<official-title display="yes">To provide for identifying and eliminating redundant reporting requirements and developing meaningful performance metrics for homeland security preparedness grants, and for other purposes. </official-title>

<section commented="no" display-inline="no-display-inline" id="H45816C79A8C54EF0A60FB6F2C96B1388" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Redundancy Elimination and Enhanced Performance for Preparedness Grants Act</short-title></quote>.</text></section>
<section commented="no" display-inline="no-display-inline" id="H8218F4A9E6704DFDB0F3F973052A83AE" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Identification of reporting redundancies and development of performance metrics for homeland security preparedness grant programs</header>
<subsection commented="no" display-inline="no-display-inline" id="H1FDA918142B64D4D85610DA33BBB7317"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Title XX of the Homeland Security Act of 2002 (6 U.S.C. 601 et seq.) is amended by adding at the end the following:</text>

<section commented="no" display-inline="no-display-inline" id="HC68C9E531086403BBE6D3238D6232D9D" section-type="subsequent-section"><enum>2023.</enum><header display-inline="yes-display-inline">Identification of reporting redundancies and development of performance metrics</header>
<subsection commented="no" display-inline="no-display-inline" id="H91C1C64853FF47ECA1B4CDD66A8C4894"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>covered grants</term> means grants awarded under section 2003, grants awarded under section 2004, and any other grants specified by the Administrator.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H2E82D603F1DC4F1BA77E00028F689838"><enum>(b)</enum><header display-inline="yes-display-inline">Initial report</header><text>Not later than 90 days after the date of enactment of the Redundancy Elimination and Enhanced Performance for Preparedness Grants Act, the Administrator shall submit to the appropriate committees of Congress a report that includes—</text>
<paragraph id="H39F10265472F4E2CB22EEA54FF20D477"><enum>(1)</enum><text>an assessment of redundant reporting requirements imposed by the Administrator on State, local, and tribal governments in connection with the awarding of grants, including—</text>
<subparagraph id="H0F4D358543A247FE9B82CF9D74CB9A58"><enum>(A)</enum><text>a list of each discrete item of data requested by the Administrator from grant recipients as part of the process of administering covered grants;</text></subparagraph>
<subparagraph id="HB511F358EBF94142A7C9F6B66CA8F59F"><enum>(B)</enum><text>identification of the items of data from the list described in subparagraph (A) that are required to be submitted by grant recipients on multiple occasions or to multiple systems; and</text></subparagraph>
<subparagraph id="HF9C10AC34A1748B2B05E7E6D22C2C904"><enum>(C)</enum><text>identification of the items of data from the list described in subparagraph (A) that are not necessary to be collected in order for the Administrator to effectively and efficiently administer the programs under which covered grants are awarded;</text></subparagraph></paragraph>
<paragraph id="HCDEBB5B2A5E64A28953325912EF97A18"><enum>(2)</enum><text>a plan, including a specific timetable, for eliminating any redundant and unnecessary reporting requirements identified under paragraph (1); and</text></paragraph>
<paragraph id="HA69CC9831AE04FC4B0FE2549040CDE14"><enum>(3)</enum><text>a plan, including a specific timetable, for promptly developing a set of quantifiable performance measures and metrics to assess the effectiveness of the programs under which covered grants are awarded.</text></paragraph></subsection>
<subsection id="H8C2E2EC924804C178C246E4DE9A02B2F"><enum>(c)</enum><header>Biennial reports</header><text>Not later than 1 year after the date on which the initial report is required to be submitted under subsection (b), and once every 2 years thereafter, the Administrator shall submit to the appropriate committees of Congress a grants management report that includes—</text>
<paragraph id="H5E3D8343A1BF407EAC431720A4036629"><enum>(1)</enum><text>the status of efforts to eliminate redundant and unnecessary reporting requirements imposed on grant recipients, including—</text>
<subparagraph id="HA21760EF6F5747DCB8DD65424DC27E75"><enum>(A)</enum><text>progress made in implementing the plan required under subsection (b)(2);</text></subparagraph>
