		<official-title>To prohibit any increase in the amount established for
		  the Members’ Representational Allowance during a period of high unemployment
		  and public debt.</official-title>

		<section id="H95860EB0D364465891849B4820AE5F8F" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Reduction of Irresponsible MRA Growth Act</quote> or the <quote>TRIM
			 Growth Act</quote>.</text>
		</section><section id="HDB1113C2ACB0495EB6649D761241A0F5" section-type="subsequent-section"><enum>2.</enum><header>Prohibiting Increase
			 in Members’ Representational Allowance During Period of High Unemployment and
			 Public Debt</header>
			<subsection id="H4752CD5E1B7E4FAE8C9B4C56544872AC"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">Section 101 of the
			 House of Representatives Administrative Reform Technical Corrections Act (2
			 U.S.C. 57b) is amended—</text>
				<paragraph id="H0B7F754E7F974FA58B32F2EF1FB6060F"><enum>(1)</enum><text>by redesignating
			 subsection (e) as subsection (f); and</text>
				</paragraph><paragraph id="HF83249CFD0444F2091FA7A4F61784BA8"><enum>(2)</enum><text>by inserting after
			 subsection (d) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H90ACA48B9CC44F4588E924E62D510B08" style="OLC">
						<subsection id="H23CBDCEE5AB1475F85BE6556804E287C"><enum>(e)</enum><header>Prohibiting
				Increase During Periods of High Unemployment and Public Debt</header><text display-inline="yes-display-inline">The Members’ Representational Allowance
				established for a fiscal year may not exceed the Members’ Representational
				Allowance established for the previous fiscal year unless—</text>
							<paragraph id="HFA956B8FC12D4E2D8C1F4CA97736FB57"><enum>(1)</enum><text display-inline="yes-display-inline">the Bureau of Labor Statistics publishes a
				national unemployment rate of 6 percent or lower for each of the 6 most recent
				months for which the Bureau published a national unemployment rate which
				occurred prior to the beginning of the fiscal year; or</text>
							</paragraph><paragraph id="H6E66625A511F4451A93986450760C8F2"><enum>(2)</enum><text>the Secretary of
				the Treasury certifies to the Committees on Appropriations of the House of
				Representatives and Senate that the amount of the public debt (as referred to
				in section 3101 of title 31, United States Code) is not greater than
				$5,500,000,000,000 as of the first day of the last month of the previous fiscal
				year.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H26F1C5B523224CAABE5FA45239F0E347"><enum>(b)</enum><header>Effective
			 Date</header><text>The amendment made by subsection (a) shall apply with
			 respect to fiscal year 2010 and each succeeding fiscal year.</text>
