		<section id="H627CB1F386374E60A558D398D20B977" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Windstorm Impact Reduction
			 Reauthorization Act of 2009</short-title></quote>.</text>
		</section><section id="H29ED7B0BADB24884BCF0E2FBDDF7EF9"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Section 202 of the National Windstorm Impact
			 Reduction Act of 2004 (42 U.S.C. 15701) is amended—</text>
			<paragraph commented="no" id="H5F5A84D65C544953BFC77C2B4C97EBC4"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) and (4) as paragraphs (4) and (5), respectively;</text>
			</paragraph><paragraph commented="no" id="H965B34B8F8BB4A2090BB143C5025737D"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H00354AE8DE0A4FD1A43BCA95887B14C1" style="OLC">
					<paragraph id="HDBCC6E64D61D4A1A8552D1B4B053256D"><enum>(3)</enum><text>Global climate
				variability and climate change may alter the frequency and intensity of severe
				windstorm events, but further research is needed to identify any such linkages
				and, if appropriate, to incorporate climate-related impacts into windstorm risk
				and vulnerability assessments and mitigation
				activities.</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph commented="no" id="HEB745280126A48CA929127E342EA71E"><enum>(3)</enum><text>in paragraph (5),
			 as so redesignated, by striking <quote>interagency coordination</quote> and
			 inserting <quote>coordination among Federal agencies and with State, tribal,
			 and local governments</quote>.</text>
			</paragraph></section><section id="HBE4B96191DBD451C844F02697D19C9CF"><enum>3.</enum><header>Definitions</header>
			<subsection id="H08DAFA82485646C4BA6F924835B1A6A3"><enum>(a)</enum><header>Director</header><text display-inline="yes-display-inline">Section 203(1) of the National Windstorm
			 Impact Reduction Act of 2004 (42 U.S.C. 15702(1)) is amended by striking
			 <quote>Office of Science and Technology Policy</quote> and inserting
			 <quote>National Institute of Standards and Technology</quote>.</text>
			</subsection><subsection id="H0B3D596F52594475A6DEDABF72A6F048"><enum>(b)</enum><header>Interagency
			 Working Group</header><text display-inline="yes-display-inline">Section 203 of
			 such Act (42 U.S.C. 15702) is amended—</text>
				<paragraph id="HEBD63F651C864E8CA84DAC345B98CC96"><enum>(1)</enum><text>by redesignating
			 paragraphs (2) through (4) as paragraphs (3) through (5), respectively;
			 and</text>
				</paragraph><paragraph id="H014C74873E6F443A92006764A1EB00DB"><enum>(2)</enum><text>by inserting after
			 paragraph (1) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H411A84F91251464AAC3BFB60D1244E6C" style="OLC">
						<paragraph id="H4FD55C7099A24FEBAB57D6D01879C797"><enum>(2)</enum><header>Interagency
				working group</header><text>The term <term>Interagency Working Group</term>
				means the Interagency Working Group on Wind Impact Reduction established
				pursuant to section
				204(f).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H353480623AE04356900700722BC16FD0"><enum>4.</enum><header>National
			 windstorm impact reduction program</header>
			<subsection id="H70377141FB77461EBCACD46E994D81FB"><enum>(a)</enum><header>Lead Federal
			 Agency</header><text display-inline="yes-display-inline">Section 204 of the
			 National Windstorm Impact Reduction Act of 2004 (42 U.S.C. 15703) is
			 amended—</text>
				<paragraph id="H435C54C1A03A4ECD8CF16FFB30F105BC"><enum>(1)</enum><text>by striking
			 subsection (c);</text>
				</paragraph><paragraph id="H97C2EF1459A34A4F006329533F65881B"><enum>(2)</enum><text>by redesignating
			 subsection (d) as subsection (c); and</text>
				</paragraph><paragraph id="H0CBE79F9789E48A6B04423D5B655E05B"><enum>(3)</enum><text>by inserting after
			 subsection (c), as so redesignated, the following:</text>
					<quoted-block display-inline="no-display-inline" id="H43C7A15DEA034325B10227DFFE5BA453" style="OLC">
						<subsection id="H9E80DBB523A24CFFB3C408BE29EEB39"><enum>(d)</enum><header>Lead Federal
				agency</header><text>The National Institute of Standards and Technology shall
				be the lead Federal agency for planning, management, and coordination of the
				Program. In carrying out this subsection, the Director shall—</text>
