		<section commented="no" id="H335A2D6CC7F54D6CB9F4B51A74CBA844" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Emergency Unemployment Compensation
			 Extension Act of 2009</short-title></quote>.</text>
		</section><section id="HE65F34ABED374102A7CF040716C9B1A6"><enum>2.</enum><header>Temporary
			 extension of certain unemployment benefits</header>
			<subsection id="H7039977BF06442B29B54945AB5934498"><enum>(a)</enum><header>Emergency
			 unemployment compensation</header><text display-inline="yes-display-inline">Section 4007 of the Supplemental
			 Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note) is
			 amended—</text>
				<paragraph id="HA218706353E04A3396808017EEDF1613"><enum>(1)</enum><text>by striking
			 <quote>December 31, 2009</quote> each place it appears and inserting
			 <quote>December 31, 2010</quote>;</text>
				</paragraph><paragraph id="HB727B3994C11431F96A8DEF11CBB4DBF"><enum>(2)</enum><text>in the heading for
			 subsection (b)(2), by striking <quote><header-in-text level="paragraph" style="OLC">December 31, 2009</header-in-text></quote> and inserting
			 <quote><header-in-text level="paragraph" style="OLC">December 31,
			 2010</header-in-text></quote>; and</text>
				</paragraph><paragraph id="HCA8BBEA1CA57443699D05160FC46AC54"><enum>(3)</enum><text>in subsection
			 (b)(3), by striking <quote>May 31, 2010</quote> and inserting <quote>May 31,
			 2011</quote>.</text>
				</paragraph></subsection><subsection id="HD8E76A39AD234E7EAA5C4B8E8D86681D"><enum>(b)</enum><header>Additional
			 regular compensation</header><text>Section 2002(e) of the Assistance for
			 Unemployed Workers and Struggling Families Act, as contained in Public Law
			 111–5 (26 U.S.C. 3304 note; 123 Stat. 438), is amended—</text>
				<paragraph id="H6979564304B84EFEA1455777E39687B8"><enum>(1)</enum><text>in paragraph
			 (1)(B), by striking <quote>January 1, 2010</quote> and inserting <quote>January
			 1, 2011</quote>;</text>
				</paragraph><paragraph id="HB6F7BEAAE6884304A9568C74875D87BC"><enum>(2)</enum><text>in the heading for
			 paragraph (2), by striking <quote><header-in-text level="paragraph" style="OLC">January 1, 2010</header-in-text></quote> and inserting
			 <quote><header-in-text level="paragraph" style="OLC">January 1,
			 2011</header-in-text></quote>; and</text>
				</paragraph><paragraph id="H6873AAC1F20F4894BA602EAFCB46D50C"><enum>(3)</enum><text>in paragraph (3),
			 by striking <quote>June 30, 2010</quote> and inserting <quote>June 30,
			 2011</quote>.</text>
				</paragraph></subsection><subsection id="H5258563979D44C5AB5A383FA1EAD3BA1"><enum>(c)</enum><header>Full funding of
			 extended benefits</header><text>Section 2005 of the Assistance for Unemployed
			 Workers and Struggling Families Act, as contained in Public Law 111–5 (26
			 U.S.C. 3304 note; 123 Stat. 444), is amended—</text>
				<paragraph id="H7CBDA710142342389F6E938188853651"><enum>(1)</enum><text>by striking
			 <quote>January 1, 2010</quote> each place it appears and inserting
			 <quote>January 1, 2011</quote>;</text>
				</paragraph><paragraph id="H2407DE19BE054B95875B7E25BA9BE85A"><enum>(2)</enum><text>in subsection (c),
			 by striking <quote>June 1, 2010</quote> and inserting <quote>June 1,
			 2011</quote>; and</text>
				</paragraph><paragraph id="H6A6A7C4272954BAF82BB9C0E418BE20C"><enum>(3)</enum><text>in subsection (d),
			 by striking <quote>May 30, 2010</quote> and inserting <quote>May 30,
			 2011</quote>.</text>
				</paragraph></subsection></section><section id="HD531B5BCDEAA469592164537ABB2FBAF"><enum>3.</enum><header>Additional
			 emergency unemployment compensation</header>
			<subsection id="HD2C9675DD8F744C2907FD80ABCB7FBC4"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 4002 of the
			 Supplemental Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note)
			 is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF87EC603E33F4FECBB7996BE976AE7E9" style="OLC">
					<subsection id="H3700355EB52F4C258F6FC06A3FEA06FE"><enum>(d)</enum><header>Further
				additional emergency unemployment compensation</header>
						<paragraph id="HCEAE6500692F4F729C16D6FAE9552FF6"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">If, at the time that
				the amount added to an individual’s account under subsection (c)(1)
				(hereinafter <quote>additional emergency unemployment compensation</quote>) is
				exhausted or at any time thereafter, such individual’s State is in an extended
				benefit period (as determined under paragraph (2)), such account shall be
				further augmented by an amount (hereinafter <quote>further additional emergency
