		<official-title>To authorize the Secretary of Education to award grants
		  for the support of full-service community schools, and for other
		  purposes.</official-title>

		<section id="H83949789B6274161A057A573095A0E04" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Full-Service Community Schools Act of
			 2009</short-title></quote>.</text>
		</section><section id="HF4F4D8BFE8B24C689C94FBF02EF2E93B"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are the
			 following:</text>
			<paragraph id="H08A178D3B8844F88A0FCEB44F15070F3"><enum>(1)</enum><text>Providing support
			 for the planning, implementation, and operation of full-service community
			 schools.</text>
			</paragraph><paragraph id="H01313ECD2D5047819620BC6E52FC06BE"><enum>(2)</enum><text>Improving the
			 coordination, availability, and effectiveness of services for children and
			 families.</text>
			</paragraph><paragraph id="HBE8417CFB9334990ADC5F9B9C8372425"><enum>(3)</enum><text>Enabling
			 principals and teachers to complement and enrich efforts to help all children
			 reach proficiency in reading and math by 2014.</text>
			</paragraph><paragraph id="HB8DA09C0E1CA42ADAFE81DADB649F3A7"><enum>(4)</enum><text>Ensuring that
			 children come to school ready to learn every day.</text>
			</paragraph><paragraph id="H97AAAC11618642709EEE7596EC806426"><enum>(5)</enum><text>Enabling families
			 to participate in the education of their children.</text>
			</paragraph><paragraph id="H3C6C378A09554FB19C41F1A1FC010B5F"><enum>(6)</enum><text>Enabling more
			 efficient use of Federal, State, local, and private sector resources that serve
			 children and families.</text>
			</paragraph><paragraph id="H61B1E6FA13E540E692497D40C8A98A89"><enum>(7)</enum><text>Facilitating the
			 coordination of programs operated by community-based organizations, nonprofit
			 organizations, and State, local, and tribal governments.</text>
			</paragraph><paragraph id="H2C3BD17C3759490F8C78F814ABD0425C"><enum>(8)</enum><text>Engaging students
			 as resources to their communities.</text>
			</paragraph><paragraph id="H8CF812BFC17A47919305763323487E00"><enum>(9)</enum><text display-inline="yes-display-inline">Engaging the business community and other
			 community organizations as partners in the development of full-service
			 community schools.</text>
			</paragraph></section><section id="H229B8B6529934750ACA579B7BEB4F37C"><enum>3.</enum><header>Full-service
			 community school</header><text display-inline="no-display-inline">For purposes
			 of this Act, the term <term>full-service community school</term> means a public
			 elementary or secondary school that—</text>
			<paragraph id="H29B5738ADFFC448C80B8F149A877991F"><enum>(1)</enum><text>participates in a
			 community-based effort to coordinate educational, developmental, family,
			 health, and other comprehensive services through community-based organizations
			 and public and private partnerships; and</text>
			</paragraph><paragraph id="H971B2BA28E8442958440847906F2A120"><enum>(2)</enum><text>provides access to
			 such services to students, families, and the community.</text>
			</paragraph></section><section id="H667404D29F0C4FFBB7EE61E66816E067"><enum>4.</enum><header>Local
			 programs</header>
			<subsection id="H74624275D7F9420A8A0C680458C55085"><enum>(a)</enum><header>Grants</header><text>The
			 Secretary of Education (in this Act referred to as the <term>Secretary</term>)
			 may award grants to eligible entities to assist public elementary or secondary
			 schools to function as full-service community schools.</text>
			</subsection><subsection id="HEACC6D93710E471285B4D0DA67099B53"><enum>(b)</enum><header>Use of
			 Funds</header><text>Grants awarded under this section shall be used to
			 coordinate not less than 3 qualified existing services and provide not less
			 than 2 qualified additional services at 1 or more public elementary or
			 secondary schools.</text>
			</subsection><subsection id="HEB51932226EB4DA089A8EF77D99A7B82"><enum>(c)</enum><header>Application</header><text>To
			 seek a grant under this section, an eligible entity shall submit an application
			 to the Secretary at such time and in such manner as the Secretary may require.