							<paragraph id="H099849F7EE72446FA4CD00F810EC9B60"><enum>(1)</enum><text display-inline="yes-display-inline">establish a Program Office, which shall be
				under the direction of a full-time Program Director, to provide the planning,
				management, and coordination functions described in subsection (e);</text>
							</paragraph><paragraph commented="no" id="H8592CB20540F42CE8EC1A13F50764148"><enum>(2)</enum><text display-inline="yes-display-inline">in conjunction with other Program agencies,
				including the Office of Management and Budget, facilitate the preparation of a
				coordinated annual crosscut budget and report for the Program, which—</text>
								<subparagraph commented="no" id="H8E579AEBF3434F37B435E84400052FF"><enum>(A)</enum><text>shall be submitted
				by the Director of the Office of Management and Budget to the Committee on
				Appropriations and the Committee on Science and Technology of the House of
				Representatives and the Committee on Appropriations and the Committee on
				Commerce, Science, and Transportation of the Senate within 30 days after the
				submission of the President’s annual budget request;</text>
								</subparagraph><subparagraph commented="no" id="H23084283830648FE8D0908B4CD07514F"><enum>(B)</enum><text>shall document the
				allocation and expenditure of funds by each Program agency to implement the
				responsibilities outlined in this section in the prior fiscal year, current
				fiscal year, and in the fiscal year for which the President has submitted the
				budget request;</text>
								</subparagraph><subparagraph commented="no" id="HDA40DBF6AAEA4E4998F4CC4EF0151191"><enum>(C)</enum><text>shall, for each
				Program agency, identify the major activities that were undertaken with such
				funds to address the research areas specified in subsection (g) during the
				previous fiscal year; and</text>
								</subparagraph><subparagraph commented="no" id="H3629BE00F7FC46F48DEEB661073A6A2"><enum>(D)</enum><text>shall, for each
				Program agency, summarize the progress made during the previous fiscal year
				toward the achievement of the strategic goals and objectives included in the
				Program’s strategic plan;</text>
								</subparagraph></paragraph><paragraph commented="no" id="HFC4C2F66183844B9B51E002D8E3EF7A5"><enum>(3)</enum><text display-inline="yes-display-inline">facilitate the preparation of the
				Interagency Working Group’s biennial report to Congress and the National
				Science and Technology Council under subsection (j);</text>
							</paragraph><paragraph id="H539262B6F24A4019B162E7CCB9158FC8"><enum>(4)</enum><text>support research
				and development to improve building codes, standards, and practices for design
				and construction of buildings and other structures, and lifelines;</text>
							</paragraph><paragraph id="H019F594C9D3442DB9CEC9E628100D6E9"><enum>(5)</enum><text display-inline="yes-display-inline">in conjunction with the Federal Emergency
				Management Agency, work closely with national standards and model building code
				organizations to promote the implementation of research results;</text>
							</paragraph><paragraph id="H672E05B3433E47B0BD1B47D8FA31BF0"><enum>(6)</enum><text display-inline="yes-display-inline">in partnership with other Federal agencies,
				State, tribal, and local governments, academia, and the private sector,
				support—</text>
								<subparagraph id="H8F105A96F9B74DB692EC00004F2923AD"><enum>(A)</enum><text>the organization
				and deployment of comprehensive, discipline-oriented interagency teams to
				investigate major windstorm events; and</text>
								</subparagraph><subparagraph id="HB2311747E23E4CC1BD66F460ABC51DD2"><enum>(B)</enum><text>the gathering,
				publishing, and archiving of collected data and analysis results; and</text>
								</subparagraph></paragraph><paragraph id="H02C3C3304D0842188002CEDC2F36FA8B"><enum>(7)</enum><text>participate in,
				coordinate, or support, as needed, other Program mitigation activities
				authorized under subsection
				(c).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8179073BF868447984003F9800383954"><enum>(b)</enum><header>Program Office
			 Duties</header><text display-inline="yes-display-inline">Section 204 of such
