				Secretary of Defense, the Secretary concerned may pay to any member of the
				uniformed services described in paragraph (2) a special monthly compensation in
				an amount determined under paragraph (3).</text>
								</paragraph><paragraph id="H5C538668A4E7460F8F97D6311097252C" indent="up1"><enum>(2)</enum><text>A member eligible for the
				compensation authorized by paragraph (1) is a member—</text>
									<subparagraph id="H00D97A5D3B7A44D3B65C3BC0B8AD15E7"><enum>(A)</enum><text>who has a combat-related catastrophic
				injury or illness and for whom a licensed physician has certified that the
				member is in need of assistance from another person to perform the personal
				functions required in everyday living; and</text>
									</subparagraph><subparagraph id="HE37AD70B27A744719117D3EC41650AAA"><enum>(B)</enum><text>who has elected to participate in the
				expedited disability evaluation process.</text>
									</subparagraph></paragraph><paragraph id="HCC2FBF3789FC4EB6AAAB5A0D36BC471E" indent="up1"><enum>(3)</enum><text>The Secretary of Defense may
				establish additional eligibility criteria in the regulations required by
				paragraph (1).</text>
								</paragraph><paragraph id="H7D97E769BF4140638E835DDBA36CB85F" indent="up1"><enum>(4)</enum><text>The amount of the special monthly
				compensation authorized by paragraph (1) shall be determined under criteria
				prescribed by the Secretary of Defense, but may not exceed the amount of the
				aid and attendance allowance authorized by section 1114(r) of title 38 for
				veterans in need of regular aid and attendance. In determining the amount of
				the compensation, the Secretary concerned shall consider the extent to which
				home health care and related services are being provided by the Government and
				the extent to which aid and attendance services are being provided by family
				and friends who may be compensated with funds provided through the special
				monthly compensation authorized by this section.</text>
								</paragraph><paragraph id="H968C2BB0692144A9B2425552F4C854FB" indent="up1"><enum>(5)</enum><text>The duration of the special monthly
				compensation authorized by paragraph (1) shall be 120 days from the date of the
				member’s election to participate in the expedited disability evaluation process
				or until the member is medically retired from service, so long as the member
				otherwise remains eligible.</text>
								</paragraph></subsection><subsection id="HDF49C7D2311E4C4B8CF4D04F8982BD65"><enum>(b)</enum><header>Definitions</header><text>In
				this section:</text>

				<quote>catastrophic injury or illness</quote> means a permanent, severely
				disabling injury, disorder, or disease that compromises the ability to carry

				replacement during the preceding fiscal year of contract workyears providing
				support to major Department of Defense headquarters activities with military
				end strength or civilian full-time equivalents, including an estimate of the
				number associated with the replacement of contracts performing inherently
				governmental or exempt functions.</text>

			 Code, is amended by adding at the end the following new paragraph:</text>

				</section><section id="H0F2250BF15AE415EABF2D279AB799306"><enum>1002.</enum><header>Advance notice
			 to Congress of transfer of funds from a working-capital fund</header><text display-inline="no-display-inline">Paragraph (1) of section 2208(r) of title
			 10, United States Code, is amended to read as follows:</text>
					<quoted-block id="H14DE7279FD1F43D7A92D7C57A6D55F84" style="OLC">
						<paragraph id="HFF86B99A026A4D50A150BC13C684042A" indent="up1"><enum>(1)</enum><text>Whenever the Secretary of Defense
				proposes to exercise authority provided by law to transfer funds from a
				working-capital fund, including a transfer to another working-capital fund,
				such transfer may be made only after the Secretary submits to Congress notice
				of the proposed transfer and a period of five days has passed from the date of