			 The Secretary shall require that each such application include the
			 following:</text>
				<paragraph id="H77373CFA38F1492E8F63DC0F04A481E0"><enum>(1)</enum><text>A
			 description of the eligible entity.</text>
				</paragraph><paragraph id="H943ED47A6EFC45CC953C7E8B4893FC61"><enum>(2)</enum><text>A
			 list of partner entities that will assist the eligible entity to coordinate and
			 provide qualified services.</text>
				</paragraph><paragraph id="H818586470C8D489BBA1775A6180CB9A9"><enum>(3)</enum><text>A
			 memorandum of understanding between the eligible entity and all partner
			 entities describing the role the partner entities will assume.</text>
				</paragraph><paragraph id="H524F744DE33A41AA8B0E6D509542E3ED"><enum>(4)</enum><text>A
			 description of the capacity of the eligible entity to coordinate and provide
			 qualified services at a full-service community school.</text>
				</paragraph><paragraph id="H13A85D46F9DA4C97A7CFF4562E197EB3"><enum>(5)</enum><text>A
			 comprehensive plan that includes descriptions of the following:</text>
					<subparagraph id="H6B0C8782A43043288362081F4857AF23"><enum>(A)</enum><text>The student,
			 family, and school community to be served, including information about the
			 demographic characteristics and needs of students, families, and community
			 residents, the number of families and students to be served, and the frequency
			 of services.</text>
					</subparagraph><subparagraph id="H2DE251DC4E0F4A28A8DFF6E22561CDE6"><enum>(B)</enum><text>Yearly measurable
			 performance goals for the program, including an increase in the percentage of
			 families and students targeted for services each year of the program and
			 improved outcomes for students and families, particularly student academic
			 achievement.</text>
					</subparagraph><subparagraph id="H952CD1E491114E9293E92B6677CD078B"><enum>(C)</enum><text>Performance
			 measures to monitor progress toward attainment of the goals established under
			 subparagraph (B).</text>
					</subparagraph><subparagraph id="H1386C922AD674EEC8BD32B32484EFB2F"><enum>(D)</enum><text>Qualified
			 services, existing and additional, to be coordinated and provided by the
			 eligible entity and its partner entities, including an explanation of why these
			 services have been selected, and how they respond to specified needs.</text>
					</subparagraph><subparagraph id="HDCF36956EE944EE889D56F8EB4D9FE79"><enum>(E)</enum><text>Plans to ensure
			 that each site has full-time coordination of qualified services at each
			 full-service community school.</text>
					</subparagraph><subparagraph id="HF5D704B1BCE544429522D10103DC2694"><enum>(F)</enum><text>Planning,
			 coordination, management, and oversight of qualified services at each school to
			 be served, including the role of the school principal, partner entities,
			 parents, and members of the community.</text>
					</subparagraph><subparagraph id="HA4F87FF0A8E743B986C26A84F63D45B5"><enum>(G)</enum><text>Funding sources
			 for qualified services to be coordinated and provided at each school to be
			 served, whether such funding is derived from grants under this section or from
			 other Federal, State, local, or private sources.</text>
					</subparagraph><subparagraph id="HFF0FDE3B297C45DB948CE0F0F00B206B"><enum>(H)</enum><text>Plans for
			 professional development for personnel managing, or coordinating or delivering
			 qualified services at, the schools to be served.</text>
					</subparagraph><subparagraph id="H745402BCA04C4EC688ACDDE8BB31A6AD"><enum>(I)</enum><text>Plans for joint
			 utilization and maintenance of school facilities by the eligible entity and its
			 partner entities.</text>
					</subparagraph><subparagraph id="HF05070393A424363BB1475733C96B7B3"><enum>(J)</enum><text display-inline="yes-display-inline">How the eligible entity and its partners
			 will focus services on schools eligible for a schoolwide program under section
			 1114 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6314).</text>
					</subparagraph><subparagraph id="H51BF54AD151E44C0B4259DB6FA1ABDB5"><enum>(K)</enum><text>Plans for periodic
			 evaluation based upon attainment of the performance measures described in
			 subparagraph (C).</text>
					</subparagraph><subparagraph id="HB3432036975548D29E02CEE213096340"><enum>(L)</enum><text>How the provision
