2.Congress finds the following:
(1)People in the
United States spend approximately 90 percent of their time indoors, where
5,700,000 households live with moderate or severe housing conditions, including
heating, plumbing, and electrical problems, and 23,000,000 households face
significant lead-based paint hazards.
(2)Housing-related
health hazards can often be traced back to shared causes, including moisture,
ventilation, comfort, pest, contaminant, and structural issues, but further
research is necessary in order to definitively understand key relationships
between the shared causes, housing-related health hazards, and resident
health.
(3)Since many hazards
have interrelated causes and share common solutions, the traditional approach
of identifying and remedying housing-related health hazards one-by-one is
likely not cost effective or sufficiently health-protective.
(4)Evidence-based,
cost-effective, practical, and widely accessible methods for the assessment and
control of housing-related health hazards are necessary in order to prevent
housing-related injuries and illnesses, including cancer, carbon monoxide
poisoning, burns, falls, rodent bites, childhood lead poisoning, and
asthma.
(5)Sustainable
building features, including energy efficiency measures, are increasingly
popular, and are generally presumed to have beneficial effects on occupant
health. However, the health effects of such features need to be evaluated in a
comprehensive and timely manner, lest the housing in this country
unintentionally revert to the conditions of excessive building tightness and
lack of sufficient ventilation characteristic of the 1970s.
(6)Data collection on
housing conditions that could affect occupant health, and on health outcomes
that could be related to housing conditions, is scattered and insufficient to
meet current and future research needs for affordable, healthy housing. A
coordinated, multidata source system is necessary to reduce duplication of
Federal efforts, and to ensure sufficient data collection of both the housing
conditions and the health problems that persist in the existing housing stock
of the Nation.
(7)Responsibilities
related to health hazards in housing are not clearly delineated among Federal
agencies. Categorical housing, health, energy assistance, and environmental
programs are narrowly defined and often ignore opportunities to address
multiple hazards simultaneously. Enabling Federal programs to embrace a
comprehensive healthy housing approach will require removing unnecessary
Federal statutory and regulatory barriers, and creating incentives to advance
the complementary goals of environmental health, energy conservation, and
housing availability in relevant programs.
(8)Personnel who
visit homes to provide services or perform other work (such as inspectors,
emergency medical technicians, home visitors, housing rehabilitation,
construction and maintenance workers, and others) can contribute to occupant
health by presenting and applying healthy housing practices. Cost-effective
training and outreach is needed to equip such personnel with current knowledge
about delivering and maintaining healthy housing.
(9)Housing-related
health hazards are often complex, with causes and solutions often not readily
or immediately recognized by residents, property owners, or the general public.
In the 2007 American Housing Survey, significant numbers of residents expressed
the highest level of satisfaction with their homes, including 17 percent of
residents in homes with severe physical problems and 18 percent of residents in
homes with moderate physical problems. National awareness and local outreach
programs are needed to encourage the public to seek and expect healthy housing,
to think about housing hazards more comprehensively, to recognize problems, and
to address them in a preventative, effective, and low-cost manner.
3.In this Act, the following definitions shall
apply:
(1)The term housing means any
form of residence, including rental housing, homeownership, group home, or
supportive housing arrangement.
(2)The term healthy housing means housing that
is designed, constructed, rehabilitated, and maintained in a manner that
supports the health of the occupants of such housing.
(3)Housing-related
health hazardThe term housing-related health hazard
means any biological, physical, or chemical source of exposure or condition
either in, or immediately adjacent to, housing, that can adversely affect human
health.
<enum>I</enum><header>Research on health
hazards in housing </header>
<section id="H7E4398AA0F16447BA9CCD062280F974F"><enum>101.</enum><header>Health effects
of housing-related health hazards</header>
<subsection id="H0FA8C586987E438CB7011E6C47714640"><enum>(a)</enum><header>In
general</header><text>The Director of the National Institute of Environmental
Health Sciences and the Administrator of the Environmental Protection Agency
shall evaluate the health effects of housing-related health hazards for which
limited research or understanding of causes or associations exists.</text>
</subsection><subsection id="HCCDADF5D527244FAA08548F72C323088"><enum>(b)</enum><header>Criteria</header><text>In
carrying out the evaluation under subsection (a), the Director of the National
Institute of Environmental Health Sciences and the Administrator of the
Environmental Protection Agency shall—</text>
<paragraph id="H0B4487FA99364ECD8267A3ABC24D5F4B"><enum>(1)</enum><text>determine the
housing-related health hazards for which there exists limited understanding of
health effects;</text>
</paragraph><paragraph id="H9D0FF098A95B444F8369E96A8276F522"><enum>(2)</enum><text>prioritize the
housing-related health hazards to be evaluated;</text>
</paragraph><paragraph id="H214BAECC68E246BB9979C04A71858BCC"><enum>(3)</enum><text>coordinate
research plans in order to avoid unnecessary duplication of efforts; and</text>
</paragraph><paragraph id="H5A6216D3757241AD8B1B2ED4AEDD0256"><enum>(4)</enum><text>evaluate the
health risks, routes and pathways of exposure, and human health effects that
result from indoor exposure to biological, physical, and chemical
housing-related health hazards, including carbon monoxide, volatile organic
compounds, common residential and garden pesticides, and factors that sensitize
individuals to asthma.</text>
