		<official-title>To amend the Internal Revenue Code of 1986 to temporarily
		  expand the credit for first-time homebuyers to all homebuyers and to allow
		  individuals a temporary refundable credit against income tax for the costs of
		  refinancing acquisition indebtedness secured by their principal
		  residence.</official-title>

		<section id="H11354EBF0F3344E88FBB3F3DE7796C0D" section-type="section-one"><enum>1.</enum><header>Temporary expansion of
			 first-time homebuyer credit to all homebuyers</header>
			<subsection id="H1BD0632A573E4156821572EA023B66B4"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 36 of the
			 Internal Revenue Code of 1986 (relating to first-time homebuyer credit) is
			 amended by redesignating subsections (g) and (h) as subsections (h) and (i),
			 respectively, and by inserting after subsection (f) the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H237B9DFE052045C5B8878C0D572A6F08" style="OLC">
					<subsection id="H57B8EE61777E4369B34C2DD56FC0FA29"><enum>(g)</enum><header>Credit
				temporarily allowable to all homebuyers</header>
						<paragraph id="HEDB2CD3E29F94517B621BED47CE6FE91"><enum>(1)</enum><header>Credit expanded
				to all homebuyers</header><text>Except as provided in paragraph (1), in the
				case of residences purchased after the date of the enactment of this subsection
				and before July 1, 2010, the requirement that the taxpayer be a first-time
				homebuyer shall not apply.</text>
						</paragraph><paragraph id="H7B9275C008834809832AB5306FD7E86B"><enum>(2)</enum><header>Exception</header><text>No
				credit shall be allowed under this section by reason of paragraph (1) if credit
				was allowed under this section or 1400C (relating to first-time homebuyer in
				the District of Columbia) to the taxpayer (or the taxpayer's spouse) with
				respect to any other
				residence.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF47CAC955A12457C8D71A5ABBC97B7D2"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="HD0995DB5B1EA4A5EAD633326A7C33FAF"><enum>(1)</enum><text>Section 36 of such
			 Code is amended by striking <quote>December 1, 2009</quote> each place it
			 appears (other than subsection (h), as redesignated by subsection (a)) and
			 inserting <quote>July 1, 2010</quote>.</text>
				</paragraph><paragraph id="HDCE63CC319754D668A04AD4E076DEA8B"><enum>(2)</enum><text>The heading for
			 subparagraph (D) of section 36(f)(4) of such Code is amended by striking
			 <quote><header-in-text level="subparagraph" style="OLC">purchases in
			 2009</header-in-text></quote> and inserting <quote><header-in-text level="subparagraph" style="OLC">certain
			 purchases</header-in-text></quote>.</text>
				</paragraph><paragraph id="H18307D1CC8AB4EB9B5FAB7B72FE82AB1"><enum>(3)</enum><text>Subsection (h) of
			 section 36 of such Code, as so redesignated, is amended by striking
			 <quote>December 31, 2009</quote> and inserting <quote>January 1,
			 2010</quote>.</text>
				</paragraph><paragraph id="H50AB2E00CD6B4D509C59F9241566250A"><enum>(4)</enum><text>The heading of
			 such section 36 is amended by inserting before the period
			 <quote><header-in-text level="section" style="OLC">; Temporary credit for all
			 homebuyers</header-in-text></quote>.</text>
				</paragraph><paragraph id="HC13E5C6084F44B17A29BDDECFEE2F664"><enum>(5)</enum><text>The item relating
			 to section 36 in the table of sections for subpart C of part IV of subchapter A
			 of chapter 1 of such Code is amended by inserting before the period <quote>;
			 Temporary credit for all homebuyers</quote>.</text>
				</paragraph></subsection><subsection id="HE799751C2E7547E8ACC45B8C0AF8B911"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 residences purchased after the date of the enactment of this Act.</text>
			</subsection></section><section id="H91DC5B4D3C074A05B3C71C6795B82E80"><enum>2.</enum><header>Temporary
			 refundable credit for costs of refinancing acquisition indebtedness secured by
			 principal residence</header>
			<subsection id="H6FF6D9275D764DFF8DDD91DFF8F77170"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subpart C of part IV
			 of subchapter A of chapter 1 of the Internal Revenue Code of 1986 (relating to
			 refundable credits) is amended by inserting after section 36 the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H2F9FE735CB8B40F9A115C7BD876C9BCE" style="OLC">
					<section id="H4AADE7FE7ED1484B88D1AD6CA07B7945"><enum>36A.</enum><header>Temporary
				credit for costs of refinancing acquisition indebtedness secured by principal
				residence</header>
