</enum><header>No matching
				requirement for certain armor vest purchases</header>
					<subparagraph id="HCCCC15148ACB40DCA175F2BF628F4191"><enum>(A)</enum><header>In
				general</header><text>Paragraph (1) does not apply to a grant to a jurisdiction
				to the extent the grant is for the purchase of armor vests—</text>
						<clause id="H7C12286F9DB142708BBA4F8BFB6C3B0B"><enum>(i)</enum><text display-inline="yes-display-inline">for officers who, as of the date of the
				jurisdiction’s application for such grant, work in high security risk areas, as
				specified by the Director of the Bureau of Justice Assistance; or</text>
						</clause><clause id="HE5303EC9300C476C879AF3D524ABFF74"><enum>(ii)</enum><text>for correctional
				officers who, as of the date of the jurisdiction’s application for such grant,
				transport prisoners.</text>
						</clause></subparagraph><subparagraph commented="no" id="HE43BDE10374349C4B71CF18B6B26B807"><enum>(B)</enum><header>High security
				risk area</header><text display-inline="yes-display-inline">For purposes of
				specifying a high security risk area, with respect to a facility, under
				subparagraph (A), the Director of the Bureau of Justice Assistance shall take
				into account the following:</text>
						<clause commented="no" id="H982F07310ABB4B9B872F8CD80DE170E6"><enum>(i)</enum><text>The security level
				of the inmates located in the area, and the mission of the facility.</text>
						</clause><clause commented="no" id="H706ACD7B71EE403182F82E3711F152A4"><enum>(ii)</enum><text>The structural
				layout of the facility.</text>
						</clause><clause commented="no" id="HDF57B25C8886404D8C60120AA30BAF1E"><enum>(iii)</enum><text>The extent to
				which a large number of inmates may gather in the area at any given
				time.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
