<section id="HA1E78A1D2BEC40D29757C7E1FFD90BB2"><enum>101.</enum><header>Permanent extension of duration of Servicemembers’ Group Life Insurance coverage for totally disabled veterans</header> 
<subsection id="H561CEB0F1419487FB2748651654A8F53"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 1968(a) of title 38, United States Code, is amended—</text> 
<paragraph id="H78BEA53FF68F45B1853B5EF3920A7DDF"><enum>(1)</enum><text>in paragraph (1)(A), by striking clause (ii) and inserting the following new clause (ii):</text> 
<quoted-block display-inline="no-display-inline" id="HA49E95B9D0EA4ED5A9C442EC88994A13" style="USC"> 
<clause id="H7F105A8B070D425BB0E6243ACC3BE1A3"><enum>(ii)</enum><text display-inline="yes-display-inline">The date that is two years after the date of separation or release from such active duty or active duty for training.</text> </clause><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph> 
<paragraph id="H8CF661FFC9684CC39EECEAA35E3E1D69"><enum>(2)</enum><text>in paragraph (4), by striking subparagraph (B) and inserting the following new subparagraph (B):</text>

<subsection id="HA02042BAACF241569F0830630DD40DC2"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall apply with respect to a person who is separated or released on or after June 15, 2005.</text> </subsection></section> 
<section id="H0B2C68A19B224A5986C4F018EC052E56"><enum>102.</enum><header>Increased amount of Veterans’ Group Life Insurance</header> 
<subsection id="H1796553BC01640F29149C88429A20C28"><enum>(a)</enum><header>Increased amount</header><text display-inline="yes-display-inline">Section 1977(a) of title 38, United States Code, is amended—</text> 
<paragraph id="HA1DF4E638BC748898464260246995291"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>Except as provided in paragraph (3),</quote> before <quote>Veterans’ Group Life Insurance shall be</quote>; and</text> </paragraph> 
<paragraph id="HCE50FCE1BC8640308D41199D52297086"><enum>(2)</enum><text>by adding after paragraph (2) the following new paragraph:</text> 
<quoted-block display-inline="no-display-inline" id="H2B716DD447104DAEB021534731BA55E3" style="OLC"> 
<subsection id="H64ED23BE5BC34F97A837B13E1A6F5970"><enum>(3)</enum><text display-inline="yes-display-inline">Not more than once in each five-year period beginning on the one-year anniversary of the date a person becomes insured under Veterans’ Group Life Insurance, such person may elect in writing to increase the amount for which the person is insured if—</text> 
<paragraph id="H8BA3AD34FB3244AAA4BB71813A8E6A4F"><enum>(A)</enum><text display-inline="yes-display-inline">the person is under the age of 60;</text> </paragraph> 
<paragraph id="HEB2D9CB6343840E693288CBB85BC6F15"><enum>(B)</enum><text>the increased amount is $25,000; and</text> </paragraph> 
<paragraph id="HE70111F0378943C4B7F261C0BE244CD8"><enum>(C)</enum><text>the amount for which the person is insured does not exceed the amount provided for under section 1967(a)(3)(A)(i) of this title.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection> 
<subsection id="HFC53BD603B454F13BAB1BDDB5E0BC316"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">Paragraph (3) of section 1977(a) of title 38, United States Code, shall take effect on the date that is 180 days after the date of the enactment of this Act.</text></subsection></section> 
<section id="HD7E0FAE6439845508BB4A63AE162E35B" section-type="subsequent-section"><enum>103.</enum><header>Elimination of reduction in amount of accelerated death benefit for terminally-ill persons insured under Servicemembers’ Group Life Insurance and Veterans’ Group Life Insurance</header> 
<subsection id="H204F8749EB76434A8470CD52CF4E315A"><enum>(a)</enum><header>Elimination of reduction</header><text display-inline="yes-display-inline">Section 1980(b)(1) of title 38, United States Code, is amended by striking <quote>reduced by</quote> and all that follows through <quote>the Secretary</quote>.</text> </subsection> 
