<official-title>To establish the More Books for Africa Program to facilitate the donation, processing, shipping, and distribution of text and library books to African schools, libraries, community centers, and other centers of learning in partnership with United States-based entities, and for other purposes.</official-title>

<section id="H4FF80336A9774B99A7E2ECF424DCD49" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>More Books for Africa Act of 2009</short-title></quote>.</text></section> 
<section id="H03C1EECFF8C44F7D86EA7F923D8E197C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H0811B05B36B649B0A1F43DCADC67D29"><enum>(1)</enum><text>The World Bank and other donor organizations have determined that next to a good teacher, a good school book is the best and most cost-effective means of advancing education in African schools.</text></paragraph> 
<paragraph id="H09E86EAE07F2465C86A98E87AC35E700"><enum>(2)</enum><text>The World Bank and other organizations have determined that there is a chronic shortage of text and library books in schools and libraries across Africa, with students left without books or forced to share books at a ratio of 10:1.</text></paragraph> 
<paragraph id="HFB9F4C8EA4C4495E9D850002F98DCBF7"><enum>(3)</enum><text>The countries of Africa have the world’s lowest literacy rates, undermining development and weakening citizens’ power to effect socioeconomic and political change.</text></paragraph> 
<paragraph id="H37BD0121148041CFA0949CA087A037D5"><enum>(4)</enum><text>Both the Millennium Development Goals and the Education For All initiatives target increased literacy rates by 2015, especially among women and girls, as a key development goal in Africa and the developing world.</text></paragraph> 
<paragraph id="H31254E27D7FE446BA79C94006E8754AF"><enum>(5)</enum><text>Most African children who attend school have never owned a book of their own. In many classrooms, 10–20 students share one textbook.</text></paragraph> 
<paragraph id="H90078DFF213340E1AC14E18745424F13"><enum>(6)</enum><text>Every year of education has been shown to raise a person’s income potential by at least 10 percent.</text></paragraph> 
<paragraph id="H1039E470829640C1BC8FEA3CB5047F76"><enum>(7)</enum><text>In sub-Saharan Africa, 43.5 percent of the total population is under 14 years old.</text></paragraph> 
<paragraph id="H54FE1769DDAB46F8AAC1ABB200E34000"><enum>(8)</enum><text>Books and labor to pack these books are currently being donated by citizens across the United States to assist in literacy efforts in Africa.</text></paragraph> 
<paragraph id="HA0EE22368C2045C88C7E89289FAD8E64"><enum>(9)</enum><text>22,000 books can be shipped in one cargo container and delivered to Africa for an average cost of $11,000.</text></paragraph> 
<paragraph id="H71E3D974A3F74B42BDDCAD33E16932F9"><enum>(10)</enum><text>Not-for-profit organizations, through the use of donated books and labor from United States citizens, as well as cash donations, have been able to ship a donated book to Africa for only 50 cents per book, resulting in tremendous cost-efficiency in a time of budget challenges.</text></paragraph></section> 
<section id="H83B1AF3C6FC94D23001D56CB6C8D5CF6"><enum>3.</enum><header>Sense of congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="H5EDD0344C8DA42D0B79E60EB005D6FD0"><enum>(1)</enum><text>the availability of textbooks and library books is a critical component of the massive investment by the United States in primary, secondary, higher, and adult community education; and</text></paragraph> 
<paragraph id="H4FB796672CCD4CD0008D27AB9F09E700"><enum>(2)</enum><text>the donation of textbooks and library books is a powerful tool of public diplomacy and important to United States national security.</text></paragraph></section> 
<section id="HDCF017A932574F2E86F13CFC00A497D5"><enum>4.</enum><header>More books for Africa Program</header> 
