		<official-title>To amend title 10, United States Code, to require that
		  military decorations, ribbons, badges, medals, insignia, and other uniform
		  accouterments used by the Armed Forces be produced in the United
		  States.</official-title>

		<section id="H4EC91F785D6742F2ABE828F67CF3AC4C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>U.S. Military Medals and Insignia
			 Pride and Patriotism Act of 2009</short-title></quote>.</text>
		</section><section id="HF4F49636BE944E5E94F3EF68EB82DB81" section-type="subsequent-section"><enum>2.</enum><header>Requirement to buy
			 military decorations, ribbons, badges, medals, insignia, and other uniform
			 accouterments produced in the United States</header>
			<subsection id="H57ECE8C836F24A769A80B76399C4C180"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Subchapter III of chapter 147 of title 10,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H842D4D070A9E48CEAE0391C7FBC4D498" style="USC">
					<section id="H42C4E49911C34165953D875921FCAFE5"><enum>2495c.</enum><header>Requirement
				to buy military decorations and other uniform accouterments from American
				sources; exceptions</header>
						<subsection id="H182F9C4A39BE45EBB04728876EA21D8B"><enum>(a)</enum><header>Buy-American
				requirement</header><text display-inline="yes-display-inline">A military
				exchange store or other nonappropriated fund instrumentality of the Department
				of Defense may not purchase for resale any military decorations, ribbons,
				badges, medals, insignia, and other uniform accouterments that are not produced
				in the United States. Competitive procedures shall be used in selecting the
				United States producer of the decorations.</text>
						</subsection><subsection id="H41CE7B3744B047FEA1844AD3728C3A75"><enum>(b)</enum><header>Heraldic quality
				control</header><text>No certificate of authority (contained in part 507 of
				title 32, Code of Federal Regulations) for the manufacture and sale of any item
				reference in subsection (a) by the Institute of Heraldry, the Navy Clothing and
				Textile Research Facility, or the Marine Corps Combat Equipment and Support
				Systems for quality control and specifications purposes shall be permitted
				unless these items are from domestic material manufactured in the United
				States.</text>
						</subsection><subsection display-inline="no-display-inline" id="HF5ECA4F9C8B640A000F3504D497BAA66"><enum>(c)</enum><header>Exception</header><text display-inline="yes-display-inline">Subsections (a) and (b) do not apply to the
				extent that the Secretary of Defense determines that a satisfactory quality and
				sufficient quantity of an item covered by subsection (a) and produced in the
				United States cannot be procured.</text>
						</subsection><subsection id="HDBC75719A7154C5392ADEB214BE46961"><enum>(d)</enum><header>United states
				defined</header><text display-inline="yes-display-inline">In this section, the
				term <quote>United States</quote> includes the Commonwealth of Puerto Rico,
				Guam, the United States Virgin Islands, the Commonwealth of the Northern
				Mariana Islands, American Samoa, and any other territory or possession of the
				United
				States.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HBA9EF9031F5243A0A62A419E8C0F3481"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such
			 subchapter is amended by adding at the end the following new item:</text>

						<toc-entry level="section">2495c. Requirement to buy military
				decorations and other uniform accouterments from American sources;

					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H717C7517CF404A149F1D733DF8CAA40B"><enum>(c)</enum><header>Conforming
			 amendment</header><text>Section 2533a(b)(1) of such title is amended—</text>
				<paragraph id="H39CBF6BD978A4BACAD47A3F5BEE0A319"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="HF60AF15F57EA4BA5BB74CEBE6E5D802E"><enum>(2)</enum><text>in subparagraph
			 (E), by striking the period at the end and inserting <quote>; or</quote>;
			 and</text>
				</paragraph><paragraph id="H12167238A12A4D8AA33E7FF59E39628A"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HBBACA9CCDB54407AA6795594276E881D" style="OLC">
						<subparagraph id="H3080F81E31844B1D84D43EE2EAB8AE35"><enum>(F)</enum><text display-inline="yes-display-inline">military decorations, ribbons, badges,
				medals, insignia, and other uniform
				accouterments.</text>
