		<official-title>To prohibit the heads of executive agencies from entering
		  into or renewing procurement contracts with persons that export certain
		  computer or telecommunications technologies to Iran, and for other
		  purposes.</official-title>

		<section commented="no" id="H3D2AFD16ED074D76A6005F505F87DE64" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Reduce Iranian Cyber-Suppression
			 Act</short-title></quote>.</text>
		</section><section id="H8D92A96FE19B4A05B6245DCEC0D07E9"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H85D871F4B1ED49199415E0BBC361CF75"><enum>(1)</enum><header>Executive
			 agency</header><text>The term <term>executive agency</term> has the meaning
			 given that term in section 4 of the Office of Federal Procurement Policy Act
			 (41 U.S.C. 403).</text>
			</paragraph><paragraph id="H2DE2AE4883DD4125BF88517F14D23862"><enum>(2)</enum><header>Sensitive
			 technology</header><text>The term <term>sensitive technology</term> means
			 hardware, software, telecommunications equipment, or any other technology that
			 the President determines may be used by the Government of Iran—</text>
				<subparagraph id="H76E75186801E4FACB8699800C2CDD3DD"><enum>(A)</enum><text>to restrict the
			 free flow of unbiased information in Iran; or</text>
				</subparagraph><subparagraph id="H3087CAABDCF34694B2896372078100E8"><enum>(B)</enum><text>to disrupt,
			 monitor, or otherwise restrict speech by the people of Iran.</text>
				</subparagraph></paragraph></section><section id="H3BCC37E57F99410CBC36DD81B3BFB501"><enum>3.</enum><header>Prohibition on
			 procurement contracts with persons that export sensitive technology to
			 Iran</header>
			<subsection id="H5777F15E35C94C13A1E3C87E5D2B1065"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, the head of an executive agency may not enter into or
			 renew a contract for the procurement of goods or services with a person that
			 exports sensitive technology to Iran.</text>
			</subsection><subsection id="H140167A7A6EC4739A7F97C1322762E07"><enum>(b)</enum><header>Waiver</header><text>The
			 President may waive the application of the prohibition under subsection (a) if
			 the President—</text>
				<paragraph id="H2C2B5475143B46C0A386F9A695CFEA7E"><enum>(1)</enum><text>determines that
			 such a waiver is in the national interest of the United States; and</text>
				</paragraph><paragraph id="H7347502DBCE047C88ECEF02DBF668F6C"><enum>(2)</enum><text>submits to
			 Congress a report describing the reasons for the determination.</text>