<subsection id="HB6FA68058F9A42CBA6FFF0D619DE9C89"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to a payment of an accelerated death benefit under section 1980 of title 38, United States Code, made on or after the date of the enactment of this Act.</text> </subsection></section></title> 
<title id="HBF82B8401E834D7CB0EDD27739130C0F"><enum>II</enum><header>MATTERS RELATING TO HEALTH CARE</header> 
<section id="H37AAB73354394E09BE1AD7B3B8918B05" section-type="subsequent-section"><enum>201.</enum><header>Higher priority status for certain veterans who are medal of honor recipients</header><text display-inline="no-display-inline">Section 1705(a)(3) of title 38, United States Code, is amended by inserting <quote>veterans who were awarded the medal of honor under section 3741, 6241, or 8741 of title 10 or section 491 of title 14,</quote> after <quote>Veterans who are former prisoners of war or who were awarded the Purple Heart,</quote>.</text> </section> 
<section id="HFCCA06AFE48342B19014C32E554E1BF6" section-type="subsequent-section"><enum>202.</enum><header>Provision of hospital care, medical services, and nursing home care for certain Vietnam-era veterans exposed to herbicide and veterans of the Persian Gulf War</header><text display-inline="no-display-inline">Section 1710(e) of title 38, United States Code, is amended—</text> 
<paragraph id="HA7B9FD4643DC48E3B50C40A1F8E1A5A5"><enum>(1)</enum><text>in paragraph (3)—</text> 
<subparagraph id="HD66098AA9ECE47BB819233C950435AD1"><enum>(A)</enum><text>by striking <quote>subsection (a)(2)(F)—</quote> and all that follows through <quote>(C) in the case</quote> and inserting <quote>subsection (a)(2)(F) in the case</quote>; and</text> </subparagraph> 
<subparagraph id="H4880BB87D982426794AA1D4B01EABC9F"><enum>(B)</enum><text>by redesignating clauses (i) and (ii) of the former subparagraph (C) as subparagraphs (A) and (B) of such paragraph (3) and by moving such new subparagraphs two ems to the left; and</text> </subparagraph></paragraph> 
<paragraph id="H9F9F40AC88AA491C95BA27515E242C3E"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (1)(C)—</text> 
<subparagraph id="HD95EC65CBA1D455D8BD9DDFC4C1557B4"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>paragraphs (2) and (3)</quote> and inserting <quote>paragraph (2)</quote>; and</text> </subparagraph> 
<subparagraph id="HADF116E1221643E9AE57FC835DDDE629"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after <quote>on active duty</quote> the following: <quote>between August 2, 1990, and November 11, 1998,</quote>.</text> </subparagraph></paragraph></section> 
<section id="HEDE676BFF69644328A95F4C99EE0F9C0" section-type="subsequent-section"><enum>203.</enum><header>Prohibition on collection of copayments from catastrophically disabled veterans</header> 
<subsection id="HC67F0875CDF94D6BA494FE9933C3D81F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter III of chapter 17 of title 38, United States Code, is amended by adding at the end the following new section:</text> 
<quoted-block display-inline="no-display-inline" id="H6AA259A94AAB48C0A81E0E866503C81B" style="USC"> 
<section id="HDD7399A5B82D4B9784B2EB9E5C81B76D"><enum>1730A.</enum><header>Prohibition on collection of copayments from catastrophically disabled veterans</header><text display-inline="no-display-inline">Notwithstanding subsections (f) and (g) of section 1710 of this title, subsection (a) of section 1722A of this title, and any other provision of law, the Secretary may not require a veteran who is catastrophically disabled to make any copayment for the receipt of hospital care or medical services under the laws administered by the Secretary.</text> </section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="HA95C56B76D7E4EDFA88A2BF90838AFE6"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 1730 the following new item:</text>

