		<official-title>To direct the Secretary of Veterans Affairs to establish
		  a grant program to assist veterans in highly rural areas by providing
		  transportation to medical centers.</official-title>

		<section id="HC80A833FC5C74F948BEF885EFB6F7DC3" section-type="section-one"><enum>1.</enum><header>Transportation grants for
			 rural veterans service organizations</header>
			<subsection id="HAB2C6B8959AF4D5DAE581386705739BF"><enum>(a)</enum><header>Grants
			 Authorized</header>
				<paragraph id="HC64A81A9FAC34FF9A1978BD9748DF257"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Veterans Affairs shall establish a grant
			 program to provide innovative transportation options to veterans in highly
			 rural areas.</text>
				</paragraph><paragraph id="HB467A5C2AD9B41BDA2F1411A36380EC6"><enum>(2)</enum><header>Use of
			 funds</header><text>Grants awarded under this section may be used by State
			 veterans service agencies and veterans service organizations to—</text>
					<subparagraph id="HC38A9D287BC246A2990F78F7671D9B43"><enum>(A)</enum><text>assist veterans in
			 highly rural areas to travel to Department of Veterans Affairs medical centers;
			 and</text>
					</subparagraph><subparagraph id="H89D16C2AA5174A38A8301CA9FDC48D11"><enum>(B)</enum><text>otherwise assist
			 in providing medical care to veterans in highly rural areas.</text>
					</subparagraph></paragraph><paragraph id="HCA837EC4217D4218B71C20815F8C3BE2"><enum>(3)</enum><header>Maximum
			 amount</header><text>The amount of a grant under this section may not exceed
			 $50,000.</text>
				</paragraph><paragraph id="HDE59AB33A3C746E08FECF84532FAD5D6"><enum>(4)</enum><header>No matching
			 requirement</header><text>The recipient of a grant under this section may not
			 be required to provide matching funds as a condition for receiving such
			 grant.</text>
				</paragraph><paragraph commented="no" id="HA2EEE8C55AD44BF0A808A7BFEB91D0CC"><enum>(5)</enum><header>Recovery of
			 unused grant funds</header><text display-inline="yes-display-inline">If a
			 recipient of a grant does not use the full amount of funds received under this
			 section by not later than September 30 of the fiscal year in which such grant
			 was awarded, the United States shall be entitled to recover from such recipient
			 the total of all unused grant amounts made under this section to such
			 recipient.</text>
				</paragraph></subsection><subsection id="H077E02567999412E8108E1ECCB17EEA7"><enum>(b)</enum><header>Regulations</header><text>The
			 Secretary shall prescribe regulations for—</text>
				<paragraph id="H39A3C27567E24561A8C2625749D1E0DB"><enum>(1)</enum><text>evaluating grant
			 applications under this section; and</text>
				</paragraph><paragraph id="H36A722B323274F51BC6E31E53EEBFE92"><enum>(2)</enum><text>otherwise
			 administering the program established by this section.</text>
				</paragraph></subsection><subsection commented="no" id="HAD484A1516A146738EC73814B5FFFC7C"><enum>(c)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than February 1 of each year, the
			 Secretary shall submit to Congress a report containing information related to
			 each grant awarded under this section during the preceding year,
			 including—</text>
				<paragraph commented="no" id="HEF34870826DA4FF2949B09B9659539B3"><enum>(1)</enum><text>the name of the
			 grant recipient; and</text>
				</paragraph><paragraph commented="no" id="HC5A3E4675B424FB8A8B12AD9319D83CF"><enum>(2)</enum><text>the amount of the
			 grant.</text>
				</paragraph></subsection><subsection id="HEBF8CFE462FA4453AE226E8F65FCEECB"><enum>(d)</enum><header>Veterans Service
			 Organization Definition</header><text>In this section, the term <term>veterans
			 service organization</term> means any organization recognized by the Secretary
			 of Veterans Affairs for the representation of veterans under section 5902 of
			 title 38, United States Code.</text>
			</subsection><subsection commented="no" id="H0EB1BF62B1AB40618BD590C342BB6C6C"><enum>(e)</enum><header>Authorization of
			 Appropriations</header><text>There are authorized to be appropriated $3,000,000
			 for each of fiscal years 2009 through 2013 to carry out this section.</text>
