		<section id="H3F039369118A48D480128C7FB5803E78" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Stamp to Honor American
			 Veterans Act</short-title></quote>.</text>
		</section><section id="HE74604A5D3E6447C8C6D64ED08D5AA56" section-type="subsequent-section"><enum>2.</enum><header>Veterans health care
			 stamp</header>
			<subsection id="H1EE2261F1BE9461F8FD3D5CF917EDC00"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In order to afford a
			 convenient way for members of the public to contribute to funding for veterans
			 health care, including new shelters, improved medical facilities, medical
			 assistance, and prescription assistance for veterans, the United States Postal
			 Service shall provide for the issuance and sale of a special postage stamp,
			 hereinafter referred to as the <quote>veterans health care stamp</quote>, in
			 accordance with subsections (b) and (c).</text>
			</subsection><subsection id="H1FB5D2B4AEF649F39454204CFB829580"><enum>(b)</enum><header>Terms and
			 conditions</header><text>The issuance and sale of the veterans health care
			 stamp shall be governed by section 416 of title 39, United States Code, except
			 that—</text>
				<paragraph id="H6453EB9F95194AECA2C124A1D7205B00"><enum>(1)</enum><text>the rate
			 established for such stamp shall be equal to the rate of postage that would
			 otherwise regularly apply, plus a differential of 25 percent;</text>
				</paragraph><paragraph id="H6A14534C55EF473A0021872FDDE4DA95"><enum>(2)</enum><text>all amounts
			 becoming available from the sale of such stamp—</text>
					<subparagraph id="HF7642AC89F0B4384A200D7266B0334EF"><enum>(A)</enum><text>shall be
			 transferred to the Department of Veterans Affairs in accordance with section
			 416(d) of such title; and</text>
					</subparagraph><subparagraph id="HA5BC83E6A8E0453FAF318AD86DC051B6"><enum>(B)</enum><text>shall be used by
			 the Department of Veterans Affairs to carry out the purposes described in
			 subsection (a); and</text>
					</subparagraph></paragraph><paragraph id="H60968711B6504969BED4FA21E968FE2C"><enum>(3)</enum><text>such stamp shall
			 not be subject to any numerical limitation under section 416(e)(1)(C) of such
			 title.</text>
