		<section id="H6113C3DB09A7434D9786C7374EFFA91C" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Discretionary Spending Control Act of
			 2009</short-title></quote>.</text>
		</section><section id="H6C4BAD8E112A4A78BDDD42821E12665B"><enum>2.</enum><header>Extension of
			 Discretionary Spending Limits</header>
			<subsection id="HA11627D4C1CD4C6C8A6E407D7650C8A3"><enum>(a)</enum><header>In
			 general</header><text>Paragraphs (1) through (13) of section 251(c) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 are amended to read
			 as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HFC7F2E91EDBD4A9690FDC9F6B49C58FC" style="OLC">
					<paragraph id="HAF966E76135D466EBE58F3A384E36818"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to fiscal year 2010,
				$1,110,000,000,000 in new budget authority of which not more than
				$417,967,000,000 shall be for the nondefense category;</text>
					</paragraph><paragraph id="H06AB81994F5B45E58C3F394AC39AAB5B"><enum>(2)</enum><text display-inline="yes-display-inline">with respect to fiscal year 2011,
				$975,000,000,000 in new budget authority of which not more than
				$354,890,000,000 shall be for the nondefense category;</text>
					</paragraph><paragraph id="HD4A8BAC29C7B46AA83EA8272D8E56AEC"><enum>(3)</enum><text display-inline="yes-display-inline">with respect to fiscal year 2012,
				$970,000,000,000 in new budget authority of which not more than
				$340,860,000,000 shall be for the nondefense category;</text>
					</paragraph><paragraph id="H5C68B94FEB24473285C77490B399820C"><enum>(4)</enum><text display-inline="yes-display-inline">with respect to fiscal year 2013,
				$965,000,000,000 in new budget authority of which not more than
				$325,100,000,000 shall be for the nondefense category; and</text>
					</paragraph><paragraph id="H616119B952254C88A3381C0EEA180FE2"><enum>(5)</enum><text display-inline="yes-display-inline">with respect to fiscal year 2014,
				$960,000,000,000 in new budget authority of which not more than
				$306,170,000,000 shall be for the nondefense
				category.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6896E1EA76404DB48EFE9B17FD85D26E"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 250(c)(4) of the Balanced Budget
			 and Emergency Deficit Control Act of 1985 is amended in subparagraph (C) by
			 inserting <quote>(and successor accounts</quote> after <quote>budget
			 accounts</quote>.</text>
			</subsection></section><section id="HA1B78E5F59F54139AB731034FA38E2F2"><enum>3.</enum><header>Enforcement</header>
			<subsection id="H8771BB4EE729488FB6A0179354FEA8BB"><enum>(a)</enum><header>Discretionary
			 Spending Limit Point of Order</header><text display-inline="yes-display-inline">Section 312 of the Congressional Budget Act
			 of 1974 is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HD3F06BE76AE9486E9D511CFA3626F02F" style="OLC">
					<subsection id="HD4EE6D9B8F41498FB80DFEDC9167DF4F"><enum>(g)</enum><header>Discretionary
				Spending Limit Point of Order</header><text>It shall not be in order in the
				House of Representatives or the Senate to consider any bill, joint resolution,
				amendment, or conference report that—</text>
						<paragraph id="H3B7AC9103DB342FEBA94437E460F7475"><enum>(1)</enum><text>increases the
				discretionary spending limits for any ensuing fiscal year after the budget
				year; or</text>
						</paragraph><paragraph id="HB5768B039F4F43DCA98308C03502008D"><enum>(2)</enum><text>would cause the
				discretionary spending limits for the budget year to be
				breached.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5EA61F2E11F8449DA6E5C15964994D66"><enum>(b)</enum><header>Point of order
			 against budget resolution that breaches limits</header><text display-inline="yes-display-inline">It shall not be in order in the House of
			 Representatives or the Senate to consider any concurrent resolution on the
			 budget that would cause the discretionary spending limits for the budget year
			 to be breached.</text>
			</subsection><subsection id="HD793160B5E344D1A8B0F13D177FA4CA1"><enum>(c)</enum><header>Advance
			 Appropriation Point of Order</header><text>Section 312 of the Congressional
			 Budget Act of 1974 (as amended by this section) is further amended by adding at
			 the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HA8CC7D17C0AB4190AD8345645FF33584" style="OLC">
					<subsection id="HC86DBF4C9E0146B89594FB0C27B58E4F"><enum>(i)</enum><header>Advance
				appropriation point of order</header><text display-inline="yes-display-inline">It shall not be in order in the House of
				Representatives or the Senate to consider any appropriation bill or joint
				resolution, or amendment thereto or conference report thereon, that provides
				advance discretionary new budget authority that first becomes available for any
				fiscal year after the budget year at an amount for any program, project, or
				activity above the amount of appropriations for fiscal year 2007 for such
				program, project, or
				activity.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H667838DCE7544A8CA1E0F469E844578E"><enum>4.</enum><header>Reports</header><text display-inline="no-display-inline">Subsections (c)(2) and (f)(2)(A) of section
			 254 of the Balanced Budget and Emergency Deficit Control Act of 1985 are
			 amended by striking <quote>2002</quote> and inserting
			 <quote>2014</quote>.</text>
		</section><section id="H9FCDB89C9D4C4276945F7C2466D601C9"><enum>5.</enum><header>Expiration</header><text display-inline="no-display-inline">Section 275(b) of the Balanced Budget and
			 Emergency Deficit Control Act of 1985 is amended by striking
			 <quote>2002</quote> and inserting <quote>2014</quote>.</text>