			 Act (42 U.S.C. 15703) is further amended—</text>
				<paragraph id="H7845B9281C4C4A4C991DA9BA61F198B7"><enum>(1)</enum><text>by striking
			 subsections (e) and (f); and</text>
				</paragraph><paragraph id="HE4E4AEB099934D408B13A9832F64756C"><enum>(2)</enum><text>by inserting after
			 subsection (d), as added by
			 <internal-xref idref="H0CBE79F9789E48A6B04423D5B655E05B" legis-path="4.(a)(3)">subsection (a)(3)</internal-xref> of this Act, the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="H73FBF1C2396B49A985FB4DB41DE95B73" style="OLC">
						<subsection id="H8A6719E57D334A728066EB229C400CC"><enum>(e)</enum><header>Program
				Office</header><text display-inline="yes-display-inline">The Program Office,
				established under subsection (d)(1), shall—</text>
							<paragraph display-inline="no-display-inline" id="H143C0C58F1C3455A8EA8007ECDBF7991"><enum>(1)</enum><text display-inline="yes-display-inline">ensure that all statutory requirements,
				including reporting requirements, are met in accordance with this Act;</text>
							</paragraph><paragraph id="HB3179448CE784F938E137F5758B700A6"><enum>(2)</enum><text>ensure
				coordination and synergy across the Program agencies in meeting the strategic
				goals and objectives of the Program;</text>
							</paragraph><paragraph id="HBBC5BF917FDA4CB8A23E2EAE7EE5B3F0"><enum>(3)</enum><text>implement an
				outreach program to identify and build effective partnerships with stakeholders
				in the construction and insurance industries, Federal, State, tribal, and local
				governments, academic and research institutions, and non-governmental entities,
				such as standards, codes, and technical organizations;</text>
							</paragraph><paragraph id="HE9928635A86E433196B8FED2781958AF"><enum>(4)</enum><text>conduct studies on
				cross-cutting planning issues, particularly those that are significant for the
				development and updating of the strategic plan required under subsection (i);
				and</text>
							</paragraph><paragraph id="H1FD84975A51C4EAAABF3E3A8AC55B43D"><enum>(5)</enum><text>conduct analysis
				and evaluation studies to measure the progress and results achieved in meeting
				the strategic goals and objectives of the
				Program.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7963F98FA6A5472BA1DA5D4D63E8F8"><enum>(c)</enum><header>Interagency
			 Working Group</header><text display-inline="yes-display-inline">Section 204 of
			 such Act (42 U.S.C. 15703) is further amended by inserting after subsection
			 (e), as added by
			 <internal-xref idref="HE4E4AEB099934D408B13A9832F64756C" legis-path="4.(b)(2)">subsection (b)(2)</internal-xref> of this Act, the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H91DEB0A89904435EA719BB2CFE007FD3" style="OLC">
					<subsection id="H657A6E6AFD844B5883D2F23C344E9F36"><enum>(f)</enum><header>Interagency
				Working Group</header>
						<paragraph id="H18F2F9A746B44CE58CD722EAC02DA00"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">There is established
				an Interagency Working Group on Wind Impact Reduction, which shall report to
				the Director.</text>
						</paragraph><paragraph id="H46B07B93A7124B7BBBF283881D20CE1C"><enum>(2)</enum><header>Purpose</header><text display-inline="yes-display-inline">The primary purpose of the Interagency
				Working Group is to coordinate activities and facilitate better communication
				among the Program agencies in reducing the impacts of windstorms.</text>
						</paragraph><paragraph id="H63EC75872A354E1A80DBED6D00B66C84"><enum>(3)</enum><header>Duties</header><text>The
				Interagency Working Group shall—</text>
							<subparagraph id="H05ECE08F7EAF44DC9C89155656B42819"><enum>(A)</enum><text>facilitate Program
				planning, analysis, and evaluation;</text>
							</subparagraph><subparagraph id="H6B62A8C139D74D988E20DE298F7F956D"><enum>(B)</enum><text>facilitate
				coordination and synergy across the Program agencies in meeting the strategic
				goals and objectives of the Program;</text>
							</subparagraph><subparagraph id="H9E7F25E9141E4A4EA0EF41E730E7D1C5"><enum>(C)</enum><text>prepare the
				coordinated interagency budget for the Program;</text>