				the
				notification.</text>

				</section></subtitle><subtitle id="H7D280E9D33614B0CBC33A7881DD5B138"><enum>B</enum><header>Policy Relating to
			 Vessels and Shipyards</header>
				<section id="H00157F7216454099A9B6ACDDA4EBD2D3"><enum>1011.</enum><header>Temporary
			 reduction in statutory minimum number of aircraft carriers in active
			 service</header><text display-inline="no-display-inline">Section 5062(b) of
			 title 10, United States Code, is amended by inserting before the period at the
			 end of the first sentence the following: <quote>, except that during the period
			 beginning on the date of the decommissioning of the USS Enterprise (CVN 65) and
			 ending on the date of the commissioning into active service of the USS GERALD
			 R. FORD (CVN 78), the number of operational aircraft carriers in the naval
			 combat forces of the Navy may be 10</quote>.</text>
				</section></subtitle><subtitle id="HC297B16880E94678BFC4622E33BF8769"><enum>C</enum><header>Other
			 Matters</header>
				<section id="H8D777AED167E4FC49A62D4E5B1AD10A5"><enum>1021.</enum><header>Repeal of
			 requirement for annual report on military museums</header>
					<subsection id="HA9DE168E1F6C48A7B540491718869644"><enum>(a)</enum><header>Repeal</header><text>Section
			 489 of title 10, United States Code, is repealed.</text>
					</subsection><subsection id="H3337BA15AE474DFBAB883F77BA1DF1F9"><enum>(b)</enum><header>Table of
			 sections</header><text>The table of sections at the beginning of chapter 23 of
			 such title is amended by striking the item relating to section 489.</text>
					</subsection></section><section id="H073829D072FF41E99AA4B921A9A221A3"><enum>1022.</enum><header>Defense Cyber
			 Crime Center: authority to admit private sector civilians to cyber security
			 courses</header>
					<subsection id="HB67DFBCA73704B3DA9B3E66462AEAD3F"><enum>(a)</enum><header>Authority for
			 admission</header><text>The Secretary of Defense may permit eligible private
			 sector employees to receive instruction at the Defense Cyber Investigations
			 Training Academy operating under the direction of the Defense Cyber Crime
			 Center. No more than the equivalent of 200 full-time student positions may be
			 filled at any one time by private sector employees enrolled under this section,
			 on a yearly basis. Upon successful completion of the course of instruction in
			 which enrolled, any such private sector employee may be awarded an appropriate
			 certification or diploma.</text>
					</subsection><subsection id="H5F9ADDC41268401896C1140AFC4A671D"><enum>(b)</enum><header>Eligible private
			 sector employees</header><text>For purposes of this section, an eligible
			 private sector employee is an individual employed by a private firm that is
			 engaged in providing to the Department of Defense or other Government
			 departments or agencies significant and substantial defense-related systems,
			 products, or services, or whose work product is relevant to national security
			 policy or strategy. A private sector employee remains eligible for such
			 instruction only so long as that person remains employed by an eligible private
			 sector firm.</text>
					</subsection><subsection id="HE8A51A92882F4BAE97524DE14D8649C2"><enum>(c)</enum><header>Program
			 requirements</header><text>The Secretary of Defense shall ensure that—</text>
						<paragraph id="H07CD16C030274F8CAF8F6A9977ABBEA4"><enum>(1)</enum><text>the curriculum in
			 which private sector employees may be enrolled under this section is not
			 readily available through other schools; and</text>
						</paragraph><paragraph id="HEFB3504A11F44D7196385153A9EF960D"><enum>(2)</enum><text>the course
			 offerings at the Defense Cyber Investigations Training Academy continue to be
			 determined solely by the needs of the Department of Defense.</text>
						</paragraph></subsection><subsection id="H4ED169F87C244AF99590068BBCD16605"><enum>(d)</enum><header>Tuition</header><text>The
			 Defense Cyber Investigations Training Academy shall charge students enrolled