</paragraph></subsection><subsection id="HC6D22EC1B92F45BB8AAB204E79C79DFE"><enum>(c)</enum><header>Authorization of
appropriations</header><text>There are authorized to be appropriated for each
of fiscal years 2010 through 2012, $3,500,000 for carrying out the activities
under this section.</text>
</subsection></section><section id="HEA05DFC31B0043B0A257CD31D5DCEEFC"><enum>102.</enum><header>Evidence-based,
cost-effective methods for assessment, prevention, and control of
housing-related health hazards</header>
<subsection id="H8B498B5B8F994CEA946B654253880B5C"><enum>(a)</enum><header>In
general</header><text>The Secretary of Housing and Urban Development, acting
through the Director of the Office of Healthy Homes and Lead Hazard Control,
shall, in consultation with the Director of the Centers for Disease Control and
Prevention, implement studies of the assessment, prevention, and control of
housing-related health hazards conducted under subsection (b).</text>
</subsection><subsection id="H757B9E1C197E4E09ACFC15DFDCE6AA2F"><enum>(b)</enum><header>Study</header><text>The
Secretary of Housing and Urban Development, in consultation with other Federal
agencies, shall initiate—</text>
<paragraph id="H7669622A23D447F2862EC138CD09A41D"><enum>(1)</enum><text>for fiscal years
2010 through 2014, at least 1 study per year of the methods for assessment,
prevention, or control of housing-related health hazards that provide
for—</text>
<subparagraph id="H7884A3E664C3401BAA9427E07729D595"><enum>(A)</enum><text>instrumentation,
monitoring, and data collection related to such assessment or control
methods;</text>
</subparagraph><subparagraph id="H7A94B1A653B14D0ABA2A4E3B4867037E"><enum>(B)</enum><text>study of the
ability of the assessment and monitoring methods to predict health risks and
the effect of control methods on health outcomes; and</text>
</subparagraph><subparagraph id="HD88141F80B2B4B0196F9B7FE96C08247"><enum>(C)</enum><text>the evaluation of
the cost-effectiveness of such assessment or control methods; and</text>
</subparagraph></paragraph><paragraph id="HB883F5C924F5457C9B6E86C99DD01181"><enum>(2)</enum><text>no fewer than 4
studies, which may run concurrently.</text>
</paragraph></subsection><subsection id="HDB7C572DAC094B879D3B82676F3BC8BB"><enum>(c)</enum><header>Criteria for
study</header><text>Each study conducted pursuant to subsection (b) shall, if
the Secretary of Housing and Urban Development, acting through the Director of
the Office of Healthy Homes and Lead Hazard Control, deems it scientifically
appropriate, evaluate the assessment or control method in each of the different
climactic regions of the United States, including—</text>
<paragraph id="HBB616A1FAC8B45CA8A94F787DC5870C4"><enum>(1)</enum><text>a
hot, dry climate;</text>
</paragraph><paragraph id="HA22AFBFF2F1444DDB30D8BC48F26E3A5"><enum>(2)</enum><text>a
hot, humid climate;</text>
</paragraph><paragraph id="H08570F263DF2434DBF575FF5C97768D5"><enum>(3)</enum><text>a
cold climate; and</text>
</paragraph><paragraph id="H2CBA2CA7BA644AC3B5E1D4D4B021EFFE"><enum>(4)</enum><text>a
temperate climate (including a climate with cold winters and humid
summers).</text>
</paragraph></subsection><subsection id="HDE1480228B014BA1B550EAA0F31DCF18"><enum>(d)</enum><header>Authority of the
Secretary</header><text>The Secretary of Housing and Urban Development may
award contracts or enter into interagency agreements to carry out the studies
required under this section.</text>
</subsection><subsection id="H123A4E7307024B0DB4CB898235D510B7"><enum>(e)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
fiscal years 2010 through 2014, $6,000,000 for carrying out the activities
under this section.</text>
</subsection></section><section id="H003EEB1A7E954B4BA46DAD5810F43D5D"><enum>103.</enum><header>Study on
sustainable building features and indoor environmental quality in existing
housing</header>
<subsection id="H7368BB9EDC424F84BB5E0B6FCED1F202"><enum>(a)</enum><header>In
general</header><text>The Administrator of the Environmental Protection Agency
shall, in consultation with other Federal agencies, conduct a detailed study of
how sustainable building features, such as energy efficiency, in existing
housing affect the quality of the indoor environment, the prevalence of
housing-related health hazards, and the health of occupants.</text>
</subsection><subsection id="H823C51ECAF78433FA973C825E4069B25"><enum>(b)</enum><header>Contents</header><text>The
study required under subsection (a) shall—</text>
<paragraph id="HF595AF6CA95D40F08CB5FADA9034BBBB"><enum>(1)</enum><text>investigate the
effect of sustainable building features on the quality of the indoor
environment and the prevalence of housing-related health hazards;</text>
</paragraph><paragraph id="H29D12B5553444B1994F7EA0E3632A861"><enum>(2)</enum><text>investigate how
sustainable building features, such as energy efficiency, are influencing the
health of occupants of such housing; and</text>
</paragraph><paragraph id="H9603719D8AE8410A8A9D2DF0586C5BBB"><enum>(3)</enum><text>ensure that the
effects of the indoor environmental quality are evaluated
comprehensively.</text>
</paragraph></subsection><subsection id="H16255FBA882041558C7934E39D40BAE0"><enum>(c)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
fiscal years 2010 through 2014, $500,000 for carrying out the activities under
this section.</text>
</subsection></section><section id="H3EFA24F1E6494E91A3E439E8B4466ECE"><enum>104.</enum><header>Data collection
on housing-related health hazards</header>
<subsection id="H8A243410EF9F4E3FB7B88BD6B204B874"><enum>(a)</enum><header>Completion of
analysis</header><text>The Secretary of Housing and Urban Development, acting
through the Director of the Office of Healthy Homes and Lead Hazard Control,
shall complete the analysis of data collected for the National Survey on Lead
and Allergens in Housing and the American Healthy Housing Survey.</text>
</subsection><subsection id="H417B7926E9D9479BBF74B8AF7D542B97"><enum>(b)</enum><header>Expansion of
monitoring</header><text>The Administrator of the Environmental Protection
Agency shall expand the current indoor environmental monitoring efforts of the
Administrator in an effort to establish baseline levels of indoor chemical
pollutants and their sources, including routes and pathways, in homes.</text>