							</subparagraph><subparagraph id="H2D165EC64E354797B7551363138FC76F"><enum>(D)</enum><text>prepare the
				interim working plan required under subsection (h);</text>
							</subparagraph><subparagraph id="H08980CAFA9D044DEB7738BA91E369E"><enum>(E)</enum><text>prepare the
				strategic plan with stakeholder input required under subsection (i);</text>
							</subparagraph><subparagraph id="H48D300BACAC74111AD71BDF363448C87"><enum>(F)</enum><text>prepare the
				biennial report to Congress and the National Science and Technology Council
				required under subsection (j);</text>
							</subparagraph><subparagraph id="H0CF57F8056BD4DF9AF6BFF4E537629F6"><enum>(G)</enum><text>work with State,
				tribal, and local governments, non-governmental organizations, industry,
				academia, and research institutions, as appropriate; and</text>
							</subparagraph><subparagraph id="H1B41EA5CAE2E49EB0083AFFDEC9ECD70"><enum>(H)</enum><text display-inline="yes-display-inline">in partnership with State, tribal, and
				local governments, academia, and the private sector, facilitate—</text>
								<clause id="HE492BE8BAC8F465BB2F7A4FE78F7B2AC"><enum>(i)</enum><text>the organization
				and deployment of comprehensive discipline-oriented interagency teams to
				investigate major windstorm events; and</text>
								</clause><clause id="HF4FB99C867564A7DB710AC99590088A9"><enum>(ii)</enum><text>the gathering,
				publishing, and archiving of collected data and analysis results.</text>
								</clause></subparagraph></paragraph><paragraph id="HDA1CBBCEFD7E44B0BB03ED52F5863363"><enum>(4)</enum><header>Membership</header><text>The
				Interagency Working Group shall be comprised of 1 representative from—</text>
							<subparagraph id="HA26F4A9E2E3E4E4E90C8B12EB6115501"><enum>(A)</enum><text>the National
				Institute of Standards and Technology;</text>
							</subparagraph><subparagraph id="HACA48996A7684B0E93D20613BBA2148"><enum>(B)</enum><text>the National
				Science Foundation;</text>
							</subparagraph><subparagraph id="H0B72127311A44EAC974389C23C81DAA4"><enum>(C)</enum><text>the National
				Oceanic and Atmospheric Administration;</text>
							</subparagraph><subparagraph id="H39B68F0333AA424385BBA85B00006443"><enum>(D)</enum><text>the Federal
				Emergency Management Agency;</text>
							</subparagraph><subparagraph id="HB7E8A8521A384A6EAD841C1F62D2943D"><enum>(E)</enum><text>the Department of
				Transportation;</text>
							</subparagraph><subparagraph id="HA42EAC8424DA4F6B88C6120000CE95B2"><enum>(F)</enum><text>the National
				Aeronautics and Space Administration;</text>
							</subparagraph><subparagraph id="HF1E41781948F4E06A9830052ABE6494"><enum>(G)</enum><text>the United States
				Army Corps of Engineers;</text>
							</subparagraph><subparagraph id="H8B0FEC1C5FD040FE825780F7AEC083DB"><enum>(H)</enum><text>the Office of
				Science and Technology Policy; and</text>
							</subparagraph><subparagraph id="H3EB5F9D0CBC44FCC9993387073004D00"><enum>(I)</enum><text>the Office of
				Management and Budget.</text>
							</subparagraph></paragraph><paragraph id="H38B0E73D5093415EBA5DBDE58AD7358"><enum>(5)</enum><header>Chair</header><text display-inline="yes-display-inline">The Program Director referred to in
				subsection (d)(1) shall chair the Interagency Working Group.</text>
						</paragraph><paragraph commented="no" id="H6CCA2107BEBA4D918265BF2800C03D77"><enum>(6)</enum><header>Duties of the
				Chair</header><text>The Chair shall—</text>
							<subparagraph commented="no" id="HA3CDB30860754DFBAC16B2922CD8ACB1"><enum>(A)</enum><text display-inline="yes-display-inline">convene at least 4 Interagency Working
				Group meetings per year, the first of which shall be convened not later than 90
				days after the date of the enactment of the <short-title>National Windstorm Impact Reduction Reauthorization Act of
				2009</short-title>;</text>
							</subparagraph><subparagraph commented="no" id="HEA1C5EF83D2D430AAD02A3E71D9E85C8"><enum>(B)</enum><text display-inline="yes-display-inline">ensure the timely submission of the
				Interagency Working Group’s biennial report to Congress and the National
				Science and Technology Council required under subsection (j); and</text>