			 under this section a rate that is at least the rate charged for employees of
			 the United States, including overhead.</text>
					</subsection><subsection id="H59B314AEF2624351B024A1A916496B6B"><enum>(e)</enum><header>Standards of
			 conduct</header><text>While receiving instruction at the Defense Cyber
			 Investigations Training Academy, students enrolled under this section, to the
			 extent practicable, are subject to the same regulations governing academic
			 performance, attendance, norms of behavior, and enrollment as apply to
			 Government civilian employees receiving instruction at the academy.</text>
					</subsection><subsection id="H93D37A8628B04A45ADF0D83180C98C27"><enum>(f)</enum><header>Use of
			 funds</header><text>Notwithstanding section 3302 of title 31, United States
			 Code, or any other provision of law, amounts received by the Defense Cyber
			 Investigations Training Academy for instruction of students enrolled under this
			 section shall be retained by the academy to defray the costs of such
			 instruction. The source, and the disposition, of such funds shall be
			 specifically identified in records of the academy.</text>
					</subsection></section></subtitle></title><title id="HCEADFA58947442E59C45609C93385DC1"><enum>XII</enum><header>Matters Relating
			 to Foreign Nations</header>
			<section id="H3426AB3DC26D4397A8970244970DB06A"><enum>1201.</enum><header>One-year
			 extension of Commanders’ Emergency Response Program and extension of due date
			 for quarterly reports to Congress</header>
				<subsection id="HB8DF03DB4A084B9F92AB1307AE8DEFC4"><enum>(a)</enum><header>One-year
			 extension of authority</header>
					<paragraph id="H421CE47625044DDCBBFB78A67E6A5A89"><enum>(1)</enum><header>Authority for
			 fiscal year 2010</header><text>Subsection (a) of section 1202 of the National
			 Defense Authorization Act for Fiscal Year 2006 (Public Law 109–163; 119 Stat.
			 3455), as most recently amended by section 1214 of the Duncan Hunter National
			 Defense Authorization Act for Fiscal Year 2009 (Public Law 110–417; 122 Stat.
			 4630), is amended—</text>

			 amended—</text>

			 <quote>15 days</quote> and inserting <quote>45 days</quote>; and</text>

			 year during which the authority under subsection (a) is in

			 amendments</header><text>Subsections (e)(1) and (f)(1) of such section are
			 amended by striking <quote>the date of the enactment of the Duncan Hunter
			 National Defense Authorization Act for Fiscal Year 2009</quote> and inserting
			 <quote>October 14, 2008,</quote>.</text>
				</subsection></section><section id="HAFC1508439E445A88F62DFF3CABC11AF"><enum>1202.</enum><header>Enhanced
			 authority to acquire products and services produced in Central Asia, Pakistan,
			 and the South Caucasus</header>
				<subsection id="H5076979E765C461AAB34DE14D3962A9C"><enum>(a)</enum><header>In
			 general</header><text>In the case of a product or service to be acquired in
			 support of operations (including security, transition, reconstruction, and
			 humanitarian relief activities) in Afghanistan for which the Secretary of
			 Defense makes a determination described in subsection (b), the Secretary may
			 conduct a procurement in which—</text>
					<paragraph id="HE98D7AFD70134808A6E1F2086E00A429"><enum>(1)</enum><text>competition is
			 limited to products or services that are from Central Asia, Pakistan, or the
			 South Caucasus;</text>
					</paragraph><paragraph id="HCA524BE1EA2849979C2436EBE7F0592A"><enum>(2)</enum><text>procedures other
			 than competitive procedures are used to award a contract to a particular source
			 or sources from Central Asia, Pakistan, or the South Caucasus; or</text>
					</paragraph><paragraph id="HFDC3C0A92C7C41CB88EA892345593F6F"><enum>(3)</enum><text>a
			 preference is provided for products or services that are from Central Asia,
			 Pakistan, or the South Caucasus.</text>
					</paragraph></subsection><subsection id="H64ADCA42A2824AB8B624DAE9B5F116BA"><enum>(b)</enum><header>Determination</header><text>A