</subsection><subsection id="HA6374A891ABE49A8847700F9D83FE38C"><enum>(c)</enum><header>Data evaluation
and collection system</header>
<paragraph id="H4F07010F7910418BADD0B1219F0A2300"><enum>(1)</enum><header>Data
evaluation</header><text>The Director of the Centers for Disease Control and
Prevention shall, in consultation with the Secretary of Housing and Urban
Development and the Administrator of the Environmental Protection Agency,
determine the data and resources needed to establish and maintain a healthy
housing data collection system.</text>
</paragraph><paragraph id="H35EE49963289409E9C55C965F931ABE3"><enum>(2)</enum><header>Data collection
system</header>
<subparagraph id="HD44A1171A2AA4C508A293A1273B1BF0D"><enum>(A)</enum><header>In
general</header><text>The Director of the Centers for Disease Control and
Prevention, based upon the needs determined under paragraph (1), shall carry
out the development and operation of a healthy housing data collection system
that—</text>
<clause id="H0361909628E74DFF856DD49090518B77"><enum>(i)</enum><text>draws upon
existing data collection systems, including those systems at other Federal
agencies, to the maximum extent practicable;</text>
</clause><clause id="HE29BCF73BE13496BB54CBEE3C600AF84"><enum>(ii)</enum><text>conforms with the
2001 Updated Guidelines for Evaluating Public Health Surveillance
Systems;</text>
</clause><clause id="H841A08F1957E4AB88251A11E0844E752"><enum>(iii)</enum><text>improves upon
the ability of researchers to assess links between housing and health
characteristics; and</text>
</clause><clause id="H90C8BC5DDA434E31923DAB41DC56717B"><enum>(iv)</enum><text>incorporates the
input of potential data users, to the maximum extent practicable.</text>
</clause></subparagraph><subparagraph id="H801B0873220A45F5B4C5DB7E15E494D6"><enum>(B)</enum><header>Criteria</header><text>The
data collection system required to be developed under subparagraph (A)
shall—</text>
<clause id="HC0ED243E3AFF456A98464708A7480360"><enum>(i)</enum><text>be
evaluated, prior to final implementation, for overall data quality and utility,
level of data collection, feasibility of additional data collection, and
privacy considerations;</text>
</clause><clause id="H3F20B2D4A96747EB9647C5EB469478D1"><enum>(ii)</enum><text>develop common
assessment tools and integrated database applications and, where possible,
standardize analysis techniques;</text>
</clause><clause id="HD7F7DB9E333644229AA7997417D192E5"><enum>(iii)</enum><text>develop
mechanisms to facilitate ongoing multidisciplinary interagency
involvement;</text>
</clause><clause id="H9C8A21DD13674719AC720ADC15E38FE3"><enum>(iv)</enum><text>create a
clearinghouse to monitor potential data sources; and</text>
</clause><clause id="H30D31F3E01404A92A66E53E45BDAD54D"><enum>(v)</enum><text>develop public use
datasets.</text>
</clause></subparagraph></paragraph></subsection><subsection id="H420E99411F9448D8AD7406A1A00DFEF6"><enum>(d)</enum><header>Authorization of
appropriations</header><text>There are authorized to be appropriated—</text>
<paragraph id="HCA4DD40C8ECF4D3AB2205465BCD76E48"><enum>(1)</enum><text>for each of fiscal
years 2010 through 2012, $600,000 for carrying out the activities under
subsection (a); and</text>
</paragraph><paragraph id="HBB1D64937560440DBB0671B2F26A2ADF"><enum>(2)</enum><text>for each of fiscal
years 2010 through 2014—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H32E190C724CC475E854CCC90E4AB8887"><enum>(A)</enum><text>$2,000,000 for
carrying out the activities under subsection (b); and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD3854F7772B34301B3C93E8112B5C681"><enum>(B)</enum><text>$8,000,000 for
carrying out the activities under subsection (c).</text>
</subparagraph></paragraph></subsection></section><enum>II</enum><header>Capacity to
reduce health hazards in housing</header>
<section id="H1635A298BDA5403BB1FD78D8613B3235"><enum>201.</enum><header>Housing and
Urban Development program capacity on housing-related health hazards</header>
<subsection id="H5E5B405A4A014C198A520C9B16E372EA"><enum>(a)</enum><header>In
general</header><text>The Secretary of Housing and Urban Development, acting
through the Director of the Office of Healthy Homes and Lead Hazard Control,
shall, in cooperation with other Federal agencies—</text>
<paragraph id="H17701CAF432641029C8D1B43CAD915E7"><enum>(1)</enum><text>develop improved
methods for evaluating health hazards in housing;</text>
</paragraph><paragraph id="HAD4F0AF088D14253B77D77D7F9885BCE"><enum>(2)</enum><text>develop improved
methods for preventing and reducing health hazards in housing;</text>
</paragraph><paragraph id="HDD5A618B74B84E7CB537AB84BC3AC8ED"><enum>(3)</enum><text>support the
development of objective measures for what is considered a “healthy”
residential environment;</text>
</paragraph><paragraph id="H5DEEFBF5AC9B4D348FF68D411F959DF3"><enum>(4)</enum><text>evaluate the
long-term cost effectiveness of a healthy housing approach;</text>
</paragraph><paragraph id="HA0E97DBC07B34B519BF08294B3AE4C6B"><enum>(5)</enum><text>promote the
incorporation of healthy housing principles into ongoing practices and systems,
including housing codes, rehabilitation specifications, and maintenance
plans;</text>
</paragraph><paragraph id="HE72A9D6E29D74A89860F834E6B4ECC7C"><enum>(6)</enum><text>promote the
incorporation of health considerations into green and energy-efficient
construction and rehabilitation;</text>
</paragraph><paragraph id="H65EAEFFCF58145E6A20681DE16D41935"><enum>(7)</enum><text>promote the use of
healthy housing principles in post-disaster environments, such as the
dissemination of information on safe rehabilitation and recovery
practices;</text>
</paragraph><paragraph id="HD43325AA9B094E1E90BD807AA76ED778"><enum>(8)</enum><text>improve the
dissemination of healthy housing information, including best practices, to
partners, grantees, the private sector, and the public; and</text>
</paragraph><paragraph id="H193F6067A124420D882420A6A3169A69"><enum>(9)</enum><text>promote State and
local level healthy housing efforts, such as the collaboration of State and
local health, housing, and environment agencies, and the private sector.</text>
</paragraph></subsection><subsection id="HAA44653E3DC24A1EB784465C5E3930ED"><enum>(b)</enum><header>Authority of the
Secretary</header><text>The Secretary of Housing and Urban Development may