						<subsection id="HD0575998403F438D9354B7546C22DDAA"><enum>(a)</enum><header>Allowance of
				credit</header><text>In the case of an individual, there shall be allowed as a
				credit against the tax imposed by this subtitle an amount equal to the
				qualified refinancing costs paid or accrued by the taxpayer during the taxable
				year.</text>
						</subsection><subsection id="HFA7F2DA350D04BF7B097E3ABDC32B04A"><enum>(b)</enum><header>Limitations</header>
							<paragraph id="HE3DAD578E91D48F59444D4BE3451373D"><enum>(1)</enum><header>Dollar
				limitation</header>
								<subparagraph id="H0C32B658EF33479C93586EF6B922A5A1"><enum>(A)</enum><header>In
				general</header><text>Except as otherwise provided in this paragraph, the
				credit allowed under subsection (a) shall not exceed $3,000.</text>
								</subparagraph><subparagraph id="H7BFF9A611B714F2FBC49EF2241F55888"><enum>(B)</enum><header>Married
				individuals filing separately</header><text>In the case of a married individual
				filing a separate return, subparagraph (A) shall be applied by substituting
				<quote>$1,500</quote> for <quote>$3,000</quote>.</text>
								</subparagraph><subparagraph id="H368C82129CEC4033892ABF760BDE45F7"><enum>(C)</enum><header>Other
				individuals</header><text>If two or more individuals who are not married own a
				principal residence, the amount of the credit allowed under subsection (a)
				shall be allocated among such individuals in such manner as the Secretary may
				prescribe, except that the total amount of the credits allowed to all such
				individuals shall not exceed $3,000.</text>
								</subparagraph></paragraph><paragraph id="HAFC469DDB2444486BD78DFA4D22B370D"><enum>(2)</enum><header>Limitation based
				on modified adjusted gross income</header><text display-inline="yes-display-inline">The amount allowable as a credit under
				subsection (a) (determined without regard to this paragraph) for the taxable
				year shall be reduced as provided in section 36(b)(2).</text>
							</paragraph></subsection><subsection id="H1BB28C4DD1FC470E9D7E0E35770174D3"><enum>(c)</enum><header>Qualified
				financing costs</header><text display-inline="yes-display-inline">For purposes
				of this section, the term <quote>qualified refinancing costs</quote> means
				costs—</text>
							<paragraph id="HA2EAAEE26033459D968BF5DC32630E05"><enum>(1)</enum><text>which are incurred
				to refinance acquisition indebtedness (as defined in section 163(h)(3)) secured
				by the principal residence of the taxpayer, and</text>
							</paragraph><paragraph id="H490C8D7A617947A8BEFED1B272E2A4B9"><enum>(2)</enum><text>which are not
				allowable as a deduction under this chapter.</text>
							</paragraph></subsection><subsection id="HD856D6C59DAD4F0094377FC3CC8C76C0"><enum>(d)</enum><header>Exception</header><text display-inline="yes-display-inline">No credit under subsection (a) shall be
				allowed to any nonresident alien.</text>
						</subsection><subsection id="H15D539FB566E4CD18225D89C376C76B2"><enum>(e)</enum><header>Application of
				section</header><text display-inline="yes-display-inline">This section shall
				only apply to refinancings after the date of the enactment of this section and
				before July 1, 2010.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF72E7C2694AD4F3F8F8CA0E5B921A33C"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="H555717ED9BBD4E5B9C9B1182EDB476F5"><enum>(1)</enum><text display-inline="yes-display-inline">Section 6211(b)(4)(A) of such Code is
			 amended by inserting <quote>36A,</quote> after <quote>36,</quote>.</text>
				</paragraph><paragraph id="HBD04C5EDA9364554A61D861BBCA1E01C"><enum>(2)</enum><text>Section 1324(b)(2)
			 of title 31, United States Code, is amended by inserting <quote>36A,</quote>
			 after <quote>36,</quote>.</text>
				</paragraph><paragraph id="HC0C9FBF31F33419180D859BC51380B90"><enum>(3)</enum><text>The table of
			 sections for subpart C of part IV of subchapter A of chapter 1 of the Internal
			 Revenue Code of 1986 is amended by inserting after the item relating to section
			 36 the following new item:</text>

						<toc-entry level="section"><quote>Sec. 36A. Temporary credit for
				costs of refinancing acquisition indebtedness secured by principal
				residence.</quote>.</toc-entry>
					</toc>
				</paragraph></subsection><subsection id="H58F1D672B86F45F5BB679EC18B14B760"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 refinancings after the date of the enactment of this Act in taxable years
			 ending after such date.</text>