<section id="H7620719C76704BC89B67A08287182836" section-type="subsequent-section"><enum>204.</enum><header>Establishment of Director of Physician Assistant Services at Veterans Health Administration of Department of Veterans Affairs</header> 
<subsection id="H4E9A153FF968457CB155D9B4792A23B0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 7306(a) of title 38, United States Code, is amended by striking paragraph (9) and inserting the following new paragraph (9):</text> 
<quoted-block display-inline="no-display-inline" id="HE010C6FF39264BF5AAD704DE372C8737" style="USC"> 
<paragraph id="H98F39BE1BBCD4FFCB553B34C2738BEFF"><enum>(9)</enum><text>The Director of Physician Assistant Services, who shall serve in a full-time capacity at the Central Office of the Department and who shall be a qualified physician assistant, who shall be responsible to and report directly to the Under Secretary for Health on all matters relating to the education and training, employment, appropriate utilization, and optimal participation of physician assistants within the programs and initiatives of the Administration.</text> </paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H7F57AC5BABA64B7482AF1954CF625824"><enum>(b)</enum><header>Deadline for implementation</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall ensure that an individual is serving as the Director of Physician Assistant Services under section 7306(a)(9) of title 38, United States Code, as added by subsection (a), by not later than 120 days after the date of the enactment of this Act.</text> </subsection></section> 
<section id="HDE5DF6BE468B4224A2DFA04786031DC2"><enum>205.</enum><header>Committee on Care of Veterans with Traumatic Brain Injury</header> 
<subsection id="H36A84222D93445F89CD870F535E54A55"><enum>(a)</enum><header>Establishment of committee</header><text>Subchapter II of chapter 73 of title 38, United States Code, is amended by inserting after section 7321 the following new section:</text> 
<quoted-block id="H124D980A08244119893B9CF8F702A0EE" style="USC"> 
<section id="HB430E5D7C8A045C6BB09DA5F0E886C6E"><enum>7321A.</enum><header>Committee on Care of Veterans with Traumatic Brain Injury</header> 
<subsection id="H589A055601D94CC1817A0AAB8EF4844B"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish in the Veterans Health Administration a committee to be known as the <quote>Committee on Care of Veterans with Traumatic Brain Injury</quote>. The Under Secretary for Health shall appoint employees of the Department with expertise in the care of veterans with traumatic brain injury to serve on the committee.</text> </subsection> 
<subsection id="H17F1A2353009409286FC1FFFAF58470A"><enum>(b)</enum><header>Responsibilities of committee</header><text>The committee shall assess, and carry out a continuing assessment of, the capability of the Veterans Health Administration to meet effectively the treatment and rehabilitation needs of veterans with traumatic brain injury. In carrying out that responsibility, the committee shall—</text> 
<paragraph id="H04FC7D3BA5CB43818425122B36AF694C"><enum>(1)</enum><text>evaluate the care provided to such veterans through the Veterans Health Administration;</text> </paragraph> 
<paragraph id="HB67927C7EE954444B79024F0E9973191"><enum>(2)</enum><text>identify systemwide problems in caring for such veterans in facilities of the Veterans Health Administration;</text> </paragraph> 
<paragraph id="H2AAF7A4B80A44AE1BFA8D66A161DBFB9"><enum>(3)</enum><text>identify specific facilities within the Veterans Health Administration at which program enrichment is needed to improve treatment and rehabilitation of such veterans; and</text> </paragraph> 
<paragraph id="H6ED0D4D4C5224FEA833E0B4276BA5586"><enum>(4)</enum><text>identify model programs which the committee considers to have been successful in the treatment and rehabilitation of such veterans and which should be implemented more widely in or through facilities of the Veterans Health Administration.</text> </paragraph></subsection> 
