		<section commented="no" display-inline="no-display-inline" id="HE55B0A78C1504624BDCA7ACF07EDD8B4" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Additional temporary extension of
			 authorization of programs under the Small Business Act and the Small Business
			 Investment Act of 1958</header>
			<subsection commented="no" display-inline="no-display-inline" id="H9DE8B1CC4896458D83E9D8B5A22FB1DC"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1 of the Act entitled <quote>An Act
			 to extend temporarily certain authorities of the Small Business
			 Administration</quote>, approved October 10, 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/316">Public Law
			 109–316</external-xref>; 120 Stat. 1742), as most recently amended by section 1
			 of <external-xref legal-doc="public-law" parsable-cite="pl/111/43">Public Law
			 111–43</external-xref> (123 Stat. 1965), is amended by striking
			 <quote>September 30, 2009</quote> each place it appears and inserting
			 <quote>October 31, 2009</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H248B41B7BAAB411787E93DBCA35AE93F"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) shall take effect on September 29, 2009.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="H02AFA658AA7949E790C5120DCD3F7C5B" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Business stabilization
			 program</header><text display-inline="no-display-inline">Section 506(c) of
			 title V of division A of the American Recovery and Reinvestment Act of 2009
			 (<external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law
			 111–5</external-xref>) is amended by striking <quote>but shall not
			 include</quote> and all that follows through <quote>enactment of this
			 Act</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H23DA0125C5E64B53A09ABD31ED1732ED" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">New markets venture capital company
			 investment limitations</header><text display-inline="no-display-inline">Section
			 355 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/689d">15 U.S.C. 689d</external-xref>) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HD68BB5866EA143E0AA4B5C0E661AC124" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="HEA980066877A4FACB36D7E917227A07B"><enum>(e)</enum><header display-inline="yes-display-inline">Investment limitations</header><text display-inline="yes-display-inline">A New Markets Venture Capital company that
				is receiving a grant under section 358 may not issue debentures guaranteed by
				the Administrator for any 1 company in an aggregate amount that is more than 10
				percent of the sum of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HBFDB46CFCC8D406E934D1DA47D0F9C13"><enum>(1)</enum><text display-inline="yes-display-inline">the private capital of the New Markets
				Venture Capital company; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6A0B5E4DBFE435AA0AAA6B7F01E668B"><enum>(2)</enum><text display-inline="yes-display-inline">the total amount of leverage projected by
				the New Markets Venture Capital company in the business plan of the New Markets
				Venture Capital company in effect on the date on which the Administrator
				granted final approval to operate as a New Markets Venture Capital company
				under section
				354(e).</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
