		<official-title>To amend the Elementary and Secondary Education Act of
		  1965 to allow members of the Armed Forces who served on active duty on or after
		  September 11, 2001, to be eligible to participate in the Troops-to-Teachers
		  Program, and for other purposes.</official-title>

		<section id="H78FD8E1517364E3CB2E3A083E6F6353E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">The Act may be cited as the
			 <quote><short-title>Post 9/11 Troops to Teachers
			 Enhancement Act</short-title></quote>.</text>
		</section><section id="H0EE41F2E5635437D95ADF66BD216DCAE"><enum>2.</enum><header>Years of service
			 requirements; stipend</header>
			<subsection id="HA64E08E9318E477C9E7C56600465D3F6"><enum>(a)</enum><header>Years of service
			 requirements</header><text display-inline="yes-display-inline">Section 2303(a)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6673(a)) is
			 amended—</text>
				<paragraph id="H157BF41384C1477A91B6200972E82366"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="HDAF87E120B344AD88ADF02F5F641ECE2"><enum>(A)</enum><text>by striking
			 <quote>or</quote> at the end of subparagraph (B);</text>
					</subparagraph><subparagraph id="HC9D5051182B547FAAA1B98BF8970C738"><enum>(B)</enum><text>by striking the
			 period at the end of subparagraph (C) and inserting <quote>; or</quote>;
			 and</text>
					</subparagraph><subparagraph id="H66C3090667C4490CA243F2E7CE0C4C34"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HBB474CEAF139436DAAF888FFC45E70BB" style="OLC">
							<subparagraph id="H1E1F29856BAE4D9680EADB5A62F4D6B3"><enum>(D)</enum><text display-inline="yes-display-inline">commencing on or after September 11, 2001,
				serves at least 90 continuous days on active duty (as such term is defined in
				section 101(d)(1) of title 10, United States Code, except that such term does
				not include a period of service described in paragraphs (1) through (3) of
				section 3311(d) of title 38, United States Code) in the Armed Forces (excluding
				service on active duty in entry level or skills training) and, after completion
				of such service, is discharged or released as follows:</text>
								<clause id="HEF5C14DDAE6C49D5BF6CB943074B480C"><enum>(i)</enum><text display-inline="yes-display-inline">A discharge from active duty in the Armed
				Forces with an honorable discharge.</text>
								</clause><clause id="H16FE7D4B42844B0BB733C7449BF35AB8"><enum>(ii)</enum><text>A
				release after service on active duty in the Armed Forces characterized by the
				Secretary concerned as honorable service and placement on the retired list,
				transfer to the Fleet Reserve or Fleet Marine Corps Reserve, or placement on
				the temporary disability retired list.</text>
								</clause><clause id="H0726B62C13BD4C9E98DF4D35169D3958"><enum>(iii)</enum><text>A release from
				active duty in the Armed Forces for further service in a reserve component of
				the Armed Forces after service on active duty characterized by the Secretary
				concerned as honorable service.</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H8B5AF431E13E4A5F8257761482138D47"><enum>(2)</enum><text>in paragraph
			 (2)(A)(i), by striking <quote>6 or more years</quote> and inserting <quote>4 or
			 more years</quote>.</text>
				</paragraph></subsection></section><section id="H56F8E2CECF844234A91D80027FD7232F"><enum>3.</enum><header>Definition of
			 local educational agency and public charter schools</header>
			<subsection id="H54FE0DD030B34C15A0C38505C23B063F"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline">Section 2304(a)(1)(B) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6674(a)(B)) is amended by striking
			 <quote>high-need local educational agency or public charter school, as such
			 terms are defined in section 2101</quote> and inserting <quote>local
			 educational agency receiving funding under part A of title I or public charter
			 school (as such term is defined in section 2102)</quote>.</text>
			</subsection><subsection commented="no" id="H51E3E10EDC434AF6B1AEB09248DBFC03"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) shall take effect 30 days after the date of the enactment of
			 this Act.</text>
			</subsection></section><section id="HD434C93FB7D941839103DAC42FB7F492"><enum>4.</enum><header>Advisory
			 Board</header><text display-inline="no-display-inline">Chapter A of subpart 1
			 of part C of title II of the Elementary and Secondary Education Act of 1965 (20
			 U.S.C. 2301 et seq.) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HA9682C2A3FB94A9A9EA5EAC48A0DDC2D" style="OLC">
				<section id="H4CE5B3E123D147B9B46E304C306C75F3"><enum>2308.</enum><header>Advisory
				Board</header>
					<subsection id="HE7844668065F46758B5CA26E6620F1E3"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 120 days after the date of
				enactment of the <short-title>Post 9/11 Troops to Teachers
				Enhancement Act</short-title>, the Secretary, in consultation with the
				Secretary of Defense, shall establish an Advisory Board composed of—</text>
						<paragraph id="H5CEDBB23400A4BED98F93DA16833C768"><enum>(1)</enum><text display-inline="yes-display-inline">a representative from the Defense Activity
				for Non-Traditional Education Support Division of the Department of
				Defense;</text>
						</paragraph><paragraph id="H56711FE7A7AD479B91BC262BA1DFAAB2"><enum>(2)</enum><text>a representative
				from the Department of Innovation and Improvement of the Department of
				Education;</text>
						</paragraph><paragraph id="H2CCE5A2BB57A4AF3BA747F1B6C7CD6EE"><enum>(3)</enum><text>a representatives
