		<official-title>To direct the head of a Federal department or agency that
		  is carrying out a project involving the construction of a culvert or other
		  enclosed flood or drainage system to ensure that certain child safety measures
		  are included in the project.</official-title>

		<section id="ID732D9514B4274E22A6F0C806C3094D7C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This act may be cited as <quote><short-title>Logan's Law</short-title></quote>.</text>
		</section><section id="IDD007657CE5F14DF0A00D0ECB4EC8EF7E"><enum>2.</enum><header>Construction of
			 culverts and other enclosed flood or drainage systems</header>
			<subsection id="IDF691F223B54E45479CDAA49604324D9B"><enum>(a)</enum><header>Safety
			 Requirements</header><text>The head of a Federal department or agency that is
			 carrying out a project involving the construction or modification of a culvert
			 or other enclosed flood or drainage system shall ensure that—</text>
				<paragraph id="ID60C5D6397D5E478AB44ED1120FCF7B8B"><enum>(1)</enum><text>the intake to the
			 culvert or other enclosed flood or drainage system is protected by a bar,
			 grate, or other appropriate covering sufficient to ensure that a child may not
			 be swept into the system;</text>
				</paragraph><paragraph id="ID62060E7C781A4F70AD5DFB7919534834"><enum>(2)</enum><text>a sign warning of
			 the hazard for a child, including the danger for injury or drowning, is clearly
			 posted at the intake to the culvert or other enclosed flood or drainage system;
			 and</text>
				</paragraph><paragraph id="IDBF729214C8624D64A3295AF3A481B0B8"><enum>(3)</enum><text>the culvert or
			 other enclosed flood or drainage system has a hinged opening or other type of
			 opening and closing mechanism to permit emergency services personnel to access
			 the system.</text>
				</paragraph></subsection><subsection id="ID578BC184FA384BDEBAC4C174AE753677"><enum>(b)</enum><header>Applicability</header><text>Subsection
			 (a) shall apply to—</text>
				<paragraph id="IDF1ECEF851AE1494DB4BDAE0230E14A66"><enum>(1)</enum><text>a project carried
			 out after the effective date of this Act directly by the head of a Federal
			 department or agency; and</text>
				</paragraph><paragraph id="ID38C65621A848441DB2C56A4ABBB016C2"><enum>(2)</enum><text>a project carried
			 out in whole or in part with Federal funds made available by the head of a
			 Federal department or agency after the effective date of this Act.</text>
				</paragraph></subsection><subsection id="IDA78F45442544493A97E14D9BDA9A303C"><enum>(c)</enum><header>Conditions on
			 Federal Financial Assistance</header><text>In the case of a project described
			 in subsection (b)(2), the head of the Federal department or agency providing
			 Federal financial assistance to a State or local government or other entity
			 shall require compliance with subsection (a) as a condition for the award of
			 the financial assistance or any letter of intent.</text>
			</subsection><subsection id="ID3652D97DEAF34CAEAB47D6B61810E72E"><enum>(d)</enum><header>Effective
			 Date</header><text>This Act shall take effect beginning 180 days after the date
			 of enactment of this Act.</text>