award grants or enter into contracts or interagency agreements to carry out the
activities required under this section.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="HA44425A3278D4BE5B9186CC03C7D7224"><enum>(c)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
fiscal years 2010 through 2014, $14,800,000 for carrying out the activities
under this section.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="HD9D555CA77D4435A9B250C4EB2016E0A"><enum>202.</enum><header>Centers for
Disease Control and Prevention program capacity on housing-related health
hazards</header><text display-inline="no-display-inline">Section 317A of the
Public Health Service Act (42 U.S.C. 247b–1) is amended—</text>
<paragraph id="H6C76D317164D40C6A5FF7B46D15D40A4"><enum>(1)</enum><text>in subsection
(a)(1)—</text>
<subparagraph id="H58EF6555762747E1B550DEB9E2405FAE"><enum>(A)</enum><text>in subparagraph
(A)—</text>
<clause id="H9C181B15507842B5BC2DBC4984B1E53D"><enum>(i)</enum><text>in
clause (i), by inserting <quote>and other housing-related illnesses and
injuries</quote> after <quote>screening for elevated blood lead
levels</quote>;</text>
</clause><clause id="H71DA0C30DCC649BD822E8A4DF0DDF1E2"><enum>(ii)</enum><text>in
clause (ii), by striking <quote>referral for treatment of such levels</quote>
and inserting <quote>referral for treatment of elevated blood lead levels and

approach</header><text>A recipient of a grant under this section is
encouraged—</text>
<paragraph id="HEFE875DA7A0040138F81525D7EBBB131"><enum>(1)</enum><text>in general, to
work toward a transition from a categorical lead-based paint approach to a
comprehensive healthy housing approach that focuses on primary prevention of
housing-related health hazards (as that term is defined under section 3 of the
<short-title>Safe and Healthy Housing Act of
2009</short-title>);</text>
</paragraph><paragraph id="H86C0653D5EC6421D8A02E635E6C2D5C3"><enum>(2)</enum><text>to train staff in
healthy housing principles;</text>
</paragraph><paragraph id="H5A5B8503346846E894B760D9E2442E63"><enum>(3)</enum><text>to promote the
incorporation of healthy housing principles into ongoing State and local
programs and systems; and</text>
</paragraph><paragraph id="H498FF2DBFACC4281AFA337E566BF63D7"><enum>(4)</enum><text>to incorporate
healthy housing principles into education programs for parents, educators,
community-based organizations, local health officials, health professionals,
and
paraprofessionals.</text>
</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></section><section id="H427C840B2DEB48DCAC976AEEF82346AC"><enum>203.</enum><header>Environmental
Protection Agency program capacity on housing-related health hazards</header>
<subsection id="HF5E8282AAF554E8AB0687215ABDEF388"><enum>(a)</enum><header>In
general</header><text>The Administrator of the Environmental Protection Agency,
acting through the director of the Office of Children’s Health Protection and
Environmental Education, shall address health hazards in the home environment,
with particular attention to children, the elderly, and families with limited
resources.</text>
</subsection><subsection id="HC5D22C5FD5D7466B8105D61E9125BC74"><enum>(b)</enum><header>Required actions
of Office of Children's Health Protection and Environmental
Education</header><text>The director of the Office of Children’s Health
Protection and Environmental Education, in consultation with the Director of
the Office of Radiation and Indoor Air and the directors of other relevant
offices within the Environmental Protection Agency, shall—</text>
<paragraph id="HEAADFD7E103A4C15B010C2DD629152B4"><enum>(1)</enum><text>monitor standards
set by the Environmental Protection Agency to ensure that the standards protect
against elevated risks faced by children or the elderly;</text>
</paragraph><paragraph id="H7A9A988D01F446C1BF4069E0CD78CC50"><enum>(2)</enum><text>develop policies
to address aggregate, cumulative, and simultaneous exposures experienced by
children and the elderly, with particular attention to hazards in the home
environment;</text>
</paragraph><paragraph id="HEF9FDF966FBA4CAEBF15CE3EE6D37C7C"><enum>(3)</enum><text>coordinate healthy
housing efforts across the Environmental Protection Agency;</text>
</paragraph><paragraph id="H9C1ED9AE47C2421691FBD8ED82E9F751"><enum>(4)</enum><text>promote the
incorporation of healthy housing principles into ongoing practices and systems,
including the work of State and local environment departments;</text>
</paragraph><paragraph id="H5189E4ADD6B64C56A10B51CB79D1AC6D"><enum>(5)</enum><text>encourage and
expand healthy housing educational efforts to partners, grantees, the private
sector, environmental professionals, and the public; and</text>
</paragraph><paragraph id="HE6B487973BC4467E8E17ADE4A574A128"><enum>(6)</enum><text>designate not less
than 1 representative per region to coordinate children’s environmental health
activities, including healthy housing efforts, with State and local
environmental departments.</text>
</paragraph></subsection><subsection id="H44E51D93BAEE4B6682A5F9BFF2D39909"><enum>(c)</enum><header>Authority of the
Administrator</header><text>The Administrator of the Environmental Protection
Agency may award grants or enter into contracts or interagency agreements to
carry out the activities required under this section.</text>
</subsection><subsection id="HAEA0D30F79974A79A8C58BA383A36B53"><enum>(d)</enum><header>Rule of
construction</header><text>Nothing in this section shall be construed to alter,
invalidate, repeal, or otherwise supercede the duties assigned to any office
within the Environmental Protection Agency under any other provision of
law.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="HB5D4B2084ECD471FA585A72E7E735650"><enum>(e)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
fiscal years 2010 through 2014, $8,000,000 for carrying out the activities
under this section.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="H8D751286234D45BA8E14CDE32DA4BC25"><enum>204.</enum><header>Health hazard
reduction grants</header>
<subsection commented="no" display-inline="no-display-inline" id="H7DF7DA0F8C484220B196D7AE5E1FD858"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary of
Housing and Urban Development, acting through the Director of the Office of