<subsection id="H36A9A04F429D4FD8A5F49F7294BE1B24"><enum>(c)</enum><header>Advice and recommendations</header><text>The committee shall—</text> 
<paragraph id="H4F7953787F604BCF8DB411D42668FD11"><enum>(1)</enum><text>advise the Under Secretary regarding the development of policies for the care and rehabilitation of veterans with traumatic brain injury; and</text> </paragraph> 
<paragraph id="HF25B421E27AC4B22B459DCA6E3EE3C4E"><enum>(2)</enum><text>make recommendations to the Under Secretary—</text> 
<subparagraph id="HEF2C76FE530B45528B74F3278FF73450"><enum>(A)</enum><text>for improving programs of care of such veterans at specific facilities and throughout the Veterans Health Administration;</text> </subparagraph> 
<subparagraph id="H3FF4A2F955444787AB9F6D0F86A54707"><enum>(B)</enum><text>for establishing special programs of education and training relevant to the care of such veterans for employees of the Veterans Health Administration;</text> </subparagraph> 
<subparagraph id="HD62327E8D5504CDD9791E1F69E8CE3F9"><enum>(C)</enum><text>regarding research needs and priorities relevant to the care of such veterans; and</text> </subparagraph> 
<subparagraph id="H91D7E4428BBE478AB1BFF2CFD15FDF92"><enum>(D)</enum><text>regarding the appropriate allocation of resources for all such activities.</text> </subparagraph></paragraph></subsection> 
<subsection id="H0B80CC9A1D9343A9B57276174D6252B6"><enum>(d)</enum><header>Annual report</header><text>Not later than June 1 of 2010, and each subsequent year, the Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the implementation of this section. Each such report shall include the following for the calendar year preceding the year in which the report is submitted:</text> 
<paragraph id="H16BEAD6E17D14DE1A43DD2625C9E9429"><enum>(1)</enum><text>A list of the members of the committee.</text> </paragraph> 
<paragraph id="H12CA1EF22F6B4A9DB4F409E276C2D2DE"><enum>(2)</enum><text>The assessment of the Under Secretary for Health, after review of the initial findings of the committee, regarding the capability of the Veterans Health Administration, on a systemwide and facility-by-facility basis, to meet effectively the treatment and rehabilitation needs of veterans with traumatic brain injury.</text> </paragraph> 
<paragraph id="HB69C816FEFB8412087AA0D6A1362F790"><enum>(3)</enum><text>The plans of the committee for further assessments.</text> </paragraph> 
<paragraph id="H9E77A779B80D484F89E956186E279CB5"><enum>(4)</enum><text>The findings and recommendations made by the committee to the Under Secretary for Health and the views of the Under Secretary on such findings and recommendations.</text> </paragraph> 
<paragraph id="H76148718C9EB45D68AC042C7A3358DEA"><enum>(5)</enum><text>A description of the steps taken, plans made (and a timetable for the execution of such plans), and resources to be applied toward improving the capability of the Veterans Health Administration to meet effectively the treatment and rehabilitation needs of veterans with traumatic brain injury.</text> </paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H3B2B690E477543C2B668FFEE1BB108C1"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 7321 the following new item:</text>

<section id="H00D613BDB609481F9A35168B1A40AF4C"><enum>206.</enum><header>Revision of certain requirements for the pilot program of enhanced contract care authority for health care needs of veterans in highly rural areas</header><text display-inline="no-display-inline">Subsection (b) of section 403 of the Veterans’ Mental Health and Other Care Improvements Act of 2008 (Public Law 110–387; 38 U.S.C. 1703 note) is amended to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="HA51965F4F5634412AD12C4C610AE9F6D" style="OLC"> 
<subsection id="H0945A7CDEB6C4741A496CA54D2183087"><enum>(b)</enum><header>Covered veterans</header><text display-inline="yes-display-inline">For purposes of the pilot program under this section, a covered veteran is any veteran who—</text> 
