		<official-title>To stimulate collaboration with respect to, and provide
		  for coordination and coherence of, the Nation’s science, technology,
		  engineering, and mathematics education initiatives.</official-title>

		<section id="H649F853BA23B4E6A907D555346AB6227" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Enhancing Science, Technology,
			 Engineering, and Mathematics Education Act of
			 2009</short-title></quote>.</text>
		</section><section id="H3AF9F2513B414A72AACEE6ACF5FEB8D"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">To coordinate Federal Science, Technology,
			 Engineering, and Mathematics (STEM) education efforts and foster cooperation
			 between the States and Federal Government by—</text>
			<paragraph id="H7F6C32BDA0FD4B0900A663C7A100DE09"><enum>(1)</enum><text>improving
			 coherence of Federal STEM education programs through the President’s Office of
			 Science and Technology Policy;</text>
			</paragraph><paragraph id="H18B1E4E131974BFFBBB78E8B0471F9EC"><enum>(2)</enum><text>coordinating STEM
			 education initiatives at the Department of Education;</text>
			</paragraph><paragraph id="H7C696FE62FEB455B9CBA7230A189BAFE"><enum>(3)</enum><text>providing an
			 incentive to States to align STEM education; and</text>
			</paragraph><paragraph id="HD69344A2D8084A00AB8BCED372FE318"><enum>(4)</enum><text display-inline="yes-display-inline">improving the dissemination of STEM
			 education research, promising practices, and exemplary programs through the
			 National STEM Education Resource Repository.</text>
			</paragraph></section><section id="H48A127BEF4264CDCAE54BBABE151BB6C"><enum>3.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H041D45AFAA354FD290F27A495047C95"><enum>(1)</enum><text display-inline="yes-display-inline">To preserve the competitiveness of the
			 United States in the global economy our Nation must continue to combine
			 innovation with technological advances and scientific discovery.</text>
			</paragraph><paragraph id="HEFE41C4BAB95414D957293F4E2E45084"><enum>(2)</enum><text display-inline="yes-display-inline">In 2006, the Committee on Science,
			 Engineering, and Public Policy of the National Academies published
			 <quote>Rising Above the Gathering Storm</quote> estimating that in the United
			 States innovations generated by the Science, Technology, Engineering, and Math
			 (STEM) fields account for more than half of the growth in gross domestic
			 product (GDP).</text>
			</paragraph><paragraph id="HC755185E51DD446A9600D1F76DD93EC1"><enum>(3)</enum><text>According to the
			 analysis conducted by the Association of American Universities in 2006, only 15
			 percent of college graduates receive a diploma in engineering or the natural
			 sciences in the United States as compared with 38 percent in South Korea, 47
			 percent in France, and 67 percent in Singapore.</text>
			</paragraph><paragraph id="HDE3B0FBBA2D24CBDBA2CCAE0999BFD33"><enum>(4)</enum><text>Every student
			 deserves the opportunity to contribute to the long-term prosperity of the
			 United States by acquiring skills that foster critical thinking, inventiveness,
			 and innovation.</text>
			</paragraph><paragraph id="H5881DBAEADDF4013A9FA3BB4C2AEB471"><enum>(5)</enum><text display-inline="yes-display-inline">Highly qualified teachers are crucial to
			 instilling students with the values and skills necessary to preserve and
			 improve innovation in the United States and maintain our Nation’s leadership in
			 the global knowledge economy.</text>
			</paragraph><paragraph id="H5DFF7F3C6CB042D7800831CC2770B616"><enum>(6)</enum><text display-inline="yes-display-inline">Teacher preparation programs at
			 institutions of higher education will enhance the preparation they provide by
			 incorporating promising practices and exemplary programs that foster student
			 learning, problem solving skills, and inventiveness and by aligning STEM
			 education preservice and in-service training among States.</text>
			</paragraph><paragraph id="HDF87840B0EED4751A0F63540BA1CA035"><enum>(7)</enum><text display-inline="yes-display-inline">Women and minorities in the United States
			 employed in STEM occupations are not represented in proportion to their numbers
			 in the population or their enrollment in higher education; efforts must be made
			 to increase diversity in the STEM workforce to improve the range of viewpoints
			 and solutions available to address today’s challenges presented by a diverse
			 and global marketplace.</text>
			</paragraph><paragraph id="H5DD29EB868CA4B8AADD932BE8800D601"><enum>(8)</enum><text>Many of the
			 Federal Agencies have well-established programs designed to support and improve
			 STEM education including the Environmental Protection Agency, Department of
			 Agriculture, Department of Commerce, Department of Defense, Department of
			 Education, Department of Energy, Department of Health and Human Services,
			 Department of the Interior, National Aeronautics and Space Administration,
			 National Oceanic and Atmospheric Administration, National Science Foundation,
			 the National Institutes of Health, and the National Institute of Standards and
			 Technology.</text>
			</paragraph><paragraph id="HE1B0491FAEE2434B89B212CCBA008565"><enum>(9)</enum><text display-inline="yes-display-inline">According to the Academic Competitiveness
			 Council’s (ACC) recent report, in 2006 the United States sponsored 105 STEM
			 education programs at a dozen different Federal Agencies. These programs
			 devoted approximately $3,120,000,000 to STEM education activities spanning
			 kindergarten through postgraduate education and outreach. It was shown that
			 many of these Agencies do not share information or work collaboratively on
			 similar programs. The ACC found that <quote>coordination among agencies could
			 be improved to avoid, for example, grants to numerous projects that support the
			 same sorts of interventions . . . there appears to be a lack of communication
			 among the agencies about the work they are funding and the results that are
			 being generated . . . agencies are often uninformed by the results of earlier
			 projects.</quote>.</text>
			</paragraph><paragraph id="H20B6E4611E364990B4F51D521500C8B9"><enum>(10)</enum><text>Strengthening
			 partnerships between the Federal and State governments, the private sector,
			 nonprofit organizations, and the education community will improve STEM
			 education in our Nation’s schools.</text>
			</paragraph></section><section commented="no" id="HBD9B2FAC75254193BA5D96E611C3908"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H08E4EBE10B8B46E7BD6FA5A5C0A0C0B0"><enum>(1)</enum><text>The term