<subsection id="H4A130F55EC37467FBE558978B25C988F"><enum>(a)</enum><header>Establishment and purpose</header><text>The Administrator of the United States Agency for International Development (USAID), in consultation with the Basic Education Program administered by USAID, shall establish and administer a program to be known as the <quote>More Books for Africa Program</quote> (in this Act referred to as the <quote>Program</quote>) to facilitate the donation, processing, shipping, and distribution of not fewer than 3,000,000 text and library books per year to African schools, libraries, community centers, and other centers of learning in partnership with United States-based entities.</text></subsection> 
<subsection id="HC62F6423CFDA46E891DAA96D78AFC2C"><enum>(b)</enum><header>Donations</header> 
<paragraph id="H57E95DBBF6E84011865D1E147000681F" display-inline="no-display-inline"><enum>(1)</enum><header>In general</header><text>All text and library books sent to Africa through the Program may come only from unrestricted donations from citizens, not-for-profits, educational institutions, libraries, and private companies.</text> 
<subparagraph id="H903B242FD90E47358F1DA53DB600701C" indent="up1" commented="no"><enum>(A)</enum><header>Initiative</header><text>The Program shall focus on the donation and distribution of text and library books pertaining to law and democracy, health and medicine, science and math, and other pertinent subject specific areas.</text></subparagraph></paragraph> </subsection> 
<subsection id="H75D56A54DBD94662942B00A5642E5C02"><enum>(c)</enum><header>Quality of books</header><text>Donated text and library books shall be evaluated based on—</text> 
<paragraph id="HF0F4A509055643258FC3749FC9FC70AD"><enum>(1)</enum><text>presence of an attached cover and all pages relevant to the subject matter of such books; </text></paragraph> 
<paragraph id="HD810FF3678A043EAAB77481B94100856"><enum>(2)</enum><text>condition of book cover and pages, such that the cover and all pages shall have no major rips or stains; and</text></paragraph> 
<paragraph id="HA714ACC7BD6B45A69BB076B0A1D58877"><enum>(3)</enum><text>legibility of text, such that all text should be legible.</text></paragraph></subsection> 
<subsection id="H5768E58927114E6F94E15B7855C3A363"><enum>(d)</enum><header>United States-based partnerships</header> 
<paragraph id="HF3A1CE807426470F8C07820582A200DD"><enum>(1)</enum><header>In general</header><text>The Program shall encourage partnerships with faith-based organizations, community organizations, K–12 educational institutions, and private companies in the United States for the purpose of leveraging funds and collecting donated text and library books.</text></paragraph> 
<paragraph id="H73BBB87F1EE74C4286B87EC3501BF6C4"><enum>(2)</enum><header>Donation and shipment</header><text>The Program shall help United States entities referred to in paragraph (1) sponsor the donation and shipment of text and library books to communities in Africa and foster cross-cultural relations between such communities.</text></paragraph> 
<paragraph id="H4C9E90E5A30649CEB544039D6313FF9F"><enum>(3)</enum><header>Volunteers</header><text>The Program shall leverage the work of volunteers in the collection of donated text and library books and the preparation of such book shipments.</text></paragraph></subsection> 
<subsection id="HA42ED9E922864AB7B2F6AD1D6F9DFCC8"><enum>(e)</enum><header>Africa-based partnerships</header> 
<paragraph id="H51FECD4F57644A339953C2DC19FE2CB7"><enum>(1)</enum><header>Ministries of education</header><text>The Program shall encourage partnerships with African ministries of education (or similar) to aid in the identification and distribution of text and library books to communities in need.</text></paragraph> 
<paragraph id="H387CEE851CF14BFE9D54DF0209BDC27B"><enum>(2)</enum><header>United States Ambassadors</header><text>The Program shall encourage United States Ambassadors to African countries to make the establishment of libraries and donations of text and library books to schools on behalf of the United States a priority in their work and in the use of the Ambassador’s Special Self-Help Program.</text></paragraph> 
<paragraph id="HDC69DC9F8DA5467FA02949F35EF3E552"><enum>(3)</enum><header>Peace Corps</header><text>The Program shall leverage the work in Africa of the Peace Corps and its volunteers in the distribution of text and library books to communities in Africa.</text></paragraph> 