<paragraph id="HACD9B90301C24D778CAB9FFB01B17E55"><enum>(1)</enum><text>is—</text> 
<subparagraph id="H72A106EC718A4430B040A6127B405050"><enum>(A)</enum><text>enrolled in the system of patient enrollment established under section 1705(a) of title 38, United States Code, as of the date of the commencement of the pilot program under subsection (a)(2); or</text> </subparagraph> 
<subparagraph id="H7AE7450E5F8640A0AB44941BA99FDF24"><enum>(B)</enum><text>eligible for health care under section 1710(e)(3)(C) of title 38, United States Code; and</text> </subparagraph></paragraph> 
<paragraph id="H432374E75F7D4ECEB15069FAD0383D7B"><enum>(2)</enum><text>resides in a location that is—</text> 
<subparagraph id="HE4EF26B037824C9CAEF866E83A75A2CA"><enum>(A)</enum><text display-inline="yes-display-inline">more than 60 minutes’ driving distance, as determined by the Secretary, from the nearest Department health care facility providing primary care services, in the case of a veteran seeking such services;</text> </subparagraph> 
<subparagraph id="H176763E9CB5C4760B081791A22EF4A88"><enum>(B)</enum><text display-inline="yes-display-inline">more than 120 minutes’ driving distance, as determined by the Secretary, from the nearest Department health care facility providing acute hospital care, in the case of a veteran seeking such care; or</text> </subparagraph> 
<subparagraph id="H52F733238E8E4E54B5D83FDB7F47540D"><enum>(C)</enum><text display-inline="yes-display-inline">more than 240 minutes’ driving distance, as determined by the Secretary, from the nearest Department health care facility providing tertiary care, in the case of a veteran seeking such care.</text> </subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section></title>

<section id="H84823F3EC783405EB5AA1721EDFE5D12"><enum>301.</enum><header>Benefits for qualified World War II veterans</header> 
<subsection id="H442D4D0CB3944522B75ABAF25612EEA6"><enum>(a)</enum><header>Establishment of Compensation Fund</header><text>Subchapter II of chapter 5 of title 38, United States Code, is amended by adding at the end the following new section:</text>

<section id="HC63827FA88AB45E9BED6AA65736B91E6"><enum>533.</enum><header>Qualified World War II Veterans Equity Compensation Fund</header> 
<subsection id="H42C1B19FAFCC4D8D92F286878B4471FB"><enum>(a)</enum><header>Compensation Fund</header> 
<paragraph commented="no" display-inline="yes-display-inline" id="HFB0E4D821E1B48B88BB703465ADD2BC9"><enum>(1)</enum><text>There is in the general fund of the Treasury a fund to be known as the <quote>Qualified World War II Veterans Equity Compensation Fund</quote> (in this section referred to as the <quote>compensation fund</quote>).</text> </paragraph> 
<paragraph id="HCF7C3ACA6F2F4ADDB48199A4541B5D88" indent="up1"><enum>(2)</enum><text>Subject to the availability of appropriations for such purpose, amounts in the compensation fund shall be available to the Secretary without fiscal year limitation to make payments to eligible individuals in accordance with this section.</text> </paragraph></subsection> 
<subsection id="H3A53FAACB9ED4A8FB1586D8CFF0F7B2B"><enum>(b)</enum><header>Eligible Individuals</header> 
<paragraph commented="no" display-inline="yes-display-inline" id="H5C7324C867954D6292FF13BBA5543FD6"><enum>(1)</enum><text>An eligible individual is an individual who—</text> 
<subparagraph id="HE47F8A68CD984DADB4C3D7D2D588CC10" indent="up1"><enum>(A)</enum><text>during the 1-year period beginning on the date of the enactment of this section, submits to the Secretary an application containing such information and assurances as the Secretary may require;</text> </subparagraph> 
<subparagraph id="H9A3D8FB3322E41B6A3E24E40C13FC86F" indent="up1"><enum>(B)</enum><text>has not received benefits under the Servicemen’s Readjustment Act of 1944 (Public Law 78–346); and</text> </subparagraph> 
<subparagraph id="HC003F2F3B1624F2A898E37EF4671C50A" indent="up1"><enum>(C)</enum><text>has engaged in qualified service.</text> </subparagraph></paragraph> 
