		<official-title>To establish a social and behavioral sciences research
		  program at the Department of Energy, and for other purposes.</official-title>

		<section id="H4355CEEBC64F4CA1A9681729DC0EFD58" section-type="section-one"><enum>1.</enum><header>Social and behavioral
			 sciences research program</header>
			<subsection id="H91C77A8C66414B428FCBFEE1AD98AE17"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 establish a social and behavioral sciences research program to identify and
			 understand social and behavioral factors that influence energy consumption and
			 acceptance and adoption rates of new energy technologies, and to promote the
			 utilization of the results of social and behavioral research to improve the
			 design, development, demonstration, and application of energy
			 technologies.</text>
			</subsection><subsection id="HD9A4E7833C7444F8935721165DCE3CFD"><enum>(b)</enum><header>Director</header><text>The
			 Secretary shall appoint or designate a Director of Social and Behavioral
			 Research to carry out the program established under this section.</text>
			</subsection><subsection id="H3BAB8DDC5C4C48D7B4EF84577DAE0EA2"><enum>(c)</enum><header>Duties of the
			 director</header><text display-inline="yes-display-inline">The Director
			 shall—</text>
				<paragraph id="HC40E60E24AB543839FD63411EF3202BC"><enum>(1)</enum><text>develop a research
			 plan in accordance with section 2;</text>
				</paragraph><paragraph id="H1328B9F74BE34FA78FA9C02F216DF3AC"><enum>(2)</enum><text>implement the
			 research program under this section;</text>
				</paragraph><paragraph id="H2D99795CC5004E30B54FE3C3EC9B4F8B"><enum>(3)</enum><text>work with the
			 relevant Department of Energy program offices to integrate the results of
			 social and behavioral research into their work;</text>
				</paragraph><paragraph id="HCA63FE54C98B45C4910B655297E65C86"><enum>(4)</enum><text>develop tools,
			 practices, and information to apply and integrate the results of social and
			 behavioral research into programs that—</text>
					<subparagraph id="H91659580DCC1494F8516BEF3D0D405FB"><enum>(A)</enum><text>design, develop,
			 and demonstrate technologies that supply energy and improve energy efficiency;
			 and</text>
					</subparagraph><subparagraph id="H0059570664D943F7AFCE2083967AA595"><enum>(B)</enum><text>provide
			 information on energy consumption to consumers; and</text>
					</subparagraph></paragraph><paragraph id="HF6299110842F4DB4A9956FA8C192E009"><enum>(5)</enum><text>assist the
			 Secretary in awarding research grants under section 3.</text>
				</paragraph></subsection></section><section id="HBC783B8CCA68445A94AA7CC722570E33"><enum>2.</enum><header>Research
			 Plan</header>
			<subsection id="H6121FA732014488598D682755EBD6272"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Director, in
			 consultation with the Advisory Committee established under section 4, shall
			 develop a research plan and, not later than 9 months after the date of
			 enactment of this Act, transmit such plan to the Congress. Prior to finalizing
			 the research plan, the Director shall publish a draft of the proposed research
			 plan in the Federal Register with a public comment period of not less than 30
			 days.</text>
			</subsection><subsection id="HEE3BDB63BE5F41F9BD2306F847DE0289"><enum>(b)</enum><header>Contents of
			 research plan</header><text>The research plan shall—</text>
				<paragraph id="HA39F782DDFF14CF89E4DE415A8C5876A"><enum>(1)</enum><text>set forth
			 priorities and a schedule for carrying out the research program under section 1
			 and the research grant program under section 3;</text>
				</paragraph><paragraph id="HAE1127A85DB140E184EBBF397B33451B"><enum>(2)</enum><text>address social and
			 behavioral factors that influence—</text>
					<subparagraph id="HB71593F41E6A4520BFECFFFEEDA0FC51"><enum>(A)</enum><text>patterns of energy
			 consumption by individuals, households, and businesses; and</text>
					</subparagraph><subparagraph id="H40D3BB137C0D43C1808237E025435447"><enum>(B)</enum><text>decisions to
			 implement energy conservation measures,</text>
					</subparagraph><continuation-text continuation-text-level="paragraph">including
			 the factors that influence decisions to adopt energy efficient technologies and
			 practices;</continuation-text></paragraph><paragraph id="H74FED991CE7D4488B802D98A5C191900"><enum>(3)</enum><text>include a
			 description of the mechanisms the Department will use to integrate the findings
			 of social and behavioral research into other relevant Department programs;
			 and</text>
				</paragraph><paragraph id="H9A73B736EA0049969C5045EE1BD772EA"><enum>(4)</enum><text>include responses
			 to comments received during the public comment period.</text>
				</paragraph></subsection><subsection id="H013D3B7ACC8B4107BA4C8432210569A4"><enum>(c)</enum><header>Review and
			 revision</header><text>The Director shall review the research plan every 5
			 years and revise the plan as appropriate.</text>
			</subsection></section><section id="H171DDAA23A274F73B0AD790BEF2F4872"><enum>3.</enum><header>Social and
			 Behavioral Research Grants</header>
			<subsection id="HBE5B119094C54757B2E81E9A37B78E8E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 provide grants to support social and behavioral research consistent with the
			 research plan developed under section 2.</text>
			</subsection><subsection id="H77E43F21CC3A47EBBF6D4AAD2B2E7659"><enum>(b)</enum><header>Awards</header><text>Grant
			 awards under this section may be for a period up to 3 years. The Secretary
			 shall award grants through a competitive, merit-based, peer-reviewed process.</text>
			</subsection><subsection id="H82A0F120CD5F4CE3BFADCD266081AD23"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary to carry out this section $10,000,000 for each of fiscal years 2010
			 through 2015.</text>
			</subsection></section><section id="H38BB9207566F4BD580BF21A8BC99F729"><enum>4.</enum><header>Social and
			 behavioral research Advisory Committee</header>
			<subsection id="H95B3AA00CB2A44A9ABB1D81B6816A852"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary shall establish an Advisory Committee composed of experts in relevant
			 fields—</text>
				<paragraph id="HD78658877BDE44AA9387B19525BF2984"><enum>(1)</enum><text>to advise the
			 Secretary and the Director on priority areas for research;</text>
				</paragraph><paragraph id="HDBCFA04C2D99470B84794D636400C97B"><enum>(2)</enum><text>to assist the
			 Director in the development of the research plan under section 2; and</text>
				</paragraph><paragraph id="HF3011F3211F7400C89F944B019CB02A6"><enum>(3)</enum><text>to provide other
			 assistance and advice as requested by the Secretary or the Director.</text>
				</paragraph></subsection><subsection id="HE92E873C560342718721081A5F0BDE64"><enum>(b)</enum><header>Federal advisory
			 committee act</header><text>Section 14 of the Federal Advisory Committee Act (5
			 U.S.C. App.) shall not apply to the Advisory Committee established under
			 subsection (a) until 3 years after the date the Advisory Committee is
			 established.</text>