			 and coordination of qualified services is expected to improve student academic
			 achievement.</text>
					</subparagraph><subparagraph id="H12196CFC37A840A5BE2475CA7ED7975A"><enum>(M)</enum><text>How the qualified
			 services will meet the principles of effectiveness described in subsection
			 (d).</text>
					</subparagraph></paragraph><paragraph id="HF297A0243DB846618A2E125EBA912573"><enum>(6)</enum><text>A
			 plan for sustainability.</text>
				</paragraph></subsection><subsection id="HC1146FCF701E40E49A9F814081810D74"><enum>(d)</enum><header>Principles of
			 effectiveness</header>
				<paragraph id="H60CAE79A9EA041739D2FA84CF5572100"><enum>(1)</enum><header>In
			 general</header><text>For a program developed pursuant to this section to meet
			 principles of effectiveness, such program shall—</text>
					<subparagraph id="HB27692AD659147278A13A0DE82D371CE"><enum>(A)</enum><text>be based upon an
			 assessment of objective data regarding the need for the establishment of a
			 full-service community school and qualified services at each school to be
			 served and in the community involved;</text>
					</subparagraph><subparagraph id="HBA40D76D9F984638AEF47714C8408DB0"><enum>(B)</enum><text>be based upon an
			 established set of performance measures aimed at ensuring the availability and
			 effectiveness of high-quality services; and</text>
					</subparagraph><subparagraph id="H4001578EA8B74C0F87AB4CC0CF18BDA4"><enum>(C)</enum><text>if appropriate, be
			 based upon scientifically based research that provides evidence that the
			 qualified services involved will help students meet State and local student
			 academic achievement standards.</text>
					</subparagraph></paragraph></subsection><subsection id="H1771FCE1247E4DF6B2ED5B299DECA8C7"><enum>(e)</enum><header>Priority</header><text>In
			 awarding grants under this section, the Secretary shall give priority to
			 eligible entities that—</text>
				<paragraph id="H7115F61826EE4F7484F1278352D4466D"><enum>(1)</enum><text display-inline="yes-display-inline">will serve 2 or more full-service community
			 schools eligible for a school-wide program under section 1114 of the Elementary
			 and Secondary Education Act of 1965 (20 U.S.C. 6314);</text>
				</paragraph><paragraph id="HBCFCDB80E0154E20A676253A1AECC008"><enum>(2)</enum><text>demonstrate a
			 record of effectiveness in coordinating multiple qualified services;</text>
				</paragraph><paragraph id="H0773C9E42D9F436494FE503A604F83E5"><enum>(3)</enum><text>will serve more
			 than 1 full-service community school as part of a community- or district-wide
			 strategy; and</text>
				</paragraph><paragraph id="HFBC89A52219C432AADC1B032EE9006A3"><enum>(4)</enum><text>will be connected
			 to a school and community partnership group that brings together key
			 stakeholders across sectors, such as the local educational agency, parents and
			 neighborhood residents, youth, local government, institutions of higher
			 education, teacher unions, community-based organizations, business and civic
			 groups, and others to improve results for students and their families.</text>
				</paragraph></subsection><subsection id="H6E1C03C52003490D9932E29AE7194BBB"><enum>(f)</enum><header>Grant
			 Period</header><text>Each grant awarded under this section shall be for a
			 period of 5 years and may be renewed at the discretion of the Secretary based
			 on demonstrated effectiveness in meeting performance goals and measure as
			 described in subparagraphs (B) and (C) of subsection (c)(5).</text>
			</subsection><subsection id="HA84394E3023A430795B595CC05201D11"><enum>(g)</enum><header>Minimum
			 Amount</header><text>The Secretary may not award a grant to an eligible entity
			 under this section in an amount that is less than $75,000 for each year of the
			 5-year grant period.</text>
			</subsection><subsection id="H88275EC60D0C4247A9D6EB7E1D7F4C7C"><enum>(h)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H549E911A518841D6988CE29A10591497"><enum>(1)</enum><text>The term
			 <term>additional services</term> means services directly funded under this
			 Act.</text>
				</paragraph><paragraph id="HDB889220213F4B65AED69014A4D877E3"><enum>(2)</enum><text>The term
