			 consideration of such provisions as fall within the jurisdiction of the

		<official-title>To amend the Uniformed and Overseas Citizens Absentee
		  Voting Act to enhance and improve certain procedures relating to voting by
		  absent members of the uniformed services, and for other
		  purposes.</official-title>

		<section id="H8C33B110A8274F5F883A91672110563A" section-type="section-one"><enum>1.</enum><header>Enhancement and improvement
			 of Certain procedures relating to voting by absent members of the uniformed
			 services</header>
			<subsection id="HE9B3C4629A3A485D8BE38159CF71B5D8"><enum>(a)</enum><header>In
			 general</header><text>Section 102(a) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (42 U.S.C. 1973ff–1(a)) is amended—</text>
				<paragraph id="HCFAC55D8D0E241C68B7199EAA3642152"><enum>(1)</enum><text>by redesignating
			 paragraphs (3), (4), and (5) as paragraphs (4), (5), and (6),
			 respectively;</text>
				</paragraph><paragraph id="H64FDE74AA3894C32B90D30A145D7B784"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following new paragraph (3):</text>
					<quoted-block display-inline="no-display-inline" id="HE04BDE7B97F6403AB4AF74E9B45F58A4" style="OLC">
						<paragraph id="H4A3F981D1EDF41C3B4AD69F37D2609D5"><enum>(3)</enum><text>accept and
				process, with respect to any election for Federal office, any otherwise valid
				voter registration application, absentee ballot application, and absentee
				ballot that is submitted by an absent uniformed services voter described in
				section 107(1) without any requirement for notarization of such
				document;</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H035E92DB23ED4EE08B35225312EF4FF2"><enum>(3)</enum><text>in paragraph (5),
			 as redesignated by paragraph (1), by inserting before the semicolon the
			 following: <quote>and permit the submittal of the official post card form by
			 electronic means (including by fax transmission and electronic mail
			 transmission)</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H236A9D9F413E40E8A31A4F01E6ADC9AC"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 104(a) of such Act (42 U.S.C. 1973ff–3(a)) is
			 amended by striking <quote>section 102(a)(4)</quote> and inserting
			 <quote>section 102(a)(5)</quote>.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="HD18565AA6C02425ABCA17D065D9E756C"><enum>2.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">Congress—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H8926D6D60AD14973BF35B85E21629B27"><enum>(1)</enum><text>encourages States
			 to permit members of the Armed Forces to apply for, receive, and submit
			 absentee ballots for election for Federal office by electronic means;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF307145932954E6BAC626FDDB1D578FF"><enum>(2)</enum><text>encourages the
			 Department of Defense to facilitate the implementation and maintenance of
			 programs that permit the secure submittal by members of the Armed Forces of
			 absentee ballots for election for Federal office by electronic means.</text>