<paragraph id="H57F7013EA847432BAF5657B055405EAD" indent="up1"><enum>(2)</enum><text>For purposes of paragraph (1), a person has engaged in qualified service if the service of the person has been determined to have been active duty service pursuant to section 1401 of the GI Bill Improvement Act of 1977 (38 U.S.C. 106 note).</text> </paragraph></subsection> 
<subsection id="H328B6DB9500547E5A60C76561F27CE62"><enum>(c)</enum><header>Amount of Payments</header><text>The Secretary shall make a monthly payment out of the compensation fund in the amount of $1,000 to an eligible individual. The Secretary shall make such payments to eligible individuals in the order in which the Secretary receives the applications of the eligible individuals.</text> </subsection> 
<subsection id="H3304E3C6FF58429F9BDBB38A38635DFE"><enum>(d)</enum><header>Authorization of Appropriations</header> 
<paragraph commented="no" display-inline="yes-display-inline" id="H115EFE1120034920A66C7466AAC27B10"><enum>(1)</enum><text>There are authorized to be appropriated to the compensation fund amounts as follows:</text> 
<subparagraph id="H8FF46AFCB8B747859FB54C7F80F38D43" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">For fiscal year 2010, $222,000,000.</text> </subparagraph> 
<subparagraph id="H72C59687E9C14998BFE049B3D0E0224E" indent="up1"><enum>(B)</enum><text>For fiscal year 2011, $193,000,000.</text> </subparagraph> 
<subparagraph id="H8BC8A565A6244270B4A1DF5544E1E84C" indent="up1"><enum>(C)</enum><text>For fiscal year 2012, $170,000,000.</text> </subparagraph> 
<subparagraph id="H030F174620384393A766655992F64133" indent="up1"><enum>(D)</enum><text>For fiscal year 2013, $146,000,000.</text> </subparagraph> 
<subparagraph id="H15E5E79B1FD949F996E46B6274740324" indent="up1"><enum>(E)</enum><text>For fiscal year 2014, $124,000,000.</text> </subparagraph></paragraph> 
<paragraph id="H79796FEADF4F4D5AA0DFBC06EC70E769" indent="up1"><enum>(2)</enum><text>Funds appropriated to carry out this section shall remain available until expended.</text> </paragraph></subsection> 
<subsection id="H4358771E454C4C98A6FC28D78CC86887"><enum>(e)</enum><header>Reports</header><text>The Secretary shall include, in documents submitted to Congress by the Secretary in support of the President’s budget for each fiscal year, detailed information on the operation of the compensation fund, including the number of applicants, the number of eligible individuals receiving benefits, the amounts paid out of the compensation fund, the administration of the compensation fund, and an estimate of the amounts necessary to fully fund the compensation fund for that fiscal year and each of the three subsequent fiscal years.</text> </subsection> 
<subsection id="H12366975D5AC47609730FC36871BEEDF"><enum>(f)</enum><header>Regulations</header><text>The Secretary shall prescribe regulations to carry out this section.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="HDB0A02271FDD401A933914185B08F9A1"><enum>(b)</enum><header>Regulations</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary shall prescribe the regulations required under section 532(f) of title 38, United States Code, as added by subsection (a).</text> </subsection> 
<subsection id="H17711167EF0F46C4A843AEA041A78FEF"><enum>(c)</enum><header>Clerical Amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item related to section 532 the following new item:</text>

<section id="H3D767B0EEDDD4B5DAF37CD1B602155ED" display-inline="no-display-inline" section-type="subsequent-section"><enum>302.</enum><header>Waiver of housing loan fee for certain veterans with service-connected disabilities called to active service</header><text display-inline="no-display-inline">Section 3729(c)(1) of title 38, United States Code, is amended by inserting after <quote>retirement pay</quote> the following: <quote>or active service pay</quote>.</text></section></title>