			 <term>eligible entity</term> means a consortium of a local educational agency
			 and 1 or more community-based organizations, nonprofit organizations, or other
			 public or private entities.</text>
				</paragraph><paragraph id="H4C79729E82604A3E8EF1DF4E361E4FF9"><enum>(3)</enum><text>The term
			 <term>existing services</term> means services already being financed by
			 Federal, State, local or private sources, or volunteer activities being
			 supported by civic, business, faith-based, social, and other similar
			 organizations.</text>
				</paragraph><paragraph id="H0DEBF0A8F6E94D5997104BB234BB73CD"><enum>(4)</enum><text>The term
			 <term>qualified services</term> means any of the following:</text>
					<subparagraph id="HD758CE53708D4571B02D82D493F0C2AC"><enum>(A)</enum><text>Early childhood
			 education.</text>
					</subparagraph><subparagraph id="H07A3997F65F9403585C3532D89DCB2AF"><enum>(B)</enum><text>Remedial education
			 activities and enrichment activities.</text>
					</subparagraph><subparagraph id="H5CE917E445D140D49AF4805D5677045E"><enum>(C)</enum><text>Programs under the
			 Head Start Act, including Early Head Start programs.</text>
					</subparagraph><subparagraph id="HF1A11CDE91584A43BA3AACA153D56FC9"><enum>(D)</enum><text>Programs that
			 promote parental involvement and family literacy, including the Reading First,
			 Early Reading First, and William F. Goodling Even Start Family Literacy
			 programs authorized in part B of title I of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 6361 et seq.).</text>
					</subparagraph><subparagraph id="H7111ECEE52FD46EE860DFE40909619D1"><enum>(E)</enum><text>Mentoring and
			 other youth development programs.</text>
					</subparagraph><subparagraph id="H85B19BF47A8745AE8FF1788B672D5999"><enum>(F)</enum><text>Parent leadership
			 development activities.</text>
					</subparagraph><subparagraph id="H849648CBE14647E08C9279B37269082A"><enum>(G)</enum><text>Parenting
			 education activities.</text>
					</subparagraph><subparagraph id="HB05E1FECA03A4C1CBB67ADC614659D54"><enum>(H)</enum><text>Child care
			 services.</text>
					</subparagraph><subparagraph id="H80CF1E49F5C548EAAE0B1DA8D9D15CBC"><enum>(I)</enum><text>Community service
			 and service learning opportunities.</text>
					</subparagraph><subparagraph id="H266ECD01EC8741C6AF52296FF6799C96"><enum>(J)</enum><text>Programs that
			 provide assistance to students who have been truant, suspended, or
			 expelled.</text>
					</subparagraph><subparagraph id="H4FC49A0A304E43F89CE3436651BC5A13"><enum>(K)</enum><text>Job training and
			 career counseling services.</text>
					</subparagraph><subparagraph id="H6CAFF0499D984ECEA36D90B4FA0FA2B4"><enum>(L)</enum><text>Nutrition
			 services.</text>
					</subparagraph><subparagraph id="H5F1390DB0ABF4860997837130B7B90D9"><enum>(M)</enum><text>Primary health and
			 dental care.</text>
					</subparagraph><subparagraph id="H1DE35FD66D7148C7AF013304046D4A86"><enum>(N)</enum><text>Mental health
			 counseling services.</text>
					</subparagraph><subparagraph id="HBF97AD98B932496F8CA8B281BA4569E8"><enum>(O)</enum><text>Adult education,
			 including instruction in English as a second language.</text>
					</subparagraph><subparagraph id="H12FC6ABE28F845EBA7C9FF7B2D9165A7"><enum>(P)</enum><text>Other services
			 consistent with this Act.</text>
					</subparagraph></paragraph></subsection></section><section id="H38D7C9E2070D4DA7B120EFCE57924F7D"><enum>5.</enum><header>State
			 programs</header>
			<subsection id="HA8DE85D0D75C462FA0DF7C0ABF1423EB"><enum>(a)</enum><header>Grants</header><text>The
			 Secretary may award grants to State collaboratives to support the development
			 of full-service community school programs in accordance with this
			 section.</text>
			</subsection><subsection id="HAEEBF12AA27B49BAAD0ABB546337DDCF"><enum>(b)</enum><header>Use of
			 Funds</header><text>Grants awarded under this section shall be used only for
			 the following:</text>
				<paragraph id="HEBAD9F5B028C4A5499C4B7A90CFAB222"><enum>(1)</enum><text display-inline="yes-display-inline">Planning, coordinating, and expanding the
			 development of full-service community schools in the State, particularly
			 schools in high-poverty local educational agencies.</text>
				</paragraph><paragraph id="H12C7273337A94917861A7D75373FF2EC"><enum>(2)</enum><text>Providing
