		<section id="HF9A069E52CF04622A0F9E6613CFEEF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Promoting Mortgage Responsibility
			 Act</short-title></quote>.</text>
		</section><section id="H3A5C9563EC33465F84D0ACB48591BBDC"><enum>2.</enum><header>Prohibition on
			 prepayment penalties</header><text display-inline="no-display-inline">The Truth
			 in Lending Act (15 U.S.C. 1601 et seq.) is amended by inserting after section
			 129A the following new section:</text>

				<section id="H05EEB3421B0A4B92B3401D8409CE7659"><enum>129B.</enum><header>Prohibition on
				prepayment penalties</header>
					<subsection id="HEA3364F1108E429DA9773CE1B2C2ADF6"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">No prepayment fees or
				penalties may be charged or collected under the terms of any consumer credit
				transaction secured by an owner-occupied principal dwelling of the
				consumer.</text>
					</subsection><subsection id="H0FC2E20DF6FC4E5C973EB11DE84C31C8"><enum>(b)</enum><header>Unenforceable</header><text>Any
				prepayment penalty in violation of subsection (a) shall be
				unenforceable.</text>
