		<official-title>To amend title 38, United States Code, to provide support
		  services for family caregivers of disabled veterans, and for other
		  purposes.</official-title>

		<section id="HB05C16E924484903B07C9A4D84975E41" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Wounded Warrior Caregiver Assistance
			 Act</short-title></quote>.</text>
		</section><section id="HD569E01ABB7A4A0D8F8DE1E377B45BBD"><enum>2.</enum><header>Support Services
			 for Family Caregivers</header>
			<subsection id="H793A03B47E7F4EC4B7C2B836397C76D8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 17 of title
			 38, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H011BAC27A4E4486D9633B77A028FF224" style="USC">
					<section id="HA995A521388B491292051E719D0979B9"><enum>1786.</enum><header>Support
				services for family caregivers</header>
						<subsection id="H4C689014A6DC43D0AC633763FE87A5AB"><enum>(a)</enum><header>Training</header><text display-inline="yes-display-inline">The Secretary shall make available
				interactive training sessions for family caregivers and individuals who provide
				such caregivers support under this chapter or through the aging network
				(including respite care providers, nursing care providers, and counselors).
				Such training shall—</text>
							<paragraph id="HBBF6ACA945E145D1BF59D067D55B4D06"><enum>(1)</enum><text>be made available
				both in person and on an Internet website;</text>
							</paragraph><paragraph id="H52B110BF0D65435FAD4CBA034D264F6F"><enum>(2)</enum><text>incorporate
				telehealth technologies to the extent practicable; and</text>
							</paragraph><paragraph id="H88DA4637BCC641D3BFF6A15E5F962CF3"><enum>(3)</enum><text display-inline="yes-display-inline">teach techniques, strategies, and skills
				for caring for a disabled veteran, including, at a minimum, effective methods
				of—</text>
								<subparagraph id="HE2D0897C39FB4E0F80C639C0F7770E55"><enum>(A)</enum><text display-inline="yes-display-inline">caring for a veteran—</text>
									<clause id="HFC5E10F1EDF843DB9EB0865A57960550"><enum>(i)</enum><text>with
				post-traumatic stress disorder or a traumatic brain injury; and</text>
									</clause><clause id="H3BF8E56B87B146BC97FC364F98CFCF1A"><enum>(ii)</enum><text>who was deployed
				in support of Operation Enduring Freedom or Operation Iraqi Freedom; and</text>
									</clause></subparagraph><subparagraph id="HB2EDFE3542CE4B29B410EE77C0D71939"><enum>(B)</enum><text>recording details
				regarding the health of the veteran.</text>
								</subparagraph></paragraph></subsection><subsection id="H8103488100AF48E6B67DC3F31CB9DD06"><enum>(b)</enum><header>Access to
				support services</header><text>The Secretary shall provide family caregivers
				with information concerning public, private, and non-profit agencies that offer
				support to such caregivers. In providing such information, the Secretary
				shall—</text>
							<paragraph id="H7D0D5ED4F3B4400EBACD1878CD16F72D"><enum>(1)</enum><text display-inline="yes-display-inline">collaborate with the Assistant Secretary
				for Aging of the Department of Health and Human Services in order to provide
				family caregivers access to Aging and Disability Resource Centers under the
				Administration on Aging of the Department of Health and Human Services;
				and</text>
							</paragraph><paragraph id="HD6BABC3DDDAF458091B9F3BA619BD430"><enum>(2)</enum><text>contract with a
				private entity to provide family caregivers with an Internet-based service that
				contains—</text>
								<subparagraph id="H10C653EF94704DADAC9E4C40105AD548"><enum>(A)</enum><text>a directory of
				services available at the county level;</text>
								</subparagraph><subparagraph id="H1BF43CDC34DE400BA4504FC9C835B966"><enum>(B)</enum><text>message boards and
				other similar tools that provide family caregivers with the ability to interact
				with each other and disabled veterans for the purpose of fostering peer support
				and creating support networks; and</text>
								</subparagraph><subparagraph id="H4888393C69CD4E0EBC1CD41484AFD724"><enum>(C)</enum><text>comprehensive
				information explaining health-related topics and issues relevant to the needs
				of disabled veterans and family caregivers.</text>
								</subparagraph></paragraph></subsection><subsection id="H1DFFD715A80843C1BF7DC12AACB1378C"><enum>(c)</enum><header>Information and
				outreach</header><text display-inline="yes-display-inline">The Secretary shall
				conduct outreach to inform disabled veterans and the families of such veterans
				of the services under this section. Such outreach shall include the
				following:</text>
							<paragraph id="HC034E310AECA475E949C3F5C38D445F2"><enum>(1)</enum><text>Public service
				announcements.</text>
							</paragraph><paragraph id="HA6DA39081CEF4CB1BE49E65A805C16B7"><enum>(2)</enum><text>Brochures and
				pamphlets.</text>
							</paragraph><paragraph id="H1E485FC38AC3461B9E5F8DC75AEC5112"><enum>(3)</enum><text>Full use of
				Internet-based outreach methods, including—</text>
								<subparagraph id="HA53EC3E57759466D859AE241CAEC4957"><enum>(A)</enum><text>participating on
				social networking websites;</text>
								</subparagraph><subparagraph id="H4DE2C79B73414D95952BBAC7C1C23016"><enum>(B)</enum><text>methods designed
				specifically for rural families; and</text>
								</subparagraph><subparagraph id="HE2F65E0B7F4D4BAF9CC80CBD1AF00F71"><enum>(C)</enum><text display-inline="yes-display-inline">establishing a web page on the Internet
				website of the Department that—</text>
									<clause id="H23B3EC1330A24FA1A7980E0133C75C6A"><enum>(i)</enum><text>is
				dedicated to caregiver support; and</text>
									</clause><clause id="H3F6A80FEA0BC4AB5A4A0E54F55E424FB"><enum>(ii)</enum><text>contains
				interactive elements, including providing information based on the location of
				the person using the web page.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="H65C1425986B245A78D5D7D5E22040A4F"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
							<paragraph id="HE839605BEDB344F9865E79BDB5AEE6B1"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>aging network</term> has the
				meaning given that term in section 102(5) of the Older Americans Act of 1965
				(42 U.S.C. 3002(5)).</text>
							</paragraph><paragraph id="H4E33466598B241B29AFBDB18150C6E2D"><enum>(2)</enum><text>The term
				<term>caregiver services</term> means noninstitutional extended care (as used
				in section 1701(6) of this title), including homemaker and home health aid
				services.</text>
							</paragraph><paragraph id="H5BF0E42F958E49469696CA7F4F6915AE"><enum>(3)</enum><text>The term
				<term>family caregiver</term> means an individual who—</text>
								<subparagraph id="H5843F0E922AE47B09AF782DE951DF6EB"><enum>(A)</enum><text display-inline="yes-display-inline">is a member of the family (including
				parents, spouses, children, siblings, step-family members, and extended family
				members) of a disabled veteran;</text>
								</subparagraph><subparagraph id="H4FF531DC402F4923A57C92D1738E5E51"><enum>(B)</enum><text display-inline="yes-display-inline">provides caregiver services to such veteran
				for such disability; and</text>
								</subparagraph><subparagraph id="H9158AF74D4444FE6AD98939172B6CDC3"><enum>(C)</enum><text>may or may not
				reside with such
				veteran.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H477CD2FBAAB24EAA8D801107D51A0DA7"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of chapter 17 of title 38, United States Code, is
			 amended by adding at the end the following new item:</text>

