		<official-title>To require the Secretary of Homeland Security, in
		  consultation with the Secretary of State, to establish a program to issue
		  Asia-Pacific Economic Cooperation Business Travel Cards, and for other
		  purposes.</official-title>

		<section id="H415AD84A951644178F413C33EEF1FE5C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Asia-Pacific Economic Cooperation
			 Business Travel Cards Act of 2009</short-title></quote>.</text>
		</section><section id="H555118E701494B6482A07FCD77BEDEA0"><enum>2.</enum><header>Asia-Pacific
			 Economic Cooperation Business Travel Cards</header>
			<subsection id="H5EEB1D56A6094A87ADF5711249EB0D62"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 January 1, 2010, the Secretary of Homeland Security, in consultation with the
			 Secretary of State, shall establish a program called the <quote>APEC Business
			 Travel Program</quote> to issue Asia-Pacific Economic Cooperation Business
			 Travel Cards (ABTC) to eligible United States citizen business leaders and
			 senior United States Government officials actively engaged in Asia-Pacific
			 Economic Cooperation (APEC) business.</text>
			</subsection><subsection id="H2B6592E9CFB54EDF886434DAEC7D01CE"><enum>(b)</enum><header>Integration with
			 existing travel programs</header><text>The Secretary of Homeland Security shall
			 integrate application procedures for and issuance of ABTC with other
			 appropriate international registered traveler programs of the Department of
			 Homeland Security, such as Global Entry, NEXUS, and SENTRI.</text>
			</subsection><subsection id="H7057202CD32B4ADEB9E0F02A413E554A"><enum>(c)</enum><header>Cooperation with
			 private entities</header><text>In carrying out this section, the Secretary of
			 Homeland Security shall work in conjunction with appropriate private sector
			 entities to ensure that applicants for ABTC satisfy ABTC requirements. The
			 Secretary of Homeland Security may utilize such entities to enroll and issue
			 ABTC to qualified applicants.</text>
			</subsection><subsection id="H641579C841864FEC914EB8B831EA6DAA"><enum>(d)</enum><header>Fee</header>
				<paragraph id="HF789DAA2F74A4228BEA5AC64F09B5655"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Homeland Security may impose a fee for the issuance of ABTC, and may modify
			 such fee from time to time as the Secretary determines appropriate.</text>
				</paragraph><paragraph commented="no" id="H99267079D3CB4D5B841FAE820BBB1EE9"><enum>(2)</enum><header>Limitation</header><text>The
			 Secretary of Homeland Security shall ensure that the total amount of any fees
			 imposed under paragraph (1) in any fiscal year does not exceed the costs
			 associated with carrying out this section in such fiscal year.</text>
				</paragraph><paragraph id="HF85C9B6F9DF8484FBDB62659EA9610D6"><enum>(3)</enum><header>Crediting to
			 appropriate account</header><text>Fees collected under paragraph (1) shall be
			 credited to the appropriate account of the Department of Homeland Security and
			 are authorized to remain available until expended.</text>