			 <term>STEM</term> means science, technology, engineering, and
			 mathematics.</text>
			</paragraph><paragraph commented="no" id="H12943AF072C24EDC86007FE1E26BAA52"><enum>(2)</enum><text>The term
			 <term>OSTP</term> means the Office of Science and Technology Policy in the
			 Executive Office of the President.</text>
			</paragraph><paragraph commented="no" id="H79B6F2F090BA4A34A9AEF1EFFF970300"><enum>(3)</enum><text>The term
			 <term>NSERR</term> means the National STEM Education Resource
			 Repository.</text>
			</paragraph><paragraph commented="no" id="H12537DAFC42A4C3B98080980A5F01F3C"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>Agencies</term> or
			 <term>Agency</term> means the following Federal agencies: Environmental
			 Protection Agency, Department of Agriculture, Department of Commerce,
			 Department of Defense, Department of Education, Department of Energy,
			 Department of Health and Human Services, Department of Labor, Department of the
			 Interior, National Aeronautics and Space Administration, National Oceanic and
			 Atmospheric Administration, National Science Foundation, the National
			 Institutes of Health, and the National Institute of Standards and Technology,
			 and other Federal agencies with STEM education programs.</text>
			</paragraph></section><section id="H3108D3CB90C2447B9E03F0A2DB9B33F5"><enum>5.</enum><header>Establishment
			 within the President’s Office of Science and Technology Policy a Committee on
			 Science, Technology, Engineering, and Mathematics Education</header>
			<subsection id="H560DC17BE2DB4CCAA60700B64B5850E8"><enum>(a)</enum><header>Establishment of
			 committee</header><text display-inline="yes-display-inline">The President shall
			 establish, at the OSTP, a Committee on Science, Technology, Engineering, and
			 Mathematics Education within the National Science and Technology Council, which
			 may be referred to as the Committee on STEM Education.</text>
			</subsection><subsection id="H7473562B758C4AC79718975BD01B580"><enum>(b)</enum><header>Function</header><text display-inline="yes-display-inline">The function of the Committee established
			 under subsection (a) shall be—</text>
				<paragraph id="H526569A6FAFA456DAB48C5C5E5159FC5"><enum>(1)</enum><text>to coordinate the
			 efforts of all Federal Agencies that relate to STEM education from the
			 prekindergarten level through the graduate level to avoid unnecessary
			 duplication and ensure coherence among Federal STEM education programs;</text>
				</paragraph><paragraph id="H4EB8A0642C8B418A8EEF6C245D3CC08"><enum>(2)</enum><text>to
			 seek to improve the quality and quantity of the STEM workforce with
			 consideration of increasing participation of individuals identified in section
			 33 or 34 of the Science and Engineering Equal Opportunities Act (42 U.S.C.
			 1885a or 1885b); and</text>
				</paragraph><paragraph id="HAEBAB8DB98474F27A162E4E010E4C763"><enum>(3)</enum><text>to ensure that all
			 efforts that relate to STEM education are coordinated through the
			 Committee.</text>
				</paragraph></subsection><subsection id="H787E12A885FC492BB674CA5F434B3CA4"><enum>(c)</enum><header>Structure and
			 operation</header>
				<paragraph id="H4E80849CF6534A169F785E8E50DF93AC"><enum>(1)</enum><header>Membership</header><text display-inline="yes-display-inline">The membership of the Committee shall
			 include not less than 1 representative from each of the Federal Agencies and
			 may include outside experts.</text>
				</paragraph><paragraph id="HDDF9C5F2F6674C4F92C9587109C96407"><enum>(2)</enum><header>Meetings</header><text>The
			 Committee shall convene at least once quarterly.</text>
				</paragraph><paragraph id="H6F01B67B9C774482B6F46B4F8BECADB3"><enum>(3)</enum><header>Staff</header><text>The
			 Committee shall be served by—</text>
					<subparagraph id="HE0DDD29D6283444795E1C1BF31DBC0AB"><enum>(A)</enum><text>an Assistant
			 Director selected by the members of the Committee with the approval of the
			 Director of the OSTP; and</text>
					</subparagraph><subparagraph id="H27E3EEB955CC4A2A89D5CF90056BA8F"><enum>(B)</enum><text>a professional
			 staff of at least two.</text>
					</subparagraph></paragraph></subsection><subsection id="HEF15B5530C87471DBFD1EB7B21025B80"><enum>(d)</enum><header>Responsibilities</header><text>The
			 Committee shall have the following responsibilities:</text>
				<paragraph id="H713B4DC5216440BDA16B3D743802B054"><enum>(1)</enum><text>Conducting an
			 ongoing inventory and assessment of the effectiveness and coherence of efforts
			 within Federal agencies that relate to STEM education.</text>
				</paragraph><paragraph id="H9A3ED1FAA7AC420FB917358BF4D5EB9"><enum>(2)</enum><text>Coordinating and
			 facilitating the communication and cooperation among all Federal Agencies
			 engaged in efforts that relate to STEM education.</text>
				</paragraph><paragraph id="HF43564A9C66D4070A02B8B3410EF0142"><enum>(3)</enum><text display-inline="yes-display-inline">Developing annual goals and objectives for
			 improving STEM education throughout the Nation in collaboration with relevant
			 Federal Agencies and organizations.</text>
				</paragraph><paragraph id="H04989F521532425B845F36A612B4D232"><enum>(4)</enum><text>Not later than 30
			 days after developing the goals and objectives under paragraph (3)—</text>
					<subparagraph id="H38816C108BA645449993A454ACB23D76"><enum>(A)</enum><text>disseminating the
			 goals and objectives to each Federal Agency engaged in efforts that relate to
			 STEM education;</text>
					</subparagraph><subparagraph id="H3F6F2699408442178D3892ADCC97B604"><enum>(B)</enum><text display-inline="yes-display-inline">communicating the goals and objectives to
			 the Committee on Health, Education, Labor, and Pensions and the Committee on
			 Commerce, Justice, and Transportation of the Senate and the Committee on
			 Education and Labor and the Committee on Science and Technology of the House of
			 Representatives, and relevant STEM education organizations; and</text>
					</subparagraph><subparagraph id="H6147542BF0724DED9ECF00E7C3D13621"><enum>(C)</enum><text>making the goals
			 and objectives widely available to the public, particularly to stakeholders
			 that represent individuals identified in section 33 or 34 of the Science and
			 Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b).</text>
					</subparagraph></paragraph><paragraph id="HB9CFDDD4A2A74294913492DC58FD757"><enum>(5)</enum><text>Annually evaluating