			 determination described in this subsection is a determination by the Secretary
			 that—</text>
					<paragraph id="H02097CD2F8E04272A93074F451061FC9"><enum>(1)</enum><text>the product or
			 service concerned is to be used only by military forces, police, or other
			 security personnel of Afghanistan, the United States, Allies, or coalition
			 partners; or</text>
					</paragraph><paragraph id="HDA5FAC85D96145998ADE8FA35CDAE51C"><enum>(2)</enum><text>it is in the
			 national security interest of the United States to limit competition, use
			 procedures other than competitive procedures, or provide a preference as
			 described in subsection (a) because—</text>
						<subparagraph id="H491C5E58BFCB478094E5658A99FE5080"><enum>(A)</enum><text>such limitation,
			 procedure, or preference is necessary—</text>
							<clause id="H1718B513AAEF496F852638BC6FFECC43"><enum>(i)</enum><text>to
			 improve local market and transportation infrastructure in Central Asia,
			 Pakistan, or the South Caucasus in order to reduce overall United States
			 transportation costs and risks in shipping goods in support of operations in
			 Afghanistan;</text>
							</clause><clause id="HCEED13943A1E47DD836DA61F9CE9F02D"><enum>(ii)</enum><text>to
			 encourage states of Central Asia, Pakistan, or the South Caucasus to cooperate
			 in expanding supply routes through their territory in support of operations in
			 Afghanistan; or</text>
							</clause><clause id="H6A1C4C553A364D1BBF86DF1385B24563"><enum>(iii)</enum><text>to
			 help develop a more robust and enduring commercial and transportation network
			 in Central Asia, Pakistan, or the South Caucasus that will connect Afghanistan
			 to its neighbors, promote regional commerce, diversify existing infrastructure
			 in the region, and bolster stability and prosperity in the region; and</text>
							</clause></subparagraph><subparagraph id="H82A77EDD05E145B6B2666A1F4EF8902C"><enum>(B)</enum><text>such limitation,
			 procedure, or preference will not adversely affect—</text>
							<clause id="HACF9EE663D594C64BE37DB4477BAA802"><enum>(i)</enum><text>operations in
			 Afghanistan; or</text>
							</clause><clause id="HB33E7CFF4B6A430BB6D330C7BAEAF421"><enum>(ii)</enum><text>the
			 United States industrial base.</text>
							</clause></subparagraph></paragraph></subsection><subsection id="HCB9C89B9B33647EC9C79A04BF73D7AEE"><enum>(c)</enum><header>Products,
			 services, and sources from central asia, pakistan, or the south
			 caucasus</header><text>For the purposes of this section:</text>
					<paragraph id="H1A5FD5AE92D141FF9D26D0B3880FBE20"><enum>(1)</enum><text>A
			 product is from the Central Asia, Pakistan, or the South Caucasus if it is
			 mined, produced, or manufactured in Georgia, the Kyrgyz Republic, Pakistan, the
			 Republic of Armenia, the Republic of Azerbaijan, the Republic of Kazakhstan,
			 the Republic of Tajikistan, the Republic of Uzbekistan, or Turkmenistan.</text>
					</paragraph><paragraph id="H0A92BABA982D4FD4848D7718A15FA218"><enum>(2)</enum><text>A
			 service is from Central Asia, Pakistan, or the South Caucasus if it is
			 performed in Georgia, the Kyrgyz Republic, Pakistan, the Republic of Armenia,
			 the Republic of Azerbaijan, the Republic of Kazakhstan, the Republic of
			 Tajikistan, the Republic of Uzbekistan, or Turkmenistan by citizens or
			 permanent resident aliens of Georgia, the Kyrgyz Republic, Pakistan, the
			 Republic of Armenia, the Republic of Azerbaijan, the Republic of Kazakhstan,
			 the Republic of Tajikistan, the Republic of Uzbekistan, or Turkmenistan.</text>
					</paragraph><paragraph id="H5606765BD124456EBAC30FB11B91457F"><enum>(3)</enum><text>A
			 source is from Central Asia, Pakistan, or the South Caucasus if it—</text>
						<subparagraph id="HB9E4B1B59B144C8C9145A9F5D6BB5C7E"><enum>(A)</enum><text>is located in
			 Georgia, the Kyrgyz Republic, Pakistan, the Republic of Armenia, the Republic
			 of Azerbaijan, the Republic of Kazakhstan, the Republic of Tajikistan, the
