		<section id="HD0AE0573BE214D4FA907771F37372065" section-type="section-one"><enum>1.</enum><header>Funding of the Highway Trust
			 Fund</header><text display-inline="no-display-inline">Subsection (f) of section
			 9503 of the Internal Revenue Code of 1986 (relating to determination of trust
			 fund balances after September 30, 1998) is amended—</text>
			<paragraph id="HEA7DAFB4BC194A2F97F85E5909708C41"><enum>(1)</enum><text>by striking
			 paragraph (2), and</text>
			</paragraph><paragraph id="H9B5147EFCD5440C7BC345B8BBA62EEC4"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>

					<paragraph id="H3A1612EAF1A0426380EE0A5A8C90851E"><enum>(2)</enum><header>Increase in fund
				balance</header><text display-inline="yes-display-inline">Out of money in the
				Treasury not otherwise appropriated, there is hereby appropriated (without
				fiscal year limitation) to the Highway Trust Fund
				$5,000,000,000.</text>

			 unemployment trust fund and other funds</header><text display-inline="no-display-inline">The item relating to <quote>Department of
			 Labor—Employment and Training Administration—Advances to the Unemployment Trust
			 Fund and Other Funds</quote> in title I of division F of the Omnibus
			 Appropriations Act, 2009 (Public Law 111–8; 123 Stat. 754) is amended by
			 striking <quote>to remain available through September 30, 2010</quote> and all
			 that follows (before the heading for the following item) and inserting
			 <quote>such sums as may be necessary</quote>.</text>

			 commitment authority</header><text display-inline="no-display-inline">The item
			 relating to <quote>Federal Housing Administration—Mutual Mortgage Insurance
			 Program Account</quote> in title II of division I of the Omnibus Appropriations
			 Act, 2009 (Public Law 111–8; 123 Stat. 966) is amended by striking
			 <quote>$315,000,000,000</quote> and inserting
			 <quote>$400,000,000,000</quote>.</text>
		</section><section id="H9004639604D14AA1A5755034303A23F1"><enum>4.</enum><header>GNMA
			 mortgage-backed securities guarantee commitment authority</header><text display-inline="no-display-inline">The item relating to <quote>Government
			 National Mortgage Association—Guarantees of Mortgage-Backed Securities Loan
			 Guarantee Program Account</quote> in title II of division I of the Omnibus
			 Appropriations Act, 2009 (Public Law 111–8; 123 Stat. 967) is amended by
			 striking <quote>$300,000,000,000</quote> and inserting
			 <quote>$400,000,000,000</quote>.</text>