			 the progress and success of each Federal Agency at achieving the goals and
			 objectives under paragraph (3).</text>
				</paragraph><paragraph id="HDB9FE886AF204A30877280A15B007338"><enum>(6)</enum><text>Consulting with
			 the State Consortium on STEM Education when developing Federal STEM education
			 policy and budgets.</text>
				</paragraph><paragraph id="H02923A4120F544F48B04ECDC6B53D577"><enum>(7)</enum><text display-inline="yes-display-inline">Proposing a coordinated interagency budget
			 for STEM Education to the Office of Management and Budget aligned with the
			 goals established in paragraph (3).</text>
				</paragraph><paragraph id="H6889749EAF074FEABD18E0F5337F3FD0"><enum>(8)</enum><text>Strengthening
			 partnerships between the STEM education community, Federal, State, and local
			 governments, and other countries.</text>
				</paragraph><paragraph id="HD6D307974A4F4156AFCBE377F8DE3EA"><enum>(9)</enum><text display-inline="yes-display-inline">Implementing the program for Semiannual
			 Science, Technology, Engineering, and Mathematics Days as set forth in section
			 1004 of the America COMPETES Act (Public Law 110–69).</text>
				</paragraph><paragraph id="HB4041EA95E0C4AE7B8F4D7D200004CCB"><enum>(10)</enum><text display-inline="yes-display-inline">Hosting an annual meeting on the status of
			 STEM education, including the role of education in meeting the recommendations
			 of the report submitted by and as part of the National Science and Technology
			 Summit required by section 1101 of the America COMPETES Act (Public Law 110–69;
			 121 Stat. 574), in conjunction with—</text>
					<subparagraph id="H4DFB1031167446C8898F3C12F4B6B819"><enum>(A)</enum><text>the State
			 Consortium on STEM Education;</text>
					</subparagraph><subparagraph id="H0F9D68838FB444049369009E005BBDF2"><enum>(B)</enum><text>the Federal
			 Agencies;</text>
					</subparagraph><subparagraph id="H16E00A2A9EEF465A96F0860000BEF88"><enum>(C)</enum><text display-inline="yes-display-inline">States, including the District of Columbia,
			 the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana
			 Islands, American Samoa, Guam, the Virgin Islands, and any other territory or
			 possession of the United States;</text>
					</subparagraph><subparagraph id="HFECDDB2D379C4EC489D416EC752673C7"><enum>(D)</enum><text display-inline="yes-display-inline">businesses and industries;</text>
					</subparagraph><subparagraph id="H0A88F58EE4E64BFCA672FAF47065005E"><enum>(E)</enum><text>institutions of
			 higher education;</text>
					</subparagraph><subparagraph id="HDCB551252E8B41F6B6494C532E05971F"><enum>(F)</enum><text>STEM education
			 professions and teachers from prekindergarten through postbaccalaureate study;
			 and</text>
					</subparagraph><subparagraph id="HFDD88E2C1C91443C95299F1BB423C1C6"><enum>(G)</enum><text>other relevant
			 stakeholders in STEM education including stakeholders that represent
			 individuals identified in section 33 or 34 of the Science and Engineering Equal
			 Opportunities Act (42 U.S.C. 1885a or 1885b).</text>
					</subparagraph></paragraph><paragraph id="HBE8E74F435EF429989CC37CAF107C162"><enum>(11)</enum><text>Issuing a
			 biennial report to the Nation on the status of STEM education that—</text>
					<subparagraph id="HA0B67ED953D440759825CCBC832BCD88"><enum>(A)</enum><text>specifies the
			 efforts and outcomes of each Federal Agency in improving STEM education;
			 and</text>
					</subparagraph><subparagraph id="H1E68A637F8384F79AA38F2D2CCEAA750"><enum>(B)</enum><text display-inline="yes-display-inline">contains an analysis of the quality, scale,
			 and effectiveness of the efforts of the Federal Government relating to
			 improving STEM education and increasing participation of individuals identified
			 in section 33 or 34 of the Science and Engineering Equal Opportunities Act (42
			 U.S.C. 1885a or 1885b).</text>
					</subparagraph></paragraph><paragraph id="H5DD39D916AFF4C1B84CD2775F5AEE3AF"><enum>(12)</enum><text display-inline="yes-display-inline">Developing, in consultation with the
			 Secretary of Labor, business and industry partners and other appropriate
			 entities, a 5-year projection of the STEM workforce including a demographic
			 breakdown of individuals identified in section 33 or 34 of the Science and
			 Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b).</text>
				</paragraph></subsection><subsection id="H4F5D4C91AF9C40F59EED259257DD5188"><enum>(e)</enum><header>Requirements</header>
				<paragraph id="H0EF58C312CBE4FD080C58F0068002625"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), but notwithstanding any other
			 provision of law, a person shall be not eligible to receive a grant from any
			 Federal Agency for a project that relates to STEM education research unless the
			 person demonstrates that all reports, proceedings, data sets, online modules,
			 and other products of the project will be submitted by their authors for
			 consideration to be included in the NSERR.</text>
				</paragraph><paragraph id="H69A603CC8D4B4B16A035FC6D771C3791"><enum>(2)</enum><header>Copyright</header><text>The
			 Committee and the NSERR shall implement the public access policy under
			 paragraph (1) in a manner consistent with copyright law.</text>
				</paragraph></subsection><subsection id="H2E6609983B054086837CCD8422B70093"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $650,000 to
			 carry out this section for fiscal year 2010 and each fiscal year
			 thereafter.</text>
			</subsection></section><section id="HC52F3A9CD74D45430095CBF1359DDBEB"><enum>6.</enum><header>Office of
			 Science, Technology, Engineering, and Mathematics Education within the
			 Department of Education</header>
			<subsection id="HD80A4E81398A45CAB3DC7F68BE6E7888"><enum>(a)</enum><header>Assistant
			 secretary</header><text>Section 202 of the Department of Education Organization
			 Act (20 U.S.C. 3412) is amended in subsection (b)(1)—</text>
				<paragraph id="HBFAEB673162147D09D9FBB00B05E7141"><enum>(1)</enum><text>in subparagraph
			 (E) by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H35CF9D6D3FE142FCB229BB3B6603C2C"><enum>(2)</enum><text>by
			 redesignating subparagraph (F) as (G); and</text>
				</paragraph><paragraph id="H03EBE9280752453981F90079564E3E31"><enum>(3)</enum><text>by inserting after
			 subparagraph (E) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H5C0DE9B022004234B13518CE65D9A691" style="OLC">
						<subparagraph id="H32E841C3ED6C48788F988DD1491BCC5"><enum>(F)</enum><text display-inline="yes-display-inline">an Assistant Secretary for Science,
