<subsection id="HB3192DEC24DD4BAF9F50DFAB0A5A95B4"><enum>(a)</enum><header>Fines and imprisonment</header><text display-inline="yes-display-inline">The first section of the Act entitled, <quote>An Act to provide for the protection of national military parks, national parks, battlefield sites, national monuments, and miscellaneous memorials under the control of the War Department</quote>, approved March 2, 1933 (47 Stat. 1420, ch. 180), is amended by striking <quote>such fine and imprisonment.</quote> and inserting <quote>such fine and imprisonment; except if the violation occurs within a park, site, monument, or memorial that is part of the National Park System, where violations shall be subject to the penalty provision set forth in section 3 of the Act of August 25, 1916 (16 U.S.C. 3; commonly known as the <quote>National Park Service Organic Act</quote>) and section 3571 of title 18, United States Code.</quote>.</text> </subsection>

<title id="HD8A1619CB4B34BA18947C66A07D38B90"><enum>II</enum><header>Pearl Harbor ticketing</header> 
<section id="HEA603B39FFCF423483A4217BE8374C88"><enum>201.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> 
<paragraph id="HAF0AFBEB5C144C3CB332734E86CB713B"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph> 
<paragraph id="H3FC4F0641201479786152F77387B125C"><enum>(2)</enum><header>Pearl harbor historic site</header><text>The term <term>Pearl Harbor historic site</term> means a historic attraction within the Pearl Harbor Naval Complex, including the USS Bowfin Submarine Museum and Park, the Battleship Missouri Memorial, the Pacific Aviation Museum—Pearl Harbor, and any other historic attraction that the Secretary identifies as a Pearl Harbor historic site and that is not administered or managed by the Secretary.</text> </paragraph> 
<paragraph id="H91F1318D2E2F42EBBEAC4CFDAFDB9958"><enum>(3)</enum><header>Visitor center</header><text>The term <term>visitor center</term> means the visitor center located within the Pearl Harbor Naval Complex on lands that are within the World War II Valor in the Pacific National Monument and managed by the Secretary through the National Park Service.</text> </paragraph></section> 
<section id="H7EB8984777A44DA1AFB8104224F6A4EB"><enum>202.</enum><header>Facilitation of admission to historic attractions within Pearl Harbor Naval Complex</header> 
<subsection id="H406EC6F9B14C47FA8C716AFB8081D5B1"><enum>(a)</enum><header>In general</header><text>The Secretary, in managing the World War II Valor in the Pacific National Monument, may enter into an agreement with the nonprofit organizations or other legally recognized entities that are authorized to administer or manage a Pearl Harbor historic site—</text> 
<paragraph id="H1C876948E3B74756A061B70635D9B011"><enum>(1)</enum><text>to allow visitors to a Pearl Harbor historic site to gain access to the site by passing through security screening at the Visitor Center; and</text> </paragraph> 
<paragraph id="H01E602A83518427E8A6084885182D167"><enum>(2)</enum><text>to allow the sale of tickets to a Pearl Harbor historic site within the Visitor Center by employees of the National Park Service or by organizations that administer or manage a Pearl Harbor historic site.</text> </paragraph></subsection> 
<subsection id="HB2D447DE31BB4A979E057C7AB4A4F8EB"><enum>(b)</enum><header>Terms and conditions</header><text>In any agreement entered into pursuant to this title, the Secretary—</text> 
<paragraph id="HD51F5C81691942FDA6E4ACF7EDC650F7"><enum>(1)</enum><text>shall require the organization administering or managing a Pearl Harbor historic site to pay to the Secretary a reasonable fee to recover administrative costs associated with the use of the Visitor Center for public access and ticket sales, the proceeds of which shall remain available, without further appropriation, for use by the National Park Service at the World War II Valor in the Pacific National Monument;</text> </paragraph> 