			 technical assistance and training for full-service community schools, including
			 professional development for personnel and creation of data collection and
			 evaluation systems.</text>
				</paragraph><paragraph id="H5CBC0E85E8FF4A21BABC2207615D6BB4"><enum>(3)</enum><text>Collecting,
			 evaluating, and reporting data about the progress of full-service community
			 schools.</text>
				</paragraph><paragraph id="H925A811B800C474BAB892BAAA877E7F9"><enum>(4)</enum><text>Evaluating the
			 impact of State and Federal policies and guidelines on the ability of eligible
			 entities to integrate Federal and State programs at full-service community
			 schools, and taking action to make necessary changes.</text>
				</paragraph></subsection><subsection id="HE2081207B6CE4ADA9A889359A16A993A"><enum>(c)</enum><header>Application</header><text>To
			 seek a grant under this section, a State collaborative shall submit an
			 application to the Secretary at such time and in such manner as the Secretary
			 may require. The Secretary shall require that each such application include the
			 following:</text>
				<paragraph id="HA899D0AE69C44F00A00695FA0915E1AC"><enum>(1)</enum><text>A
			 list of all governmental agencies and nonprofit organizations that will
			 participate as members of the State collaborative.</text>
				</paragraph><paragraph id="H86D25050A57E4373BCA31A6AF889A616"><enum>(2)</enum><text>A
			 description of the expertise of each member of the State collaborative—</text>
					<subparagraph id="HC44500E18A5B4CC58E19EDE9B28FA605"><enum>(A)</enum><text>in coordinating
			 Federal and State programs across multiple agencies;</text>
					</subparagraph><subparagraph id="H043619210C084FEBBDC69ED3045C6999"><enum>(B)</enum><text>in working with
			 and developing the capacity of full-service community schools; and</text>
					</subparagraph><subparagraph id="H3FA51E29217F4F6AABB0CB7B7D95C610"><enum>(C)</enum><text display-inline="yes-display-inline">in working with high-poverty schools and
			 local educational agencies.</text>
					</subparagraph></paragraph><paragraph id="H12910B6669F844B4BC0C8F5CE833F4EE"><enum>(3)</enum><text>A
			 comprehensive plan describing how the grant will be used to plan, coordinate,
			 and expand the delivery of services at full-service community schools.</text>
				</paragraph><paragraph id="HE34272E509FD4DD68657682BC7EFE11B"><enum>(4)</enum><text>A
			 comprehensive accountability plan that will be used to demonstrate
			 effectiveness, including the measurable performance goals of the program and
			 performance measures to monitor progress and assess services’ impact on
			 students and families and academic achievement.</text>
				</paragraph><paragraph id="HCD6636507CDA466696ECB5C277C47540"><enum>(5)</enum><text>An explanation of
			 how the State collaborative will provide technical assistance and training,
			 including professional development, for full-service community schools.</text>
				</paragraph><paragraph id="HF360DA1A06EF441BBFF841D9A3465484"><enum>(6)</enum><text>An explanation of
			 how the State will collect and evaluate information on full-service community
			 schools.</text>
				</paragraph></subsection><subsection id="H3463A8A28CF54E77B7EC18997355CD77"><enum>(d)</enum><header>Grant
			 Period</header><text>Each grant awarded under this section shall be for a
			 period of 5 years.</text>
			</subsection><subsection id="HA0BFBAA710AE4A8F9181E69A70B65491"><enum>(e)</enum><header>Minimum
			 Amount</header><text>The Secretary may not award a grant to a State
			 collaborative under this section in an amount that is less than $500,000 for
			 each year of the 5-year grant period.</text>
			</subsection><subsection id="HCCD3098216E04D638A45A494D86F78D2"><enum>(f)</enum><header>Definitions</header><text>For
			 purposes of this section:</text>
				<paragraph id="H7F306B08F0BE4FD5B25026B7041FB472"><enum>(1)</enum><text>The term
			 <term>State</term> includes the several States, the District of Columbia, the
			 Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands,
			 American Samoa, Guam, the Virgin Islands, and any other territory or possession
			 of the United States.</text>
				</paragraph><paragraph id="HE620CF62432842F89EB84AEBF823EACA"><enum>(2)</enum><text>The term