				unemployment compensation</quote>) equal to the lesser of—</text>
							<subparagraph id="H258E5C4FA79E4DD08D8FF9C04EC55E46"><enum>(A)</enum><text>50 percent of the
				total amount of regular compensation (including dependents’ allowances) payable
				to the individual during the individual’s benefit year under the State law;
				or</text>
							</subparagraph><subparagraph id="H008E1B24CE754FAE97BC993CE464DDFF"><enum>(B)</enum><text>13 times the
				individual’s average weekly benefit amount (as determined under subsection
				(b)(2)) for the benefit year.</text>
							</subparagraph></paragraph><paragraph id="HF2B8D8C2833149789DE298E117B73A81"><enum>(2)</enum><header>Extended benefit
				period</header><text>For purposes of paragraph (1), a State shall be considered
				to be in an extended benefit period, as of any given time, if—</text>
							<subparagraph id="H631B9C56EC26475D91414A13B535A641"><enum>(A)</enum><text>such a period is
				then in effect for such State under the Federal-State Extended Unemployment
				Compensation Act of 1970;</text>
							</subparagraph><subparagraph id="HB6DCA2627A0C4F0386BD03547ACC8D24"><enum>(B)</enum><text>such a period
				would then be in effect for such State under such Act if section 203(d) of such
				Act—</text>
								<clause id="H1AA0FB20848B480E9FF1A1D8B763138F"><enum>(i)</enum><text>were applied by
				substituting <quote>6</quote> for <quote>5</quote> each place it appears;
				and</text>
								</clause><clause id="H2AC0A7BF25D94928AA2E146943C58998"><enum>(ii)</enum><text>did not include
				the requirement under paragraph (1)(A) thereof; or</text>
								</clause></subparagraph><subparagraph id="HD1B0C23EFF274CBD8F166F9B31A78AEF"><enum>(C)</enum><text>such a period
				would then be in effect for such State under such Act if—</text>
								<clause id="H3C633AB549054A6A9D8559DAAAC24DEF"><enum>(i)</enum><text>section 203(f) of
				such Act were applied to such State (regardless of whether the State by law had
				provided for such application); and</text>
								</clause><clause id="HFEA75B83977C46B98EF72C0586F4629B"><enum>(ii)</enum><text>such section
				203(f)—</text>
									<subclause id="H72503E3819014BB7A79DCCAC807B8006"><enum>(I)</enum><text>were applied by
				substituting <quote>9.0</quote> for <quote>6.5</quote> in paragraph (1)(A)(i)
				thereof; and</text>
									</subclause><subclause id="H6E5C40A830EC436F870C1FACA47CE464"><enum>(II)</enum><text>did not include
				the requirement under paragraph (1)(A)(ii) thereof.</text>
									</subclause></clause></subparagraph></paragraph><paragraph id="H9587055EE25747109EE83156176D83C3"><enum>(3)</enum><header>Coordination
				rule</header><text display-inline="yes-display-inline">Notwithstanding an
				election under section 4001(e) by a State to provide for the payment of
				emergency unemployment compensation prior to extended compensation, such State
				may pay extended compensation to an otherwise eligible individual prior to any
				further additional emergency unemployment compensation, if such individual
				claimed extended compensation for at least 1 week of unemployment after the
				exhaustion of additional emergency unemployment compensation.</text>
						</paragraph><paragraph id="H5D2C13DD5A3146A583289A78B631F4EE"><enum>(4)</enum><header>Limitation</header><text>The
				account of an individual may be augmented not more than once under this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H89EA233FB3BA437C8C71F35118030C1B"><enum>(b)</enum><header>Conforming
			 amendment to non-augmentation rule</header><text display-inline="yes-display-inline">Section 4007(b)(2) of the Supplemental
			 Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note), as amended
			 by section 2(a), is further amended—</text>
				<paragraph id="HD7925887A7EC496492B0C95DF8AA59F4"><enum>(1)</enum><text>by striking
			 <quote>then section 4002(c)</quote> and inserting <quote>then subsections (c)
			 and (d) of section 4002</quote>; and</text>
				</paragraph><paragraph id="H8D6B3936069A43E98B9357EF7EF22093"><enum>(2)</enum><text>by striking
			 <quote>paragraph (2) of such section)</quote> and inserting <quote>paragraph
			 (2) of such subsection (c) or (d) (as the case may be))</quote>.</text>
				</paragraph></subsection><subsection id="H9AFC5B49875141BF86E9C25C3C2FD178"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply as if
			 included in the enactment of the Supplemental Appropriations Act, 2008, except
			 that no amount shall be payable by virtue of such amendments with respect to