<paragraph id="H65FA28F307C848C4A156B038ACBD1A92"><enum>(2)</enum><text>shall ensure the limited liability of the United States arising from the admission of the public through the Visitor Center to a Pearl Harbor historic site and the sale or issuance of any tickets to the site; and</text> </paragraph> 
<paragraph id="H29344F6BB1214CCFB2E523691B302B8A"><enum>(3)</enum><text>may include any other terms and conditions the Secretary deems appropriate.</text> </paragraph></subsection> 
<subsection id="H619FD31CDEBD475FBD32A8DC97EC6ACF"><enum>(c)</enum><header>Limitation of authority</header><text>Under this title, the Secretary shall have no authority—</text> 
<paragraph id="HDA9C03A9744141DD8D6AA605D0BBF1A7"><enum>(1)</enum><text>to regulate or approve the rates for admission to an attraction within the Pearl Harbor historic site;</text> </paragraph> 
<paragraph id="H15E268AD54F9431687CFAB25330290B0"><enum>(2)</enum><text>to regulate or manage any visitor services of any historic sites within the Pearl Harbor Naval Complex other than at those sites managed by the National Park Service as part of World War II Valor in the Pacific National Monument; or</text> </paragraph> 
<paragraph id="H8A907C890CD24ED590D9E8B465D4AFD2"><enum>(3)</enum><text>to charge an entrance fee for admission to the World War II Valor in the Pacific National Monument.</text> </paragraph></subsection></section> 
<section id="HB29CB7DC849642A48F4E438F74AA830F"><enum>203.</enum><header>Protection of resources</header><text display-inline="no-display-inline">Nothing in this title authorizes the Secretary or any organization that administers or manages a Pearl Harbor historic site to take any action in derogation of the preservation and protection of the values and resources of the World War II Valor in the Pacific National Monument.</text> </section></title> 
<title id="H96621CDF9F2B4A63BF28DA1F514010E2"><enum>III</enum><header>Changes to national park units</header> 
<section id="H9E7F8106019C49E6BC38185C7F962D3B"><enum>301.</enum><header>George Washington Memorial Parkway</header> 
<subsection id="H939B6E0C2DCF472FB90ADA8818B55FDA"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to authorize, direct, facilitate, and expedite the transfer of administrative jurisdiction of certain Federal land in accordance with the terms and conditions of this section.</text> </subsection> 
<subsection id="HAEA1F2A7B60747029107933CA8EE05BD"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HC22EB0F985AC4780A1002E6C44B74A0E"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph> 
<paragraph id="HC20D58892BE048BBA5C474DA5BDC4513"><enum>(2)</enum><header>Research center</header><text>The term <term>Research Center</term> means the Federal Highway Administration’s Turner-Fairbank Highway Research Center.</text> </paragraph> 
<paragraph id="HC7E455C824E945AB83F630840F144222"><enum>(3)</enum><header>Farm</header><text>The term <term>Farm</term> means the Claude Moore Colonial Farm.</text> </paragraph> 
<paragraph id="H081C458790C04F669E549B3DC0E34965"><enum>(4)</enum><header>Map</header><text>The term <term>Map</term> means the map titled <quote>GWMP—Claude Moore Proposed Boundary Adjustment</quote>, numbered 850/82003, and dated April 2004. The map shall be available for public inspection in the appropriate offices of the National Park Service, Department of the Interior.</text> </paragraph></subsection> 
<subsection id="H8090C539C6B44358A188F4A299CD6085"><enum>(c)</enum><header>Administrative jurisdiction transfer</header> 
<paragraph id="H332233A42FE64BAAB8CD820579911A06"><enum>(1)</enum><header>Transfer of jurisdiction</header> 
<subparagraph id="H90043F31723F41C68EDDD893FB20B23B"><enum>(A)</enum><header>In general</header><text>The Secretary and the Secretary of Transportation are authorized to transfer administrative jurisdiction for approximately 0.342 acre of land under the jurisdiction of the Department of the Interior within the boundary of the George Washington Memorial Parkway, generally depicted as <quote>B</quote> on the Map, for approximately 0.479 acre within the boundary of the Research Center land under the jurisdiction of the Department of Transportation adjacent to the boundary of the George Washington Memorial Parkway, generally depicted as <quote>A</quote> on the Map.</text> </subparagraph> 
