		<official-title>To amend title 38, United States Code, to improve the
		  Department of Veterans Affairs contracting goals and preferences for small
		  business concerns owned and controlled by veterans.</official-title>

		<section id="H39EAE72F483640C4AC4B47C9A1DE8BD1" section-type="section-one"><enum>1.</enum><header>Improvement of Department of
			 Veterans Affairs contracting goals and preferences for small business concerns
			 owned and controlled by veterans</header>
			<subsection id="H665F6964C18346CABA62334AAA4A44D8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8127 of title
			 38, United States Code, is amended—</text>
				<paragraph id="H6A651BB7FBC04626BA0019C89D6F724E"><enum>(1)</enum><text>in subsection (c),
			 by striking <quote>may</quote> and inserting <quote>shall</quote>;</text>
				</paragraph><paragraph id="H43254EE6C20A4B1EA2D759A39FF58786"><enum>(2)</enum><text>in subsection (f),
			 by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H6C57172F29EA4840859A1C117A932C5B" style="USC">
						<paragraph id="H317EBD01C6F5455999A7A303E88616A3" indent="up1"><enum>(7)</enum><text display-inline="yes-display-inline">Ownership and control by a veteran or
				veterans of more than one small business concern shall not be grounds for
				disqualification of any of such concerns from inclusion in the database under
				this subsection.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H6F02D0AEEE6A48389F5936D53301E028"><enum>(3)</enum><text>in subsection (l),
			 by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HFEF7AAEA0A804484926304C10CFFAB31" style="USC">
						<paragraph id="HC2A4559E9A2B42DF8DF82AFA94852D8F"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>control of management and
				daily business operations</term> with respect to a business concern means the
				authority to make final decisions affecting financial, operational, management
				policy, and employment issues, irrespective of the number of hours worked by
				the individual with such authority or the location of such individual with
				respect to the business
				concern.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB053026126A14B72ACA4097945C9836D"><enum>(b)</enum><header>Deadline for
			 interim policy guidance</header><text>By not later than 30 days after the date
			 of the enactment of this Act, the Secretary of Veterans Affairs shall issue
			 interim policy guidance to carry out the amendments made by this Act.</text>