Healthy Homes and Lead Hazard Control, shall award health hazard reduction
grants to enable eligible applicants from other eligible Federal programs to
reduce significant structural, health, and safety hazards in the home.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="H660C984F9B604815A1B6177AA6D9831A"><enum>(b)</enum><header>Eligible
programs</header><text>Programs eligible to participate in the grant program
established under this section shall be Federal assistance programs that
pertain to housing, as determined by the Secretary of Housing and Urban
Development, including—</text>
<paragraph commented="no" display-inline="no-display-inline" id="HB253080FA10B4ED499F6764739383757"><enum>(1)</enum><text>the Community
Development Block Grant program under title I of the Housing and Community
Development Act of 1974 (42 U.S.C. 5301 et seq.);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6F4F1E593D344618848B8130F81A38E"><enum>(2)</enum><text>the HOME
Investment Partnerships program under title II of the Cranston-Gonzalez
National Affordable Housing Act (42 U.S.C. 12721 et seq.);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC03665BB894146F188386D41A9103F8B"><enum>(3)</enum><text>the lead hazard
control grants under the Residential Lead-Based Paint Hazard Reduction Act of
1992 (42 U.S.C. 4851 et seq.);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H260C322FB2524A4A82724999AD198B2E"><enum>(4)</enum><text>the Weatherization
Assistance Program for Low-Income Persons established under part A of title IV
of the Energy Conservation and Production Act (42 U.S.C. 6861 et seq.);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5D1A0C8313B943AC9D5A9A0176FDA626"><enum>(5)</enum><text>the low-income
home energy assistance program established under the Low-Income Home Energy
Assistance Act of 1981 (42 U.S.C. 8621 et seq.);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H955784FF629D4271A4A5AAE51DADEF2B"><enum>(6)</enum><text>rural housing
assistance grants under section 515 of the Housing Act of 1949 (42 U.S.C.
1485); and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2F81F5BAD7044E11A651DBEEF222F536"><enum>(7)</enum><text>any other
temporary or other Federal housing assistance programs that benefit low-income
households.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA1517EBF4C47439899B32C064627DB54"><enum>(c)</enum><header>Eligible
applicants</header><text>Eligible applicants for grants under this section
shall be nonprofit or governmental entities that have applied for or receive
primary funding from an eligible program, and may include State and local
agencies, community action program agencies, subrecipients of funds under the
Weatherization Assistance Program for Low-Income Persons established under part
A of title IV of the Energy Conservation and Production Act (42 U.S.C. 6861 et
seq.), community development corporations, community housing development
organizations, and other nonprofit organizations as determined by the Secretary
of Housing and Urban Development.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="HDB8C37EF010B4D82B2EFD9A5BE07214C"><enum>(d)</enum><header>Award of
grants</header>
<paragraph commented="no" display-inline="no-display-inline" id="HD86AF90353FA48808EEAF9C3BB4AF326"><enum>(1)</enum><header>In
general</header><text>Each eligible program shall submit a list of the
recipients of the grant funds awarded by the eligible program to the Secretary
of Housing and Urban Development, prior to publicly announcing such
list.</text>
</paragraph><paragraph id="HE186C575F89847B8A21C66E2E419029B"><enum>(2)</enum><header>Competitive
basis</header><text>The Secretary of Housing and Urban Development shall award
grants under this section on a competitive basis.</text>
</paragraph><paragraph id="HF5BB028D68B14CD296742D11EFAB1F98"><enum>(3)</enum><header>Funding
cycles</header><text>In the event that the Secretary of Housing and Urban
Development announces the availability of grants under this section prior to an
eligible program’s public announcements of the list of recipients of grant
funds described under paragraph (1), a grantee from that eligible program may
apply for grants under this section during the next funding cycle.</text>
</paragraph></subsection><subsection id="H98BDE68EA8A447468BE5A949966B294B"><enum>(e)</enum><header>Eligible
activities</header>
<paragraph id="H334D4A3FC462494096E6001573A60696"><enum>(1)</enum><header>In
general</header><text>Grants awarded under this section may be used to fund
corrective and preventive measures to address housing-related health hazards
and safety hazards, and energy burden problems, including—</text>
<subparagraph id="H69C278B273B04356A1E83F9619E92860"><enum>(A)</enum><text>roof repair and
replacement;</text>
</subparagraph><subparagraph id="H78D958D0B988413D973700D58FB57D76"><enum>(B)</enum><text>structural repairs
and exterior grading;</text>
</subparagraph><subparagraph id="HC7DBE9AF58054AA0B805AB26DAE063B1"><enum>(C)</enum><text>window repair and
replacement;</text>
</subparagraph><subparagraph id="H007ADCD443094133A04CB44E5AB783FB"><enum>(D)</enum><text>correction of
combustion gas appliance back-drafting and other serious ventilation
problems;</text>
</subparagraph><subparagraph id="HC0CD56AE9B314CC1AA3005F9D486335E"><enum>(E)</enum><text>provision of
adequate ventilation;</text>
</subparagraph><subparagraph id="H2B37B266029B4B9BAD3AC2DFF467DB8F"><enum>(F)</enum><text>integrated pest
management; and</text>
</subparagraph><subparagraph id="H7E1CAE5E5D0D411EAEEB0289D7479EDE"><enum>(G)</enum><text>control of other
critical housing-related health and safety hazards, such as installation of
smoke alarms, carbon monoxide detection devices, and radon testing and
mitigation.</text>
</subparagraph></paragraph><paragraph id="H5BB40016BF7D4BAE932518E956E58178"><enum>(2)</enum><header>Covered
costs</header><text>The costs of visual assessment and testing for baseline
documentation of problems, and eligible corrective and preventive measures to
address such problems, shall be allowable program expenses.</text>
</paragraph></subsection><subsection id="HC7D4100A290E44B0871BDC16D3EEBCF8"><enum>(f)</enum><header>Flexible
funding</header><text>Grants awarded under this section shall be subject to the
requirements that govern the primary source of Federal funds supporting each
project.</text>