			 any week of unemployment commencing before the date of the enactment of this
			 Act.</text>
			</subsection></section><section id="HDCC5D6BE389C43D5B05F4EE20E8BE337"><enum>4.</enum><header>Transfer of
			 funds</header><text display-inline="no-display-inline">Section 4004(e)(1) of
			 the Supplemental Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304
			 note) is amended by striking <quote>Act;</quote> and inserting <quote>Act and
			 the <short-title>Emergency Unemployment Compensation
			 Extension Act of 2009</short-title>;</quote>.</text>
		</section><section display-inline="no-display-inline" id="H44BBFAA98EB24A41889300AED700EA27" section-type="subsequent-section"><enum>5.</enum><header>Additional extended
			 unemployment benefits under the Railroad Unemployment Insurance Act</header>
			<subsection id="H1D20CA4E6E1C409B889C78FD20800756"><enum>(a)</enum><header>Benefits</header><text>Section
			 2(c)(2)(D) of the Railroad Unemployment Insurance Act, as added by section 2006
			 of the American Recovery and Reinvestment Act of 2009 (Public Law 111–5), is
			 amended—</text>
				<paragraph id="H66058AC0C3CC47B9004782C9DFE5E13"><enum>(1)</enum><text>in
			 clause (iii)—</text>
					<subparagraph id="HE587F6EE8E9C4A45B435A568F7009796"><enum>(A)</enum><text>by striking
			 <quote>June 30, 2009</quote> and inserting <quote>June 30, 2010</quote>;</text>
					</subparagraph><subparagraph id="H5BB6FCEAD0CD4343AD497EE02D18A4A3"><enum>(B)</enum><text>by striking
			 <quote>December 31, 2009</quote> and inserting <quote>December 31,
			 2010</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HD55C86A8DD73466883BFD565C3057212"><enum>(2)</enum><text>by adding at the
			 end of clause (iv) the following: <quote>In addition to the amount appropriated
			 by the preceding sentence, out of any funds in the Treasury not otherwise
			 appropriated, there are appropriated $175,000,000 to cover the cost of
			 additional extended unemployment benefits provided under this subparagraph, to
			 remain available until expended.</quote>.</text>
				</paragraph></subsection><subsection id="H51D0E6F4B4504349A490F35D3F4CD4C7"><enum>(b)</enum><header>Administrative
			 expenses</header><text>Section 2006 of the American Recovery and Reinvestment
			 Act of 2009 is amended by adding at the end of subsection (b) the following:
			 <quote>In addition to funds appropriated by the preceding sentence, out of any
			 funds in the Treasury not otherwise appropriated, there are appropriated to the
			 Railroad Retirement Board $807,000 to cover the administrative expenses
			 associated with the payment of additional extended unemployment benefits under
			 section 2(c)(2)(D) of the Railroad Unemployment Insurance Act, to remain
			 available until expended.</quote>.</text>
			</subsection></section><section id="H935C71D783EA48EFBEF4EC304E902331"><enum>6.</enum><header>Efficient use of
			 the National Directory of New Hires database for federally-sponsored research
			 assessing the effectiveness of Federal programs in achieving positive labor
			 market outcomes</header><text display-inline="no-display-inline">Section 453 of
			 the Social Security Act (42 U.S.C. 653) is amended—</text>
			<paragraph id="H74F4C31F36F84633B4B0CCC0409440F9"><enum>(1)</enum><text>in subsection
			 (i)(2)(A), by striking <quote>24</quote> and inserting
			 <quote>48</quote>;</text>
			</paragraph><paragraph id="HE26311B56154429BB8D006C66EB34FB"><enum>(2)</enum><text>in
			 subsection (j)(5), by striking <quote>but without personal identifiers</quote>
			 and inserting <quote>or pursuant to evaluations undertaken to assess the
			 effectiveness of Federal programs in achieving positive labor market outcomes
			 that are conducted under contract to or grant from the Department of Health and
			 Human Services, the Social Security Administration, the Department of Labor,
			 the Department of Education, the Department of Housing and Urban Development,
			 or other Federal departments or agencies supporting the evaluations. For
			 purposes of conducting the evaluations, personal identifiers may be provided to
			 any Federal department or agency and to any agent of any such department or
			 agency, subject to the privacy provisions contained in subsections (l) and
			 (m)</quote>; and</text>
			</paragraph><paragraph id="H4C5F030A564D4C2D98C264ADB6CDCC03"><enum>(3)</enum><text>in subsection
			 (l)(2), by inserting <quote>, agent conducting research described in subsection
			 (j)(5),</quote> before <quote>or employee</quote>.</text>
