		<official-title display="yes">To amend Public Law 96–597 to clarify the
		  authority of the Secretary of the Interior to extend grants and other
		  assistance to facilitate political status public education programs for the
		  peoples of the non-self-governing territories of the United
		  States.</official-title>

		<section id="H49604051DA8B4C869D1163C9D74EF7D7" section-type="section-one"><enum>1.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">Congress reaffirms
			 that it is the responsibility of the Secretary of the Interior to advance the
			 economic, social, and political development of the territories of the United
			 States.</text>
		</section><section id="HA62145A0D5EB4C7BB8BEFC63EAE0F214"><enum>2.</enum><header>Assistance for
			 political status public education programs</header>
			<subsection id="HA09A7FFFFB134731817817E16AB9456F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 601 of the
			 Act entitled <quote>An Act to authorize appropriations for certain insular
			 areas of the United States, and for other purposes</quote>, approved December
			 24, 1980 (48 U.S.C. 1469d), is amended—</text>
				<paragraph id="HDF61ECF8089043B8BB754E326FCAA16B"><enum>(1)</enum><text>by redesignating
			 subsections (b) through (d) as subsections (c) through (e), respectively;
			 and</text>
				</paragraph><paragraph id="HF33FFE6E341C4E16B7A37EAB2F2C0F7A"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HFA8647105E9D40C88EA6E9B6D96B9898" style="OLC">
						<subsection id="HC07FF3841A58479695C62AB682C7AAFC"><enum>(b)</enum><text display-inline="yes-display-inline">The Secretary of the Interior may extend to
				the governments of American Samoa, Guam, and the United States Virgin Islands,
				and their agencies and instrumentalities, assistance, including assistance in
				the form of grants, research, planning assistance, studies, and agreements with
				Federal agencies, to facilitate public education programs regarding political
				status options for their respective
				territories.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HFB60FA15663543218E9319347D52BA03"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 19(a)(2)(C) of the Food Stamp Act of 1977 (7
			 U.S.C. 2028(a)(2)(C)) is amended by striking <quote>section 601(c) of Public
			 Law 96–597 (48 U.S.C. 1469d(c))</quote> and inserting <quote>section 601(d) of
			 Public Law 96–597 (48 U.S.C. 1469d(d))</quote>.</text>
