		<official-title>To establish within the National Science Foundation the
		  Innovation Inspiration school grant program, and for other
		  purposes.</official-title>

		<section id="H6E7208A3A49C44AAA06C7CF44D06E828" section-type="section-one"><enum>1.</enum><header>Innovative Inspiration school
			 grant program</header>
			<subsection id="H01413CC5CB4A469C9686EA2E20418043"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Director shall establish the Innovation
			 Inspiration school grant program and make grants under this section to eligible
			 entities for the promotion of science, technology, engineering, and mathematics
			 and to participate in robotics and STEM competitions.</text>
			</subsection><subsection id="HDA2CDFB3621E47A4B2797C44C00B900E"><enum>(b)</enum><header>Goals of
			 program</header><text display-inline="yes-display-inline">The goals of the
			 Innovation Inspiration school grant program are to—</text>
				<paragraph id="HCB0424E5B2F64DE6A221DA8C0C10BE4C"><enum>(1)</enum><text>support eligible
			 entities in supporting non-traditional STEM education teaching methods;</text>
				</paragraph><paragraph id="H012E1BFEBB9C4588A78121592947177D"><enum>(2)</enum><text>support the
			 participation by teams of students from eligible entities in certain
			 not-for-profit STEM robotics competitions;</text>
				</paragraph><paragraph id="HD9B1135E001C4E9E87C4827845946C01"><enum>(3)</enum><text>foster innovation
			 and broaden access to careers in STEM by engaging students in after-school
			 programs supported by teachers and professional mentors who will receive
			 additional hands-on training and on-going communications that will not only
			 apply to their interaction with students on the STEM competition teams, but
			 also the other students in their STEM classrooms; and</text>
				</paragraph><paragraph id="H34B4F78E68804A0EB6A3E144CA052728"><enum>(4)</enum><text>encourage the
			 collaboration between students, engineers, and professional mentors to design,
			 build, program, and compete in challenges with sophisticated robots.</text>
				</paragraph></subsection><subsection id="HBA75A296CB7746F18B9A41515C9A96C8"><enum>(c)</enum><header>Application</header>
				<paragraph id="HEB953C0D8065415C8CA3C91747A9BBC2"><enum>(1)</enum><header>In
			 general</header><text>Not later than 60 days after the date of enactment of
			 this Act, the Director shall establish an application process and award
			 criteria.</text>
				</paragraph><paragraph id="HD9F4E72A114F49529DD86BED53D8EBEA"><enum>(2)</enum><header>Submission</header><text>An
			 eligible entity shall submit an application at such time, in such form, and
			 with such information and assurances as required by the Director.</text>
				</paragraph><paragraph id="H1D2A6BF9A978469B87AF3B64C1A1D32C"><enum>(3)</enum><header>Preference</header><text>In
			 developing the award criteria, the Director shall give preference to an
			 eligible entity without an established STEM education program and located in a
			 rural, urban, or underserved area.</text>
				</paragraph></subsection><subsection id="HE7474236BE284E6F97FFF6546F4CA457"><enum>(d)</enum><header>Awards</header><text display-inline="yes-display-inline">The Director shall award grants to selected
			 eligible entities not later than November 1st of each authorized fiscal year to
			 enable such entities to participate in regional and national robotics
			 competitions.</text>
			</subsection><subsection id="H2A12A12A12F048E980129452B738C87B"><enum>(e)</enum><header>Use of grant
			 funds</header>
				<paragraph id="HD02AB9A89E1E47A9945A6131EDB21CFC"><enum>(1)</enum><header>In
			 general</header><text>An eligible entity receiving a grant under this section
			 shall receive not more than $20,000 per year for not more than 5 years.</text>
				</paragraph><paragraph id="HD62AE11A61014CA29AC1CEB1359C4CAA"><enum>(2)</enum><header>Specific
