		  first-time homebuyer tax credit, and for other purposes.</official-title>

		<section id="H91507173F49044938E456302A891074F" section-type="section-one"><enum>1.</enum><header>Extension of first-time
			 homebuyer tax credit</header>
			<subsection id="H703FF2D83EAE4E86839CD345E0B4D5C6"><enum>(a)</enum><header>In
			 general</header><text>Subsection (h) of section 36 of the Internal Revenue Code
			 of 1986 is amended by striking <quote>December 1, 2009</quote> and inserting
			 <quote>June 1, 2010</quote>.</text>
			</subsection><subsection id="H794CDA38AAEE489E9F98C420699C6DA8"><enum>(b)</enum><header>Election To
			 treat purchase in prior year</header><text>Subsection (g) of section 36 of such
			 Code is amended—</text>
				<paragraph id="H2092814495ED4698B975EBFE7690FEE7"><enum>(1)</enum><text>by striking
			 <quote>December 1, 2009</quote> and inserting <quote>January 1, 2010</quote>,
			 and</text>
				</paragraph><paragraph id="HA40AFCDC5F284027BAEE7A3475B06EF9"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>In the case of a purchase of a principal residence
			 after December 31, 2009, and before June 1, 2010, a taxpayer may elect to treat
			 such purchase as made on December 31, 2009, for purposes of this section (other
			 than the preceding sentence and subsections (c) and (f)(4)(D)).</quote>.</text>
				</paragraph></subsection><subsection id="HE416EE22736946348F2D15577FF52E52"><enum>(c)</enum><header>Extension of
			 waiver of recapture</header><text>Subparagraph (D) of section 36(f)(4) of such
			 Code is amended—</text>
				<paragraph id="H26DD5E962A0E41F9A2D1724B39D7A011"><enum>(1)</enum><text>by striking
			 <quote>December 1, 2009</quote> and inserting <quote>June 1, 2010</quote>,
			 and</text>
				</paragraph><paragraph id="HB4F790223D5A40ED95141F94B55EA0CC"><enum>(2)</enum><text>by striking
			 <quote><header-in-text level="subparagraph" style="OLC">in
			 2009</header-in-text></quote> in the heading and inserting
			 <quote><header-in-text level="subparagraph" style="OLC">after
			 2008</header-in-text></quote>.</text>
				</paragraph></subsection><subsection id="H76812826FDDC4091838A243EC6E723FF"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 residences purchased after November 30, 2009.</text>
			</subsection></section><section id="H6FE3C86910FA43D885D48CA134F2FF56"><enum>2.</enum><header>Rescission of
			 ARRA appropriations</header>
			<subsection id="HC36ADC69F7C049C68D7CE670052E57A3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Effective on the date
			 of the enactment of this Act, of the discretionary appropriations made
			 available by division A of the American Recovery and Reinvestment Act of 2009
			 (Public Law 111–5), the applicable percentage of unobligated balances are
			 rescinded.</text>
			</subsection><subsection id="HD07B8C6BC8B14C7C937C09BF2D37A98D"><enum>(b)</enum><header>Applicable
			 percentage</header><text>For purposes of this section, the term
			 <term>applicable percentage</term> means the percentage that the Secretary of
			 the Treasury estimates will result in an increase in revenue to the Treasury
			 equal to the decrease in revenue by reason of the amendments made by section 1
			 of this Act.</text>