							</subparagraph><subparagraph commented="no" id="H9D9A3933A7BB48E2AFB0C91283771C11"><enum>(C)</enum><text>carry out such
				other duties as necessary to carry out this
				Act.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H8C91E39BED2C48459FCD48CD4403594"><enum>(d)</enum><header>Program
			 Agencies</header><text display-inline="yes-display-inline">Section 204 of such
			 Act (42 U.S.C. 15703) is further amended by inserting after subsection (f), as
			 added by
			 <internal-xref idref="H7963F98FA6A5472BA1DA5D4D63E8F8" legis-path="4.(c)">subsection (c)</internal-xref> of this Act, the following
			 new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H944107D0F7B34885B5E2FB9FE50013B5" style="OLC">
					<subsection id="H0898B4E5EC2C409CA323362446D3C95F"><enum>(g)</enum><header>Program
				agencies</header>
						<paragraph id="H834A42C1191C49FEBE6D4322E503CE21"><enum>(1)</enum><header>National Science
				Foundation</header><text>The National Science Foundation shall support research
				in engineering and the atmospheric sciences to improve the understanding of the
				behavior of windstorms and the impact of windstorms on buildings, structures,
				and lifelines.</text>
						</paragraph><paragraph id="H85CCCFE8801544689450169E4FA1FA6F"><enum>(2)</enum><header>National Oceanic
				and Atmospheric Administration</header><text display-inline="yes-display-inline">The National Oceanic and Atmospheric
				Administration shall support atmospheric sciences research to improve the
				understanding of the behavior of windstorms and the impact of windstorms on
				buildings, structures, and lifelines through wind observations, modeling, and
				analysis.</text>
						</paragraph><paragraph id="H3F1D9E0C36E6413481D2D4F547CA73A2"><enum>(3)</enum><header>Federal
				Emergency Management Agency</header><text display-inline="yes-display-inline">The Federal Emergency Management Agency
				shall support—</text>
							<subparagraph id="HB7757F973021420A8C46A69CAAFFF5E"><enum>(A)</enum><text>the development of
				risk assessment tools, effective mitigation techniques, and related guidance
				documents and products;</text>
							</subparagraph><subparagraph id="H99747E5CE136454FACCA09E7C6664630"><enum>(B)</enum><text>windstorm-related
				data collection and analysis;</text>
							</subparagraph><subparagraph id="H0EBA6FC695AE44F4ADEF8DC99443CAC8"><enum>(C)</enum><text>evacuation
				planning;</text>
							</subparagraph><subparagraph id="HDA80D1D9DA114CBDA055C45CD785CBCC"><enum>(D)</enum><text>public outreach
				and information dissemination; and</text>
							</subparagraph><subparagraph id="HC50E06666E55477C8805126E04E5091F"><enum>(E)</enum><text>the implementation
				of mitigation measures consistent with the Federal Emergency Management
				Agency’s all-hazards approach.</text>
							</subparagraph></paragraph><paragraph id="H47E4841FA85546EEAA9BB5EBC33B2D00"><enum>(4)</enum><header>Department of
				Transportation</header><text>The Department of Transportation shall—</text>
							<subparagraph id="H32DAA645876B442AA6AB012501A1F160"><enum>(A)</enum><text>support
				windstorm-related data collection and analysis aimed at understanding,
				measuring, predicting, and reducing the effects of windstorms, storm surge, and
				flooding on transportation infrastructure, including bridges;</text>
							</subparagraph><subparagraph id="HA9A7360587BA4C6BB8E99D36B4C60842"><enum>(B)</enum><text>assist in
				evacuation planning; and</text>
							</subparagraph><subparagraph id="H895BC2D2B41F43818B00AAC5BEF29E73"><enum>(C)</enum><text>support the
				development of tools to improve safety or reduce structure damage due to
				windstorms.</text>
							</subparagraph></paragraph><paragraph id="H4F02B0FC457B46A39F183481F731598E"><enum>(5)</enum><header>National
				Aeronautics and Space Administration</header><text display-inline="yes-display-inline">The National Aeronautics and Space
				Administration shall support—</text>
							<subparagraph id="H23B7291109E9457A97CFD80095B8AE80"><enum>(A)</enum><text>research to
				improve understanding of the regional and global behavior of windstorms;
				and</text>
							</subparagraph><subparagraph id="HF780E31DE1AA4AE2AA9F5FBE71283066"><enum>(B)</enum><text>dissemination and