				Technology, Engineering, and Mathematics Education (who may be referred to as
				the Assistant Secretary for STEM Education);
				and</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H1BAE1922E163426C898C0834B281B844"><enum>(b)</enum><header>Office</header><text>Title
			 II of the Department of Education Organization Act is amended by adding at the
			 end the following:</text>
				<quoted-block id="H7F76C429EA1B4D0DAA24A1F3CA142234" style="OLC">
					<section id="H8FE58DDEA0CB4B80A3AD0721072399B7"><enum>221.</enum><header>Office of
				Science, Technology, Engineering, and Mathematics Education</header>
						<subsection id="HC78F8C39DF644C43AA2700C57990000"><enum>(a)</enum><header>In
				general</header><text>There shall be in the Department of Education an Office
				of Science, Technology, Engineering, and Mathematics Education (which may be
				referred to as the Office of STEM Education), to be administered by the
				Assistant Secretary for STEM Education appointed under section 202(b).</text>
						</subsection><subsection id="H9545CEA4243B44FE00185DA232E24436"><enum>(b)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Assistant Secretary of STEM Education,
				acting through the Office, shall have the following responsibilities:</text>
							<paragraph id="HA3CC14BD2BD749E6A0179B741EDA7D7E"><enum>(1)</enum><text>Coordinating and
				overseeing all STEM education efforts within the Department.</text>
							</paragraph><paragraph id="H9E4E3D749E5743D2A05778C2A25C6667"><enum>(2)</enum><text>Preparing the
				annual budget for all STEM education programs within the Department.</text>
							</paragraph><paragraph id="H40317F923D024FB2A8B14872711204C5"><enum>(3)</enum><text display-inline="yes-display-inline">Managing the following programs: Math and
				Science Partnerships, Math Now, Math Skills for Secondary Students, Minority
				Science and Engineering Improvement, Teachers for a Competitive Tomorrow,
				Upward Bound Math-Science, and all other functions of the Department with a
				focus on STEM education, including where appropriate the National Science and
				Mathematics Access Retain Talent (SMART grants), the Teacher Education
				Assistance for College and Higher Education (TEACH grants), and the Academic
				Competitiveness grants.</text>
							</paragraph><paragraph id="H740DCB4C0D054D40BEDC518285450000"><enum>(4)</enum><text display-inline="yes-display-inline">Consulting with other offices within the
				Department that have a STEM education focus, including those managing the Carl
				D. Perkins Career and Technical Education grant programs.</text>
							</paragraph><paragraph id="H4DDEB3FD66224EA587A15BFFF1E034BC"><enum>(5)</enum><text display-inline="yes-display-inline">Representing the Department as a member of
				the STEM Education Committee, established under section 5 of the
				<short-title>Enhancing Science, Technology, Engineering,
				and Mathematics Education Act of 2009</short-title>, and serving as the
				principal interagency liaison for STEM education programs at the Department
				unless otherwise designated by the Assistant Secretary.</text>
							</paragraph><paragraph id="HA27BB1BCA87E431580E8BA775E018E98"><enum>(6)</enum><text display-inline="yes-display-inline">Ensuring access to equal educational
				opportunity for every individual so as to increase, to the maximum extent
				possible, the participation and advancement of individuals identified in
				section 33 or 34 of the Science and Engineering Equal Opportunities Act (42
				U.S.C. 1885a or 1885b) in the STEM disciplines.</text>
							</paragraph><paragraph id="HF24102E2703646C6963156997BD8DAC"><enum>(7)</enum><text display-inline="yes-display-inline">Promoting the development and
				implementation of quality, scientifically valid STEM teacher preparation and to
				provide technical assistance to support STEM learning.</text>
							</paragraph><paragraph id="H1D036F63E2674E3B8193D1996C259839"><enum>(8)</enum><text display-inline="yes-display-inline">Providing support to institutions of higher
				education and other institutions and organizations with effective informal STEM
				education programs to improve teacher preparation and teacher professional
				development by ensuring emphasis on promising practices and exemplary programs
				in STEM education.</text>
							</paragraph><paragraph id="H86CACAD0062E482E8B6EBBD00DF14BA"><enum>(9)</enum><text display-inline="yes-display-inline">Providing support to local education
				agencies or to mathematics and science partnerships involving local education
				agencies, to implement effective STEM education instruction and exemplary
				programs that employ promising practices.</text>
							</paragraph><paragraph id="H0604D5581E004478B844B6E81F0438AD"><enum>(10)</enum><text>Consulting
				regularly with the State Consortium on STEM Education with regard to developing
				STEM education policy and providing technical support.</text>
							</paragraph><paragraph id="H270401367547479D987458DFE4D318AB"><enum>(11)</enum><text display-inline="yes-display-inline">Conducting a biennial symposium emphasizing
				engaging students in STEM disciplines that are identified in section 33 or 34
				of the Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or
				1885b) inviting stakeholders that include, but are not limited to—</text>
								<subparagraph id="H019B1A6CA83C4AF6992950521545A900"><enum>(A)</enum><text>expert STEM
				teachers;</text>
								</subparagraph><subparagraph id="H3D1B1DA8B6944C6FAB07E2F802A69700"><enum>(B)</enum><text>State Consortium
				on STEM Education and additional States;</text>
								</subparagraph><subparagraph id="H688CC09F600A4296B59BE568FFA5953D"><enum>(C)</enum><text>business and
				industry partners;</text>
								</subparagraph><subparagraph id="H101271565E664CD5BD9834EEAD9A3F"><enum>(D)</enum><text>institutions of
				higher education;</text>
								</subparagraph><subparagraph id="HA53200F2A835421B005500B8413049BE"><enum>(E)</enum><text display-inline="yes-display-inline">institutions and organizations with an
				informal STEM education focus; and</text>
								</subparagraph><subparagraph id="H8C30AB30F1F842629819D8492870B346"><enum>(F)</enum><text display-inline="yes-display-inline">Federal Agencies with STEM education
				programs.</text>
								</subparagraph></paragraph><paragraph id="HA9C37C364E5B40B89966B67043992950"><enum>(12)</enum><text>Providing
				periodic public statements on the status of STEM education in the
				Nation.</text>
							</paragraph><paragraph id="H4AEB0F99F99C4D1ABAEF23AA7CDA6F78"><enum>(13)</enum><text display-inline="yes-display-inline">Informing the Secretary, policymakers, the