				from 3 State offices that operate to recruit eligible members of the Armed
				Forces for participation in the Program and facilitating the employment of
				participants in the Program as elementary school teachers, secondary school
				teachers, and vocational or technical teachers; and</text>
						</paragraph><paragraph id="H24BC0C8D5EE8413499D054EA8CD3FDE4"><enum>(4)</enum><text>a representative
				from each of 3 veteran service organizations.</text>
						</paragraph></subsection><subsection id="HB26CF8B10B1749CEB1808552BBF223FD"><enum>(b)</enum><header>Duties</header><text>The
				Advisory Board established under subsection (a) shall—</text>
						<paragraph id="H2DE11BBF23EF45D1997E6F3B92353429"><enum>(1)</enum><text>collect, consider,
				and disseminate feedback from participants and State offices described in
				subsection (a)(4) on—</text>
							<subparagraph id="H3828090E7E984DC586A61027A8D610EA"><enum>(A)</enum><text>the best practices
				for improving recruitment of eligible members of the Armed Forces in States,
				local educational agencies, and public charter schools under served by the
				Program;</text>
							</subparagraph><subparagraph id="H3651584F86AF4BC9B0D1FFED17375E28"><enum>(B)</enum><text>ensuring that
				high-need local educational agencies and public charter schools are aware of
				the Program and how to participate in it;</text>
							</subparagraph><subparagraph id="H0779372F7E424373ACC9CCD22984796E"><enum>(C)</enum><text>coordinating the
				goals of the Program with other Federal, State, and local education needs and
				programs; and</text>
							</subparagraph><subparagraph id="H91DBC2AFB8EE4DEDB4D99B6AFA980CB8"><enum>(D)</enum><text>other activities
				that the Advisory Board deems necessary; and</text>
							</subparagraph></paragraph><paragraph id="H33FAD3066F4A44FFB4535537EAC1F710"><enum>(2)</enum><text>not later than 1
				year after the date of the enactment of the <short-title>Post 9/11 Troops to Teachers Enhancement Act, and annually
				thereafter, </short-title>prepare and submit a report to the Health, Education,
				Labor, and Pensions Committee, and the Armed Services Committee, of the Senate
				and the Education and Labor Committee, and the Armed Services Committee, of the
				House which shall include—</text>
							<subparagraph id="H5AD0BFC2033749C1812C0A1D86E1F3EA"><enum>(A)</enum><text>information with
				respect to the activities of the Advisory Board;</text>
							</subparagraph><subparagraph commented="no" id="H93C7157EA7B7443E8B611A05B5842506"><enum>(B)</enum><text>information with
				respect to the Program, including—</text>
								<clause commented="no" id="HB3FE4C9DD01A4614B85BBF33B33840E1"><enum>(i)</enum><text>the number of
				participants in the Program;</text>
								</clause><clause commented="no" id="H5D4C479F39074A1FBFE1C0F6E8BF1F74"><enum>(ii)</enum><text>the number of
				States participating in the Program;</text>
								</clause><clause commented="no" id="H508BEBA1A67C40C0AE85C1D1103580F0"><enum>(iii)</enum><text>local
				educational agencies and schools in where participants are employed;</text>
								</clause><clause commented="no" id="HE167BC1B61314955A7E3DB69C062B178"><enum>(iv)</enum><text>the grade levels
				at which participants teach;</text>
								</clause><clause commented="no" id="H46A773AB75FC4B759F9DE76935BEC806"><enum>(v)</enum><text>the academic
				subjects taught by participants;</text>
								</clause><clause commented="no" id="H8A08B41BFAEB4751969D23612EEC5DCA"><enum>(vi)</enum><text>rates of
				retention of participants by the local educational agencies and public charter
				schools employing participant;</text>
								</clause><clause commented="no" id="H401A2BA394C44482A3B4BAF06006DA87"><enum>(vii)</enum><text>other
				demographic information as may be necessary to evaluate the effectiveness of
				the program; and</text>
								</clause><clause commented="no" id="H147055CD085441AEA79BB51CED844510"><enum>(viii)</enum><text>a review of the
				stipend and bonus available to participants under subsections (c) and (d)(1) of
				section 2304; and</text>
								</clause></subparagraph><subparagraph id="H17BA134F796446B7824AF7DA2064DDF4"><enum>(C)</enum><text>recommendations
				for—</text>
								<clause id="HC022D79553114D29BD7A128A2C564FEA"><enum>(i)</enum><text>improvements to
				local, State, and Federal recruitment and retention efforts;</text>
								</clause><clause id="H3CE47061993A4E998D29A6E9CCAB6EA4"><enum>(ii)</enum><text>legislative or
				executive policy changes to improve the Program, enhance participant
				experience, and increase participation in the program; and</text>
								</clause><clause id="H4AFACE072DE54AB6B17794612857BA88"><enum>(iii)</enum><text>other changes
				necessary to ensure that the Program is meeting the purpose described in
				section
				2302(a).</text>
								</clause></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HEE7B40CA9B8147DAB783A68E1FDC2A8B"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 2321(b)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6691) is
			 amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HE7420CF2FB8C470981EE7EB8F2A4AA14" style="OLC">
				<subsection id="H85A57CC1B45145F58D02AC8888CF74FB"><enum>(b)</enum><header>Reservation</header><text display-inline="yes-display-inline">From the funds appropriated to carry out
				this subpart for each of fiscal years 2010 through 2014, the Secretary shall
				reserve $50,000,000 to carry out chapter A for each such fiscal
				year.</text>