				utilization of observational data from existing satellites and sensors,
				forecasts, and other analytical products that can aid in reducing windstorm
				impacts.</text>
							</subparagraph></paragraph><paragraph id="HE20504ED74BE493C8E5586FA3413D805"><enum>(6)</enum><header>United States
				Army Corps of Engineers</header><text>The United States Army Corps of Engineers
				shall—</text>
							<subparagraph id="H181F44D3E07243CDAFFA3F9075BCD866"><enum>(A)</enum><text>support research
				to improve understanding of wind effects on storm surge and other flooding;
				and</text>
							</subparagraph><subparagraph id="HCEE5BAC8956B488A959FAEEDAA8CDB4C"><enum>(B)</enum><text>support
				development of evacuation plans and other activities or tools that will reduce
				the potential for loss of life or structure damage as a result of
				windstorms.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDE1E1C82033544B69796D3BB9774266E"><enum>(e)</enum><header>Interim Working
			 Plan; Strategic Plan</header><text display-inline="yes-display-inline">Section
			 204 of such Act (42 U.S.C. 15703) is further amended by inserting after
			 subsection (g), as added by
			 <internal-xref idref="H8C91E39BED2C48459FCD48CD4403594" legis-path="4.(d)">subsection (d)</internal-xref> of this Act, the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H7E226204E83C47919FFB6FFB21CA526" style="OLC">
					<subsection id="H380DECF1D09046DA83F49EF000BDA236"><enum>(h)</enum><header>Interim Working
				Plan</header>
						<paragraph id="H2B8D2AF3570B427AABDAB1F0BB6878A4"><enum>(1)</enum><header>In
				general</header><text>Not later than 6 months after the date of enactment of
				this subsection, the Interagency Working Group shall submit to Congress an
				interim working plan that will guide the implementation of Program operations
				until approval of the strategic plan under subsection (i).</text>
						</paragraph><paragraph id="H5F0E11B62A2B4BF79A1F06EEA0EAE109"><enum>(2)</enum><header>Specifications</header><text>In
				developing the interim plan required under paragraph (1), the Interagency
				Working Group shall consider the report entitled <quote>Grand Challenges for
				Disaster Reduction</quote> and the accompanying hazard-specific implementation
				plans published by the National Science and Technology Council’s Committee on
				Environment and Natural Resources Subcommittee on Disaster Reduction.</text>
						</paragraph></subsection><subsection id="H894BFB8D744F4519842BE6DE83BC5065"><enum>(i)</enum><header>Strategic
				Plan</header>
						<paragraph id="HDA3CD47350184A77BA410459BAC1CA00"><enum>(1)</enum><header>In
				General</header><text>Not later than 18 months after the date of enactment of
				this subsection, the Interagency Working Group shall submit to Congress a
				strategic plan for achieving the objectives of the Program.</text>
						</paragraph><paragraph id="H8B05F7938A3942FA934BA86797044825"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">The strategic plan shall include—</text>
							<subparagraph id="HB839EA42E27B49A1BB7FDCA160279525"><enum>(A)</enum><text>strategic goals
				and objectives for each Program component area to be achieved in the areas of
				data collection and analysis, risk assessment, outreach, technology transfer,
				and research and development;</text>
							</subparagraph><subparagraph id="H3B6BEEDB6D0646768F9224ACAFB6845"><enum>(B)</enum><text>an assessment of
				the strategic priorities required to fill critical gaps in knowledge and
				practice to ensure reduction in future windstorm impacts based on a review of
				past and current public and private sector efforts, including windstorm
				mitigation activities supported by the Federal Government;</text>
							</subparagraph><subparagraph id="HFC6AC24C0A1C42839262382DFA8BE12F"><enum>(C)</enum><text>measurable outputs
				and outcomes to achieve the strategic goals and objectives;</text>
							</subparagraph><subparagraph id="H1C687A06A2024E2687D4E6935DBC01D"><enum>(D)</enum><text>a description of
				how the Program will achieve such goals and objectives including detailed
				responsibilities for each Program agency; and</text>
							</subparagraph><subparagraph id="H0672325FD5204496BCE24D9C4CDE8BAA"><enum>(E)</enum><text>plans for