			 Republic of Uzbekistan, or Turkmenistan; and</text>
						</subparagraph><subparagraph id="HA0332654A57D4DDEB6BD6F377ABE91CC"><enum>(B)</enum><text>offers products or
			 services that are from Georgia, the Kyrgyz Republic, Pakistan, the Republic of
			 Armenia, the Republic of Azerbaijan, the Republic of Kazakhstan, the Republic
			 of Tajikistan, the Republic of Uzbekistan, or Turkmenistan.</text>
						</subparagraph></paragraph></subsection><subsection id="HC9CB65B1AED442A5A3B48A971C635D00"><enum>(d)</enum><header>Construction
			 with other authority</header><text>The authority provided in subsection (a) is
			 in addition to the authority set out in section 886 of the National Defense
			 Authorization Act for Fiscal Year 2008 (Public Law 110–181; 122 Stat. 266; 10
			 U.S.C. 2302 note).</text>
				</subsection></section></title><title id="H4470A0AF92D54CD2BE2D2FBE9923C2E8"><enum>XIII</enum><header>Military
			 Construction, Military Family Housing, and Real Property</header>
			<section id="HD7F3038D738F486F9F476573AF4C0813"><enum>1301.</enum><header>Temporary
			 increase in cost threshold for use of operation and maintenance funds for
			 unspecified minor military construction projects in Afghanistan</header>
				<subsection id="HD0FA01E579A44BE59756E09E9184E20C"><enum>(a)</enum><header>Increased cost
			 threshold</header>
					<paragraph id="H505DEECE7C2B42789D3CA48D866C3CD6"><enum>(1)</enum><header>Projects in
			 afghanistan</header><text>For purposes of any military construction project to
			 be carried out in Afghanistan that is a contingency operational requirements
			 project, the cost limitation applicable to the project under subsection (c) of
			 section 2805 of title 10, United States Code, shall be treated as being
			 $3,000,000, notwithstanding any otherwise applicable cost limitation under that
			 section.</text>
					</paragraph><paragraph id="H04147810C43349F5BE5BAEA1A105E012"><enum>(2)</enum><header>Contingency
			 operational requirements project</header><text>For purposes of this subsection,
			 the term <quote>contingency operational requirements project</quote> means a
			 project that is necessary to meet military operational requirements involving
			 the use of the Armed Forces in support of—</text>
						<subparagraph id="H4C4E130FC96E40958F92180B8C3F8443"><enum>(A)</enum><text>a declaration of
			 war;</text>
						</subparagraph><subparagraph id="HB0AA039CB8674F96AF604B7E7B1B068E"><enum>(B)</enum><text>a declaration by
			 the President of a national emergency under section 201 of the National
			 Emergencies Act (50 U.S.C. 1621); or</text>
						</subparagraph><subparagraph id="H725692F8F60F4D4BB90B84E1C430B2F5"><enum>(C)</enum><text>a contingency
			 operation (as such term is defined in section 101 of title 10, United States
			 Code).</text>
						</subparagraph></paragraph></subsection><subsection id="HB69CCC906443479CAA29D197DFBF22F9"><enum>(b)</enum><header>Transparency</header>
					<paragraph id="HFB442F97CB1A4CDEB56E5A2276E140AD"><enum>(1)</enum><header>Quarterly
			 reports</header><text>Not later than 60 days after the end of each fiscal-year
			 quarter during which subsection (a) is in effect, the Secretary concerned shall
			 submit to the congressional committees specified in paragraph (2) a report on
			 contracts entered into during that quarter under section 2805(c) of title 10,
			 United States Code, for which the applicable cost limitation was the limitation
			 specified in subsection (a). Each such report shall include a statement of
			 obligations during that quarter for each such contract.</text>
					</paragraph><paragraph id="H6A9BB92034594CC689A689B7103D8939"><enum>(2)</enum><header>Congressional
			 committees</header><text>The congressional committees referred to in this
			 paragraph are the following:</text>
						<subparagraph id="HCD28300481834405AEA0F4A78C0D74DD"><enum>(A)</enum><text>The Committee on
			 Armed Services and the Subcommittee on Defense and the Subcommittee on Military