				professional societies of STEM teaching professionals and STEM practitioners
				about the effectiveness of STEM-related education research and programs
				operated within the Department.</text>
							</paragraph><paragraph id="HDF4327DCB77745808F08438C9D6951CE"><enum>(14)</enum><text display-inline="yes-display-inline">Sharing scientifically valid education
				research and promising practices and exemplary programs with the National STEM
				Education Resource
				Repository.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H0FAF624FBF96448D86B1B554118818D0"><enum>(c)</enum><header>Evaluation and
			 report</header><text>The Assistant Secretary for STEM Education shall conduct
			 an independent evaluation, through grant or by contract, of the STEM education
			 programs administered by the Department, at least every 5 years, which shall
			 include—</text>
				<paragraph id="HE97D08E5EDB74D0BBCE6943198F80400"><enum>(1)</enum><text>conducting an
			 assessment of STEM education activities within the Department by using the
			 evaluations and reports of these programs to determine these programs’ impact
			 on—</text>
					<subparagraph id="H5C1E276D7393486881DA964F2078CCE4"><enum>(A)</enum><text>the quantity of
			 students seeking STEM degrees disaggregated by subject area and according to
			 section 33 or 34 of the Science and Engineering Equal Opportunities Act (42
			 U.S.C. 1885a or 1885b);</text>
					</subparagraph><subparagraph id="H448659BAB139447DAEC3CABA1846CAAE"><enum>(B)</enum><text display-inline="yes-display-inline">student academic achievement with
			 consideration of problem solving, critical thinking, collaboration, and other
			 higher order thinking skills;</text>
					</subparagraph><subparagraph id="HEF44DC59CE4046D8865C5E9896816F26"><enum>(C)</enum><text>improving STEM
			 teacher quality, quantity, and retention; and</text>
					</subparagraph><subparagraph id="HE294E165AF8041AA983E87FFE2C2FEC"><enum>(D)</enum><text>improving promising
			 teaching practices that show evidence of fostering student innovation;
			 and</text>
					</subparagraph></paragraph><paragraph id="H6137CDBCA5DB49D6B062F287AB6126FB"><enum>(2)</enum><text display-inline="yes-display-inline">the preparation and submission of a report
			 on the results of the evaluation described in paragraph (1) to the Committee on
			 Health, Education, Labor, and Pensions and the Committee on Science of the
			 Senate, the Committee on Education and Labor and the Committee on Science and
			 Technology of the House of Representatives and the Committees on Appropriations
			 of the Senate and House of Representatives.</text>
				</paragraph></subsection><subsection id="H433573CBF03A49F393D5C8CD1636B766"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated $1,500,000 to carry out this section for fiscal
			 year 2010 and such sums as may be necessary for each fiscal year
			 thereafter.</text>
			</subsection></section><section id="H3ECE95ABF77A4C739717D7A500468B13"><enum>7.</enum><header>State Consortium
			 on Science, Technology, Engineering, and Mathematics Education</header>
			<subsection id="H76F7DA55F8BD4F99A9602E364936B5C1"><enum>(a)</enum><header>In
			 general</header><text>From amounts made available to carry out this section,
			 the Secretary of Education, acting through the Office of STEM Education, shall
			 award a grant to establish one voluntary State Consortium on Science,
			 Technology, Engineering, and Mathematics Education (which may be referred to as
			 the State Consortium on STEM Education).</text>
			</subsection><subsection id="HCC4918B37D09431F96E3409BF17112E8"><enum>(b)</enum><header>Peer review and
			 selection</header><text display-inline="yes-display-inline">The Secretary
			 shall—</text>
				<paragraph id="H6471529BA05345BC8FD75BE84089B9E9"><enum>(1)</enum><text>establish a
			 peer-review process to assist in the review and approval of the grant proposal
			 under this section;</text>
				</paragraph><paragraph id="H1B333B50F0B642159ED570E3A9DAADA8"><enum>(2)</enum><text>appoint
			 individuals to participate in the peer-review process who are educators and
			 experts in identifying, evaluating, and implementing effective STEM education
			 programs and practices, including areas of teaching and learning, educational
			 standards and assessments, professional development, curriculum, increasing the
			 participation of individuals identified in section 33 or 34 of the Science and
			 Engineering Equal Opportunities Act (42 U.S.C. 10 1885a or 1885b), English
			 language learners, and special education including recognized exemplary
			 teachers and school administrators who have been recognized at the state or
			 national level for exemplary work and/or contributions to the STEM education
			 field;</text>
				</paragraph><paragraph id="H04F11746B0454AD484259C33FBD29032"><enum>(3)</enum><text>approve one grant
			 from those submitted under this section not later than 120 days after the date
			 of the submission unless the Secretary determines that the grant proposals
			 submitted do not meet the requirements of this section;</text>
				</paragraph><paragraph id="H8BC35B5EE64D4B1393007FBB75199379"><enum>(4)</enum><text>if only one grant
			 proposal is submitted, not decline to approve the grant proposal before—</text>
					<subparagraph id="H967A735C1A624BA096C0F095C5D5A2F5"><enum>(A)</enum><text>offering the
			 Consortium an opportunity to revise the Consortium proposal; and</text>
					</subparagraph><subparagraph id="H2B95461558CE482787C7E0B6C235706B"><enum>(B)</enum><text>providing the
			 Consortium with technical assistance in order to submit a successful
			 application; and</text>
					</subparagraph></paragraph><paragraph id="HE4432D8FB1B840C8939E90F0BFC86B01"><enum>(5)</enum><text>direct the
			 Inspector General of the Department to review the process used for screening
			 the individuals appointed to the peer-review process so as to avoid both
			 financial conflicts of interest and non-financial interests that would impair
			 objectivity in peer review, as well as the objectivity of process used in
			 reviewing and awarding the grant under this section, and report the findings to
			 Congress.</text>
				</paragraph></subsection><subsection id="HCED44F7A7C4A4C93841B60A2F053E0CC"><enum>(c)</enum><header>Amount of
			 grant</header>
				<paragraph id="HDE8041BD999A46C497E90081CDC03C2B"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided
			 under paragraph (2), the grant awarded to the consortium under this section
