<official-title>To direct the Secretary of Commerce to conduct a study of the population of the South Atlantic red snapper fishery, and to limit the authority of the Secretary to promulgate any interim rule that prohibits fishing in the South Atlantic red snapper fishery.</official-title>

<section id="H5C0379B4F5EF4B7599ECB7320B63F72D" section-type="section-one"><enum>1.</enum><header>South Atlantic red snapper fishery</header> 
<subsection id="H29453251ABA840BBA361264FC64FBB98"><enum>(a)</enum><header>Population study</header><text>The Secretary of Commerce shall conduct a study of the population of the South Atlantic red snapper fishery and submit to Congress a report on the findings of such study.</text></subsection> 
<subsection id="H3437E86B34C047C39EC00AE136F497B6"><enum>(b)</enum><header>Limitation on interim rule closing fishery</header> 
<paragraph id="HF88267F6608A43B1A1D73B053E05D93F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Commerce may not promulgate any interim rule under section 305(c) of the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1855(c)) that prohibits fishing in the South Atlantic red snapper fishery before the date the Secretary submits to Congress a report on findings of a study under subsection (b) that demonstrate the need for such interim rules.</text></paragraph> 
<paragraph id="HE5903DCCAB08436D85727B79FE0C82FC"><enum>(2)</enum><header>Existing interim rules</header><text>Any interim rule described in paragraph (1) that was promulgated before the date of enactment of this Act shall have no force or effect.</text> </paragraph></subsection> </section>
