		  hiring of full-time Federal employees, and for other purposes.</official-title>

		<section id="H7FEB074A9BF946AEB52020BD089ACEF8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Internship Improvement
			 Act</short-title></quote>.</text>
		</section><section id="HA229E22A60EC474F943BD78FC5C2C13B"><enum>2.</enum><header>Federal
			 Internship Programs</header>
			<subsection id="H7242491222EF4341844B7301283E629D"><enum>(a)</enum><header>Internship
			 coordinator</header><text display-inline="yes-display-inline">The head of each
			 Federal agency operating an internship program shall appoint an individual
			 within such agency to serve as an internship coordinator.</text>
			</subsection><subsection id="H3D2A2BE449784A9BB191C3C8868D2F6C"><enum>(b)</enum><header>Online
			 information</header>
				<paragraph id="H808679D4650044E2A2D3192140EA9F82"><enum>(1)</enum><header>Agencies</header><text>The
			 head of each Federal agency operating an internship program shall make publicly
			 available on the Internet—</text>
					<subparagraph id="H51C98E7903E84FCFB512809BCE638D3F"><enum>(A)</enum><text>the name and
			 contact information of the internship coordinator for such program; and</text>
					</subparagraph><subparagraph id="H51573D5E57F146F6A65D98461F74BA3F"><enum>(B)</enum><text>information
			 regarding application procedures and deadlines for such internship
			 program.</text>
					</subparagraph></paragraph><paragraph id="H0360DF71151A4F728BA94917A7C2FF61"><enum>(2)</enum><header>Office of
			 Personnel Management</header><text>The Office of Personnel Management shall
			 make publicly available on the Internet links to the websites where the
			 information described in paragraph (1) is displayed.</text>
				</paragraph></subsection><subsection id="HDE61DB0293444E2F93A309D08835D8A7"><enum>(c)</enum><header>Centralized
			 database</header><text display-inline="yes-display-inline">The Office of
			 Personnel Management shall establish and maintain a centralized electronic
			 database that contains the names, contact information, and relevant skills of
			 individuals who have completed or are nearing completion of an internship
			 program and are currently seeking full-time Federal employment.</text>
			</subsection><subsection id="H04156E27B6C643B897287799BA272E84"><enum>(d)</enum><header>Noncompetitive
			 appointment</header>
				<paragraph id="HCC8C5870104E4225B7D89C8F88CE4207"><enum>(1)</enum><header>Appointment</header><text>Under
			 such regulations as the Office of Personnel Management shall prescribe, the
			 head of an agency may make a noncompetitive appointment leading to conversion
			 to term, career, or career-conditional employment of an individual if the
			 individual—</text>
					<subparagraph id="H8984E88288D7498397B425963ADF4B56"><enum>(A)</enum><text display-inline="yes-display-inline">has completed an internship program;</text>
					</subparagraph><subparagraph id="HD91EB999DBF94EF98432D41418EC3A91"><enum>(B)</enum><text display-inline="yes-display-inline">is recommended for such appointment by the
			 agency in which the individual served as an intern; and</text>
					</subparagraph><subparagraph id="H421353B4745140DF9B07406E33210F8B"><enum>(C)</enum><text display-inline="yes-display-inline">satisfies such other requirements and
			 conditions as the Office of Personnel Management may prescribe.</text>
					</subparagraph></paragraph><paragraph id="H34198F2BBB844CE8861C0F1E3FCEDFC3"><enum>(2)</enum><header>Term appointment
			 conversion</header><text display-inline="yes-display-inline">An intern
			 appointed to term employment under paragraph (1) may subsequently be converted
			 noncompetitively to a career or career-conditional appointment before the term
			 appointment expires.</text>
				</paragraph><paragraph id="HAC8D544B4D514E4BA1FDF3F1676BCE9B"><enum>(3)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Office of Personnel Management shall
			 prescribe such regulations as the Office considers necessary to carry out this
			 subsection.</text>
				</paragraph></subsection><subsection id="H5D7FC502FD384BA7AB892CB565C003FC"><enum>(e)</enum><header>Report</header>
				<paragraph id="H4E31274B982547B0A671795814C7A261"><enum>(1)</enum><header>In
			 General</header><text>The head of each Federal agency operating an internship
			 program shall annually submit to the Office of Personnel Management a report
			 assessing such internship program.</text>
				</paragraph><paragraph id="H7A7ED79C37314A3CA1A6C966020CD30E"><enum>(2)</enum><header>Contents</header><text>Each
			 report required under paragraph (1) for a Federal agency shall include, for the
			 one-year period ending on March 1 of the year in which the report is
			 submitted—</text>
					<subparagraph id="HABB7C8A456A147A6AD611CA583CA3C47"><enum>(A)</enum><text display-inline="yes-display-inline">the number of interns that participated in
			 an internship program at such agency;</text>
					</subparagraph><subparagraph id="HB4D86B03EA6A4DB39C14398F943FCCB7"><enum>(B)</enum><text>information
			 regarding the demographic characteristics of interns at such agency, including
			 educational background;</text>
					</subparagraph><subparagraph id="H49434A1DDC944AD7BC4178DF648B01EE"><enum>(C)</enum><text display-inline="yes-display-inline">the percentage of individuals who began
			 full-time Federal employment at such agency who were appointed to such
			 employment in accordance with subsection (d);</text>
					</subparagraph><subparagraph id="HEFD9E0F3D9024C7489216319A1CBBAA7"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the steps taken by such
			 agency to increase such percentage, and any barriers encountered;</text>
					</subparagraph><subparagraph id="H1A77664051B64417B29140323DE1D763"><enum>(E)</enum><text>a description of
			 activities engaged in by such agency to recruit new interns, including
			 locations and methods;</text>
					</subparagraph><subparagraph id="H4B436CB045E44672B1FA6931C52185C1"><enum>(F)</enum><text>a description of
			 the diversity of work roles offered within internship programs at such
			 agency;</text>
					</subparagraph><subparagraph id="HB7BF2E884C7F4538B3C51AA5712A3C3C"><enum>(G)</enum><text>a description of
			 the mentorship portion of such internship programs; and</text>
					</subparagraph><subparagraph id="H492FB466F17844778A8655DE8C074A53"><enum>(H)</enum><text>a summary of exit
			 interviews conducted by such agency upon completion of an internship program by
			 an intern.</text>
					</subparagraph></paragraph><paragraph id="H6B7BB2479C5C435E8881A1CBDD5A9213"><enum>(3)</enum><header>Submission</header><text>Each
			 report required under paragraph (1) shall be submitted to the Office of
			 Personnel Management between March 1 and March 31 of each year. Not later than
			 April 30 of each year, the Office of Personnel Management shall submit to
			 Congress a report summarizing the information submitted to the Office of
			 Personnel Management in accordance with paragraph (1) for such year.</text>
				</paragraph></subsection><subsection id="HAAF3774B2F1748A1BC59119B58A75C91"><enum>(f)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HB38DFCC749B547CFB3AE3B11CAE82850"><enum>(1)</enum><header>Internship
			 program</header><text display-inline="yes-display-inline">The term
			 <term>internship program</term> means a program established by a Federal agency
			 to provide educational employment experiences to individuals whose service in
			 such agency will not be used to displace any employee.</text>
				</paragraph><paragraph id="H3A649F221DAF4A6BB919DD6E4EFAA50F"><enum>(2)</enum><header>Intern</header><text display-inline="yes-display-inline">The term <term>intern</term> means an
			 individual serving in an internship program.</text>
				</paragraph></subsection></section></legis-body>