<paragraph id="H395BE830215C4E97B54C508F97B203D1"><enum>(4)</enum><header>Nongovernmental organizations</header><text>The Program shall encourage partnerships with local African nongovernmental organizations and community organizations to aid in the distribution of text and library books.</text></paragraph> 
<paragraph id="HE567A05894C741FDA2E6B4156CA25E88"><enum>(5)</enum><header>Literacy organizations</header><text>The Program shall encourage collaboration with African literacy organizations to provide training of librarians and teachers in text and library book use, distribution of such books to in-country locations, and clearance of such book containers from port locations.</text></paragraph></subsection> 
<subsection id="H630AFC805EC743DEA6861BCB3D71EA5D"><enum>(f)</enum><header>Authorized activities</header> 
<paragraph id="HEFA2710BBF9B46C2BC09AF8EBAAAB"><enum>(1)</enum><header>In general</header><text>Amounts appropriated pursuant to the authorization of appropriations in section 6 may be used to cover the following costs associated with the Program:</text> 
<subparagraph id="H826E64CEDA2B4EE39240C18DE5ABC847"><enum>(A)</enum><text>Collection and processing of donated text and library books.</text></subparagraph> 
<subparagraph id="HD4A8CF28CC264485A9E3839273970094"><enum>(B)</enum><text>Shipping such books to Africa.</text></subparagraph> 
<subparagraph id="HD341486144CF45A19289C222022C2BBD"><enum>(C)</enum><text>Distribution of such books.</text></subparagraph> 
<subparagraph id="H9CFB024893D94E7494323C098874A1E1" commented="no"><enum>(D)</enum><text>Establishing partnerships in accordance with subsections (d) and (e).</text> </subparagraph></paragraph> 
<paragraph id="H51C1987073D44745ADEA45F325C5DB57"><enum>(2)</enum><header>Prohibitions</header> 
<subparagraph id="H1CBC23682B794EB389DB4183FA17F0B8"><enum>(A)</enum><header>Purchase and development</header><text>Amounts authorized to be appropriated pursuant to section 6 to carry out the Program may not be used for the purchase or development of text and library books under the Program.</text></subparagraph> 
<subparagraph id="H49DCE5D8ECD7482D91BCA49E3BAECC59"><enum>(B)</enum><header>Amounts</header><text>The cost for collecting, processing, shipping, and distributing text and library books under the Program may not exceed $750 per 1,000 books.</text></subparagraph></paragraph></subsection>
<subsection id="HA7387460F9A34E368E550258D900EC45"><enum>(g)</enum><header>Monitoring and evaluation</header> 
<paragraph id="H94F8FE1EF3ED4CDD93EA8553B9FEDDF8" commented="no"><enum>(1)</enum><header>Safeguards</header><text>The Administrator of USAID shall establish safeguards to ensure that text and library books donated under the Program are not resold on the African market.</text></paragraph> 
<paragraph id="H71F14E03FDB44E36AD78CE82DECCBBC5"><enum>(2)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of State shall submit to Congress a report on the Program . The report shall describe—</text> 
<subparagraph id="H27D5D4921C2C430BA4F03478D1C3EE3A"><enum>(A)</enum><text>the number of text and library books donated under the Program;</text></subparagraph>
<subparagraph id="H236664A8225742E7A961A75EDAD34823"><enum>(B)</enum><text>the use of text and library books donated under the Program; </text></subparagraph> 
<subparagraph id="HE34414CA060344878D52577E02361329"><enum>(C)</enum><text>the entities receiving text and library books donated under the Program, including end recipients and any intermediary entities involved in such book distribution within African countries; and</text></subparagraph> 
<subparagraph id="HB15DF67CE8674D749169B418EDE4C79"><enum>(D)</enum><text>the participation of the Ambassador’s Special Self-Help Program, including a list of participating USAID missions.</text></subparagraph></paragraph></subsection>
<subsection id="H535BD8DF8B214D4BBC4854B1336D9164"><enum>(h)</enum><header>Authorization of appropriations</header> <text>There is authorized to be appropriated to the Administrator of USAID $3,000,000 for each of fiscal years 2010 through 2014 for purposes of establishing and implementing the Program.</text></subsection></section>