			 shall be not more than $20,000,000.</text>
				</paragraph><paragraph id="H4848E1F5F89C4F688B0063E2B3577986"><enum>(2)</enum><header>Additional
			 funds</header><text display-inline="yes-display-inline">For each fiscal year of
			 the grant period, the Secretary of Education shall award to the consortium
			 awarded a grant under this section $1,750,000 for each additional State that is
			 a member of the consortium beyond the minimum 5 States required under
			 subsection (d).</text>
				</paragraph></subsection><subsection id="HCB3112C6F1154B8884FAC6C1EA135BFE"><enum>(d)</enum><header>Eligibility
			 requirement</header><text display-inline="yes-display-inline">To be eligible to
			 receive a grant under this section, the consortium shall include at least 5
			 States considering the need to provide an equitable geographic representation
			 of the United States, according to the regional divisions used by the Bureau of
			 the Census.</text>
			</subsection><subsection id="H6C7A7810A88B49ED82C224DBEE34F6C9"><enum>(e)</enum><header>Use of grant
			 funds</header><text>The consortium shall use the grant funds awarded under this
			 section for the following purposes:</text>
				<paragraph id="HA90656EB9B02472AA56C60906B95AABE"><enum>(1)</enum><text display-inline="yes-display-inline">To establish the State Consortium on STEM
			 Education.</text>
				</paragraph><paragraph id="H63A24D0DAB484AFD0007CBC4D8CD9DE6"><enum>(2)</enum><text>To convene an
			 Interstate Council on Science, Technology, Engineering, and Mathematics
			 Education (which may be referred to as the Interstate Council on STEM
			 Education) that includes a diverse group of individuals representing a variety
			 of perspectives on STEM education, the STEM disciplines, business, curriculum,
			 assessments, English language learners, and special education,
			 including—</text>
					<subparagraph id="H2F7AF77F3ED6476CB45CC854D788376D"><enum>(A)</enum><text display-inline="yes-display-inline">representatives from States that shall
			 include not less one State Governor, one Chief State School Officer, and one
			 representative of a State educational agency or their designee;</text>
					</subparagraph><subparagraph id="HFAEC20BEF4EA4494B7F47C1324B03C00"><enum>(B)</enum><text>representatives
			 from local educational agencies (LEAs) that shall include not less than one
			 current school administrator, and three expert STEM educators that represent
			 early childhood, elementary, middle, and secondary school perspectives;</text>
					</subparagraph><subparagraph id="HBA2C1E3FD26441F585B250C43EF24425"><enum>(C)</enum><text display-inline="yes-display-inline">not less than 4 representatives from STEM
			 education and the STEM fields at institutions of higher education that include
			 community colleges, and public and private four-year institutions of higher
			 education;</text>
					</subparagraph><subparagraph id="H6F0907C7EE894BA89FF2C2AC7900C8A8"><enum>(D)</enum><text display-inline="yes-display-inline">not less than one representative from a
			 STEM education professional organization, such as but not limited to the
			 National Science Teachers Association, the National Council for Teachers of
			 Mathematics, those representing engineering educators, career and technical
			 education, and organizations that represent underrepresented communities in
			 STEM; and</text>
					</subparagraph><subparagraph id="HBEAAE5A8BD5E4651AAF2611EE4720746"><enum>(E)</enum><text>not less than one
			 representative from each of the following categories of relevant STEM related
			 organizations: informal STEM education, business and industry, a STEM
			 disciplinary or professional society, private or corporate foundations,
			 youth-serving organizations, and other relevant organizations.</text>
					</subparagraph></paragraph><paragraph id="H7B3F3F436291457FA217CE145F85AB24"><enum>(3)</enum><text>To support at
			 least one full-time staff member for each State.</text>
				</paragraph><paragraph id="HC15F44484DB94BEC91D3FC7F6359345B"><enum>(4)</enum><text display-inline="yes-display-inline">To share STEM education research, promising
			 practices and exemplary programs, and programs through the NSERR.</text>
				</paragraph></subsection><subsection id="HCBFA22F288CE48DF8C9098FF0568081F"><enum>(f)</enum><header>Functions</header><text>The
			 State Consortium on STEM Education—</text>
				<paragraph id="HAA84A7FA665148F78663CA52A5725E77"><enum>(1)</enum><text display-inline="yes-display-inline">shall establish small working groups
			 comprised of members of the State Council on STEM Education and outside experts
			 in appropriate fields consulting widely to address the functions outlined in
			 this subsection;</text>
				</paragraph><paragraph id="H494B4C3239B641E386BA00BB5DD7A324"><enum>(2)</enum><text>shall identify
			 points of weakness and strength among State STEM education efforts, prioritize
			 strategies for addressing problem areas, and communicate State needs to the
			 STEM Education Committee within the OSTP and the Assistant Secretary for STEM
			 Education;</text>
				</paragraph><paragraph commented="no" id="H51F0764CFFA14F08ADD73338ED7DD3DF"><enum>(3)</enum><text display-inline="yes-display-inline">if the Secretary determines that
			 significant work in the areas described in subparagraphs (A) and (B) is not
			 already underway—</text>
					<subparagraph commented="no" id="H51ED640A792546BE85F08B9779600FAF"><enum>(A)</enum><text>shall develop
			 rigorous common content standards in STEM education for grades prekindergarten
			 through grade 12 reflecting common elements between disciplines with
			 consideration of—</text>
						<clause commented="no" id="HBE086863A21A4A2FB0784D643DC5EE09"><enum>(i)</enum><text display-inline="yes-display-inline">established international standards and
			 21st Century Skills; and</text>
						</clause><clause commented="no" id="HE2E16F79D7C244BE9132438707C813A2"><enum>(ii)</enum><text>the needs of
			 English language learners and special education students;</text>
						</clause></subparagraph><subparagraph commented="no" id="H85C9609331E64252AA83B8557E8BF4B4"><enum>(B)</enum><text>shall develop
			 innovative STEM assessment practices that include a substantial proportion of
			 extended constructed response items, such as performance-based measures, that
			 measure higher order thinking skills and understanding, application and
			 transferability knowledge, problem solving, analysis, and synthesis, and
			 include administration through a variety of modalities, such as audio-visual