<subparagraph id="HD233BD0D61D642D89C9A370102ED4738"><enum>(B)</enum><header>Use restriction</header><text>The Secretary shall restrict the use of 0.139 acre of land within the boundary of the George Washington Memorial Parkway immediately adjacent to part of the north perimeter fence of the Research Center, generally depicted as <quote>C</quote> on the Map, by prohibiting the storage, construction, or installation of any item that may obstruct the view from the Research Center into the George Washington Memorial Parkway.</text> </subparagraph></paragraph> 
<paragraph id="HD44BC6CC9F8941AE9C7449AB61F0050C"><enum>(2)</enum><header>Reimbursement or consideration</header><text>The transfer of administrative jurisdiction under this section shall occur without reimbursement or consideration.</text> </paragraph> 
<paragraph id="HE5E2B56403514E76974FBD7F4442BC7B"><enum>(3)</enum><header>Compliance with agreement</header> 
<subparagraph id="HA9E2BCF3534B497097DEEEAF7BA86F2F"><enum>(A)</enum><header>Agreement</header><text>The National Park Service and the Federal Highway Administration shall comply with all terms and conditions of the Agreement entered into by the parties on September 11, 2002, regarding the transfer of administrative jurisdiction, management, and maintenance of the lands discussed in the Agreement.</text> </subparagraph> 
<subparagraph id="H55FA4FEC24464A8F9823F3F48E3B219D"><enum>(B)</enum><header>Access to land</header><text>The Secretary shall allow the Research Center access to the land the Secretary restricts under paragraph (1)(B) for purposes of maintenance in accordance with National Park Service standards, which includes grass mowing and weed control, tree maintenance, fence maintenance, and visual appearance. No tree 6 inches or more in diameter shall be pruned or removed without the advance written permission of the Secretary. Any pesticide use must be approved in writing by the Secretary prior to application of the pesticide.</text> </subparagraph></paragraph></subsection> 
<subsection id="HE2210CBE4B204E51BB2149A7C2318F7D"><enum>(d)</enum><header>Management of transferred lands</header> 
<paragraph id="H841097466C5C4805AA0311B28BFB3CC5"><enum>(1)</enum><header>Interior land</header><text>The land transferred to the Secretary under subsection (c)(1) shall be included in the boundaries of the George Washington Memorial Parkway and shall be administered by the National Park Service as part of the parkway subject to applicable laws and regulations.</text> </paragraph> 
<paragraph id="H167DA7463A404C05A0FF838B30EF2EB7"><enum>(2)</enum><header>Transportation land</header><text display-inline="yes-display-inline">The land transferred to the Secretary of Transportation under subsection (c)(1) shall be included in the boundary of the Research Center and shall be removed from the boundary of the parkway.</text> </paragraph> 
<paragraph id="H8F21F2176F7940F0A7CF575638D644CF"><enum>(3)</enum><header>Restricted-use land</header><text display-inline="yes-display-inline">The land the Secretary has designated for restricted use under subsection (c)(1) shall be maintained by the Research Center.</text> </paragraph></subsection></section> 
<section id="H73FF708F991A41B6B4C5DA6C113C7A87"><enum>302.</enum><header>District of Columbia snow removal</header><text display-inline="no-display-inline">Section 3 of the Act entitled, <quote>An Act Providing for the removal of snow and ice from the paved sidewalks of the District of Columbia</quote>, approved September 16, 1922 (Sec. 9–603, D.C. Official Code), is amended to read as follows:</text> 
<quoted-block id="H1A66A14CDCEB4FE99973D813432E947D" style="traditional"> 
<section id="H6F843218479E4023A27F3559B1885911"><enum>3.</enum> 