</subsection><subsection id="H50DF9156D4BD472298309563A9598ACD"><enum>(g)</enum><header>Administrative
expenses</header><text>Not more than 10 percent of funds for each grant awarded
under this section may be used for administrative expenses.</text>
</subsection><subsection id="H5A24C4C3C81B44D297FE69FBC0929199"><enum>(h)</enum><header>Reporting
requirements</header><text>Consistent with the supplemental purpose of the
grant program established under this section, the Secretary of Housing and
Urban Development shall streamline reporting and record keeping requirements by
building on existing reporting requirements of the eligible program. For each
property receiving treatments funded by grants under this section, the grantee
shall document the problems treated and the amount of grant funds used, and
report such information to the primary awarding agency, which shall aggregate
reports and supporting data and submit all such reports and data to the
Secretary.</text>
</subsection><subsection id="H66E6F6F2A21B47D18770CB9BF3560BCD"><enum>(i)</enum><header>Evaluation</header>
<paragraph id="HD669D71B413642F1AB20375F14CFA2A1"><enum>(1)</enum><header>In
general</header><text>The Secretary of Housing and Urban Development, acting
through the Director of the Office of Healthy Homes and Lead Hazard Control,
shall review the implementation of the grant program established under this
section during the 1-year period beginning on the date of enactment of this
Act.</text>
</paragraph><paragraph id="HCDB5995CB9404E73AC59C91D02835B22"><enum>(2)</enum><header>Contents of
evaluation</header><text>The review under paragraph (1) shall—</text>
<subparagraph id="HE22259C027A44445B011E7DC85693C4A"><enum>(A)</enum><text>determine how
grantees use and leverage funds; and</text>
</subparagraph><subparagraph id="HD01FC3037D0D439B8930A51E3777B090"><enum>(B)</enum><text>evaluate the
cost-effectiveness of the grant program, taking into account—</text>
<clause id="H05FA7359674A4535B24938A29AECBB13"><enum>(i)</enum><text>the
aggregate health, safety, energy savings, and durability benefits from measures
taken; and</text>
</clause><clause id="HD5C726CD7E1746FF931E7FB0AE06B332"><enum>(ii)</enum><text>the
success of the grant program at leveraging and coordinating Federal investments
from other programs.</text>
</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H273BD951FF3647938734F32C1C08FBDA"><enum>(j)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
fiscal years 2010 through 2012, $10,000,000 for carrying out the activities
under this section.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="HF1FE7734C93445658AA7BAC0D9B0A725"><enum>205.</enum><header>Effective
training on housing-related health hazards</header>
<subsection commented="no" display-inline="no-display-inline" id="H8784DCC35BF64B24976AFAEEBC2BC2A8"><enum>(a)</enum><header>Public health
service act amendments</header><text>Section 317B of the Public Health Service
Act (42 U.S.C. 247b–3) is amended—</text>
<paragraph commented="no" display-inline="no-display-inline" id="HE8945841D7304F33B5174F59AFA47299"><enum>(1)</enum><text>in subsection (a),
by adding at the end the following:</text>
<quoted-block display-inline="no-display-inline" id="HE08B184F350C4148A5D2E3FF327AE8A2" style="OLC">
<paragraph commented="no" display-inline="no-display-inline" id="H1887EDE6B01640DC8679ED35DD2A6307"><enum>(3)</enum><header>Training</header><text>The
Secretary, acting through the Director of the Centers for Disease Control and
Prevention, shall—</text>
<subparagraph id="H5E11D8A0571E45DCAFDE7D17C81E98C1"><enum>(A)</enum><text>train lead
poisoning prevention program staff in healthy housing principles;</text>
</subparagraph><subparagraph id="HE2A334C1B8AE4ADEA6B2F9DF1C222716"><enum>(B)</enum><text>deliver training
and technical assistance in the identification and control of housing-related
health hazards (as that term is defined in section 3 of the
<short-title>Safe and Healthy Housing Act of
2009</short-title>) to staff of State and local public health departments and
code enforcement agencies, health care providers, other health care delivery
systems and professionals, and community-based organizations; and</text>
</subparagraph><subparagraph id="H50B6B047618344C4BE1B461166FABBD3"><enum>(C)</enum><text>provide resources
and incentives to State and local health departments to support the wide
availability of free or low-cost training to prevent and control
housing-related health hazards.</text>
</subparagraph></paragraph><after-quoted-block>;
and</after-quoted-block></quoted-block>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H07E753858F40474687F3A16EE81BA50A"><enum>(2)</enum><text>by adding at the
end the following:</text>

of appropriations</header><text>In addition to any other authorization of
appropriation available under this Act to the Centers for Disease Control and
Prevention for the purpose of carrying out lead poisoning prevention education,
the Interagency Task Force, technology assessment, and epidemiology, there is
authorized to be appropriated for each of fiscal years 2010 through 2014 to the
Centers for Disease Control and Prevention $8,000,000 to facilitate a
transition from categorical lead poisoning prevention to comprehensive healthy
housing
approaches.</text>
</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFCCE359FF48449A9B344D40D1C5077C6"><enum>(b)</enum><header>Department of
Agriculture</header>
<paragraph commented="no" display-inline="no-display-inline" id="H838EAA21F1B6445BA969AD37627741C5"><enum>(1)</enum><header>Technical
assistance</header>
<subparagraph commented="no" display-inline="no-display-inline" id="HF6BD141FF5FF4B28BAE8554C5FF65EA6"><enum>(A)</enum><header>In
general</header><text>The Secretary of Agriculture, acting through the
Cooperative State Research, Education, and Extension Service, shall establish a
competitive grant program to promote education and outreach on housing-related
health hazards.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H94570FDD67E440098A89D784A90F253F"><enum>(B)</enum><header>Eligible
applicants</header><text>The Secretary of Agriculture may award grants, on a
competitive basis, under this subsection to land-grant colleges and
universities (as that term is defined in section 1404 of the National
Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C.