			 and interactive technology;</text>
					</subparagraph><subparagraph id="H840997F00766481AA673F9054F8121E6"><enum>(C)</enum><text>may establish and
			 strengthen partnerships between two-year colleges and minority serving
			 institutions and research institutions to provide STEM students at two-year
			 colleges and minority serving institutions (MSIs) expanded degree possibilities
			 and opportunities to access research facilities and mentors including but not
			 limited to—</text>
						<clause commented="no" id="H23797E26C25B45E2924F022AF93BD2AD"><enum>(i)</enum><text>conducting a needs
			 assessment of how to enhance the flow of STEM students from two-year colleges
			 and MSIs to research institutions; and</text>
						</clause><clause commented="no" id="HEC9C31FD79194A88A9459B6825D0C2D6"><enum>(ii)</enum><text>establishing
			 articulation agreements that shall address pathways and credit transfers
			 between the institutions; and</text>
						</clause></subparagraph><subparagraph id="H1F0367D540F6421DB4BBB10FCDE04AD3"><enum>(D)</enum><text>may improve and
			 align STEM preservice teacher training among the member States, including but
			 not limited to developing common—</text>
						<clause commented="no" display-inline="no-display-inline" id="H21D837DDBC8C463C80A58C43BF674383"><enum>(i)</enum><text>STEM preservice
			 teacher training degree programs;</text>
						</clause><clause commented="no" id="H47119FFA637A499ABFACA9704BC06157"><enum>(ii)</enum><text>STEM teacher
			 credentials; and</text>
						</clause><clause commented="no" id="H86F0003D03344F99AC698C8450941514"><enum>(iii)</enum><text>alternative
			 pathways to STEM teacher certification;</text>
						</clause></subparagraph></paragraph><paragraph id="HD6A4EA110D84437188C220BB50C9BBCD"><enum>(4)</enum><text display-inline="yes-display-inline">if the Secretary determines that
			 significant work in the areas described in subparagraphs (A) and (B) of
			 paragraph (3) is already underway, shall carry out the activities described in
			 subparagraphs (D) and (E) of such paragraph;</text>
				</paragraph><paragraph id="HC910D001D24B4BA99BCA2FE87955F74B"><enum>(5)</enum><text display-inline="yes-display-inline">shall develop and implement strategies to
			 integrate STEM education into other subject areas, such as language arts,
			 social studies, physical and health education, music and other performing arts,
			 and environmental education;</text>
				</paragraph><paragraph id="H2C4EF2D59DAD4D1DA3BF18326831609F"><enum>(6)</enum><text display-inline="yes-display-inline">shall identify and utilize, to the maximum
			 extent possible, the expertise and resources of educators, institutions of
			 higher education, business and industry, and Federal agencies in the
			 development and implementation of functions outlined in this subsection;</text>
				</paragraph><paragraph id="H593837DC2760427DB64CCDAAC29DDDCD"><enum>(7)</enum><text display-inline="yes-display-inline">shall develop strategies to increase the
			 participation and success of individuals identified in section 33 or 34 of the
			 Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b) in
			 STEM fields with consideration of first generation students;</text>
				</paragraph><paragraph id="HD23DA8776DAC4626841D005C50F4B3D5"><enum>(8)</enum><text>shall issue
			 periodic reports on the status of STEM education in the States;</text>
				</paragraph><paragraph id="H6D6048F2D63A41908DFCBB9838FABD9B"><enum>(9)</enum><text display-inline="yes-display-inline">shall make STEM education research,
			 promising practices and exemplary programs, and effective STEM programs widely
			 available through the NSERR;</text>
				</paragraph><paragraph id="H2BB2FCAC943C433F96C0526F45E442B1"><enum>(10)</enum><text>may promote and
			 develop curriculum tools and professional development for in-service teachers
			 that foster innovation and inventiveness;</text>
				</paragraph><paragraph id="HAD743CD4930E4764A24427E737FA6C76"><enum>(11)</enum><text>may evaluate the
			 impact that STEM education professional development organizations have on
			 classroom instruction and student learning in member States;</text>
				</paragraph><paragraph id="H0ED5F9235B6D47FF853D6ED69500C3F2"><enum>(12)</enum><text display-inline="yes-display-inline">may provide technical support to States who
			 are members of the Consortium to establish or strengthen existing P–16 and/or
			 P–20 Councils and to align secondary school graduation requirements with the
			 demands of 21st century postsecondary education endeavors and support P–16
			 education data systems established by States and in section 6401 of the America
			 COMPETES Act (Public Law 110–69; 121 Stat. 668; 20 U.S.C. 9871), and serve as a
			 resource center for the STEM Education efforts of P–16 and/or P–20
			 Councils;</text>
				</paragraph><paragraph id="H6C73286A1F2841D4B9F8A5AB00FC9964"><enum>(13)</enum><text>may develop STEM
			 Career Awareness Programs in collaboration with school guidance counselors that
			 reflect the projected STEM workforce needs of the 21st century that may include
			 mentoring programs and STEM professional outreach; and</text>
				</paragraph><paragraph id="H41A42807C522470D93115FD0AE1431AB"><enum>(14)</enum><text>may develop
			 STEM-related workforce education and training programs to enhance the skills of
			 workers to meet the needs of business and industry.</text>
				</paragraph></subsection><subsection id="H2E69690135C24277813FADB1FCDCC5FC"><enum>(g)</enum><header>Outside
			 funds</header><text>The State Consortium on STEM Education shall be permitted
			 to accept and solicit outside funds.</text>
			</subsection><subsection id="HE73A4ECDA6CC44A897E8DF8C09D2116F"><enum>(h)</enum><header>Evaluation and
			 report</header><text>The State Consortium on STEM Education shall conduct
			 periodic independent evaluations, by grant or by contract, of the State
			 Consortium on STEM Education’s effectiveness at accomplishing the functions
			 outlined in subsection (f), which shall include—</text>
				<paragraph id="H246A26029789447790ABE4C1C889002"><enum>(1)</enum><text>an
			 assessment of the impact of such activities on STEM teaching and learning;
			 and</text>
				</paragraph><paragraph id="H689D602B9FF64839B0F9100626941BC"><enum>(2)</enum><text>the preparation and
			 submission of a report on the results of the evaluation described in paragraph
			 (1) to the Assistant Secretary of STEM Education.</text>
				</paragraph></subsection><subsection id="H913AAD3B84804ACD806B587EEFEC00C"><enum>(i)</enum><header>Prohibitions</header>