			 <term>State collaborative</term> means a collaborative of a State educational
			 agency and not less than 2 other governmental agencies or nonprofit
			 organizations that provide services to children and families.</text>
				</paragraph></subsection></section><section id="H5A5E1223286149B995C0140EB3636831"><enum>6.</enum><header>Advisory
			 committee</header>
			<subsection id="H4A6CFC8F23FD45B7AF20B05C2D1FFE8B"><enum>(a)</enum><header>Establishment</header><text>There
			 is hereby established an advisory committee to be known as the
			 <quote>Full-Service Community Schools Advisory Committee</quote> (in this
			 section referred to as the <term>Advisory Committee</term>).</text>
			</subsection><subsection id="H70B89B0EC2234E019343D3CF47CF577F"><enum>(b)</enum><header>Duties</header><text>Subject
			 to subsection (c), the Advisory Committee shall—</text>
				<paragraph id="H514C1059BFEA422A9737E13F12495C93"><enum>(1)</enum><text>consult with the
			 Secretary on the development and implementation of programs under this
			 Act;</text>
				</paragraph><paragraph id="HD7F295CB00FA4289A1CEC2B3B13BB4E3"><enum>(2)</enum><text>identify
			 strategies to improve the coordination of Federal programs in support of
			 full-service community schools; and</text>
				</paragraph><paragraph id="H77933C5D2EDF4C4289A30B0698210A41"><enum>(3)</enum><text>issue an annual
			 report to the Congress on efforts under this Act, including a description
			 of—</text>
					<subparagraph id="HBDFA5E94992845DF8E9EB543939FACA0"><enum>(A)</enum><text>the results of
			 local and national evaluation of such efforts; and</text>
					</subparagraph><subparagraph id="HDCA9CEA2DE054D6A916426D0D8D36E82"><enum>(B)</enum><text>the scope of
			 services being coordinated under this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="H47D79453AC75437285F06F69651B7FD0"><enum>(c)</enum><header>Consultation</header><text>In
			 carrying out its duties under this section, the Advisory Committee shall
			 consult annually with eligible entities awarded grants under section 4, State
			 collaboratives awarded grants under section 5, and other entities with
			 expertise in operating full-service community schools.</text>
			</subsection><subsection id="H9209AAD9CA42488F8B35886D2D0400AD"><enum>(d)</enum><header>Members</header><text>The
			 Advisory Committee shall consist of 5 members as follows:</text>
				<paragraph id="HC2C6DAE302DF4778AFA930AFE4698102"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Education (or the
			 Secretary’s delegate).</text>
				</paragraph><paragraph id="HB6507CE312F44AEEB4069EC3820B9561"><enum>(2)</enum><text>The Attorney
			 General of the United States (or the Attorney General’s delegate).</text>
				</paragraph><paragraph id="HFE05635B321049AA86F61C7629CF0809"><enum>(3)</enum><text>The Secretary of
			 Agriculture (or the Secretary’s delegate).</text>
				</paragraph><paragraph id="H8CE625688D64424988A72F7547966615"><enum>(4)</enum><text>The Secretary of
			 Health and Human Services (or the Secretary’s delegate).</text>
				</paragraph><paragraph id="H1FFC33CEE05A433ABC9E87BA94C55D98"><enum>(5)</enum><text>The Secretary of
			 Labor (or the Secretary’s delegate).</text>
				</paragraph></subsection></section><section id="HC3516C03EAC04617B860C17FFEB9A547"><enum>7.</enum><header>General
			 provisions</header>
			<subsection id="HB392FAD5D59648B7B27825145E28736B"><enum>(a)</enum><header>Technical
			 Assistance</header><text>The Secretary, directly or through grants, shall
			 provide such technical assistance as may be appropriate to accomplish the
			 purposes of this Act.</text>
			</subsection><subsection id="HD81642E18D324EB6BDE8D9299AA91081"><enum>(b)</enum><header>Evaluations by
			 Secretary</header><text>The Secretary shall conduct evaluations on the
			 effectiveness of grants under sections 4 and 5 in achieving the purposes of
			 this Act.</text>
			</subsection><subsection id="H7FE69B76B0214F7E859F7C00C69BA217"><enum>(c)</enum><header>Evaluations by
			 Grantees</header><text>The Secretary shall require each recipient of a grant
			 under this Act—</text>
				<paragraph id="H3F9F214FF07041F788B8F4838AC8768E"><enum>(1)</enum><text>to conduct
			 periodic evaluations of the progress achieved with the grant toward achieving