				cooperation and coordination with interested public and private sector entities
				in each Program component area.</text>
							</subparagraph></paragraph><paragraph id="HDEFB517334994A5D81558DBF252B8CC"><enum>(3)</enum><header>Initial
				Development</header><text display-inline="yes-display-inline">The strategic
				plan—</text>
							<subparagraph id="H63009FD138CF483CB7FF44EA56EAED3E"><enum>(A)</enum><text>shall be developed
				with stakeholder input; and</text>
							</subparagraph><subparagraph id="H00DA14854039490894A93CA054D0D200"><enum>(B)</enum><text>shall not be
				initially required to be reviewed by the National Advisory Committee on
				Windstorm Impact Reduction.</text>
							</subparagraph></paragraph><paragraph id="HF99671BF1C7E45108FF105016B43AFBA"><enum>(4)</enum><header>Regular
				updates</header><text display-inline="yes-display-inline">Not less frequently
				than once every 5 years, the strategic plan—</text>
							<subparagraph id="HB3F7D4AFFE804729BBC80026A96B6BA7"><enum>(A)</enum><text>shall be updated
				with stakeholder input; and</text>
							</subparagraph><subparagraph id="HAD1D019A791B45AC9CB1AF147B001C06"><enum>(B)</enum><text>shall be reviewed
				by the National Advisory Committee on Windstorm Impact
				Reduction.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7B518CCCC147471080E732CC4399453"><enum>(f)</enum><header>Biennial
			 report</header><text display-inline="yes-display-inline">Section 204 of such
			 Act (42 U.S.C. 15703) is further amended by inserting after subsection (i), as
			 added by
			 <internal-xref idref="H8C91E39BED2C48459FCD48CD4403594" legis-path="4.(d)">subsection (e)</internal-xref> of this Act, the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H14125ABFF6924DD583B82CEF00574576" style="OLC">
					<subsection id="HBFD8FE54E19F414F82C9D0CAA917C491"><enum>(j)</enum><header>Biennial
				report</header><text display-inline="yes-display-inline">The Interagency
				Working Group, on a biennial basis, and not later than 90 days after the end of
				the preceding 2 fiscal years, shall—</text>
						<paragraph id="HA09C3BD84399405CAE244BAB2DD4DDFB"><enum>(1)</enum><text>after considering
				the recommendations of the advisory committee established under section 205,
				prepare a biennial report that describes the status of the Program,
				including—</text>
							<subparagraph id="H101D2E973D944A00BA4365E9D704F885"><enum>(A)</enum><text>Program activities
				and progress achieved during the preceding 2 fiscal years in meeting goals
				established for each Program component under subsection (c);</text>
							</subparagraph><subparagraph id="H274D09AD796F4B039EA359737CF9DACF"><enum>(B)</enum><text>challenges and
				impediments to the fulfillment of the Program’s objectives; and</text>
							</subparagraph><subparagraph id="H36C3A1E4611047E0AEEB00004D6FB4"><enum>(C)</enum><text>any recommendations
				for legislative and other action the Interagency Working Group considers
				necessary and appropriate; and</text>
							</subparagraph></paragraph><paragraph id="HC2EC5657529644A6A4AB4D9F3B19C28C"><enum>(2)</enum><text>submit the report
				prepared under paragraph (1) to Congress and the National Science and
				Technology
				Council.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H247ACD0674354D1AB4A2D10074598BC8"><enum>5.</enum><header>National advisory
			 committee on windstorm impact reduction</header>
			<subsection id="H7B00569183EE4E17847CF09269AC8D9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 205(a) of the
			 National Windstorm Impact Reduction Act of 2004 (42 U.S.C. 15704(a)) is amended
			 by striking <quote>The Director</quote>, and inserting <quote>Not later than 6
			 months after the date of the enactment of the National Windstorm Impact
			 Reduction Reauthorization Act of 2008, the Director</quote>.</text>
			</subsection><subsection id="H4E3AFB2D233847F98E85C4D2FA4F70D4"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 205(b)(2) of such Act (42 U.S.C. 15704(b)(2))
			 is amended by striking <quote>section 204(d)</quote> and inserting
			 <quote>section 204(c)</quote>.</text>
			</subsection></section><section id="HE14A07CC666B4059ABE4FBE4A1717F5"><enum>6.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 207 of
