		<official-title>To amend the Clean Air Act to promote the certification
		  of aftermarket conversion systems and thereby encourage the increased use of
		  alternative fueled vehicles.</official-title>

		<section id="HC4476C6F51754404B4C968E6FAC9DD1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Streamline Vehicle Conversions
			 Act</short-title></quote>.</text>
		</section><section id="HB7D40F3AF4E3495DB63F02E7EFB129A8"><enum>2.</enum><header>Emission
			 certification requirements for aftermarket conversion systems</header><text display-inline="no-display-inline">Part A of title II of the Clean Air Act (42
			 U.S.C. 7521 et seq.) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H5C54D6B04A0A47CCBBEDADB0B876DC98" style="OLC">
				<section id="H48D879A3D81C4DC2AA65F1DC005F20C5"><enum>220.</enum><header>Emission
				certification requirements for aftermarket conversion systems</header>
					<subsection id="H6A7D389A944241BE8D42A25FE7082616"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
						<paragraph id="H6FAAF7836F92454684D868FE701DC803"><enum>(1)</enum><header>Aftermarket
				conversion system</header><text>The term <term>aftermarket conversion
				system</term> has the meaning given the term in section 85.502 of title 40,
				Code of Federal Regulations (as in effect on the date of enactment of this
				section).</text>
						</paragraph><paragraph id="HA6BB8E11352D44109D3C9DD3123C10B2"><enum>(2)</enum><header>Aftermarket
				conversion test group</header><text>The term <term>aftermarket conversion test
				group</term> means a group of vehicles or engines identified pursuant to
				subsection (b)(4) for the purpose of testing aftermarket conversion
				systems.</text>
						</paragraph></subsection><subsection id="H64FB47A2C80241A38FBE5097EA22A3F1"><enum>(b)</enum><header>Certificates of
				conformity</header>
						<paragraph id="H0B4B527D446046BAA6562BC65B2B7E37"><enum>(1)</enum><header>In
				general</header><text>In the case of an aftermarket conversion system, the
				certificate of conformity issued by the Administrator for 1 or more aftermarket
				conversion test groups—</text>
							<subparagraph id="H15517A52A4AC46C4B2018B7113836500"><enum>(A)</enum><text>shall not expire;
				and</text>
							</subparagraph><subparagraph id="H6153C3C8A44F40E4B951C9256396F1B7"><enum>(B)</enum><text>shall continue to
				apply in subsequent calendar years.</text>
							</subparagraph></paragraph><paragraph id="HD3B247D91D6E463E9981BF00A0ACC9F1"><enum>(2)</enum><header>Subsequent
				recertification</header><text>No recertification of an aftermarket conversion
				system shall be required with respect to the aftermarket conversion test group
				covered by the certificate.</text>
						</paragraph><paragraph id="H80C577243F224EE6AF1152D235E2185"><enum>(3)</enum><header>Name
				changes</header><text>The names of test groups covered by a certificate of
				conformity described in paragraph (1) shall not change from year to
				year.</text>
						</paragraph><paragraph id="H8E0865A7E9DA49AA8B06B78875C6D5EF"><enum>(4)</enum><header>Identification
				of multiple vehicle makes, models, manufacturers, and
				standards</header><text>For purposes of aftermarket conversion, the
				Administrator shall—</text>
							<subparagraph id="HE94BDA65C9BC4C108212A993A499CC9F"><enum>(A)</enum><text>establish criteria
				for use in identifying similar vehicle makes, models, original equipment
				manufacturers, emission standards, and different model years that may be used
				under a single aftermarket conversion test group;</text>
							</subparagraph><subparagraph id="H82D097D5B06B437AB05C205488B4D25"><enum>(B)</enum><text>accept the
				aftermarket conversion test group established under subparagraph (A) on an
				aftermarket conversion system manufacturer application for a certificate of
				conformity.</text>
							</subparagraph></paragraph></subsection><subsection id="H384419ED7D31434F9666E4005F3CFA04"><enum>(c)</enum><header>Carryover
				certification for additional model years</header><text>At the request of an
				aftermarket conversion system manufacturer, the Administrator shall allow the
				submission of previous vehicle emission test data and on-board diagnostic II
				system test data for the certification of additional model year vehicles if the
				aftermarket conversion system manufacturer is able to demonstrate that neither
				the aftermarket conversion system nor the design and specifications of the
				applicable vehicle model are substantially different, from those identified in
				the original certificate of conformity, in a way that could affect the
				compliance of the aftermarket conversion system.</text>
					</subsection><subsection id="H1F6FCF39C6A440D7B0C3C399FF1177E4"><enum>(d)</enum><header>Carry-Across
				certification</header><text>The Administrator shall promulgate regulations to
				allow an aftermarket conversion system manufacturer to use emission test data