			 Construction, Veterans Affairs, and Related Agencies of the Committee on
			 Appropriations of the Senate.</text>
						</subparagraph><subparagraph id="HA5C0B0C5A6014D3DBF63C7DFEAE296DE"><enum>(B)</enum><text>The Committee on
			 Armed Services and the Subcommittee on Defense and the Subcommittee on Military
			 Construction, Veterans Affairs, and Related Agencies of the Committee on
			 Appropriations of the House of Representatives.</text>
						</subparagraph></paragraph><paragraph id="H3F084F7C7526465A9F381C2E28671872"><enum>(3)</enum><header>Secretary
			 concerned</header><text>For purposes of this subsection, the term
			 <quote>Secretary concerned</quote> has the meaning applicable to such term
			 under section 2805 of title 10, United States Code.</text>
					</paragraph></subsection><subsection id="HF07F248B7684492FB38B580BA117A11A"><enum>(c)</enum><header>Expiration</header><text>No
			 funds may be obligated for a project by reason of the provisions of subsection
			 (a) after September 30, 2011.</text>
				</subsection></section><section id="HE209F45AE9E543F1AFDA314D0390B555"><enum>1302.</enum><header>Two-year
			 extension of authority for pilot projects for acquisition or construction of
			 military unaccompanied housing</header><text display-inline="no-display-inline">Subsection (f) of section 2881a of title
			 10, United States Code, is amended by striking <quote>2009</quote> and
			 inserting <quote>2011</quote>.</text>
			</section><section id="H015108448F9F4A86ACA217ECF38077CE"><enum>1303.</enum><header>Consolidation
			 and standardization of notice-and-wait requirements applicable to real property
			 leases</header>
				<subsection id="H4DBF0299A70B47C3933D9403E4E383F3"><enum>(a)</enum><header>General lease
			 authority</header><text>Section 2662(a)(1)(C) of title 10, United States Code,
			 is amended by inserting after <quote>United States,</quote> the following:
			 <quote>other than a lease entered into pursuant to section 2667 of this
			 title,</quote>.</text>
				</subsection><subsection id="H6EED2CA4E33E4A449684C4DF2DE0D0ED"><enum>(b)</enum><header>Leases of
			 non-excess property</header><text>Section 2667 of such title is amended—</text>
					<paragraph id="H3FB8048BC5BE4D75B2D31DE67BC1E8DF"><enum>(1)</enum><text>in subsection (c),
			 by striking paragraph (4);</text>
					</paragraph><paragraph id="H14D008004FF944DBA43616AACBB1CB16"><enum>(2)</enum><text>in subsection (d),
			 by striking paragraph (6);</text>
					</paragraph><paragraph id="HD02D547AB53A40AEBFF0DE08E4B69D1C"><enum>(3)</enum><text>in subsection (h),
			 by striking paragraphs (3) and (5); and</text>
					</paragraph><paragraph id="H764FE8220DD34C60B763010B49B3B090"><enum>(4)</enum><text>by adding at the
			 end the following new subsection:</text>
						<quoted-block id="H2061F8ADC86640D9B47F97A5CA0A1F6C" style="OLC">
							<subsection id="H4B8B80BA48BA47B290EC959B774706EF"><enum>(k)</enum><header>Notice-and-wait
				requirements</header><paragraph commented="no" display-inline="yes-display-inline" id="H9E3EB492713440E6AB894CA92A199FCB"><enum>(1)</enum><text>The Secretary concerned
				may not issue a contract solicitation or other lease offering under this
				section for a lease with an annual rental value that is greater than $750,000
				(other than for a lease under subsection (g)) until the Secretary submits to
				the Committee on Armed Services of the Senate and the Committee on Armed
				Services of the House of Representatives a report with respect to the proposed
				lease and a period of 30 days has elapsed after the date of the submission of
				the report. Any such report shall include the following:</text>
									<subparagraph id="H967B6CE0CE9C4EB28B114F35BEA9FE30" indent="up1"><enum>(A)</enum><text>A description of the proposed lease,
				including the proposed duration of the lease.</text>
									</subparagraph><subparagraph id="H8139823D3DA347C7AC54A3DE44AB9CEC" indent="up1"><enum>(B)</enum><text>A description of the authorities to be
				used in entering into the lease and the intended participation of the United