<subparagraph id="H1AFB10408F804E978C3B5E3B35257519"><enum>(B)</enum><text>a reassessment of the reporting requirements to identify and eliminate redundant and unnecessary requirements;</text></subparagraph></paragraph>
<paragraph id="H6598E0B1A924435FB46325B39E744090"><enum>(2)</enum><text>the status of efforts to develop quantifiable performance measures and metrics to assess the effectiveness of the programs under which the covered grants are awarded, including—</text>
<subparagraph id="H766C03A670FE49AD901C49E111BA8D1E"><enum>(A)</enum><text>progress made in implementing the plan required under subsection (b)(3);</text></subparagraph>
<subparagraph id="H89E6B4F9FEA24BEE966995F0C1CD3755"><enum>(B)</enum><text>progress made in developing and implementing additional performance metrics and measures for grants, including as part of the comprehensive assessment system required under section 649 of the Post-Katrina Emergency Management Reform Act of 2006 (6 U.S.C. 749); and</text></subparagraph></paragraph>
<paragraph id="H0741C421FF904150984F77983FB6B40A"><enum>(3)</enum><text>a performance assessment of each program under which the covered grants are awarded, including—</text>
<subparagraph id="H279010C35D2F467F82D07516BC50F12C"><enum>(A)</enum><text>a description of the objectives and goals of the program;</text></subparagraph>
<subparagraph id="HB1C458B9857544CCB73399F31ACA0BF2"><enum>(B)</enum><text>an assessment of the extent to which the objectives and goals described in subparagraph (A) have been met, based on the quantifiable performance measures and metrics required under this section, section 2022(a)(4), and section 649 of the Post-Katrina Emergency Management Reform Act of 2006 (6 U.S.C. 749);</text></subparagraph>
<subparagraph id="H5CFE7722B82F46B9B7BE3F23F9A0D92E"><enum>(C)</enum><text>recommendations for any program modifications to improve the effectiveness of the program, to address changed or emerging conditions; and</text></subparagraph>
<subparagraph id="H1A91A3AC421746E092EF489357692223"><enum>(D)</enum><text>an assessment of the experience of recipients of covered grants, including the availability of clear and accurate information, the timeliness of reviews and awards, and the provision of technical assistance, and recommendations for improving that experience.</text></subparagraph></paragraph></subsection>
<subsection id="HE5917BEC15934D34B31E43578330DEA5"><enum>(d)</enum><header>Grants program measurement study</header>
<paragraph id="HA621F565339147568C533548EE13BBD2"><enum>(1)</enum><header>In general</header><text>Not later than 30 days after the enactment of Redundancy Elimination and Enhanced Performance for Preparedness Grants Act, the Administrator shall enter into a contract with the National Academy of Public Administration under which the National Academy of Public Administration shall assist the Administrator in studying, developing, and implementing—</text>
<subparagraph id="H3B0B3969B5744646B6A8F2E407CDFAF0"><enum>(A)</enum><text>quantifiable performance measures and metrics to assess the effectiveness of grants administered by the Department, as required under this section and section 649 of the Post-Katrina Emergency Management Reform Act of 2006 (6 U.S.C. 749); and</text></subparagraph>
<subparagraph id="HEAF2D89BAAAB498D855BBD3F7CB3447C"><enum>(B)</enum><text>the plan required under subsection (b)(3).</text></subparagraph></paragraph>
<paragraph id="HBCB4B794ABF04493BC1DA08D53E53288"><enum>(2)</enum><header>Report</header><text>Not later than 1 year after the date on which the contract described in paragraph (1) is awarded, the Administrator shall submit to the appropriate committees of Congress a report that describes the findings and recommendations of the study conducted under paragraph (1).</text></paragraph>
<paragraph id="H023A6F84B91A48A2A4D67C87B0157F0A"><enum>(3)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Administrator such sums as may be necessary to carry out this subsection.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H78504976C568455C8F062A08F17BE8FC"><enum>(b)</enum><header display-inline="yes-display-inline">Technical and conforming amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of the Homeland Security Act of 2002 (6 U.S.C. 101 et seq.) is amended by adding at the end the following:</text>