			 the purposes of this Act;</text>
				</paragraph><paragraph id="H1D6125083BED44818ABCD0F8CE144EFC"><enum>(2)</enum><text>to use such
			 evaluations to refine and improve activities conducted with the grant and the
			 performance measures for such activities; and</text>
				</paragraph><paragraph id="H896FD5AD318C41C7AF20AD3F105CD1CE"><enum>(3)</enum><text>to make the
			 results of such evaluations publicly available, including by providing public
			 notice of such availability.</text>
				</paragraph></subsection><subsection id="HB8889946C91D4119821C8A358194A7D0"><enum>(d)</enum><header>Supplement, not
			 Supplant</header><text>Funds made available to a grantee under this Act may be
			 used only to supplement, and not supplant, any other Federal, State, or local
			 funds that would otherwise be available to carry out the activities assisted
			 under this Act.</text>
			</subsection><subsection id="HCAD2E26A61704E84B0D6852F28E1295B"><enum>(e)</enum><header>Matching
			 Funds</header>
				<paragraph id="HF042B78F669C40B9B296A6B05FF337DA"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall require each recipient of a grant
			 under this Act to provide matching funds from non-Federal sources in an amount
			 determined under paragraph (2).</text>
				</paragraph><paragraph id="HF83B68AEF0F3417DB7D0200909293CC0"><enum>(2)</enum><header>Determination of
			 amount of match</header>
					<subparagraph id="H9E473BBE36944D5EA51DAD5FDB69F04A"><enum>(A)</enum><header>Sliding
			 scale</header><text>Subject to subparagraph (B), the Secretary shall determine
			 the amount of matching funds to be required of a grantee under this subsection
			 based on a sliding fee scale that takes into account—</text>
						<clause id="HF407D383E1C242358709E3F62A49B2D8"><enum>(i)</enum><text>the
			 relative poverty of the population to be targeted by the grantee; and</text>
						</clause><clause id="H2A3763F9E9604785B6BB56AA461FB63F"><enum>(ii)</enum><text>the
			 ability of the grantee to obtain such matching funds.</text>
						</clause></subparagraph><subparagraph id="H26B75144611F4BD4ACA3A1FD5E984E8D"><enum>(B)</enum><header>Maximum
			 amount</header><text>The Secretary may not require any grantee under this
			 section to provide matching funds in an amount that exceeds the amount of the
			 grant award.</text>
					</subparagraph></paragraph><paragraph id="HD9E241268DAF49A5A039E408014BEA27"><enum>(3)</enum><header>In-kind
			 contributions</header><text>The Secretary shall permit grantees under this
			 section to match funds in whole or in part with in-kind contributions.</text>
				</paragraph><paragraph id="HD31DB003A37E4FD793E626370D65D392"><enum>(4)</enum><header>Consideration</header><text>Notwithstanding
			 this subsection, the Secretary shall not consider an applicant’s ability to
			 match funds when determining which applicants will receive grants under this
			 Act.</text>
				</paragraph></subsection><subsection id="HC11DF5DAB4AC4540876D14BE725FB644"><enum>(f)</enum><header>Special
			 rule</header><text>Entities receiving funds under this Act shall comply with
			 all existing Federal statutes that prohibit discrimination.</text>
			</subsection></section><section id="H6B5BFE2FC7FA4106B61DB6626A22E251"><enum>8.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="HE442DF2968DC44FC9EBFCA3E6473E726"><enum>(a)</enum><header>In
			 General</header><text>There are authorized to be appropriated to carry out this
			 Act $200,000,000 for fiscal year 2010 and such sums as may be necessary for
			 each of fiscal years 2011 through 2014.</text>
			</subsection><subsection id="H676C7701C48148EDBD3560E62ABDEAC1"><enum>(b)</enum><header>Allocation</header><text>Of
			 the amounts appropriated to carry out this Act for each fiscal year—</text>
				<paragraph id="H236288C6A6094788AAE2EEB1F03D50FD"><enum>(1)</enum><text>75 percent shall
			 be for section 4;</text>
				</paragraph><paragraph id="H0556DCFB59224A66B24820AF7243FED8"><enum>(2)</enum><text>20 percent shall
			 be for section 5; and</text>
				</paragraph><paragraph id="HBCFE32E4350747AA850C4B4CAC3A7078"><enum>(3)</enum><text>of the remaining 5
			 percent, not less than $500,000 shall be for technical assistance under section
			 7(a).</text>
				</paragraph></subsection></section></legis-body>
