		Domestic Preparedness that are related to preparedness for and response to
		terrorism, and for other purposes.</quote>, do pass with the following</text>

					<section commented="no" display-inline="no-display-inline" id="id0bbf6138-ec92-4501-8217-56db6ada3eee" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
		  <quote><short-title>First Responder Anti-Terrorism
		  Training Resources Act</short-title></quote>.</text>
					</section><section commented="no" display-inline="no-display-inline" id="id14716c69-a997-46cc-b422-b070a871a31b" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Acceptance of gifts for first responder
		  terrorism preparedness and response training</header>
						<subsection id="idE48D22FB930F479FBA917478141F897F"><enum>(a)</enum><header>In
		  general</header><text>The Homeland Security Act of 2002 (6 U.S.C. 101 et seq.)
		  is amended—</text>
							<paragraph id="idDE09EC3CCB954467BE0AAE37B8644438"><enum>(1)</enum><text>in title V (6 U.S.C. 311
		  et seq.), by adding at the end the following:</text>
								<quoted-block changed="added" display-inline="no-display-inline" id="id0D8DEC9B369048CDB597ADAEF9BE03E1" reported-display-style="italic" style="OLC">
									<section id="id5FEA0AADEA704A659B438893912E2F92"><enum>525.</enum><header>Acceptance of
			 gifts</header>
										<subsection id="id65EBFF9E2A784508B54C0922B28C83AE"><enum>(a)</enum><header>Authority</header><text>The
			 Secretary may accept and use gifts of property, both real and personal, and may
			 accept gifts of services, including from guest lecturers, for otherwise
			 authorized activities of the Center for Domestic Preparedness that are related
			 to efforts to prevent, prepare for, protect against, or respond to a natural
			 disaster, act of terrorism, or other man-made disaster, including the use of a
			 weapon of mass destruction.</text>
										</subsection><subsection id="idD120CD72331C4CB18A31BA8E37B42A4B"><enum>(b)</enum><header>Prohibition</header><text>The
			 Secretary may not accept a gift under this section if the Secretary determines
			 that the use of the property or services would compromise the integrity or
			 appearance of integrity of—</text>
											<paragraph id="id47AA5A7B5CD84D83B0E02D104AFFFD09"><enum>(1)</enum><text>a program of the
			 Department; or</text>
											</paragraph><paragraph id="idD843EE9CBCBC4CEB8187F55DC76448A7"><enum>(2)</enum><text>an individual involved in
			 a program of the Department.</text>
											</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5a83b7b8-8f91-4a7b-9841-9c660d98fe0e"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header>
											<paragraph commented="no" display-inline="no-display-inline" id="id0A9011CF7CBC450B98C31CBFAC01DF5E"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 submit to the Committee on Homeland Security of the House of Representatives
			 and the Committee on Homeland Security and Governmental Affairs of the Senate
			 an annual report disclosing—</text>
												<subparagraph commented="no" display-inline="no-display-inline" id="idf4f278c3-b908-46b7-b895-97a6acb98c5a"><enum>(A)</enum><text display-inline="yes-display-inline">any gifts that were accepted under this
			 section during the year covered by the report;</text>
												</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5c4e1540-873b-45bd-a0dd-e9e68f165bf8"><enum>(B)</enum><text display-inline="yes-display-inline">how the gifts contribute to the mission of
			 the Center for Domestic Preparedness; and</text>
												</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id23431f52-9147-430a-aaa3-71a399a45671"><enum>(C)</enum><text display-inline="yes-display-inline">the amount of Federal savings that were
			 generated from the acceptance of the gifts.</text>
												</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDF4977DB2E754F66971980F950685875"><enum>(2)</enum><header>Publication</header><text display-inline="yes-display-inline">Each report required under paragraph (1)
			 shall be made publically
			 available.</text>
											</paragraph></subsection></section><after-quoted-block>;</after-quoted-block></quoted-block>
							</paragraph><paragraph id="id169216EDEE124F7791F7469475115C68"><enum>(2)</enum><text>in section 873(b) (6
		  U.S.C. 453(b)), by striking <quote>and by section 93</quote> and all that
		  follows through <quote>or donations</quote> and inserting <quote>by section 93
		  of title 14, United States Code, or by section 525 or 884 of this Act, gifts or
		  donations</quote>; and</text>
							</paragraph><paragraph id="idCD6C9728987943B7AF803BDE33118116"><enum>(3)</enum><text>in section 884 (6 U.S.C.
		  464), by adding at the end the following:</text>

									<subsection id="id0B4EBD2043824CD88F969636E6012F00"><enum>(c)</enum><header>Acceptance and use of
			 gifts</header><text>The Federal Law Enforcement Training Center may accept and
			 use gifts of property, both real and personal, and accept services, for
			 authorized
			 purposes.</text>
									</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
							</paragraph></subsection><subsection id="id0DC19425A96041908A4C4BC6B7A6F640"><enum>(b)</enum><header>Technical and
		  conforming amendments</header>
							<paragraph id="id34B866749233449DB5C99AEE8A218E69"><enum>(1)</enum><header>The Homeland Security
		  Act of 2002</header><text>The Homeland Security Act of 2002 (6 U.S.C. 101 et
		  seq.) is amended in the table of contents by inserting after the item relating
		  to section 524 the following:</text>

							</paragraph><paragraph id="id4EE4A7F3E96D4584A0EE8367B952B458"><enum>(2)</enum><header>Repeal</header><text>The
		  matter under the heading <quote><header-in-text level="appropriations-small" style="OLC">Salaries and expenses</header-in-text></quote> under the heading
		  <quote><header-in-text level="appropriations-intermediate" style="OLC">Federal
		  law enforcement training center</header-in-text></quote> under title IV of the
		  Department of Homeland Security Appropriations Act, 2004 (6 U.S.C. 464a) is
		  amended by striking <quote><italic>Provided</italic>, That in fiscal year 2004
		  and thereafter, the Center is authorized to accept and use gifts of property,
		  both real and personal, and to accept services, for authorized purposes:
		  <italic>Provided further</italic>,</quote> and inserting
		  <quote><italic>Provided</italic>,</quote>.</text>
							</paragraph></subsection></section></legis-body></amendment-block></amendment></engrossed-amendment-body><title-amends>
		<official-title-amendment>Amend the title so as to read: <quote>An Act to amend
  the Homeland Security Act of 2002 to authorize the Secretary of Homeland
  Security to accept and use gifts for otherwise authorized activities of the
  Center for Domestic Preparedness that are related to preparedness for a
  response to terrorism, and for other
