		  uninspected vessels on Lake Texoma from Coast Guard and other regulations, and

		<section id="H756D202D327440699A43119387086521" section-type="section-one"><enum>1.</enum><header>Exemption of fishing guides
			 and other operators of uninspected vessels on Lake Texoma from Coast Guard and
			 other regulations</header>
			<subsection id="H02685D98F35D45328EE678B4374AAF62"><enum>(a)</enum><header>Exemption</header>
				<paragraph id="HF9A237E1ABED4E3E89E66C05BCEE30D9"><enum>(1)</enum><header>Exemption of
			 State licensees from Coast Guard regulation</header><text display-inline="yes-display-inline">Residents or non-residents who assist,
			 accompany, transport, guide, or aid persons in the taking of fish for monetary
			 compensation or other consideration on Lake Texoma who are licensed by the
			 State in which they are operating shall not be subject to any requirement
			 established or administered by the Coast Guard with respect to that
			 operation.</text>
				</paragraph><paragraph id="H65975C953FD245158D7BB40F2AB23B17"><enum>(2)</enum><header>Exemption of
			 Coast Guard licensees from State regulation</header><text>Residents or
			 non-residents who assist, accompany, transport, guide, or aid persons in the
			 taking of fish for monetary compensation or other consideration on Lake Texoma
			 who are currently licensed by the Coast Guard to conduct such activities shall
			 not be subject to State regulation for as long as the Coast Guard license for
			 such activities remains valid.</text>
				</paragraph></subsection><subsection id="H82FA8EDDEED94925ACF611B9F8D7CEAB"><enum>(b)</enum><header>State
			 requirements not affected</header><text>Except as provided in subsection
			 (a)(2), this section does not affect any requirement under State law or under
			 any license issued under State law.</text>
			</subsection></section><section id="HA00A632FE07D41D891C3DE0EDE291CC9"><enum>2.</enum><header>Waiver of
			 biometric transportation security card requirement for certain small business
			 merchant mariners</header><text display-inline="no-display-inline">Section
			 70105(b)(2) of title 46, United States Code, is amended—</text>
			<paragraph id="H885CA0C6C0C34D15BF10BFE60E26C8BF"><enum>(1)</enum><text>in subparagraph
			 (B), by inserting <quote>and serving under the authority of such license,
			 certificate of registry, or merchant mariners document on a vessel for which
			 the owner or operator of such vessel is required to submit a vessel security
			 plan under section 70103(c) of this title</quote> before the semicolon;</text>
			</paragraph><paragraph id="HE4C8FAD47DE842B88C936BE233987BA1"><enum>(2)</enum><text>by striking
			 subparagraph (D); and</text>
			</paragraph><paragraph id="H87516595D1BF4F1E8106AA0B235391C3"><enum>(3)</enum><text>by redesignating
			 subparagraphs (E), (F), and (G) as subparagraphs (D), (E), and (F),
			 respectively.</text>
