		<official-title>To provide a sunset date for all presidentially appointed
		  czars, to require Senate confirmation of those positions, and to provide that
		  appropriated funds may not be used to pay for any salaries and expenses
		  associated with those positions.</official-title>

		<section id="H654E3EEEB3B244B387ABA97CB62193B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sunset All Czars
			 Act</short-title></quote> or the <quote><short-title>SAC
			 Act</short-title></quote>.</text>
		</section><section id="HE50684278ECE440897AEBB1D7D74B431"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H74BEA7AA44264C6F9891299E8B7675D"><enum>(1)</enum><header>Czar</header><text>The
			 term <term>Czar</term> means a head of any task force, council, or similar
			 office established by or at the direction of the President who—</text>
				<subparagraph id="H11C57607D0DC4F5F9D2F8E00C525B721"><enum>(A)</enum><text>is appointed to
			 such position (other than on an interim basis) without the advice and consent
			 of the Senate;</text>
				</subparagraph><subparagraph id="H9F23CA53F22D41DBB0B732E940F412F7"><enum>(B)</enum><text>is excepted from
			 the competitive service by reason of its confidential, policy-determining,
			 policy-making, or policy-advocating character;</text>
				</subparagraph><subparagraph id="HB960FA5D76094B89B6DD8F9DC077AB16"><enum>(C)</enum><text>performs or
			 delegates functions which (but for the establishment of such task force,
			 council, or similar office) would be performed or delegated by an individual in
			 a position that the President appoints by and with the advice and consent of
			 the Senate; and</text>
				</subparagraph><subparagraph id="H456F0126893E48E9B2D4A3072FD65BD6"><enum>(D)</enum><text>does not have an
			 existing removal date established at the direction of the President or through
			 an authorization of Congress.</text>
				</subparagraph></paragraph><paragraph id="H12FEDDEAA28E4D028B40B242D3034231"><enum>(2)</enum><header>Competitive
			 service</header><text>The term <term>competitive service</term> has the same
			 meaning as is given such term in section 2102 of title 5, United States
			 Code.</text>
			</paragraph></section><section id="HBD23F4A2F0844AEBA536DD0181FDD4F4"><enum>3.</enum><header>Limitation</header><text display-inline="no-display-inline">Appropriated funds may not be used to pay
			 for any salaries or expenses of any task force, council, or similar
			 office—</text>
			<paragraph id="HBC513D51B1BE4BC6B200DA00AAFC8C80"><enum>(1)</enum><text>that is
			 established by or at the direction of the President; and</text>
			</paragraph><paragraph id="HE8D5D8DD216F422F95ADEF4D679FAA1"><enum>(2)</enum><text>the head of which
			 is a Czar.</text>
			</paragraph></section><section id="HC7E3E9E6E00C4E79A3E5E98B610508B0"><enum>4.</enum><header>Removal</header><text display-inline="no-display-inline">Not later than December 31, 2009, any Czar
			 who is not appointed by a former President or the incumbent President, by and
			 with the advice and consent of the Senate, shall be removed from its appointed
			 position.</text>