			</subsection></section><section id="HA155C8AB144D45638BC875124D8539FE"><enum>3.</enum><header>Counseling and
			 mental health services for family caregivers</header>
			<subsection id="H744413406EF44340A748E352C381A349"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1782 of title
			 38, United States Code, is amended—</text>
				<paragraph id="H7CE8A0268F1A4AC9B64DBFE80ED41D0E"><enum>(1)</enum><text>in the section
			 heading, by striking <quote><header-in-text>immediate</header-in-text></quote>;
			 and</text>
				</paragraph><paragraph id="H77D73B6C3E7D4A16BF1C2D34BCF87A28"><enum>(2)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="H5FD2803036F940278CD71954D3317B61"><enum>(A)</enum><text>in paragraph (1),
			 by striking <quote>; or</quote> and inserting a semicolon;</text>
					</subparagraph><subparagraph id="HD35C60552A924950A6335C8FCDF9E150"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (3); and</text>
					</subparagraph><subparagraph id="H8BC1ADAAA18840F187B8579FBDB0E626"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following new paragraph (2):</text>
						<quoted-block display-inline="no-display-inline" id="H20E193815FA046FFA2338289EB3368AF" style="USC">
							<paragraph id="H0773D90E11BA43CC8F03B7ECD6B42853"><enum>(2)</enum><text display-inline="yes-display-inline">a family caregiver as defined in section
				1786 of this title;
				or</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H877B53C656704E6486145A13FCABBBEF"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of chapter 17 of title 38, United States Code, is
			 amended by striking the item relating to section 1782 and inserting the
			 following new item:</text>

			</subsection></section><section id="HBB89907C23414F079D825271EC35D1E1"><enum>4.</enum><header>Respite care to
			 assist family caregivers</header><text display-inline="no-display-inline">Section 1720B of title 38, United States
			 Code, is amended—</text>
			<paragraph id="HE35F9CA3BC4C4DD19A3A89421750896F"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>title.</quote> and inserting <quote>title or who receives
			 care from a family caregiver as defined in section 1786 of this title.</quote>;
			 and</text>
			</paragraph><paragraph id="H60A1109799504A54B5F3F3828A9E6A72"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HC9215E67B64E4CC18936565289B66BB4" style="USC">
					<subsection id="HCFD61E55F4334A749AA06AC12627938C"><enum>(d)</enum><text display-inline="yes-display-inline">In furnishing respite care services under
				this section, the Secretary shall ensure that such services—</text>
						<paragraph id="H2E5BA42F81C94F8FB53138C4379991F3"><enum>(1)</enum><text>fulfill the needs
				of the veteran receiving care; and</text>
						</paragraph><paragraph id="H7B06275A46DB4EB2B8CFE6F8B3C49469"><enum>(2)</enum><text>are appropriate
				for the veteran (including by taking the age of the veteran into account when
				selecting the respite care provided to such
				veteran).</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