3103)) for education and extension services.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H747AD003D22E41B3A51F015426200BBD"><enum>(C)</enum><header>Criteria for
grants</header><text>Grants under this subsection shall be awarded to address
housing-related health hazards through translation of the latest research into
easy-to-use guidelines, development and dissemination of outreach materials,
and operation of training and education programs to build capacity at a local
level.</text>
</subparagraph></paragraph><paragraph id="HA342812E20FA4067A17DBAD729C0D576"><enum>(2)</enum><header>Expanded
training</header><text>The Secretary of Agriculture, acting through the
Cooperative State Research, Education, and Extension Service Regional
Integrated Pest Management Training Centers, shall expand training and outreach
activities to include structural integrated pest management topics.</text>
</paragraph><paragraph id="H8A8369F05780484B996D86DAA63A2211"><enum>(3)</enum><header>Coverage of
lead-based paint and other health hazards</header><text>The Secretary of
Agriculture, acting through the Expanded Food and Nutrition Education Program,
in consultation with the Cooperative State Research, Education, and Extension
Service Housing and Indoor Environments Division, shall ensure that food and
nutrition subject matter content for adults and youth includes effective
information about preventing exposure to lead-based paint, pests, pesticides,
mold, and, where there is sufficient data, about preventing exposure to other
biological or chemical food safety hazards in and around the home.</text>
</paragraph></subsection><subsection id="H35989E16F0CB4DB5BD456EF3C0A9A24F"><enum>(c)</enum><header>Evaluation</header><text>Not
later than 2 years after the date of enactment of this Act, the Director of the
Centers for Disease Control and Prevention and the Secretary of Agriculture
shall evaluate the cost-effectiveness of the training programs authorized under
this section and prepare a report, the results of which shall be posted on the
website of each agency.</text>
</subsection><subsection id="H4A02DB4361954D6491A709809051E635"><enum>(d)</enum><header>Authorization of
appropriations</header><text>There are authorized to be appropriated for each
of fiscal years 2010 through 2014—</text>

carrying out the activities under subsection (b)(1);</text>

Administrator</header><text display-inline="yes-display-inline">Nothing
contained in this subparagraph shall prevent the Administrator of the
Environmental Protection Agency from exercising authority under the Toxic
Substances Control Act or this Act.</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H675DB6C14E564025AB6EB6D2B7AC8F97"><enum>(B)</enum><header>Enforcement</header>
<clause commented="no" display-inline="no-display-inline" id="H9F34B47B90CB4D5984D1C90037DFAB05"><enum>(i)</enum><header>Orders</header><text display-inline="yes-display-inline">Upon an application by the Attorney General
of the United States, a district court of the United States in which an
investigation under this paragraph is carried out may issue an order requiring
a person to permit the Secretary to enter the property of such person or to
comply with a subpoena issued by the Secretary under this paragraph.</text>
</clause><clause commented="no" display-inline="no-display-inline" id="HD6768DF00B6F4B51B77E1FE9D11E77FE"><enum>(ii)</enum><header>Penalty</header><text>A
district court may find a person in contempt of court for failure to comply

</section><enum>III</enum><header>Education on
health hazards in housing</header>
<section id="H4FD36F74DD5F4EFC8CE347625477F6DE"><enum>301.</enum><header>Healthy Home
Seal of Approval program</header>
<subsection id="HBD6474724C4B4B55934EFE9E7D96BB6F"><enum>(a)</enum><header>Establishment</header><text>There
is established within the Environmental Protection Agency the following
labeling programs:</text>
<paragraph id="H86D008675691410EB36698C95570E847"><enum>(1)</enum><header>Products and
materials labeling program</header><text>A voluntary labeling program to
evaluate consumer products intended for home use and housing materials to
determine their efficacy in fostering a healthy home environment, to be known
as the <quote>Healthy Home Seal of Approval</quote> program.</text>
</paragraph><paragraph id="H8DABAC1F9092439E979255D8D60B8F9F"><enum>(2)</enum><header>Criteria for
housing labeling program</header><text>A voluntary labeling program to expand
upon the Energy Star program established by section 324A of the Energy Policy
and Conservation Act (42 U.S.C. 6294a) to establish health-promoting design and
maintenance criteria for new and existing housing.</text>
</paragraph></subsection><subsection id="H1938EADD17F147BE8E4F2A42BBA36D69"><enum>(b)</enum><header>Duties</header>
<paragraph id="H84599C164B6E45D6AFB3111627749047"><enum>(1)</enum><header>In
general</header><text>The Administrator of the Environmental Protection Agency
shall, in consultation with the Secretary of Housing and Urban Development,
acting through the Director of the Office of Healthy Homes and Lead Hazard
Control, and the Director of the Centers for Disease Control and
Prevention—</text>
<subparagraph id="H0FFFB2C058374FF1A1403C2D6DEE747D"><enum>(A)</enum><text>promote the
Healthy Home Seal of Approval for consumer products and materials, and for
criteria for housing as the preferred options in the marketplace for achieving
optimum indoor environmental quality and maximum occupant health;</text>
</subparagraph><subparagraph id="HC5C789A34CA44243864E801E48177FC3"><enum>(B)</enum><text>work to enhance
public awareness of the Healthy Home Seal of Approval for consumer products and
materials, and for criteria for housing, including by providing special
outreach to small businesses;</text>
</subparagraph><subparagraph id="H8A025215177D4B99AE7F3446EE2B010E"><enum>(C)</enum><text>conduct research
and provide sound science and methods to evaluate products, materials, and
criteria for housing that preserves the integrity of the Healthy Home Seal of
Approval for consumer products and materials, and for criteria for housing
label;</text>
</subparagraph><subparagraph id="HAEB7DB90924047EC93ECD2C4D96836EB"><enum>(D)</enum><text>regularly update
the requirements for the Healthy Home Seal of Approval for products and
materials, and for criteria for housing;</text>