				<paragraph id="HFA2EBB26B68B4C6392D57D30C65EE982"><enum>(1)</enum><header>In
			 general</header><text>In implementing this section, the Secretary may
			 not—</text>
					<subparagraph id="HA9A6DFD7BAF44BFDBACAF43740F74F9"><enum>(A)</enum><text>endorse, approve,
			 or sanction any STEM curriculum designed for use in any school; or</text>
					</subparagraph><subparagraph id="HC100BEA5ABF343A4A794A892E7A4AD75"><enum>(B)</enum><text>engage in
			 oversight, technical assistance, or activities that will require the adoption
			 of a specific STEM program or instructional materials by a State, local
			 educational agency, or school.</text>
					</subparagraph></paragraph></subsection></section><section id="HD5955FFE32EC411B90D7A9E25C291994"><enum>8.</enum><header>STEM Education
			 Resource Alliance</header>
			<subsection id="HCA1FB0C829334BA28102AA26C800789B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">From amounts made
			 available to carry out this section, the Secretary of Education, acting through
			 the Office of STEM Education, shall make a grant to the National Science
			 Digital Library to establish the STEM Education Resource Alliance. The STEM
			 Education Resource Alliance shall be composed of representatives from each
			 Agency and industry stakeholders. The STEM Education Resource Alliance shall
			 have 2 co-chairs selected by the members of the Alliance. The co-chairs shall
			 serve for a 3-year term. No individual may serve as a co-chair for more than 1
			 consecutive term.</text>
			</subsection><subsection id="H7F6D86B0E15C4C59B989F588BE333BE9"><enum>(b)</enum><header>Use of grant
			 amounts</header><text display-inline="yes-display-inline">The National Science
			 Digital Library shall use the grant funds to provide basic operational support
			 to the STEM Education Resource Alliance, including maintenance, office space,
			 equipment, personnel, and other operational costs.</text>
			</subsection><subsection id="H24185951C02C48079C55ACA264D34DA3"><enum>(c)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The STEM Education Resource Alliance shall
			 have the following responsibilities:</text>
				<paragraph id="H7CBC728E6F464F9DA9EC5CE42D1F3570"><enum>(1)</enum><text display-inline="yes-display-inline">Coordinating and organizing—</text>
					<subparagraph id="H36C99AAA353549A6800B6C18EAD1E055"><enum>(A)</enum><text>scientifically
			 valid STEM education research;</text>
					</subparagraph><subparagraph id="H33ECA28DAF5D484FBD7443127246BC5B"><enum>(B)</enum><text>STEM education
			 programs—</text>
						<clause id="H5CCC6F0727614975BA67633008278781"><enum>(i)</enum><text>that
			 demonstrate promising practices; or</text>
						</clause><clause id="H35801A274D704CCD8E4DEC0F6C09E5DF"><enum>(ii)</enum><text>are
			 exemplary, in terms of content or resources; and</text>
						</clause></subparagraph><subparagraph id="H1B242239FD19445BA57EF4F0CCA0984E"><enum>(C)</enum><text>STEM education
			 resources.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H3E5A564BD6C047CC85A57C1C9327BFA1"><enum>(2)</enum><text display-inline="yes-display-inline">Integrating existing STEM education
			 collections, teacher professional development opportunities, and student
			 programs available through the Federal Government, State initiatives, or
			 national experts, including the Science Education Resource Center, Research
			 from Institutions of Higher Education, Regional Education Centers (labs,
			 comprehensive centers, and technical assistance centers), Applied Math and
			 Science Repository, and Education Resources Information Center (ERIC).</text>
				</paragraph><paragraph id="H00E279D7D8F040F7B1B1940FFC32816C"><enum>(3)</enum><text>Working with
			 industry to develop a uniform format for submissions to the NSERR, such as
			 summaries, metadata, contact information for questions, examples of successful
			 implementation, and other information necessary to develop applications that
			 enhance learning and teaching.</text>
				</paragraph><paragraph id="HF18313F6F9EB4CF0918D811FB18B1D9D"><enum>(4)</enum><text display-inline="yes-display-inline">In collaboration with relevant STEM
			 education experts, developing criteria for inclusion in the NSERR of resources,
			 research, promising practices, and exemplary programs, including requirements
			 relating to evaluation by experts at the principal originating agency.</text>
				</paragraph><paragraph id="H6D74D643584C4DBC82E19DE300314E2D"><enum>(5)</enum><text>Publishing, not
			 later than 180 days after the date of the enactment of this Act, the criteria
			 developed under paragraph (4).</text>
				</paragraph><paragraph id="H3DFD94F58E9A4456AF00E96949CFF215"><enum>(6)</enum><text display-inline="yes-display-inline">Ensuring that STEM education resources,
			 research, promising practices, and exemplary programs meeting the criteria
			 developed under paragraph (4) are included in the NSERR (to be digitally housed
			 at a location determined by the Chief Information Officer of the United States)
			 and made widely available at no cost in a useful format.</text>
				</paragraph><paragraph id="H0036716FD9D5409D919D8A9BA8BB8C1A"><enum>(7)</enum><text display-inline="yes-display-inline">Working with the Office of Science and
			 Technology Information at the Department of Energy to ensure
			 “www.scienceeduction.gov” serves as the central portal to STEM education
			 resources and promising practices across the Federal Government.</text>
				</paragraph><paragraph commented="no" id="H7A09261385354672B5F31612D9B1F014"><enum>(8)</enum><text>Providing to the
			 National Science Digital Library, not less than annually, updates of policies
			 and procedures to accommodate the requirements of new and emerging
			 technologies.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HEAF7CEB6BB914F1D895E8D61BD7EBC4E"><enum>(d)</enum><header>Outside
			 funds</header><text>The STEM Education Resource Alliance shall be permitted to
			 accept and solicit outside funds.</text>
			</subsection><subsection id="H60CE1848E683496CB756AA50F4A2CE40"><enum>(e)</enum><header>Federal Advisory
			 Committee Act not To apply</header><text display-inline="yes-display-inline">The Federal Advisory Committee Act (5
			 U.S.C. App.) shall not apply to the STEM Education Resource Alliance.</text>
			</subsection><subsection id="H37B0190F73A646190063998F89AD00C0"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated $1,500,000
			 to carry out this section for fiscal year 2010 and such sums as may be
			 necessary for each fiscal year thereafter.</text>
