		  Fiscal Year 2008 to improve and expand suicide prevention and community healing
		  and response training under the Yellow Ribbon Reintegration

		<section id="HA253ACD6581B4DC3B09542DAFC3D01FA" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>The National Guard and Reservist Suicide Prevention and
			 Community Response Act</short-title></quote>.</text>
		</section><section id="H03FFD4F3643B49F9A7C44C436DE8BA7B"><enum>2.</enum><header>Expansion of
			 suicide prevention and community healing and response training under the Yellow
			 Ribbon Reintegration Program</header><text display-inline="no-display-inline">Section 582 of the National Defense
			 Authorization Act for Fiscal Year 2008 (Public Law 110–181; 122 Stat. 122) is
			 amended—</text>
			<paragraph id="HD87FC548107A43BEB5ACA88755AA2A65"><enum>(1)</enum><text>in subsection
			 (h)—</text>
				<subparagraph id="H466740E6BB7C4299B5EE239B314B91C0"><enum>(A)</enum><text>by striking
			 paragraph (3); and</text>
				</subparagraph><subparagraph id="HFBBB9E436CCF487DBC1AA1008B9CE73A"><enum>(B)</enum><text>by redesignating
			 paragraphs (4) through (15) as paragraphs (3) through (14), respectively;
			 and</text>
				</subparagraph></paragraph><paragraph id="HC849F082B3844BA2B159D0D11A3F3795"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H627CE76198C0421D90DBA4FB9CB6671A" style="OLC">
					<subsection id="H876BC3DDCAF4430588F180B04F05B493"><enum>(i)</enum><header>Suicide
				Prevention and Community Healing and Response Program</header>
						<paragraph id="H07820BBF4FE648B99B3FF65AD4E9471D"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">As part of the Yellow Ribbon Reintegration
				Program, the Office for Reintegration Programs shall establish a program to
				provide National Guard and Reserve members, their families, and their
				communities with training in suicide prevention and community healing and
				response to suicide.</text>
						</paragraph><paragraph id="HA470D6A68B37415BBDB3B0AD7CB32FBD"><enum>(2)</enum><header>Design</header><text>In
				establishing the program under paragraph (1), the Office for Reintegration
				Programs shall—</text>
							<subparagraph id="HEFEBBC82BA0E4CE5BEF78A52C76C1599"><enum>(A)</enum><text>consult
				with—</text>
								<clause id="H43EA6F2401734AB5AB640D32718D6BE5"><enum>(i)</enum><text>officials
				associated with the <term>Connect</term> program of the National Alliance on
				Mental Illness New Hampshire; and</text>
								</clause><clause id="H15FB0CD237B14F3CA0BB58C12C2CA9B5"><enum>(ii)</enum><text display-inline="yes-display-inline">the adjutant general of each state, the
				Commonwealth of Puerto Rico, the District of Columbia, Guam, and the Virgin
				Islands; and</text>
								</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HA3ACDEB13BA84279AA66B05E801CF57F"><enum>(B)</enum><text display-inline="yes-display-inline">model the program after the
				<term>Connect</term> program of the National Alliance on Mental Illness New
				Hampshire.</text>
							</subparagraph></paragraph><paragraph id="HF7A0413736544669A26A51D004736B8B"><enum>(3)</enum><header>Operation</header>
							<subparagraph id="H4071F77F4EB542218891AB574FE15D75"><enum>(A)</enum><header>Suicide
				Prevention Training</header><text>The Office for Reintegration Programs shall
				provide National Guard and Reserve members with training in suicide prevention.
				Such training shall include—</text>
								<clause id="H370DAEB0CB6E4A799F084A44117063B9"><enum>(i)</enum><text>describing the
				warning signs for suicide and teaching effective strategies for prevention and
				intervention;</text>
								</clause><clause id="H0D90E6A1EFB04CF49EBB64B8A097E87E"><enum>(ii)</enum><text>examining the
				influence of military culture on risk and protective factors for suicide;
				and</text>
								</clause><clause id="H60E4C586A4CA46E7A5F2AE401E1779BC"><enum>(iii)</enum><text>engaging in
				interactive case scenarios and role plays to practice effective intervention
				strategies.</text>
								</clause></subparagraph><subparagraph id="H0D3383CDAD1E4D5181B448C13EDB8AD5"><enum>(B)</enum><header>Community
				Healing and Response Training</header><text>The Office for Reintegration
				Programs shall provide the families and communities of National Guard and
				Reserve members with training in responses to suicide that promote individual
				and community healing. Such training shall include—</text>
								<clause id="HABCE3001037C450EBA499F4C1008A234"><enum>(i)</enum><text>enhancing
				collaboration among community members and local service providers to create an
				integrated, coordinated community response to suicide;</text>
								</clause><clause id="HA22DD638E8D0485AAF9C42DE2EE9FFB6"><enum>(ii)</enum><text>communicating
				best practices for preventing suicide, including safe messaging, appropriate
				memorial services, and media guidelines;</text>
								</clause><clause id="H42E28EF4B9524BBD8A354452540933F3"><enum>(iii)</enum><text>addressing the
				impact of suicide on the military and the larger community, and the increased
				risk that can result; and</text>
								</clause><clause id="HFD0FA23FC03345C99EE60D4E33379E37"><enum>(iv)</enum><text>managing
				resources to assist key community and military service providers in helping the
				families, friends, and fellow soldiers of a suicide victim through the
				processes of grieving and healing.</text>
								</clause></subparagraph><subparagraph id="HC4E859D5137A4DFB84A2DF5B60B05998"><enum>(C)</enum><header>Collaboration
				with Centers of Excellence</header><text>The Office for Reintegration Programs,
				in consultation with the Defense Centers of Excellence for Psychological Health
				and Traumatic Brain Injury, shall collect and analyze <term>lessons
				learned</term> and suggestions from State National Guard and Reserve
				organizations with existing or developing suicide prevention and community
				response programs.</text>
							</subparagraph></paragraph><paragraph id="H7CF779888E2140F388FBBE44C6A760F7"><enum>(4)</enum><header>Authorization of
				Appropriations</header><text>There are authorized to be appropriated to carry
				out this subsection $15,000,000 for each fiscal year beginning with fiscal year
				2010.</text>