			 the National Windstorm Impact Reduction Act of 2004 (42 U.S.C. 15706) is
			 amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H3E986CA08009471DA00100B085E69E96" style="OLC">
				<section id="H02D328D6A808453BA504A8BCC6A38838"><enum>207.</enum><header>Authorization
				of appropriations</header>
					<subsection commented="no" id="H67F697D73995407D8ECAC4CF9336EF9"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">There are authorized
				to be appropriated $30,000,000 for each of the fiscal years 2010 through 2014
				to carry out this title, of which not greater than—</text>
						<paragraph commented="no" id="H1EB65F0CA576407AA397AB5C3065FFB7"><enum>(1)</enum><text>$5,000,000 shall
				be allocated for the National Institute of Standards and Technology;</text>
						</paragraph><paragraph commented="no" id="H7CF52B5E63FA4119A413F3E776E81973"><enum>(2)</enum><text>$9,400,000 shall
				be allocated for the National Science Foundation;</text>
						</paragraph><paragraph commented="no" id="H3BCB631A50314CDDB62079C561C95BA6"><enum>(3)</enum><text>$2,200,000 shall
				be allocated for the National Oceanic and Atmospheric Administration;</text>
						</paragraph><paragraph commented="no" id="HE3EC555DAAA94F81AE0067796B1B72A"><enum>(4)</enum><text>$9,400,000 shall be
				allocated for the Federal Emergency Management Agency;</text>
						</paragraph><paragraph commented="no" id="H6ED18AB95AD8411BBF3375A09915C6C"><enum>(5)</enum><text>$1,333,333 shall be
				allocated for the Department of Transportation;</text>
						</paragraph><paragraph commented="no" id="H01AB41462FF54EADBE75D38EE53208F"><enum>(6)</enum><text>$1,333,333 shall be
				allocated for the National Aeronautics and Space Administration; and</text>
						</paragraph><paragraph commented="no" id="HC5F984E258A04D9F9392CCDD7B03BF40"><enum>(7)</enum><text>$1,333,333 shall
				be allocated for the United States Army Corps of Engineers.</text>
						</paragraph></subsection><subsection id="HD3F9BA2E0A3346508BBCF83633D00042"><enum>(b)</enum><header>Authorization
				for Program Planning, Management, and Coordination</header>
						<paragraph id="H9CEC7273FE4D46DAA1C3BE0559386EF2"><enum>(1)</enum><header>Lead
				Agency</header><text display-inline="yes-display-inline">From the amounts
				appropriated for the National Institute of Standards and Technology pursuant to
				subsection (a)(1), up to $1,000,000 per fiscal year may be allocated for
				carrying out the lead agency planning, management, and coordination functions
				assigned to the National Institute of Standards and Technology under section
				204(d).</text>
						</paragraph><paragraph id="HF01930CA8F5F4F458FD36DEBCE16CB31"><enum>(2)</enum><header>Other Program
				Agencies</header><text display-inline="yes-display-inline">From the amounts
				appropriated to each of the Program agencies under paragraphs (2) through (7)
				of subsection (a), not greater than 8 percent may be allocated to each such
				agency for carrying out planning, management, and coordination functions
				assigned to such agency under this Act, including participation in the
				Interagency Working Group.</text>
						</paragraph></subsection><subsection id="HE92B5DEC997E4915BA00ABB4954EED4B"><enum>(c)</enum><header>Remainder
				Authorized for Program Activities</header><text display-inline="yes-display-inline">Any amounts appropriated pursuant to
				subsection (a) that are not allocated under subsection (b) shall be allocated
				to Program activities carried out in accordance with the objectives of the
				Program, including—</text>
						<paragraph id="HA5EB9888ED7A4633A10012DC7786C4B1"><enum>(1)</enum><text>data collection
				and analysis;</text>
						</paragraph><paragraph id="H47C71DA427934D83B659DC16C8EDAED8"><enum>(2)</enum><text>risk
				assessment;</text>
						</paragraph><paragraph id="HB831858A1361419E82CD84C1003B103D"><enum>(3)</enum><text>outreach;</text>
						</paragraph><paragraph id="HDBC03F60BD7D42309E008DC9576881C3"><enum>(4)</enum><text>technology
				transfer; and</text>
						</paragraph><paragraph id="H106F7A5792C6441D816BAC9E2129477E"><enum>(5)</enum><text>research and
				development.</text>