</subparagraph><subparagraph id="H69587B5031944F748E74CE3820BC798A"><enum>(E)</enum><text>solicit comments
from interested parties prior to establishing or revising a Healthy Home Seal
of Approval, including a change to a product category, material category,
specification, or criterion (or prior to effective dates for any such product
category, material category, specification, or criterion);</text>
</subparagraph><subparagraph id="HDB0DFC5892C94F40869A483276B303D0"><enum>(F)</enum><text>on adoption of a
new or revised product category, material category, specification, or criterion
in a Healthy Home Seal of Approval, provide reasonable notice to interested
parties of any changes (including effective dates) in product categories,
material categories, specifications, or criteria, along with—</text>
<clause id="H670D689207F144788DFEFBC4A399C8DF"><enum>(i)</enum><text>an
explanation of the changes; and</text>
</clause><clause id="HB0E021B4F07C40B58F54A7A475BE9D93"><enum>(ii)</enum><text>as
appropriate, responses to comments submitted by interested parties; and</text>
</clause></subparagraph><subparagraph id="H80BB026068E2496787A2E264362B6597"><enum>(G)</enum><text>provide
appropriate lead time (which shall be 270 days, unless the Administrator
specifies otherwise) prior to the applicable effective date for a new or a
significant revision to a Healthy Home Seal of Approval, including a change to
a product category, material category, specification, or criterion.</text>
</subparagraph></paragraph><paragraph id="H27A5C351FD844301A286EEFF93C97339"><enum>(2)</enum><header>Lead
time</header><text>If a product category is revised in accordance with
paragraph (1)(G), the lead time shall take into account the timing requirements
of the manufacturing, product marketing, and distribution process for the
specific product addressed.</text>

health hazards in housing</header>
<subsection commented="no" display-inline="no-display-inline" id="H04875833E47F4AAFBEDFFDBDC44D6466"><enum>(a)</enum><header>In
general</header><text>The Administrator of the Environmental Protection Agency,
acting through the Office of Children’s Health Protection and Environmental
Education, shall provide education and outreach to the general public on
the—</text>

health risks experienced by the elderly; and</text>

<subsection commented="no" display-inline="no-display-inline" id="HF63CBFB0982F4F6D9475603020462B20"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary of
Housing and Urban Development, acting through the Director of the Office of
Healthy Homes and Lead Hazard Control, the Director of the Centers for Disease
Control and Prevention, and the Administrator of the Environmental Protection
Agency shall establish and maintain a national healthy housing media
campaign.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="H8A301897F54748129D9BC2A5F7DE864E"><enum>(b)</enum><header>Requirements of
campaign</header><text display-inline="yes-display-inline">The Secretary of
Housing and Urban Development, acting through the Director of the Office of
Healthy Homes and Lead Hazard Control, the Director of the Centers for Disease
Control and Prevention, and the Administrator of the Environmental Protection
Agency shall—</text>
<paragraph id="HB6CA5FC6A2114E56B19B3B1CE82158CF"><enum>(1)</enum><text>determine the
design of the national healthy housing media campaign, including by—</text>
<subparagraph id="HC224F19E64934C17A44C4E643CEC7D82"><enum>(A)</enum><text>identifying the
target audience;</text>
</subparagraph><subparagraph id="H474C4FEA021742BF9DC9347C00F99346"><enum>(B)</enum><text>formulating and
packaging unified messages regarding—</text>
<clause id="HA0EF1CCD4D744C8290020CC2DE8CCD64"><enum>(i)</enum><text>how
best to assess health hazards in the home; and</text>
</clause><clause id="H0D03B0B1F6DD4249BB62902F5704D81D"><enum>(ii)</enum><text>how
best to prevent and control health hazards in the home;</text>
</clause></subparagraph><subparagraph id="HA4CB50E57307429F921016C9037CD540"><enum>(C)</enum><text>identifying ideal
mechanisms for dissemination;</text>
</subparagraph><subparagraph id="HB7948EE3774943E2812F6BBC4938825C"><enum>(D)</enum><text>distributing
responsibilities and establishing an ongoing system of coordination; and</text>
</subparagraph><subparagraph id="HC65CF2700D624629ADB1E3E0FCEC5C15"><enum>(E)</enum><text>incorporating
input from the target audience of the campaign;</text>
</subparagraph></paragraph><paragraph id="HE3A400B25E38498C9BC62B83B0FF2CD4"><enum>(2)</enum><text>carry out the
operation of a national healthy housing media campaign that—</text>
<subparagraph id="HF3BDC1EC2BEC45AD9938C88DC15CBEDF"><enum>(A)</enum><text>draws upon
existing outreach and public education efforts to the maximum extent
practicable;</text>
</subparagraph><subparagraph id="HD7AD1767DCFD4083A646197211F96923"><enum>(B)</enum><text>provides critical
healthy housing information in a concise and simple manner; and</text>
</subparagraph><subparagraph id="H1C088164D761437D88FE41463E7FB1D7"><enum>(C)</enum><text>uses multiple
media strategies to reach the maximum number of people in the target audience
as possible; and</text>
</subparagraph></paragraph><paragraph id="H054591D0D2BD46A5A38CD8C516BE2C59"><enum>(3)</enum><text>evaluate the
performance of the campaign, including by—</text>
<subparagraph id="H7CE845B904FC458AAED884955D191865"><enum>(A)</enum><text>tracking the
accomplishments of the campaign;</text>
</subparagraph><subparagraph id="H062E74FA0D5E42C1AFC4E9E235B5AED1"><enum>(B)</enum><text>identifying
changes in healthy housing awareness, healthy housing activities, and the
healthy housing conditions among the target audience of the campaign;</text>
</subparagraph><subparagraph id="H45C5BED73D5B452590960D6C46F0CF07"><enum>(C)</enum><text>assessing the
cost-effectiveness of the campaign in achieving the goals of the campaign;
and</text>
</subparagraph><subparagraph id="H8AB0233B50BB4BACB73EAA63B844F96B"><enum>(D)</enum><text>preparing a final
evaluation report not later than 1 year after the date of the close of the
campaign, the results of which shall be posted on the website of each such
agency.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H046A8F7DD7EA4FF190F6850974E1DE82"><enum>(c)</enum><header>Authorization of
appropriations</header><text>There is authorized to be appropriated for each of
