		<official-title display="yes">To amend title 31, United States Code, to
		  enhance the oversight authorities of the Comptroller General, and for other

		<section commented="no" display-inline="no-display-inline" id="HF92D529E2DA243E1B52A09A7238625D2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Government Accountability Office
			 Improvement Act of 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HB4380732B5D441148F3FEA39D5B8B17F" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Authority to obtain information</header>
			<subsection commented="no" display-inline="no-display-inline" id="H289A7136F2AE48CFB0C5FE83ECA9BE81"><enum>(a)</enum><header display-inline="yes-display-inline">Authority To obtain records</header><text display-inline="yes-display-inline">Section 716 of title 31, United States
			 Code, is amended in subsection (a)—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HBDC7C2BDB90E475FB1DE54DA2BBA6893"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>(a)</quote> and
			 inserting <quote>(2)</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF9AC5F5399A447A0ADD329F86FCB0F89"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after the section heading the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="HBB93AA851FE04FFEB5E8320F66453FBB" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="H1286872195CB45FB9A3B702B2EE8EACA"><enum>(a)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HA7CBF16BD097412A8790FB32DD4AAE2D"><enum>(1)</enum><text display-inline="yes-display-inline">The Comptroller General is authorized to
				obtain such agency records as the Comptroller General requires to discharge his
				duties (including audit, evaluation, and investigative duties), including
				through the bringing of civil actions under this section. In reviewing a civil
				action under this section, the court shall recognize the continuing force and
				effect of the authorization in the preceding sentence until such time as the
				authorization is repealed pursuant to
				law.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H301390A97E0549EEADFB40150A3BD731"><enum>(b)</enum><header display-inline="yes-display-inline">Copies and interviews</header><text display-inline="yes-display-inline">Section 716(a) of title 31, United States
			 Code, as amended by subsection (a), is further amended in the second sentence
			 of paragraph (2) by striking <quote>inspect an agency record</quote> and
			 inserting <quote>inspect, and make and retain copies of, an agency record and
			 interview agency officers and employees</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H06492AB05AD74CD4B24FB79165470774"><enum>(c)</enum><header display-inline="yes-display-inline">Rules of construction</header><text display-inline="yes-display-inline">Section 716 of title 31, United States
			 Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HA60DDE6A22014E9D863207EC5900BEB6" style="USC">
					<subsection commented="no" display-inline="no-display-inline" id="HDD136CF3898146F6BBD021DDF3AA437A"><enum>(f)</enum><text display-inline="yes-display-inline">No provision of any law in existence on the
				date of the enactment of this section or enacted after such date shall be
				construed to limit, amend, or supersede the authority of the Comptroller
				General to obtain any information, to inspect any record, or to interview any
				officer or employee under this section, except to the extent such provision
				expressly and specifically refers to this section and provides for such
				limitation, amendment, or
				supersession.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="H6C517B9BE82A485C84B3EB468518257C" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Administering oaths</header><text display-inline="no-display-inline">Paragraph (4) of section 711 of title 31,
			 United States Code, is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HD6DD77C4D14A4EECA21143E871396E89" style="USC">
				<paragraph commented="no" display-inline="no-display-inline" id="HBA388854753A49AE990B96A2A428D9FC"><enum>(4)</enum><text display-inline="yes-display-inline">administer oaths to witnesses, except that,
				in matters other than auditing and settling accounts, the authority of an
				officer or employee to administer oaths to witnesses pursuant to a delegation
				under paragraph (2) shall not be available without the prior express approval
				of the Comptroller General (or a
				designee).</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="H056873BF764C4D408FBEBFBAFBF888D3" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Agency
			 reports</header><text display-inline="no-display-inline">Section 720(b) of
			 title 31, United States Code, is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H9DB72B21706D408A843811DCFA95F280"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by
			 inserting <quote>or planned</quote> after <quote>action taken</quote>;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDA64C6A529AB46AD97BC9429FD7C5401"><enum>(2)</enum><text display-inline="yes-display-inline">by amending paragraph (1) to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="HAB9D606EC16A4DC796BCB9289EF04D25" style="USC">
					<paragraph commented="no" display-inline="no-display-inline" id="H0DD50A41BD8041C493C0615815A3F167"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security and
				Governmental Affairs of the Senate, the Committee on Oversight and Government
				Operations of the House of Representatives, the congressional committees with
				jurisdiction over the agency program or activity that is the subject of the
				recommendation, and the Government Accountability Office before the 61st day
				after the date of the report;
				and</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