<subsection commented="no" display-inline="yes-display-inline" id="H0E58C9A80ADF44B18C1A40071673D413"><enum>(a)</enum><text display-inline="yes-display-inline">It shall be the duty of a Federal agency to remove, or cause to be removed, snow, sleet, or ice from paved sidewalks and crosswalks within the fire limits of the District of Columbia that are—</text> 
<paragraph id="HC434226D1A9447B28205AB603CC44E91"><enum>(1)</enum><text>in front of or adjacent to buildings owned by the United States and under such Federal agency’s jurisdiction; or</text> </paragraph> 
<paragraph id="H614CB23EE6EA43EA8006B3C852F1512B"><enum>(2)</enum><text>public thoroughfares in front of, around, or through public squares, reservations, or open spaces and that are owned by the United States and under such Federal agency’s jurisdiction.</text> </paragraph></subsection> 
<subsection id="H6CAF3A3C16534308ACC009E2FE1D5E43"><enum>(b)</enum><text>The snow, sleet, or ice removal required by subsection (a) shall occur within a reasonable time period after snow or sleet ceases to fall or after ice has accumulated. In the event that snow, sleet, or ice has hardened and cannot be removed, such Federal agency shall—</text> 
<paragraph id="HBC5DEB81A37B4D999A67A2B48D389862"><enum>(1)</enum><text>make the paved sidewalks and crosswalks under its jurisdiction described in subsection (a) reasonably safe for travel by the application of sand, ashes, salt, or other acceptable materials; and</text> </paragraph> 
<paragraph id="H820E2AED4A774664B26A7C0736A0385E"><enum>(2)</enum><text>as soon as practicable, thoroughly remove the snow, sleet, or ice.</text> </paragraph></subsection> 
<subsection id="H5E9FC400AEC245738FC6B13096DEF160"><enum>(c)</enum> 
<paragraph commented="no" display-inline="yes-display-inline" id="H8311A31413334F9FAEA0505CF880F043"><enum>(1)</enum><text>The duty of a Federal agency described in subsections (a) and (b) may be delegated to another governmental or nongovernmental entity through a lease, contract, or other comparable arrangement.</text> </paragraph> 
<paragraph id="H20A75093F4D446029D7244D5596EA7D1" indent="up1"><enum>(2)</enum><text>If two or more Federal agencies have overlapping responsibility for the same sidewalk or crosswalk they may enter into an arrangement assigning responsibility.</text> </paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section>

<subsection id="H6D091EC753624BDA8C5CF71961C244E4"><enum>(a)</enum><header>Amendments</header><text>The Act entitled <quote>An Act to establish the Martin Luther King, Junior, National Historic Site in the State of Georgia, and for other purposes</quote>, approved October 10, 1980 (Public Law 96–428; 94 Stat. 1839) is amended—</text> 
<paragraph id="HDBC4FC30F1C748E79F753BA7F848EC1E"><enum>(1)</enum><text>in the first section, by striking <quote>the map entitled <quote>Martin Luther King, Junior, National Historic Site Boundary Map</quote>, number 489/80,013B, and dated September 1992</quote> and inserting <quote>the map titled <quote>Martin Luther King, Jr. National Historical Park</quote>, numbered 489/80,032, and dated April 2009</quote>;</text> </paragraph> 
<paragraph id="H2831828BE5344A45B40E707398CA20C4"><enum>(2)</enum><text>by striking <quote>Martin Luther King, Junior, National Historic Site</quote> each place it appears and inserting <quote>Martin Luther King, Jr. National Historical Park</quote>; and</text> </paragraph>

<subsection id="HCC2576CFD2EF47B59BE1D61BEA34E91F"><enum>(b)</enum><header>References</header><text display-inline="yes-display-inline">Any reference in any law (other than this Act), map, regulation, document, record, or other official paper of the United States to the <quote>Martin Luther King, Junior, National Historic Site</quote> shall be considered to be a reference to the <quote>Martin Luther King, Jr. National Historical Park</quote>.</text> </subsection></section> 
<section id="H65D354CB870F4D61AE8E5FDB61C37764"><enum>304.</enum><header>Lava Beds National Monument Wilderness boundary adjustment</header><text display-inline="no-display-inline">The first section of the Act of October 13, 1972 (Public Law 92–493; 16 U.S.C. 1132 note), is amended in the first sentence—</text>
