		<official-title display="yes">To designate a Distinguished Flying Cross
		  National Memorial at the March Field Air Museum in Riverside,
		  California.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H93469D1359ED422F92EEEFCCABD8A36B" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Distinguished Flying Cross National
			 Memorial Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H31AF0B873A8C45AF8F8AC66A5CF674A3" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Designation of Distinguished Flying Cross
			 National Memorial in Riverside, California</header>
			<subsection commented="no" display-inline="no-display-inline" id="HCBAE32E1621D4082AA7B52EC3F7190DA"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H34DF4CF40C3F4448B3A4C873D9A67872"><enum>(1)</enum><text display-inline="yes-display-inline">The most reliable statistics regarding the
			 number of members of the Armed Forces who have been awarded the Distinguished
			 Flying Cross indicate that 126,318 members of the Armed Forces received the
			 medal during World War II, approximately 21,000 members received the medal
			 during the Korean conflict, and 21,647 members received the medal during the
			 Vietnam War. Since the end of the Vietnam War, more than 203 Armed Forces
			 members have received the medal in times of conflict.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H70B3168C779D4D7EBD7C5E0034E68CF7"><enum>(2)</enum><text display-inline="yes-display-inline">The National Personnel Records Center in
			 St. Louis, Missouri, burned down in 1973, and thus many more recipients of the
			 Distinguished Flying Cross may be undocumented. Currently, the Department of
			 Defense continues to locate and identify members of the Armed Forces who have
			 received the medal and are undocumented.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCC00E297D4A14CAA926D68EB20E596CE"><enum>(3)</enum><text display-inline="yes-display-inline">The United States currently lacks a
			 national memorial dedicated to the bravery and sacrifice of those members of
			 the Armed Forces who have distinguished themselves by heroic deeds performed in
			 aerial flight.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H97FF6D13B8D84ABBAEFB93730181ECF9"><enum>(4)</enum><text display-inline="yes-display-inline">An appropriate memorial to current and
			 former members of the Armed Forces is under construction at March Field Air
			 Museum in Riverside, California.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H75B2A3C0ED0B437E9FC33DF94BDC7061"><enum>(5)</enum><text display-inline="yes-display-inline">This memorial will honor all those members
			 of the Armed Forces who have distinguished themselves in aerial flight, whether
			 documentation of such members who earned the Distinguished Flying Cross exists
			 or not.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H54AE6A631E034AD8A2A90B06AB666573"><enum>(b)</enum><header display-inline="yes-display-inline">Designation</header><text display-inline="yes-display-inline">The memorial to members of the Armed Forces
			 who have been awarded the Distinguished Flying Cross that is under construction
			 at March Field Air Museum in Riverside, California, is hereby designated as the
			 Distinguished Flying Cross National Memorial.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H23714149722E4F5D9BE13F423F6FB486"><enum>(c)</enum><header display-inline="yes-display-inline">Effect of designation</header><text display-inline="yes-display-inline">The national memorial designated by this
			 section is not a unit of the National Park System, and the designation of the
			 national memorial shall not be construed to require or permit Federal funds to
			 be expended for any purpose related to the national memorial.</text>
