<official-title>To amend title 38, United States Code, to direct the Secretary of Veterans Affairs establish a grant program to provide assistance to veterans who are at risk of becoming homeless.</official-title>

<section id="H0478082CD56C4BB100861836C9446505" section-type="section-one"><enum>1.</enum><header>Grant program to provide assistance to veterans at risk of becoming homeless</header> 
<subsection id="H1C26FB44E613435AADABD2922C42CEA8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subchapter VII of chapter 20 of title 38, United States Code, is amended by adding at the end the following new section:</text> 
<quoted-block style="USC" id="HDA3B2A08688446BB91E941CC93321D99" display-inline="no-display-inline"> 
<section id="H55A0D30C8DB34E3C80EF935D3B4950F7"><enum>2067.</enum><header>Grant program for homelessness prevention</header> 
<subsection id="H33652D35426F438EB370EB519210F144"><enum>(a)</enum><header>Grant program</header><text display-inline="yes-display-inline">Subject to the availability of appropriations provided for such purpose, the Secretary shall carry out a program under which the Secretary shall make grants to public entities and private nonprofit organizations to provide assistance for covered veterans in accordance with this section.</text></subsection> 
<subsection id="H41857BC5218F46F998C6028B379A6F6"><enum>(b)</enum><header>Assistance provided</header><text>The recipient of a grant under this section shall use the grant to—</text> 
<paragraph id="HAE91DF50172B408A89F1439FF23C5B12"><enum>(1)</enum><text>make payments to an eligible veteran’s landlord, mortgage company, or utility company for amounts of rent or mortgage that are in arrears, security deposits for rental properties, or utility bills or arrears; and</text></paragraph> 
<paragraph id="HC05674E80021468F8BAAD00F3009812"><enum>(2)</enum><text>ensure that at the onset of providing assistance for a veteran under paragraph (1), the veteran is in receipt of supportive services to further prevent homelessness, which may include job training, mental health and substance abuse treatment, and other services identified by the Secretary to address the barriers that compromise the veteran’s self-sufficiency and well-being. This would help link the veterans to appropriate services within the VA, as well as other federal resources that are available through DOL and HUD. </text></paragraph></subsection> 
<subsection id="H4EF4D5E398C14D75B5040162EC5187F6"><enum>(c)</enum><header>Application requirements</header><text>To be eligible to receive a grant under this section, a public entity or private nonprofit organization shall submit to the Secretary an application containing such information and assurances as the Secretary may require. Such application shall demonstrate that the entity or organization is capable of providing the assistance described in subsection (b). </text></subsection> 
<subsection id="H965FD1A924534F969E3954A024992D2E"><enum>(d)</enum><header>Duration of assistance</header><text display-inline="yes-display-inline">The recipient of a grant under this section may not provide assistance under subsection (b) to any veteran for a duration of longer than three months.</text></subsection> 
<subsection id="HD5E1038820EB47BEB16000A3C2348295"><enum>(e)</enum><header>Covered veterans</header><text display-inline="yes-display-inline">For the purposes of this section, the term <quote>covered veteran</quote> means a veteran who is at risk of becoming homeless (as that term is defined in section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a))), as determined by the Secretary, and who—</text> 
<paragraph id="HC12DC95F44A14947A41DE7A23F07B547"><enum>(1)</enum><text>is in imminent danger of eviction or foreclosure;</text></paragraph> 
<paragraph id="H6EE462014582445FAB6C006B082D96CF"><enum>(2)</enum><text>demonstrates a compromised ability to make rental or mortgage payments based on income; and</text></paragraph> 
<paragraph id="H5AD8F9EE25D74786BD2404C6BFB2D17B"><enum>(3)</enum><text>meets such eligibility criteria as is established by the recipient of a grant under this section.</text></paragraph></subsection> 
<subsection id="H88C4BA9790B54BC493BFE4E1001CBE42"><enum>(f)</enum><header>Recovery of unused grant funds</header> 
<paragraph id="H9FC04D8FBEC0431BB913F5A55E47E457" display-inline="yes-display-inline"><enum>(1)</enum><text>If a grant recipient under this section does not provide assistance in accordance with this section or ceases to provide the assistance for which the grant was made, the United States shall be entitled to recover from such recipient the total of all unused grant amounts made under this section to such recipient.</text></paragraph> 
<paragraph id="H6A671321A62247E3B34DDC9BE007404" indent="up1"><enum>(2)</enum><text>Any amount recovered by the United States under paragraph (1) may be obligated by the Secretary without fiscal year limitation to carry out provisions of this subchapter.</text></paragraph> 
<paragraph id="H983A11F33D6E4B43952513E94C3466D" indent="up1"><enum>(3)</enum><text>An amount may not be recovered under paragraph (1) as an unused grant amount before the end of the three-year period beginning on the date on which the grant is made.</text></paragraph></subsection> 
<subsection id="H635E463180AA4BCA8391F8D1BE001B3B"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $100,000,000 for each of fiscal years 2011, 2012, and 2013 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H9A29B3DE18D6461496C543091CE9E27B"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 2066 the following new item:</text>
