<official-title display="yes">To amend the Foreign Assistance Act of 1961 to include in the Annual Country Reports on Human Rights Practices information about freedom of the press in foreign countries, and for other purposes.</official-title>

<section id="HC4C0604129354BFCA9851C0E15F8FB15" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Daniel Pearl Freedom of the Press Act of 2009</short-title></quote>.</text> </section>
<section id="HB339EC0DBC0D4C5BA40CC425799B83F5"><enum>2.</enum><header>Inclusion of additional information relating to freedom of the press worldwide in Annual Country Reports on Human Rights Practices</header> <text display-inline="no-display-inline">The Foreign Assistance Act of 1961 is amended—</text> 
<paragraph id="H84E51FD9B2964DFB8E428EBC31D386B0"><enum>(1)</enum><text>in section 116(d) (22 U.S.C. 2151n(d)), as amended by section 333(c) of this division—</text> 
<subparagraph id="HF0EAE001C4C841689EB96606AB103544"><enum>(A)</enum><text>in paragraph (10), by striking <quote>and</quote> at the end;</text> </subparagraph>
<subparagraph id="HEC41CA3CC55B4D4C832D54378F5A5A34"><enum>(B)</enum><text>in paragraph (11)—</text> 
<clause id="HA4F25B9529DA4E47924A3361257F713B"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end; and</text> </clause>
<clause id="H5B6DC93F18D14A099AAD4DA5943F8F5F"><enum>(ii)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text> </clause></subparagraph>
<subparagraph id="H2260D726139D4D0E9EDC2169A9FDAB8F"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text>

<paragraph id="HB565C1F41BB94FB894124F0CC4F7EC63"><enum>(12)</enum><text>wherever applicable—</text> 
<subparagraph id="H978A9967745A42F5A204A8817A392DE4"><enum>(A)</enum><text>a description of the status of freedom of the press, including initiatives in favor of freedom of the press and efforts to improve or preserve, as appropriate, the independence of the media, together with an assessment of progress made as a result of those efforts;</text> </subparagraph>
<subparagraph id="H6D10792172974870A19EDB37FADEC592"><enum>(B)</enum><text>an identification of countries in which there were violations of freedom of the press, including direct physical attacks, imprisonment, indirect sources of pressure, and censorship by governments, military, intelligence, or police forces, criminal groups, or armed extremist or rebel groups; and</text> </subparagraph>
<subparagraph id="HF010826A852E48E6A3C6C8F50E04A3F9"><enum>(C)</enum><text>in countries where there are particularly severe violations of freedom of the press—</text> 
<clause id="H6239D882F63048B8B44F47DD63405B3D"><enum>(i)</enum><text>whether government authorities of each such country participate in, facilitate, or condone such violations of the freedom of the press; and</text> </clause>
<clause id="H7CC2E37D4C094C1FA10B86ED220EE271"><enum>(ii)</enum><text>what steps the government of each such country has taken to preserve the safety and independence of the media, and to ensure the prosecution of those individuals who attack or murder journalists.</text> </clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph></paragraph>
<paragraph id="HB395C15B080B482F833C1A1E580D1242"><enum>(2)</enum><text>in section 502B (22 U.S.C. 2304), by adding at the end the following new subsection:</text>

<subsection id="HD44DBB8748BF4AD78CD78F7A5E567E6E"><enum>(i)</enum><text>The report required by subsection (b) shall include, wherever applicable—</text> 
<paragraph id="HE30EA01C14964F149833EF2EE5F271DD"><enum>(1)</enum><text>a description of the status of freedom of the press, including initiatives in favor of freedom of the press and efforts to improve or preserve, as appropriate, the independence of the media, together with an assessment of progress made as a result of those efforts;</text> </paragraph>
<paragraph id="H88878A76C8A348CD8042F89417AF27D2"><enum>(2)</enum><text>an identification of countries in which there were violations of freedom of the press, including direct physical attacks, imprisonment, indirect sources of pressure, and censorship by governments, military, intelligence, or police forces, criminal groups, or armed extremist or rebel groups; and</text> </paragraph>
<paragraph id="H4276DC3571FC475CAEB7A6AF6055F90D"><enum>(3)</enum><text>in countries where there are particularly severe violations of freedom of the press—</text> 
<subparagraph id="HABF0069D1B6E4B24B9D4B7520651960A"><enum>(A)</enum><text>whether government authorities of each such country participate in, facilitate, or condone such violations of the freedom of the press; and</text> </subparagraph>
<subparagraph id="H23B18031324B4B1B910342A816067224"><enum>(B)</enum><text>what steps the government of each such country has taken to preserve the safety and independence of the media, and to ensure the prosecution of those individuals who attack or murder journalists.</text> </subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section>
