		<official-title>To establish a grant program to encourage the use of
		  assistance dogs by certain members of the Armed Forces and
		  veterans.</official-title>

		<section id="HB4A567A4C0C34EAAA23CEF737F6AFD17" section-type="section-one"><enum>1.</enum><header>Wounded Warrior K–9
			 Corps</header>
			<subsection id="HFA8EE347608545548E6EB7EDC82A0CD5"><enum>(a)</enum><header>Grants
			 authorized</header><text display-inline="yes-display-inline">Subject to the
			 availability of appropriations provided for such purpose, the Secretary of
			 Defense and the Secretary of Veterans Affairs shall jointly establish a
			 program, to be known as the <quote>Wounded Warrior K–9 Corps</quote>, to award
			 competitive grants to nonprofit organizations to assist such organizations in
			 planning, designing, establishing, and operating programs to provide assistance
			 dogs to covered members and veterans.</text>
			</subsection><subsection commented="no" id="HA3693897766A4E0F8EB1A5A043FB5C9B"><enum>(b)</enum><header>Use of
			 funds</header>
				<paragraph id="HF6DC26B8D65046FF80065FC6587A2260"><enum>(1)</enum><header>In
			 general</header><text>The recipient of a grant under this section shall use the
			 grant to carry out programs that provide assistance dogs to covered members and
			 veterans who have a disability described in paragraph (2).</text>
				</paragraph><paragraph id="H87F7B29F6CE74E3E8B64CBCD3AEBC19A"><enum>(2)</enum><header>Disability</header><text>A
			 disability described in this paragraph is any of the following:</text>
					<subparagraph commented="no" id="HC7D3FACAAB3746D29EC6C841283C5324"><enum>(A)</enum><text>Blindness or
			 visual impairment.</text>
					</subparagraph><subparagraph commented="no" id="HF217B85701C44CA0AD42E5CB8DBC6A8B"><enum>(B)</enum><text>Loss of use of a
			 limb, paralysis, or other significant mobility issues.</text>
					</subparagraph><subparagraph commented="no" id="H078B8466B3F24F13B89644DB5A569613"><enum>(C)</enum><text>Loss of
			 hearing.</text>
					</subparagraph><subparagraph commented="no" id="HDACEFAA39722433CB8E2C319F9A56F0F"><enum>(D)</enum><text>Traumatic brain
			 injury.</text>
					</subparagraph><subparagraph commented="no" id="HBE888BCB2D0543B5811013C08D825D1E"><enum>(E)</enum><text>Post-traumatic
			 stress disorder.</text>
					</subparagraph><subparagraph commented="no" id="H07C44CE210DE41629BBC7ADB118B56CD"><enum>(F)</enum><text>Any other
			 disability that the Secretary of Defense and the Secretary of Veterans Affairs
			 consider appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="H1803C5B172CD4F929C5E805C87E9DB0C"><enum>(c)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to receive a grant under
			 this title, a nonprofit organization shall submit an application to the
			 Secretary of Defense and the Secretary of Veterans Affairs at such time, in
			 such manner, and containing such information as the Secretary of Defense and
			 the Secretary of Veterans Affairs may require. Such application shall
			 include—</text>
				<paragraph id="H6F1257D4DDCE4A139E6F983B04797707"><enum>(1)</enum><text>a
			 proposal for the evaluation required by subsection (d); and</text>
				</paragraph><paragraph id="H2C8E4DD655334F2BA3E15708252F6080"><enum>(2)</enum><text>a
			 description of—</text>
					<subparagraph id="H6B178AE2BCB04F5AB30DF08BD2CD8687"><enum>(A)</enum><text display-inline="yes-display-inline">the training that will be provided by the
			 organization to covered members and veterans;</text>
					</subparagraph><subparagraph id="H09E2D014608349A2863114F95EA17814"><enum>(B)</enum><text display-inline="yes-display-inline">the training of dogs that will serve as
			 assistance dogs;</text>
					</subparagraph><subparagraph id="H29956B77BDFE4E22928B4BE815544B33"><enum>(C)</enum><text display-inline="yes-display-inline">the aftercare services that the
			 organization will provide for such dogs and covered members and
			 veterans;</text>
					</subparagraph><subparagraph id="HBD9402CCCE7E45E6AFFB04D82BC16C6E"><enum>(D)</enum><text>the plan for
			 publicizing the availability of such dogs through a targeted marketing campaign
			 to covered members and veterans;</text>
					</subparagraph><subparagraph id="H19C390B1636F4BFC85D7077CCFB830C4"><enum>(E)</enum><text>the recognized
			 expertise of the organization in breeding and training such dogs;</text>
					</subparagraph><subparagraph id="H17DF9178019B4C4F9F7A9A183390D234"><enum>(F)</enum><text>the commitment of
			 the organization to comparable standards as that of the International Guide Dog
			 Federation or Assistance Dogs International;</text>
					</subparagraph><subparagraph id="H8FDC5509106D41EFBEAB88137C461572"><enum>(G)</enum><text display-inline="yes-display-inline">the commitment of the organization to
			 humane standards for animals; and</text>
					</subparagraph><subparagraph id="H5303DB672D0F4B40B76CC447B1ADE1AA"><enum>(H)</enum><text display-inline="yes-display-inline">the experience of the organization with
			 working with military medical treatment facilities or medical facilities of the
			 Department of Veterans Affairs.</text>
					</subparagraph></paragraph></subsection><subsection id="H2B31FD0BA2FD40C9B0F081D67EC12762"><enum>(d)</enum><header>Evaluation</header><text>The
			 Secretary shall require each recipient of a grant to use a portion of the funds
			 made available through the grant to conduct an evaluation of the effectiveness
			 of the activities carried out through the grant by such recipient.</text>
			</subsection><subsection id="HE01F17B44F1045B6900C0FABCF9A4E6A"><enum>(e)</enum><header>Definitions</header><text>In
			 this Act:</text>
				<paragraph commented="no" id="H5F582D9A27794578BBABAB70B29436B9"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>assistance dog</term> means
			 a dog specifically trained to perform physical tasks to mitigate the effects of
			 a disability described in subsection (b)(2), except that the term does not
			 include a dog specifically trained for comfort or personal defense.</text>
				</paragraph><paragraph id="H32333986F34749358950A9E2EFA49905"><enum>(2)</enum><text>The term
			 <term>covered members and veterans</term> means—</text>
					<subparagraph id="H8CF0DD89129645E5BE626AF8EAC9CED0"><enum>(A)</enum><text>with respect to a
			 member of the Armed Forces, such member who is—</text>
						<clause id="H4B4198D02AF54112BED81BC47684D87D"><enum>(i)</enum><text>receiving medical
			 treatment, recuperation, or therapy under chapter 55 of title 10, United States
			 Code;</text>
						</clause><clause id="HD15E73A8F38E447FAE075E9EC02D6D61"><enum>(ii)</enum><text>in
			 medical hold or medical holdover status; or</text>
						</clause><clause id="H788F11C190C14A1F823D06FD36B6CAAC"><enum>(iii)</enum><text>covered under
			 section 1202 or 1205 of title 10, United States Code; and</text>
						</clause></subparagraph><subparagraph id="H3901159F4FE6444EAD70675FBC1CE280"><enum>(B)</enum><text display-inline="yes-display-inline">with respect to a veteran, a veteran who is
			 enrolled in the health care system established under section 1705(a) of title
			 38, United States Code.</text>
					</subparagraph></paragraph></subsection><subsection id="HECED7C601757420793F8876666B463F0"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this Act $5,000,000 for each of
			 fiscal years 2010 through 2014.</text>