			 uses</header><text>Such entity shall use not more than the following amounts
			 for the following purposes in each year for which funds are received:</text>
					<subparagraph id="H189552B687AA4798831380B75AE9EF8B"><enum>(A)</enum><text>$6,000 for
			 parts.</text>
					</subparagraph><subparagraph id="HFF742FD5026D445ABEFA07FA4701113A"><enum>(B)</enum><text>$4,000 for
			 additional materials.</text>
					</subparagraph><subparagraph id="H44BB81674C7843B5B6236720BC1BA77D"><enum>(C)</enum><text>$5,000 for teacher
			 incentives and stipends.</text>
					</subparagraph><subparagraph id="H490F42C539B44197A6A2C8A634608D44"><enum>(D)</enum><text>$5,000 for support
			 and expenses for regional and national robotics competitions.</text>
					</subparagraph></paragraph></subsection><subsection id="HC34F0281DC334CB48E45743B8FA3C54A"><enum>(f)</enum><header>Additional
			 programs</header>
				<paragraph id="H61DEA1C323A248E0BC23853EC306F914"><enum>(1)</enum><header>Communications
			 and Outreach Program</header><text>The Director shall establish a
			 communications and outreach program to publicize the availability and
			 application procedure for the grant program established by this section.</text>
				</paragraph><paragraph id="H6ECF8794C86F44F09EC4060CA790BB72"><enum>(2)</enum><header>Monitoring</header><text>The
			 Director shall establish an evaluation and monitoring program to determine the
			 efficacy of the grant program established by this section.</text>
				</paragraph></subsection><subsection id="H1FACE53DB0C04C469C0D6B53D9E3BEB9"><enum>(g)</enum><header>Authorization of
			 appropriations</header>
				<paragraph id="H4D62DF209EE840CCBEE24C78D0CCF5E4"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated to the Director to carry out the grant program established
			 in this section $98,800,000 for fiscal years 2010 through 2014.</text>
				</paragraph><paragraph id="H019B58DA093D465F9989D7E30A22CFFE"><enum>(2)</enum><header>Limitations</header><text>Of
			 the amounts authorized under
			 <internal-xref idref="H4D62DF209EE840CCBEE24C78D0CCF5E4" legis-path="2.(g)(1)">paragraph (1)</internal-xref>, not more than—</text>
					<subparagraph id="H4D9FD4DAEC324FDB8C3294B39949CCE0"><enum>(A)</enum><text>$2,500,000 per
			 fiscal year shall be used for the program established under
			 <internal-xref idref="H61DEA1C323A248E0BC23853EC306F914" legis-path="2.(f)(1)">subsection (f)(1)</internal-xref>; and</text>
					</subparagraph><subparagraph id="H7C1F2A59FE324C1EAAED19DD7D8F317F"><enum>(B)</enum><text>$7,500,000 per
			 fiscal year shall be used for the program established under
			 <internal-xref idref="H6ECF8794C86F44F09EC4060CA790BB72" legis-path="2.(f)(2)">subsection (f)(2)</internal-xref>.</text>
					</subparagraph></paragraph></subsection><subsection id="HDA46849900CE47D0908697467CDF407B"><enum>(h)</enum><header>Definitions</header><text>In
			 this section, the following definitions apply:</text>
				<paragraph id="H10AEEC59B80C4822B053F481081B3457"><enum>(1)</enum><header>Director</header><text>The
			 term <term>Director</term> means the Director of the National Science
			 Foundation.</text>
				</paragraph><paragraph id="HEA59701AEDFB48F593912A460F3F6311"><enum>(2)</enum><header>Eligible
			 entity</header><text>The term <term>eligible entity</term> means a local
			 educational agency, as defined in section 9101(26) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 7801(26)), or, if such local
			 educational agency chooses not to apply for a grant under this section, a
			 secondary school, as defined in section 9101(38) of such Act (20 U.S.C.
			 7801(38)).</text>
				</paragraph><paragraph id="H0D659B4797844EC09246713D08D1D5EB"><enum>(3)</enum><header>STEM</header><text>The
			 term <term>STEM</term> means science, technology, engineering, and
			 mathematics.</text>
