		<section id="H3028B9DDA8834DB99F0D605A597E7A3C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Flood Insurance Program
			 Extension Act of 2009</short-title></quote>.</text>
		</section><section id="H18916CC9816A4DCCA899BD82DDF5DF41" section-type="subsequent-section"><enum>2.</enum><header>Extension of national
			 flood insurance program</header>
			<subsection id="HA4F6FDDA8EDD4C14B6895F336DB9134A"><enum>(a)</enum><header>Program
			 extension</header><text display-inline="yes-display-inline">Section 1319 of the
			 National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4026">42 U.S.C. 4026</external-xref>) is amended by
			 striking <quote>September 30, 2008</quote> and inserting <quote>March 31,
			 2010</quote>.</text>
			</subsection><subsection commented="no" id="HB8F8263B82404F9CA2CA12F0BE366066"><enum>(b)</enum><header>Financing</header><text display-inline="yes-display-inline">Section 1309(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4016">42 U.S.C. 4016(a)</external-xref>)
			 is amended by striking <quote>September 30, 2008</quote> and inserting
			 <quote>March 31, 2010</quote>.</text>
			</subsection></section><section id="H7FA915C2038448F59656CD9CF68E3CB4"><enum>3.</enum><header>Extension of
			 pilot program for mitigation of severe repetitive loss properties</header><text display-inline="no-display-inline">Section 1361A of the National Flood
			 Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4102a">42 U.S.C. 4102a</external-xref>) is
			 amended—</text>
			<paragraph id="H6AF415BF06F644B69AE90484CC07FDF4"><enum>(1)</enum><text>in subsection
			 (k)(1), by striking <quote>2005, 2006, 2007, 2008, and 2009</quote> and
			 inserting <quote>2009 and 2010</quote>; and</text>
			</paragraph><paragraph id="H1497FD7515874F6BA9EB6756C5154AEE"><enum>(2)</enum><text>by striking
			 subsection (l).</text>
			</paragraph></section><section id="H8BF86316BCEA47EDA7FC0F1F35946B50" section-type="subsequent-section"><enum>4.</enum><header>Consideration of
			 reconstruction and improvement of flood protection systems in determination of
			 flood insurance rates</header>
			<subsection id="HA26D8DF3BD46452DB737A893A5BBC982"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1307 of the
			 National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014</external-xref>) is amended—</text>
				<paragraph id="H9C8039A3194945CEAA9245B9EE2AC7D0"><enum>(1)</enum><text>in subsection
			 (e)—</text>
					<subparagraph id="H0914F89700524C1694FCD23D8723829E"><enum>(A)</enum><text>in the first
			 sentence, by striking <quote>construction of a flood protection system</quote>
			 and inserting <quote>construction, reconstruction, or improvement of a flood
			 protection system (without respect to the level of Federal investment or
			 participation)</quote>; and</text>
					</subparagraph><subparagraph id="H31F0460887974208B06E0CB6B4361475"><enum>(B)</enum><text>in the second
			 sentence—</text>
						<clause id="H139A96CE80034BEAA86B3F25BA810C76"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>construction of a flood
			 protection system</quote> and inserting <quote>construction, reconstruction, or
			 improvement of a flood protection system</quote>; and</text>
						</clause><clause id="HD7B8A0DD72144486AB0EF364EFD3A5D6"><enum>(ii)</enum><text>by
			 inserting <quote>based on the present value of the completed system</quote>
			 after <quote>has been expended</quote>; and</text>
						</clause></subparagraph></paragraph><paragraph id="H895693646BCF4240B8A16905859A9748"><enum>(2)</enum><text>in subsection
			 (f)—</text>
					<subparagraph id="H2A83F2EE5CCA47FDA8FF37C16EB82DDA"><enum>(A)</enum><text>in the first
			 sentence in the matter preceding paragraph (1), by inserting <quote>(without
			 respect to the level of Federal investment or participation)</quote> after
			 <quote>no longer does</quote>;</text>
					</subparagraph><subparagraph id="H2B109C63055643E9B4A0277F9EBFEC0F"><enum>(B)</enum><text>in the third
			 sentence in the matter preceding paragraph (1), by inserting <quote>, whether
			 coastal or riverine,</quote> after <quote>special flood hazard</quote>;
			 and</text>
					</subparagraph><subparagraph id="H6195DA949FCC4667911357849804F20D"><enum>(C)</enum><text>in paragraph (1),
			 by striking <quote>a Federal agency in consultation with the local project
			 sponsor</quote> and inserting <quote>the entity or entities that own, operate,
			 maintain, or repair such system</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HBD9B105366EC41C7AEB09AF685B38829"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 30 days after the date of
			 the enactment of this Act, the Administrator of the Federal Emergency
			 Management Agency shall promulgate regulations to carry out the amendments made
			 by subsection (a). Section 5 may not be construed to annul, alter, affect,
			 authorize any waiver of, or establish any exception to, the requirement under
			 the preceding sentence.</text>
			</subsection></section><section id="H2AAD5CA32FFC4E0B93780411E8DDC2E7"><enum>5.</enum><header>Implementation</header><text display-inline="no-display-inline">The Administrator of the Federal Emergency
			 Management Agency shall implement this Act and the amendments made by this Act
			 in a manner that will not materially weaken the financial position of the
			 National Flood Insurance Program or increase the risk of financial liability to
			 Federal taxpayers.</text>
