		<official-title>To require the Secretary of Education to establish a
		  pilot program to award grants to State and local educational agencies to
		  develop financial literacy programs in elementary and secondary schools, and

		<section id="H68C36CCEA0DB4790AC6C2BA8DBA6BEF2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Financial Literacy for Youth Act of
			 2009</short-title></quote> or the <quote><short-title>FLY
			 Act of 2009</short-title></quote>.</text>
		</section><section id="H89772D3DF5CB46D98F00C7EEC7A666D9"><enum>2.</enum><header>Requirement to
			 establish a pilot program to award grants to State and local educational
			 agencies to develop financial literacy programs in elementary and secondary
			 schools</header>
			<subsection id="H5A27BBE191644C6E00F5D1F93E4E7F66"><enum>(a)</enum><header>In
			 general</header>
				<paragraph id="H749DBF4B242843A38C74025BD23C8662"><enum>(1)</enum><header>Pilot
			 Program</header><text>The Secretary of Education (referred to in this Act as
			 the <quote>Secretary</quote>) shall establish a pilot program to award grants
			 to State and local educational agencies to develop financial literacy programs
			 in elementary and secondary schools.</text>
				</paragraph><paragraph id="H1F984E30FAA2452EB4B6ACED6707E0C5"><enum>(2)</enum><header>Grant
			 awards</header><text>The Secretary shall award grants under the pilot program
			 to 10 State or local education agencies.</text>
				</paragraph></subsection><subsection id="H9467BF02053842B3A4376BBB4B6C9209"><enum>(b)</enum><header>Application</header>
				<paragraph id="HD3609F85D71745C5890088F545341398"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Each State or local
			 educational agency that desires a grant under the pilot program shall submit an
			 application to the Secretary at such time, in such manner, and accompanied by
			 such information as the Secretary may reasonably require.</text>
				</paragraph><paragraph id="HFD43035BE34D4BE4A50358C2D73852F3"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">Each grant application under the pilot
			 program shall describe how—</text>
					<subparagraph id="HB58C2BE30EB4400996D4F000D75FB900"><enum>(A)</enum><text>funds will be used
			 to incorporate financial literacy into the curriculum;</text>
					</subparagraph><subparagraph id="H7177B1A20B844B768BA111B047980297"><enum>(B)</enum><text>a local
			 educational agency will work with State educational agencies to ensure that the
			 curriculum is in compliance with State standards;</text>
					</subparagraph><subparagraph id="HD6F7E904A42845E39C11A2AA921238E1"><enum>(C)</enum><text>the funds will be
			 used for professional development;</text>
					</subparagraph><subparagraph id="H070314EB022D4B11B60011501BF9438E"><enum>(D)</enum><text>a local
			 educational agency will coordinate its financial literacy program with local,
			 State, and Federal programs (or other community initiatives, if applicable);
			 and</text>
					</subparagraph><subparagraph id="H3BF4D894A2394F33B5703EA849739758"><enum>(E)</enum><text>a local
			 educational agency will measure performance and evaluate the effectiveness of
			 its program.</text>
					</subparagraph></paragraph></subsection><subsection id="H104ABCDC9704404495CA5FDB8971D90"><enum>(c)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">A grant award under the
			 pilot program shall be used to integrate financial literacy programs into
			 elementary and secondary school curriculums; to carry out professional
			 development, including fellowships for financial literacy instructors and
			 personnel (including licensed teachers, education administrators, and bank
			 personnel) involved in the education of financial literacy programs; to conduct
			 program evaluations and surveys; and to collect, analyze, and develop
			 information necessary to accomplish the pilot program.</text>
			</subsection><subsection id="H9EE075A1C5BA4AD5B6B2B3166B019814"><enum>(d)</enum><header>Maximum
			 Grant</header><text display-inline="yes-display-inline">A grant award under the
			 pilot program to any one State or local educational agency shall be not more
			 than $250,000 for any fiscal year.</text>
			</subsection><subsection id="H2A378CCF723F49BCA7B08DD43C609208"><enum>(e)</enum><header>Limitation on
			 Administrative Costs</header><text>Not more than 4 percent of the amounts made
			 available under the pilot program for any fiscal year may be used for
			 administrative costs to carry out the pilot program.</text>
			</subsection><subsection id="HF5C734C2E6D24F9EBA73725FA740C139"><enum>(f)</enum><header>Reports</header>
				<paragraph id="H82A722BA783C4482A5573E00E7F9D064"><enum>(1)</enum><header>Report by a
			 State or local education agency</header><text display-inline="yes-display-inline">Not later than 90 days after the conclusion
			 of the pilot program, a State or local educational agency shall prepare and
			 submit to the Secretary a report that details which curriculums and policies
			 implemented in the financial literacy program were successful or unsuccessful,
			 which curriculums and policies they would recommend to other education
			 agencies, and such further guidelines for this report as the Secretary shall
			 deem necessary.</text>
				</paragraph><paragraph id="HEAF1D1BEEC7B4CB1AD15F609EFC31F92"><enum>(2)</enum><header>Report by the
			 Secretary</header><text>Not later than 180 days after the conclusion of the
			 pilot program, the Secretary shall submit to the Committee on Financial
			 Services and the Committee on Education and Labor a report on the pilot
			 program.</text>
				</paragraph></subsection><subsection id="HBD2B0CC9C0254B60A67BA8C237A1D27"><enum>(g)</enum><header>Financial
			 literacy defined</header><text>The term <term>financial literacy</term> means
			 the acquisition of knowledge and understanding of all personal financial
			 matters and transactions, from finance management and investment, to being able
			 to make sound financial decisions, including but not limited to
			 understanding—</text>
				<paragraph id="H308ACA8D95B442A59077DFF12F0B1AA"><enum>(1)</enum><text>how to balance a
			 checkbook, read a credit card statement, and calculate interest rates;</text>
				</paragraph><paragraph id="H80EAE0C276884C2C94FBFD5516023600"><enum>(2)</enum><text>what a pay stub is
			 and why Federal and State taxes, Social Security, and Medicare are deducted
			 from wages;</text>
				</paragraph><paragraph id="HDC93DBCDDF824917A792CF59B8653DF"><enum>(3)</enum><text>the differences
			 between various types of bank accounts;</text>
				</paragraph><paragraph id="HDDD71AC3DDDE420F9274B600357DAD8D"><enum>(4)</enum><text>the significance
			 of a credit score and how to read credit reports;</text>
				</paragraph><paragraph id="HF556322E2B034865823113A33D77F3BB"><enum>(5)</enum><text>the marketing
			 techniques frequently used by individuals and businesses to attract patrons;
			 and</text>
				</paragraph><paragraph id="HC8D1D41CA4E044748FE25CB281A01051"><enum>(6)</enum><text>the importance of
			 saving for college and retirement.</text>
				</paragraph></subsection><subsection id="HE09BF29157ED4A6DA649574F74BE002E"><enum>(h)</enum><header>Authorization of
			 Appropriations</header><text>There are authorized to be appropriated such sums
			 as are necessary for each of the fiscal years 2010 through 2015 to carry out
			 the pilot program.</text>
