		<official-title display="yes">To provide for identifying and eliminating
		  redundant reporting requirements and developing meaningful performance metrics
		  for homeland security preparedness grants, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H4F220755EC2149188BE6CB2FE325F01E" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Redundancy Elimination and Enhanced
			 Performance for Preparedness Grants Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HE4A7A708420E42ABB6DD7B7FC8A9DEE7" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Identification of reporting redundancies
			 and development of performance metrics for homeland security preparedness grant
			 programs</header>
			<subsection commented="no" display-inline="no-display-inline" id="HFCE9F1E67B804D45B49BE7E2D5C8B7A9"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Title XX of the Homeland Security Act of
			 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/601">6 U.S.C. 601 et
			 seq.</external-xref>) is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="HAC651A07A0A0470383901854CC74F4F9" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="HFC4541C13E024F9FAC0CA99B1C0B3C89" section-type="subsequent-section"><enum>2023.</enum><header display-inline="yes-display-inline">Identification of reporting redundancies
				and development of performance metrics</header>
						<subsection commented="no" display-inline="no-display-inline" id="H77C90B6F26694DF5A35CE4598B44987F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall, for grants under
				sections 2003 and 2004 and any other grants specified by the Administrator,
				submit a report to the appropriate committees of Congress by not later than 120
				days after the date of the enactment of the <short-title>Redundancy Elimination and Enhanced Performance for
				Preparedness Grants Act</short-title>, and by October 1st every 2 years
				thereafter, that—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H1D1668F03BAE4D78B4921CD46E4A9F21"><enum>(1)</enum><text display-inline="yes-display-inline">identifies redundant rules, regulations,
				and requirements for reporting by recipients of such grants, and includes a
				plan for eliminating such identified redundancies and requirements;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBADAC7E562374D1DBAF97FBE7688A35E"><enum>(2)</enum><text display-inline="yes-display-inline">includes a plan for developing and
				improving the performance metrics required under section 2022(a)(4) for such
				grants; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0047725F4B244CB483CC13955BFFA6D9"><enum>(3)</enum><text display-inline="yes-display-inline">includes an assessment of each program
				under which such grants are awarded.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HE64645B00B3B4003B37A7E37A45F9BD3"><enum>(b)</enum><header display-inline="yes-display-inline">Plan requirements</header><text display-inline="yes-display-inline">Each plan under subsection (a)—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H1413899AB423449AB3C0D7ADE69DD543"><enum>(1)</enum><text display-inline="yes-display-inline">shall be developed in coordination with
				State, local, tribal, and territorial governments; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7A61BCB9E5624CCD96DC923E87337F77"><enum>(2)</enum><text display-inline="yes-display-inline">shall include a proposed timeline for
				actions to implement the plan.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD7E96EA8525D4B318960C15D8DBAAB03"><enum>(c)</enum><header display-inline="yes-display-inline">Program assessment
				requirements</header><text display-inline="yes-display-inline">Each program
				assessment under subsection (a)(3) shall include—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H9F806029B24842708A7DB290B1443786"><enum>(1)</enum><text display-inline="yes-display-inline">a brief summary of the program purposes,
				objectives, and performance goals, and of the key findings of the
				assessment;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9676F12030EC4431B66E5782EFF7992D"><enum>(2)</enum><text display-inline="yes-display-inline">an assessment of the quality of the
				program’s performance metrics, and the extent to which necessary performance
				data are collected;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0904B234B397432F9F3C2A89651F7860"><enum>(3)</enum><text display-inline="yes-display-inline">a summary of how the program’s strengths
				and weaknesses are impeding or contributing to its failures or successes,
				including reasons for any substantial variation from the targeted level of
				performance of the program;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H39051B0DF80E4A4AA452F232510F28D3"><enum>(4)</enum><text display-inline="yes-display-inline">a description of the extent to which any
				trends, developments, or emerging conditions affect the need to change the
				mission of the program or the way that the program is being carried out;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF38C1ABD68BE48CE985591CABB1ADEA7"><enum>(5)</enum><text display-inline="yes-display-inline">an identification of the best practices
				used in the program for allocating resources in an efficient and effective
				manner that resulted in positive outcomes and the key reasons why such
				practices resulted in positive outcomes;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA1835FC058D14C76B8053F5C8691D85D"><enum>(6)</enum><text display-inline="yes-display-inline">recommendations for program modifications
				to improve the results that the program achieves;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE4AF9319693141249779989B83A08482"><enum>(7)</enum><text display-inline="yes-display-inline">a summary of key results of the program
				assessment that support maximizing the amount of funds appropriated for the
				program; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDE33DEE16DB14FBEA929F27DDE66407D"><enum>(8)</enum><text display-inline="yes-display-inline">an assessment of the quality of customer
				service offered to recipients of funds under the program and a strategy for
				improving such
				service.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H77546EF968E2460FB22FE92E8AC69D3E"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of
			 such Act is amended by adding at the end of the items relating to title XX the
			 following new item:</text>