				States in the lease, including a justification of the intended method of
				participation.</text>
									</subparagraph><subparagraph id="H1619F136692A448EB143B513F5699570" indent="up1"><enum>(C)</enum><text>A statement of the scored cost of the
				lease, determined using the scoring criteria of the Office of Management and
				Budget.</text>
									</subparagraph><subparagraph id="H6C280F325FA149B2962449413AD40519" indent="up1"><enum>(D)</enum><text>A determination that the property
				involved in the lease is not excess property, as required by subsection (a)(3),
				including the basis for the determination.</text>
									</subparagraph><subparagraph id="H7F3B4E1AF24744829F1E4C9817F7D985" indent="up1"><enum>(E)</enum><text>A determination that the proposed
				lease is directly compatible with the mission of the military installation or
				Defense Agency the property of which is to be subject to the lease and a
				description of the anticipated long-term use of the property at the conclusion
				of the lease.</text>
									</subparagraph><subparagraph id="H28FB99B78D1B4A469AEFD4CAAAAE19B3" indent="up1"><enum>(F)</enum><text>A description of the requirements or
				conditions within the contract solicitation or other lease offering for the
				offeror to address taxation issues, including payments-in-lieu-of taxes, and
				other development issues related to local municipalities.</text>
									</subparagraph></paragraph><paragraph id="HAC3A8E772634416F8343ED3D5BF971E5" indent="up1"><enum>(2)</enum><text>The Secretary concerned may not enter
				into a lease with respect to which a report was required under paragraph (1)
				until the Secretary submits to the committees specified in that paragraph a
				report with respect to the proposed lease and either a period of 30 days has
				elapsed after the date of the submission of the report or a period of 14 days
				has elapsed after the date of the submission of a copy of the report in an
				electronic medium pursuant to section 480 of this title. Any such report shall
				include the following:</text>
									<subparagraph id="H467C0A0A82334E4E8D7B1BF5EBDCE7DC"><enum>(A)</enum><text>A copy of the report submitted under
				paragraph (1) with respect to that lease.</text>
									</subparagraph><subparagraph id="H8FCDD022C597459E9C052743DD12F091"><enum>(B)</enum><text>A description of the differences
				between the report submitted under paragraph (1) and the report being submitted
				under this paragraph.</text>
									</subparagraph><subparagraph id="H4FDE10A26DB54622AC539A75F623A5F4"><enum>(C)</enum><text>A description of the lease payment
				required under this section, including a description of any in-kind
				consideration that will be accepted.</text>
									</subparagraph><subparagraph id="H2D51D8EF213B408F8B525CEF21D1C6B2"><enum>(D)</enum><text>A description of any community support
				facility or provision of community support services under the lease, regardless
				of whether the facility will be operated by a covered entity or the lessee or
				the services will be provided by a covered entity or the lessee.</text>
									</subparagraph><subparagraph id="HC478C8FFFB05440382495EBCEC0C6083"><enum>(E)</enum><text>A description of the competitive
				procedures used to select the lessee or, in the case of a lease involving the
				public benefit exception authorized by paragraph (2) of subsection (h), a
				description of the public benefit to be served by the lease.</text>
									</subparagraph><subparagraph id="H0DB73C6F396C438FB6F9C386D925EFC9"><enum>(F)</enum><text>In the case of a proposed lease under
				subsection (a) that involves a project related to energy production and for
				which the term of the lease exceeds 20 years, a certification that the project
				is consistent with the Department of Defense performance goals and plan
				required by section 2911 of this
				title.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section></title></legis-body>