				and on-board diagnostic II system test data generated for a single certified
				test group to serve as the basis for certifying additional test groups upon a
				showing that the additional test groups are sufficiently similar, even if
				produced by different original equipment manufacturers.</text>
					</subsection><subsection id="HB027AEE6736D43BD939ED07D5429A9A9"><enum>(e)</enum><header>Use of assigned
				deterioration factors</header><text>A manufacturer of aftermarket conversion
				systems may use deterioration factors assigned by the Environmental Protection
				Agency without regard to any sales limits imposed on small-volume
				manufacturers.</text>
					</subsection><subsection id="H23607BEC3E9D43A39BF83CC129308860"><enum>(f)</enum><header>Waiver of
				certain testing requirements</header><text>In certifying an aftermarket
				conversion system, the Administrator shall waive any emission testing and
				nonexhaust emission testing requirements pertaining to the fuel on which the
				vehicle or engine was originally certified to run, if the aftermarket
				conversion system manufacturer is able to demonstrate that waiving the testing
				requirements is appropriate.</text>
					</subsection><subsection id="HAE85B82782764D3CB34960D6E6E729D"><enum>(g)</enum><header>On-Board
				diagnostic requirements</header><text>The Administrator shall promulgate
				regulations applicable to on-board diagnostic systems for aftermarket
				conversion systems that—</text>
						<paragraph id="H05B482EE36044219811F4B1024AA7D00"><enum>(1)</enum><text>ensure that
				aftermarket conversion systems which are equipped with on-board diagnostic
				systems are effective at monitoring critical emission components;</text>
						</paragraph><paragraph id="H507DA49F4D0B4EFE9383CB06D426FFD1"><enum>(2)</enum><text>take into account
				the inability of an aftermarket conversion system manufacturer to access
				proprietary on-board diagnostic technology of an original equipment
				manufacturer; and</text>
						</paragraph><paragraph id="H966F35BBE1FC4F039C01D285D4788F00"><enum>(3)</enum><text>are sufficiently
				flexible to encourage the increased use of alternative fueled vehicles.</text>
						</paragraph></subsection><subsection id="HAE6205F6DAAC41C0B3F389AEB4DFD7B4"><enum>(h)</enum><header>Older
				vehicles</header>
						<paragraph id="H381FDCFC933C40E295F9AA38DDD270C6"><enum>(1)</enum><header>In
				general</header><text>Conversion of a vehicle outside of the useful life of the
				vehicle, as specified on the certificate of conformity of the original
				equipment manufacturer, to alternative fuel operation shall not—</text>
							<subparagraph id="H6A216BDBB5344F06002F863B4742C7F"><enum>(A)</enum><text>be considered to be
				tampering under section 203, if the aftermarket conversion system manufacturer
				or the person performing the conversion is able to demonstrate that the
				development and engineering sophistication of the conversion technology
				is—</text>
								<clause id="H3850A476E8B1420B862D6552CD30AFEE"><enum>(i)</enum><text>matched to an
				appropriate vehicle or group of vehicles; and</text>
								</clause><clause id="H5F1546CB293F4F9C8D1F38FA71AF974D"><enum>(ii)</enum><text>well-designed and
				installed in accordance with good engineering judgment so that the installation
				of the aftermarket conversion system does not degrade emission performance, as
				compared to the performance of the vehicle or vehicles before the conversion;
				or</text>
								</clause></subparagraph><subparagraph id="H08916A926A29472E9827001EFF07C6E"><enum>(B)</enum><text>require the
				issuance by the Administrator of any certificate of conformity.</text>
							</subparagraph></paragraph><paragraph id="H27337DD42E2240D8A092EE47171C29DF"><enum>(2)</enum><header>Label</header><text>Upon
				conversion of a vehicle described in paragraph (1), the person performing the
				conversion shall affix to the motor vehicle a label that includes a statement
				that—</text>
							<subparagraph id="H211B5EB7B8214903B7E3A4DFE698AF40"><enum>(A)</enum><text>the vehicle has
				been equipped with an aftermarket conversion system; and</text>
							</subparagraph><subparagraph id="H651F08D547804FAAA6980045A8D6BAE"><enum>(B)</enum><text>the installation of
				that system occurred outside of the useful life of the vehicle.</text>
							</subparagraph></paragraph><paragraph id="HF4C81312591B4546A930CF465CDE49D1"><enum>(3)</enum><header>No preclusion of
				orders</header><text>Nothing in this section precludes the Administrator from
				issuing an order to prohibit the manufacture, sale, distribution, or
				installation of an aftermarket conversion system if the Administrator has
				evidence that the installation of the aftermarket conversion system on a
				vehicle outside of the useful life of the vehicle degrades emission
				performance.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
